..................................................................................... 20 PADDOCK PATROL Accident Avoidance & Rule Summary Everyone (participants, volunteers, spectators) at Formula Student wants to have an accident-free event. The Pit Patrol has been established to advise teams on potentially unsafe practices in the paddock/pit area. The actual Formula Student dynamic events are under the control of the Operations Coordinator and his designated Clerk of the Course, Chief Marshal and Event Captains and are operated in a very safety-conscious manner. Some rules and guidelines to remember: Acceleration Run-off There will be an Acceleration Event Top 6 Run off once again at the end of the first morning‟s dynamic events. It will be a great opportunity for all the spectators and teams to see the fastest cars in action in one go. 2 To keep it fair for all the competitors, all the original acceleration times will stand, and the Top 6 teams will fight it out for a quicker time. Each team will have one run and they can choose any one of their nominated drivers. If a team elects not to run, then the 7th placed team in acceleration will be invited to participate in the run-off, but who wouldn't want to run again on the world famous Silverstone track! Sprint The Sprint event will be run with 2 queues such that priority will be given to the first driver. In the event of adverse weather or other issues we will therefore try to ensure that all teams get one driver to compete their heat before any second drivers are allowed to start their heat. Electric / hybrid / fuel cell Instructions The following instructions must be adhered to when operating vehicles which use high voltages (>40VDC or 25VAC): 1. Vehicles with High Voltage will have separate pit areas to the ICE vehicles 2. All electric vehicles must have basic checks performed at scrutineering before they are allowed to be presented in static events 3. If the vehicle has not completed all electrical scrutineering, then the safety responsible person must be present at all static events to ensure that the vehicle is safe and only demonstrated to the extent allowed by the scrutineering that has been passed 4. Teams are not allowed to have exposed live High Voltage systems in the pit area. 5. Working on the HV systems of High Voltage vehicles can only be conducted in a designated area. In this area access will be strictly controlled with a maximum of 4 team members from any team being allowed to enter and one of these must be the Electrical System Officer. Please use your red lanyards for access to this area. These lanyards are also required in hot areas, including dynamics and electric charging bay. 6. The same designated area must also be used for charging the vehicles and the same rules apply for the number of people that can attend, however there must be one experienced person with the vehicle or battery pack at all times that the HV system is being charged 7. 16A single phase and 32A 3 phase (5pin) sockets will be available Fires Electric vehicle fires: With electric vehicles, it is possible that a fire can occur and the organisers are aware of a number of incidents where prototype electric vehicles have caught fire and in some instances the vehicle has been completely destroyed. The organisers are aware of instances where fire extinguishers were used to control the fire and these had no effect. The organisers preferred method of controlling any electrical vehicle fire is to use lots and lots of water which can have the effect of cooling the cells sufficiently to stop and control thermal runaway. The fire marshals will be instructed to act in this way unless the team tells them otherwise in which case the vehicle will be left to burn out. No open fires in the garages including BBQ grills, oxy-acetylene torches, heaters, cigarettes, etc. Electric hot plates and MIG or TIG welding (with gas bottles safely secured) are allowed in your area but you are advised to use the free welding services available to all teams on site. Engines may ONLY be run in the Engine running area or in the dynamic event areas Engines may be run in the engine running area provided the car has passed the chassis, safety and tech inspections and the following conditions are satisfied; 3 1. The car is on an adequate stand 2. The drive wheels are at least 10.2 cm (4 in) off the ground, or the drive wheels have been removed People must not be underneath the vehicles while the engine is running and a hazard triangle must be in place to warn pedestrians. Fire extinguishers must be close by the vehicle and readily accessible at all times. All team members must be able to use the fire extinguisher. A fire extinguisher must accompany the car, carried alongside it, wherever it is moved in the paddock. A team member must hold a fire extinguisher ready whenever the engine is running in the engine running area. Drivers Drivers will be issued with a white wristband when they first sign on at the event. All Drivers must attend the Driver Briefings, after which they will then be issued with a different coloured wristband. The briefings will be given by the Clerk of the Course and drivers will only be permitted to compete in that day‟s dynamic activities or use the practice area if the correct wristband is being worn. All drivers should perform a check of critical fasteners and components on their vehicles to assure complete control during the driving events. Please be aware that fasteners do come loose, parts do fatigue, and occasionally someone forgets to torque a nut. It is OK to use the kill switch in the event