Yonkers Mayor Mike Spano was joined by
last week by city and New York State officials as
he dropped a wrecking ball to demolish several vacant properties in downtown Yonkers for Phase III
of the award-winning Saw Mill River Daylighting
project at New Main Street.
The demolition will revitalize more portions
of the long-buried river, including improving river
banks and installing plantings to create a 1.25-acre
open, “green” public space and a gateway to the
downtown Yonkers shopping district.
“The daylighting of the Saw Mill River has
provided a tremendous boost to Yonkers’ economy,
helping to spur economic development, create jobs
and bring new businesses to our downtown,” said

Visits Yonkers’ Bravest

Heart attack survivor Mario Sindona paid a
visit to Yonkers Fire Department Engine 310 on
the one year anniversary of his cardiac arrest and
lifesaving efforts of YFD.
Sindona, an employee for the city’s watersewer department on Saw Mill River Road, suffered a heart attack at work one year ago. The crew
of Engine 310 arrived and performed CPR, and
delivered lifesaving shocks from an automated external defibrillator.
Sindona and his family paid a visit to Station
10 on Saw Mill River Road to say thanks to firefighters Lt. Victor Rodriguez and Thomas McKee,
Jamie Rooney and George Kehayas, who were the
first responders that day.
Sindona presented T-shirts to all firefighters
at Engine 310 that had the E 310 logo and the date
– 11/13/13 – with the word “thanks” printed on
them, and is enjoying his life by keeping a promise
to his daughter to go skydiving together.

Employee of the Year dinner last

This year’s honoree, Carol
Ann Ford, joined Yonkers Public
Schools in 1985 and has been the
school clerk at School 30 for 16
years. With a warm smile for students, parents, staff and guests,
Ford is the welcoming steadfast
anchor at School 30.

“Show Me a Hero” continues to film in and
around Yonkers, including a protest scene with
more than 300 extras to be filmed soon. Awardwinning producer David Simon, whose works
include the miniseries “The Wire,” has agreed to
sit down with Yonkers Rising at some point to
discuss the film.
In addition, look for future stories on “Show
Me a Hero” and the actors and residents who
lived through this time in Yonkers’ history, in future issues of Yonkers Rising.

Yonkers Mayor Mike Spano recently presented the October 2014 School of the Month
Award to Montessori School 27. Joined by Superintendent Dr. Michael Yazurlo, Principal

library, Spano paid special tribute to a school he
described as one of Yonkers’ most unique.
The school follows the Montessori philosophy, developed by Italian physician and educator
Maria Montessori, and Montessori instructional
materials allow children to learn at their own
pace through discovery activities and individualized work plans. Students at the school are
grouped in multi-age classes, which support a
non-competitive, cooperative learning atmosphere.

The Yonkers community held its annual 5K
run/walk Nov. 8 as a collaborative effort to encourage positive relationships between are children and the Yonkers Police Department.
The race began at 9 a.m. at Lennon Park
and ended at the Yonkers Police Athletic League
on North Broadway. The first 300 children who
registered received free T-shirts, and all participants received free refreshments.

Yonkers Public Schools is one of 10
winners in the second round of the statewide
Pathways in Technology Early College High
School grant competition to form public-private partnerships that will prepare Yonkers
High School students for high-skill jobs in
technology, manufacturing and health care.
Riverside High School, this year’s Yonkers recipient of the grant, will develop a computer information technology and electrical
technology program, collaborating with business partners Verde Electric Corporation and
the Yonkers Chamber of Commerce, as well
as higher education partner Westchester Community College. Riverside’s program will provide an opportunity for students to earn a high
school diploma, a college associate degree and
the pathway to a career.
Forty students each year for six years will
benefit from the grant, valued at $2.8 million
over seven years – including the planning year.
“Awarding Yonkers two consecutive PTech grants acknowledges NYSED’s confidence in our ability as a district to successfully
implement complex partnerships that lead to
our students’ success,” said Board of Education President Dr. Nader Sayegh. “This opportunity places our students on the national
education agenda, preparing today’s students
for tomorrow’s global workforce.”
By joining forces, the school and business
and higher education partners will develop
curricula aligned with industry needs. Riv-
erside will welcome the first cohort of ninthgrade students in September 2015.
Yonkers has a long history with Career
and Technical Education that began with Saunders Trades School where classes were held in
basement rooms of YHS in 1909. Today, Saunders annually receives national recognitions
validating the success of CTE instruction, and
prompting the district to mirror that instruction
at Riverside H.S.
In August 2013, Saunders was one of 16
schools awarded first-round New York State PTECH grants. Throughout last year, planning
and curriculum development was undertaken
by Saunders staff; their business partner Fuller
& D’Angelo, P.C. Architects and Planners;
and high education partner Westchester Community College.
In September 2014, the program was
launched with its first eager cohort of 40 ninthgraders.
“P-TECH is one more opportunity for
Yonkers students to pursue college credit
and acquire workforce skills while in high
school,” said Superintendent of Schools Dr.
Michael Yazurlo. “Yonkers P-TECH students
will graduate with a Regents diploma or a Regents diploma with advanced designation and
a career and technical endorsement, a no-cost
associate degree from WCC, and the skills required to obtain high-potential jobs in a global
society. Our country’s future will be in great
hands.”

