CEAP’s National Tertiary Commission is organizing the Catholic Higher Educational Institutions (CHEI) Conference. The Conference intends to gather Educational
managers and leaders from the various Catholic Higher Educational Institutions, Church leaders, legislators, executives from the Philippine Government’s education
agencies to: (a) articulate, discuss and address the various pressing issues and concerns affecting CHEIs in the Philippines; (b) share efforts and best practices to
promote quality Higher Educational services that reflect the distinct and unique gifts of Catholic education; (c) suggest legislative, policy and advocacy initiatives to
promote the CHEIs operational viability, academic freedom and quality assurance; and, (d) identify collaborative efforts in the creation of CHEI programs on
leadership and governance, learner development, learner environment and resource generation and development.

FRAMEWORK:
Catholic Higher Educational Institutions (CHEIs) in the Philippines remain to be the critical and significant component
in “transforming the minds and hearts” of the Filipinos and the Philippine society “from within” to make “them new” (cf.
ECE 48). CHEIs continue to serve “the people of God … in their pilgrimage to the transcendent goal which gives
meaning to life” (ECE 13; cf. GE 2) and to hold “a common vision of dignity of the human person” (ECE 21). CHEIs
are committed to building communities of human persons who are “dedicated to the search for truth” working
“towards higher synthesis of knowledge, in which alone lies the possibility of satisfying that thirst for truth which is
profoundly inscribed on the heart of the human person” (ECE 16) and, persons who possess the ability “to judge
rightly, to hand on the cultural legacy of previous generations, to foster a sense of values, to prepare for professional
life” (GE 5). CHEIs remain committed to bring the Good News of our salvation “into all the strata of humanity” and
“transforming humanity from within and making” them new (cf. ECE 48).
Rooted in the Gospel demand and the Church’s calling to bring the salvific message of Christ to all the strata of
human life, CHEIs are immersed in the “complexities of human society” and remain “open to the situation of the
world” (GE 8) to “be an ever more effective instrument of cultural progress for individuals as well as for society” (ECE
32; cf. GE 8). CHEIs have continued to respond responsibly to the various complexities and situations of the
Philippine society. An immediate reality with which CHEIs are currently immersed in are the following: the
implementation of the Senior High School Program of the Enhanced Basic Education Act of 2013, the quality
assurance of curricular programs and institutional operations as demanded by global and regional standards, issues
on operational viability and sustainability brought about by current educational reforms, among others….
CHEIs have taken on the responsibility to transform the society towards an educational environment that creates a
balance between knowledge acquisition and values formation … an educational environment that places an equal
focus on personal achievement and social responsibility … an educational environment that builds a Christian
community that provides quality human and Christian education by teaching minds, touching hearts and transforming
lives.
Therefore, the pursuit for excellence in today’s fast-changing educational environment requires a team of dynamic
academic managers and leaders who can see the whole picture ... who can think corporate, not just functional …
who can think strategic, not just tactical. Multi-skilled. Multi-functional. People-focused. Technologically competent.
Culture-sensitive. Service-oriented. Quality Driven.
OBJECTIVES:
This Conference gathers Educational managers and leaders from the various Catholic Higher Educational
Institutions, Church leaders, legislators, executives from the Philippine Government’s education agencies to:

2. Share efforts and best practices to promote quality Higher Educational services that reflect the distinct and unique