of engine or brake malfunction. Anytime the driver is in the cockpit with the engine running, the following approved safety equipment must be worn: helmet, driver suit, racing gloves, goggles/face shields, racing shoes, and hair covering, if necessary. Grand Prix Racewear is on site for new driver kit if required. The office is based at Unit 1, Silverstone Technology Park. Their contact number is; 01327 855585 Driving practice is only to take place in the designated areas and only during the designated times. Vehicle Movement D12.1.1 Vehicles may not move under their own power anywhere but on the practice or competition tracks, or as otherwise directed by the organizers. D12.1.2 Electric vehicles must be de-activated when being moved around the paddock. D12.1.3 Off track vehicles must be pushed at a normal walking pace by means of a “Push Bar”, (See D12.2) and with a driver in the cockpit and with another team member walking beside the car. Jacking When supporting cars off the ground use strong, sturdy stands which support the vehicle in a stable and secure way. Fuel and Oil A free supply of fuel will be on site all four days of the competition. The service is courtesy of Shell who also provides the fuel volume measurement service relevant to the Endurance event. FS cars which need to be drained at the end of the event prior to transportation must be taken to the Shell Fuel Station by 16.30 on Sunday 13th July. No open fuel containers are allowed and all fuel containers 4 must be DOT approved. Waste oil, etc., is to be taken to the fuel station for disposal. Once at the competition site, the Formula Student cars can only be fuelled at the Shell fuel station. Vehicle Modifications No unapproved modifications are allowed after your car has been through scrutineering. Tool Use Tools are expected to be used safely. Wear safety glasses when cutting, grinding, etc. Wear appropriate eye protection while welding. Note: If there is a conflict between this summary of the rules and the complete 2014 Formula SAE/Formula Student rules, the complete rules prevail. IMPORTANT INFORMATION Accredited Media Accreditation is for official media only. Sign on for accredited media will take place on the first floor of Race Control from 9.00 - 10.00 and 12.00 - 13.30 each day and 8.00 – 10.00 on Saturday and Sunday. A cash deposit of £20.00 is required for media Bibs, which MUST be returned at the end of each day when deposits will be returned. Announcements Teams wishing to request parts or make an announcement may request these to the IMechE staff at the Information Desk in Event Control. Big Bang @ Silverstone UTC The Big Bang @ Silverstone UTC will take place on Friday 11th July between 09:00 to 17:00. Escorted groups of 11-14 year olds will be walking around the paddock and pits, so please take extra care when working on and pushing your car. Please welcome them into your garage and talk to them about your cars. Car set-up alterations Teams do not have to use the same car set-up for all the dynamic events and are encouraged to make alterations, e.g. to tyre pressures and suspension settings, to give vehicle characteristics best suited to each specific event. Catering Food and drink will be available for purchase in the Paddock Cafe. (Opening times are 07:30-18:00 Wednesday to Saturday and 07:30 – 16:00 on Sunday.) There is also a burger counter and bar in central paddock. (Opening times are 07:30 – 20:00). 5 There will be breakfast and burger van outside the tunnel near to Copse Grandstand A. (Opening times are 0700 – 1900.) Please note that cash or credit card payments only are accepted - UK Sterling ONLY. Clothing Team members are encouraged to wear their branded uniforms and clothing but must follow the clothing guidance below The safety of our staff, volunteers and competitors at Formula Student is of paramount importance and as such we expect all personnel including marshals, officials and competitors to wear clothing to protect themselves from hazards at the event and any prevailing weather conditions. During dynamic and testing activities legs and arms should be covered to ensure protection from heat from parts of the vehicles. This is also important whenever you are close to the cars while engines are running. We also recommend footwear that will protect from cars running over feet. Drivers and marshals will be wearing appropriate overalls but we must stress the importance of team member and others taking similar precautions. Appropriate clothing is seen to be stout shoes/boots, jeans, trousers, shirts, jumpers and jackets made of materials with low flammability. Clothing that is not acceptable in “hot” areas are skirts, shorts and vest type tops which expose the skin to significant risk. Please bring waterproofs and warm clothing with you if required. Cost Final The Cost Final is a closed event and will take place on Saturday evening in the Paddock Lounge. It is for Class 1 teams only and you will need to present your cars on time to the Paddock Lounge. The results will be announced at the Awards Ceremony on Sunday. Cars not in the cost final will receive their results as normal. Decal Positioning on Cars Please note rule T.13.3 and T.13.3 regarding all cars to accommodate the IMechE and Scrutineering approval decals. The car weight label will also be affixed in this area. Running cars need to allow an 8 x 8cm space on the right side of the cockpit for the driver activity check, which is used for the dynamic events. Design Final The Design Final is a closed event and will take place on Saturday evening in Event Control. It is for Class 1 teams only and you will need to present your cars on time to Event Control. The results will be announced at the Awards Ceremony on Sunday. The results will be announced at the Awards Ceremony on Sunday. Cars not in the design final will receive their results as normal. 