HRCA Rallies Against
Family Dollar Store

Association recently held a rally at 382 Warburton
Ave. to protest the proposed opening of a Family
Dollar Store at the long-vacant storefront.
“382 Warburton Avenue, once an asset to the
neighborhood as a grocery store, has been vacant
for more than 20 years,” said HRCA President
Barbara Smith. “The Family Dollar Store is one
of the 10 worst stores to work for in the United
States, and according to its employees, the stores
are poorly run with product shortages and chaotic
management. HRCA and the residents of the area
believe the highest and best use of this site is not
as a Family Dollar Store.
“I am calling on all the citizens of Yonkers,
particularly those who reside on the Westside, to
join HRCA to voice your opposition to Family
Dollar Store at this location and to let the Yonkers
Zoning Board and our elected officials know that
the Family Dollar Store is bad for Yonkers families,” she said.
Joining HRCA at the rally was State Sen. Andrea Stewart-Cousins.

and economic development of the area of the City
of Yonkers, bounded on the north by the Hastings

Dental Groups Send 450 lbs.
Of Candy to Troops Overseas
Family Dental Group and Saw Mill Dental, with five locations in the Hudson Valley and
Metro-New York area, donated more than 450
pounds of candy to Operation Gratitude, a nonprofit organization that sends care packages to
dedicated troops overseas.
The practices chose to participate in the
Halloween candy buy-back program to help
parents limit the amount of candy their children keep after Halloween, while also educating
them on preventative care for their teeth – and
the experience of giving to a great cause to support our troops.
The practices also sent hand-written letters
and pictures to the troops from the children who
donated their Halloween candy.
Operation Gratitude annually sends
100,000-plus care packages filled with snacks,
entertainment items and personal letters of appreciation addressed to individually-named U.S.
service members deployed in hostile regions, to
their children left behind and to veterans, firstresponders, Wounded Warriors and their care
givers. Their mission is to lift morale, bring a
smile to a service member’s face and express to
our armed forces the appreciation and support of
the American people.

Mayor Announces Expansion of
Missing Persons DNA Program
Yonkers Mayor Mike Spano and Yonkers
Police Commissioner Charles Gardner announced last week the expansion of Yonkers’
Missing Persons DNA Program, now offering
residents free Safety DNA Identification Kits to
assist police in the case of a missing vulnerable
adult.
Spano also renewed his call for the creation
of a state-wide DNA databank for missing persons to better assist police in finding those reported missing.
“An astounding 2,300 Americans are reported missing every day, including both adults
and children,” he said. “In 2012, Westchester
County had the most reported missing vulnerable adult cases in New York State. By expanding our safety DNA kits from children to now
include adults, we are being proactive in protecting these residents who may be the most vulnerable, including those with dementia or other
illnesses.”
Spano and YPD launched the Child Safety
DNA Identification Kits program in 2013 to assist in identifying potential missing children.
Since the program’s launch, the City of Yonkers
has distributed more than 3,000 child DNA kits.
Under the expanded Yonkers program, residents receiving Adult DNA Identification Kits
will store their DNA samples at home and only
provide the information to police to assist with
search efforts in the unforeseen case a family
member is ever missing. The kit includes space
for the person’s photo, fingerprints, hair sample,
dental records and two swabs to preserve their
DNA.
Among missing adults, about one-sixth
have psychiatric issues, with young men, individuals with drug or alcohol addictions and
elderly citizens suffering from dementia making up other significant subgroups. The average
age of reported missing vulnerable adults is 48;
45 years old among females and 50 years old
among males.
“Building on the success of our Child ID/
DNA kits, we wanted to offer a similar kit to
our vulnerable adult population,” said Commissioner Gardner. “These kits can be produced to
law enforcement in the event that someone goes
missing. This can be a difficult time for family members and having a completed kit that
is accessible saves time during any subsequent
search for a missing person. We look forward to
working with Mayor Spano’s office to distribute
these kits here in Yonkers to home care providers, nursing homes and family members who
may be caring for any vulnerable adults.”
In addition, the mayor is renewing his call
for the establishment of a statewide DNA database for missing persons to better assist law enforcement in solving the investigations of thousands of missing persons cases in which DNA is
not currently recorded. While New York State
currently collects and maintains a DNA database
for criminal cases, a DNA database for missing
persons has not been established.
“A missing family member is everyone’s
worst nightmare and we hope to never have to
use this information,” said Spano. “With these
kits, we want to make sure residents have every
resource available to assure the safety of their
family.”

