DESCRIPTION OF WORK:
The BLE Station Finishes contract includes eleven stations as part of the LYNX Blue Line Extension. On-grade
structural concrete will support the concrete topping slab on the station platforms. Amenities on the station
include steel structure pedestrian canopies, steel benches, aluminum windscreens, tree grates, bicycle canopies
and bike racks, masonry pavers, signage, irrigation system, steel handrails, a comfort station at the UNC Charlotte
Main Station, electrical service panels, grounding, conduit, station canopy lighting, and light poles. The City will
supply various art pieces at each station to be installed and coordinated in this contract.
Bidding Documents, which includes a printed copy of one (1) Project Manual and one (1) full-size Plan set and one
(1) DVD containing PDF files, are available for a non-refundable charge of $525.00 at the following:

Bidders must be properly licensed under North Carolina state law to perform the Work. A 5% bid security is
required with each Bid that equals or exceeds $300,000. The estimated cost of this Project is $16,733,000.

Please submit written questions or inquiries at least seven (7) calendar days before the Bid Due Date. Questions or
inquiries past this deadline may not be addressed by the City prior to the Bid Due Date.
The City of Charlotte reserves the right to reject any and all Bids and to waive any informalities or technicalities as
it may deem to be in its best interest.
The Contract entered into by and between the successful Bidder and the City will be subject to the requirements of
a financial assistance contract between the City and the U.S. Department of Transportation (US-DOT). The
Contractor, and his Subcontractors performing Work will be required to comply with federal statutes and
regulations including but not limited to: 49 CFR Part 26; the Occupational Safety and Health Standards and the
Safety and Health Regulations for Construction, 29 CFR Parts 1910 and 1926; the Davis-Bacon Act; the AntiKickback Act; the Contract Work Hours Standards; and the President’s Executive Orders No. 11246 and No. 11375.
The City will act to ensure that Disadvantage Business Enterprises (DBE) have an equitable opportunity to compete
in contracting activities.
A contract goal of