6 Dynamic Activities Note where these are located on site and the times these activities are open. All activities will close at the time defined in the official event time schedule and you will not be permitted to run after these times, even if you are in the queue. Weather and other conditions may alter the activities open times, amended only at the discretion of the Event organisers. Teams will be given their running order for the Endurance based upon their time recorded in the Sprint event. This running order will be determined by the Event organisers and announced no later than one hour before the nominated starting time for the Endurance event. For all dynamic activities each team is permitted 1 driver + 3 team members (which may include a second driver) into the activity‟s assembly area. Team members with red lanyards will only be permitted into the dynamic areas. The Site Map indicates viewing points for spectators. Electric Supply Please note that power adapters will not be available to hire from the organisers to teams. The power adapters needed for the garages are ‟16 C-Form Single Phase Outlet‟ which can be easily purchased from any camping or caravan shop or online. We apologise for any inconvenience this may cause. Emergencies Any emergency or incident, however minor, must be reported to the Information Desk in Event Control immediately. In the case of fire, extinguishers will be positioned at strategic points in all garages and around the dynamic/practice areas. A Fire Tender will also be positioned on site during normal event hours. When the site is closed, any emergency on the campsite must be reported to Security at the campsite gate. Event Control This will be located halfway down the paddock. It will include: - IMechE Information Desk – where all team queries/requests should be directed - Registration for all teams - Partner & Sponsor exhibitor stands – be sure to visit them during the event. Event Feedback We welcome any feedback you might have about Formula Student so please take the time to complete the team questionnaire in your Registration Pack and return on Sunday the Information Desk. Faculty Advisor’s Reception & Team Leaders 2015 Rules Update This reception will take place on Friday 11th July (18.00-20.00) in the Paddock Lounge will give Faculty Advisor‟s and a nominated 2015 team representative a chance to network with one another, talk to the FS Chief Judges and key personnel. Refreshments will be provided and a presentation of updated rule changes for the future of FS will be given. All faculty advisors should have received an email so please pre register your attendance with Hilary Hurrey to receive a ticket by Friday 27th June. Please note this event is invite only. 7 Filming Will be taking place by various film crews. Please let a member of IMechE staff know (at the Information Desk) if you do not wish to be filmed. Formula Student endeavours to achieve high levels of safety during the competition and as such wish to highlight that the use of Remotely Controlled and Un-Manned Aerial Vehicles for photography or otherwise is prohibited at the event regardless of any safety features, failsafe systems or insurances that may be present or in force. First Aid The Medical Centre will be open 09.00-18.00hrs each day. Fuel Specification The fuel specifications and MSDS documents are available to download from the website. Garage Allocations All teams with running cars have been allocated their pit, according to the judging schedule. Access to the garages to build pits will be between 14:00 and 20:00 on Wednesday 9 th July. We encourage you to have your garage set up and ready by 17:00 as VIP guests will be touring the paddock. The garage numbers will be published prior to and at the event. Judging Class 1 and 2 teams have been allocated times for design, cost & sustainability and business presentation judging as appropriate. Make sure that you read the judging schedules thoroughly and that you know where you need to be. Calculate how long it will take from your garage to the business presentation judging location. The design and cost judges will visit Class 1 teams in situ in their pits this year. Therefore, your team will be presenting your garage pit to the judges so we recommend considering the best way to present your pit, such as bringing display boards (each pit is 6m deep x 4m wide). All 8 cars in every garage, or bay in the alternative fuels marquee, will be judged at the same time. Teams will not be able to work on their car whilst their garage judging is in progress as no noise will be allowed for the judging hour that your team is allocated to. Please also be advised that there will be a limit on the number of team members present during the cost and design judging sessions, so some of your team may be asked to leave the garage during this time. Class 2 judging will all take place in the Pavilion. Media Links Please use our social media channels to follow and post what is happening at the event. A designated smoking area will be located in the car park behind the trees next to the Medical Centre. Anyone found smoking outside the designated area may be expelled from the event. Opening Ceremony It is mandatory for all team members to attend the Opening Ceremony scheduled for 17.30 on Wednesday 9th July in the Pavilion. This