POSITION DESCRIPTION Program Manager – Laos Rural Livelihoods Reporting to: World Education Australia Program Director; World Education Laos Country Director Direct Reports: Operations Manager; Administration Manager; Indirectly supervise Senior Facilitators, Facilitators, and Administration Assistant. Scope of position: The Program Manager’s role is to ensure strong project implementation for Resilient Livelihoods for the Poor (RLP) activities in Laongam District, Saravane Province, Lao PDR. The program intends to increase access to enhanced livelihood opportunities for the most vulnerable families within selected communities, through access to productive assets and training, access to markets, and access to financial literacy training. The program approach is modelled on BRAC’s Targeting the Ultra-Poor program (http://tup.brac.net/) and the Graduation approach (http://graduation.cgap.org/). Location: This role will be based in Vientiane with approximately 50% of time spent travelling to Saravane province in southern Laos. Responsibilities: Oversee project implementation: Responsible for hiring other relevant positions to the program Access resources and technical assistance from the Managing Contractor as needed to ensure a high quality program Oversee implementation teams, supporting the Operations Manager and support staff Identify activity needs and request technical assistance as required to strengthen implementation Input into the program evaluations and identify research needs Chair regular management and coordination meetings for the program External stakeholder engagement and relationship management Support policy dialogue and highlight results from the scheme Engage with the program funder to guarantee high quality financial literacy training for facilitators Monitor and act on results and recommendations from Managing Contractor to improve the program Any other relevant responsibility requested by line management Selection Criteria: At least 7 years’ experience in project management in the field of livelihoods, and social development / protection projects Experienced team manager with a good track record of performance management Excellent communication and facilitation skills Strong understanding of rural poverty in Laos Experience working at the district and village levels Experience working collaboratively with government partner agencies and staff Lao language an advantage World Education Australia Ltd (ABN 39 106 279 225) PO Box 479, St Leonards, NSW 1590, Australia Phone (61) 2 9114 8111 info@worlded.org.au www.worlded.org.au
