C. 58523 5th November, 2014 Permanent Secretaries and Heads of Departments are asked to invite applications from suitably qualified officers in their Ministries/Departments to be assigned to the post of Accounting Technician 2 (FMG/AT 2) – Not Vacant, in the Office of His Excellency the Governor-General and Staff, salary range $693,308 - $824,125 per annum and any allowance(s) attached to the post. Job Purpose Under the direct supervision of the Accounting Technician 3, and subsequently the Director of Finance, the incumbent is responsible for preparing salary and allowances for staff in accordance with established guidelines. Key Responsibilities Technical / Professional Checks and addresses matters received relating to assigned payroll; Inputs new employees on the payroll system; Records and calculates acting, appointments, promotion, family benefit, seniority, qualification, vacation, study leave and salary in lieu of leave; Records vacation leave; maternity leave, no pay leave and officers’ resumption; Calculates and prepares payment for annual increments; Files cheque listings, copy cheques, payroll register and deduction listings; Staples listings to cheques for the banks, records them in the Deduction Dispatch Book and submits for delivery; Dispatches cheques for the payrolls; Prepares personal and statutory deduction cheques for dispatch, stapling listing to cheque, recording information in Deduction Book, placing cheque and listing in addressed envelope, registering and recording cheque in mail book and recording statutory deductions in the Statutory Book; Calculates and prepares gratuity for persons paid on contractual basis; Prepares monthly journals for salary and allowances as well as Education and Income Tax; Prepares monthly Health Insurance summary and submits to the Ministry of Finance and Planning; Prepares family benefits and pension statements on request; Balances statutory deductions and prepares annual returns; Prepares wage bill to include contract, temporary and permanent workers; Prepares P24 and P45 forms on request by employees; Prepares Payment Vouchers for advanced salary, deposit, NHT and NIS payments; Provides information for both internal and external auditors as well as for staff; Replaces Salary Cards; Responds to queries; Performs other related duties that may be assigned by the Supervisor. 2/… -2- Required Knowledge/Skills/Competencies Excellent time management skills Good oral and written communication skills Good interpersonal skills Ability to work in a team Knowledge of the Financial Administration and Audit (FAA) Act. Knowledge of the Government of Jamaica staff policies and practices Proficient in the use of relevant computer applications Minimum Required Qualifications/Experience: AAT Level 2; or ACCA-CAT Level 2; or Certificate in Accounting from a recognized University e.g. UTech; or Completion of second year in the B.Sc. Degree in Accounting or Management Studies at a recognized University e.g. UWI; or ASc. Degree in Accounting, MIND; or Government Accounting Level 2 Modules 1-5 Two (2) years related work experience.