year we have Mike Gascoyne, Chief Technical Officer, Caterham Group and Paddy Lowe, Technical Executive Director, Mercedes AMG Petronas as our panellists. We would like to invite teams to tweet us @FormulaStudent their questions for Mike and Paddy using the hastags #AskMike and #AskPaddy. Out of Hours Working The site will be manned by Security Staff 24hrs a day. Please keep your name badge with you at all times. All team members must be off-site by 23.00 when the garages will close. Parking Vehicles can be parked for free onsite. Teams must park in the Team Support car park and visitors can park in the public car park. Please note that no support vehicles will be allowed in the paddock area between 12.00 midday on Thursday 10th July and 12.00 midday on Sunday 13th July. Therefore, once a team has unloaded their FS car and equipment to the garage, the support vehicle will need to be parked in the Team Support car park. Photographer The official photographers of Formula Student will be providing a professional photography service to all of the competing teams. The photos will not be on sale but will be on the IMechE website shortly after the event to download free of charge. Registration & Sign on All Team Members and Faculty Advisors must register together on arrival at the event. Early registration will be available 14.00-17.00 on Wednesday 9th July at Event Control for the Class 2 teams and the top 30 Class 1 teams in the Scrutineering queue. All team members attending the event will be issued with a pass. These passes are to be worn at all times when on site. All non EU team drivers need to show proof of their medical insurance at initial registration. Drivers must show their driver‟s license at initial registration. Cost addenda may be submitted when your team initially signs on at the event to cover any necessary changes made to your car since your cost report was submitted. Addenda will only be accepted at the time of registration at the event and must be in the format prescribed by the FSAE rules. It is unlikely that addenda will reflect major changes to your car. After Registration, please go to the IMechE Marquee (opposite Event Control) to collect your student gift bag, Event Programme and pass lanyard. You must wear your pass on your lanyard at all times. 9 Results, Protests and Feedback Results will be posted at Event Control. An announcement will be made over the PA system when these are available. If you have any concerns with any of the published scores please take your protest to the IMechE team at Race Control who will contact the Head Judge. You have one hour to make a protest following the announcement of provisional results. To lodge an official protest, please refer to the FSAE rules A9.16. Cost, Design and Business Presentation Feedback will be provided in the following ways: Cost: Feedback will be available electronically (or on paper at the event) if requested. Design: Team Leaders were emailed their design summary sheets prior to the event. Business Presentation: Teams will be given verbal feedback immediately after their Business Presentation. We advise teams to take notes whilst the judges provide feedback as no written advice will be provided. Rules of Conduct A special note must be made of the „Rules of Conduct‟ as detailed under the Formula SAE regulations and the Formula Student specific rules. Any violation of these rules by a team member may lead to disqualification from the competition of that participant‟s entire team. Any person considered to be contravening the rules banning the use of alcohol, illegal drugs, weapons or other illegal material will automatically be expelled along with their entire team. Scrutineering Scrutineering will begin on Thursday with the queue order published on the FS website by Thursday 10th July. It is the team‟s responsibility to leave scrutineering if there is a clash with a scheduled static event. If you have to leave then please inform the gate guard so that your re-entry to the scrutineering process can be managed when you return. Shipping Crated cars can be stored and collected from the Medical car park on 8th July. If you require a fork lift truck, please call Neil Carr-Jones: 07876 181215. The organisers (IMechE) will not be responsible for any charges incurred by teams during the shipping process. Please be advised that teams are solely responsible for coordinating the delivery and collection of their cars and equipment. We will not accept any deliveries on Monday 7th July. It will also include the Class 2 entry displays. We will also be airing some of the World Cup games (see “World Cup Matches”). Tickets Tickets will be required for all those who are not an official Team Member, Faculty Advisor, Electrical Safety Advisor or Officer, Alumni, overall event Partner/Sponsor, volunteer or VIP guest. Please note that under-16s will be free of charge, but must be accompanied by an adult. Tickets are valid for up to 3 days (Friday 11th – Sunday 13th July) On the gate at Silverstone Circuit: Single day tickets will be charged at: IMechE Members £13.00 (inc. VAT) Non-IMechE Members £15.00 (inc. VAT) 3 day tickets will be charged at: IMechE Members £20.00 (inc. VAT) Non-IMechE Members £25.00 (inc. VAT) Wednesday 9th and Thursday 10th July: Trade days - only Teams, Sponsors & Volunteers are allowed onsite. Friday 11th to Sunday 13th July: Public days - tickets are required to be purchased for entry to the event (except teams, alumni, overall event Partners/Sponsors, volunteers & guests). Terms & Conditions: * If you bought your ticket(s) in advance online, you will need to bring a print-out of your receipt on arrival at the main gate to collect the entry pass(s). Please note that all tickets bought in the same transaction will need to be collected together. * Following 18:00 BST on Friday 5 July 2013, tickets may only be purchased at the main gate at Silverstone Circuit. The costs are detailed above and payment can only be made via cash / pound sterling, no cards will be accepted) and will only be available on 11- 13 July (07:30-16:00 BST).Last entry each day will be 16:00 BST. Under-16s will be free of charge and must be accompanied by a paying adult. * Non-transferable passes will be issued to paying spectators at the main gate at Silverstone Circuit. These will need to be retained if spectators wish to return on another day. * Free parking will be available onsite. * All spectators must adhere to the safety rules onsite, which will be displayed at the main entry to the event. * All spectators and guests must use the main gate at Silverstone. Other entrances are only to be used by team members, sponsors and volunteers, who will be required to show their issued badge on entry/exit each time. Transponders The Energy Meters will be issued to the Class 1 teams at Event Control from midday on Friday 11 th July. A €500 deposit will be required for the energy meter; we will ask for credit card details to be provided at registration, and only if the meter is damaged or lost you will be charged for it. Teams will also be charged £18 for the connection components that connect the meter to the vehicle; this is a fixed cost and teams will not get this refunded. The transponder issued must be securely fixed to the car in order that each car can be identified by the dynamic events‟ timing system. Instructions will be provided on the day. 11 All Electric teams must be fitted with one of these and under no circumstances can teams fit their independently sourced energy meters and connection components. Welding The Welder will be positioned in scrutineering area 9.00 – 18.00 (Thursday to Saturday) and 9.00 – 15.00 on Sunday. Wet Weather Running As you all know, the weather is unpredictable. It is therefore possible that we will have to run some or all of the dynamic events in wet conditions. The rules for tyre selection will follow the FSAE Part D, article 3. What Not to Miss Please refer to the What Not to Miss section in your Event Programme. Wi-Fi Hot Spot Passwords and network information will be issued at registration and available at the information desk. World Cup Matches We will be showing the evening world cup matches in The Pavillion; the current times of the matches that will be aired during the event are: Wednesday 9th July at 21:00 Saturday 12th July at 21:00 Sunday 13th July at 20:00 Please be advised that the Sunday match will be shown after the awards ceremony. PADDOCK RULES Garage Closing Garages will be closed between 23:00 – 07:30 where all students must vacate. Welding Welding can only take place in the designated welding area next to Scrutineering Running engines Engines must only be run in the engine testing area between garages 6 and 7. Vehicle Movement D12.1.1 Vehicles may not move under their own power anywhere but on the practice or competition tracks, or as otherwise directed by the organizers. D12.1.2 Electric vehicles must be de-activated when being moved around the paddock. D12.1.3 Off track vehicles must be pushed at a normal walking pace by means of a “Push Bar”, (See D12.2) and with a driver in the cockpit and with another team member walking beside the car. 12 Engine and Vehicle Running Requirements D12.5 Engines may be run in the paddock provided the car has passed Parts 1 and 2 of Technical Inspection (S2.7) and the following conditions are satisfied: a. The car is on sturdy and adequate stand, and b. The drive wheels Driving Off-site - Prohibited D13.2 Driving off-site (out of the paddock) is absolutely prohibited. Teams found to have driven their vehicle at an off-site location during the period of the competition will be excluded from the competition. Clean paddock D10.7.1 Cleanup of trash and debris is the responsibility of the teams. The team‟s work area should be kept uncluttered. At the end of the day, each team must clean all debris from their area and help with maintaining a clean paddock. D10.7.2 Teams are required to remove all of their material and trash when leaving the site at the end of the competition. Teams that abandon furniture, or that leave a paddock that requires special cleaning, will be billed for removal and/or cleanup costs. Alcohol in the Garages D10.5.1 Alcohol, illegal drugs, weapons or other illegal material are prohibited on the event site during the competition. This rule will be in effect during the entire competition. D10.5.2 Any violation of this rule by a team member will cause the expulsion of the entire team. This applies to both team members and faculty advisors. Smoking – Prohibited D.12.3 Smoking is prohibited in all competition areas. You make smoke in the medical car park – see map WHERE TO GO FOR HELP The team at the Information Desk are there to help you. The Information Desk is in the Event Control Tent and manned by IMechE staff whenever the marquee is open (opening times in Event Schedule). Should anyone have a query about any element of the competition, they should first go to the Information Desk who will arrange for the relevant Event Captain to meet with them and their team manager. If a team wishes to make an Appeal once the results have been published, they should let IMechE staff know at the Information Desk.