now offers the free Safety DNA Identification

Sarah Lawrence Docs Study
Effects of Deployment on Families
Researchers at Sarah Lawrence College say
there is a strong need to better understand how
military families discuss deployment, as studies
conducted in the years following the deployment
of approximately 3 million Americans serving
in Operation Enduring Freedom and Operation
Iraqi Freedom show that veterans of OEF/OIF
are at high risk for combat-related mental health
issues such as PTSD, depression and substance
abuse.
Less studied have been the effects of deployment on military families, although it is
known that military spouses are at elevated risk
for a wide range of mental health issues, divorce
rates have tripled in military families, and children of deployed parents are exhibiting emotional and behavioral issues at levels above the
national average.
A new study, being conducted by Dr. Adam
Brown and Dr. Kim Ferguson, psychologists at
Sarah Lawrence, aims to examine whether families that know more about the events that took
place in each other’s lives during deployment
will exhibit better psychological and behavioral
wellbeing. Based on findings from studies of
non-military families – that the researchers reviewed extensively – Brown and Ferguson say
that although efforts are being made to address
the psychological challenges facing military
families, there is a major gap in understanding
how families talk to each other about the time
they were separated.
Like other programs aimed at teaching
skills to ease the transition to civilian life, Brown
and Ferguson say they believe their data will inform the development of programs to help guide
family conversations around this issue. It is their
hope the findings of this study will shed light on
how certain ways of discussing deployment can
ease the transition from combat to civilian life
and strengthen the entire military family.
Brown and Ferguson are now interviewing
families comprised of one person that was deployed to Iraq and or Afghanistan, another adult
family member, and a family member age 8 to 25

mixed-breed dog, about 4 years old and
weighing 70 pounds. She is calm and easygoing and a pleasure to spend time with.

and just as easy to take for a walk. She likes
to fetch a ball or chase a Frisbee, but her
biggest pleasure is the doggie pool she was
introduced to this summer. Annabelle likes
to stand in the pool and splash until there is
no water left!

Pelham Piano School was founded in 2002

and students from Japan, to Boston, to White
Plains. Students have been awarded top prizes
at international piano competitions at Carnegie

When is Our Garbage
Going to be Picked Up?

For those of us who are on a Tuesday and
Friday garbage pickup schedule in Yonkers, the
million dollar question is: When is our garbage
going to be picked up? As a citizen who gets his
trash picked up on this schedule, I decided to
look back at the Yonkers Sanitation Department
schedule for the year 2014.
What I found out was that during 2014, approximately 20 percent of the time, the Tuesday
and Friday group had only one garbage pickup
a week. This means that 12 weeks this year we
must suffer, as our garbage piles up with only
one single pickup. This is not fair; we pay our
taxes, too!
For the month of November 2014, there
will be three weeks this month with only one
pickup each week.
I do not blame Mayor Mike Spano for this
situation, as it has been going on for years, but it
does seem this is an issue that Mike should try to
rectify. After all, what is “Mayor Mike Spano’s
Help Line” for?
My solution to the problem is a very simple one: Forget about picking up the recycling
some weeks and pick up the garbage! They can
double up on the recycles the following week. I
would rather have cans and newspapers hanging
around instead of garbage.
Also, we really need our garbage picked up
more than once during the days after Christmas,
when families really see their garbage pile up
during the holidays.
Maybe the mayor should appoint a “think
tank” committee to advise him on all the possible ways of improving the quality-of-life issues
that face Yonkers today, and provide for a better
future for all our citizens tomorrow. It is up to
you, Mayor Mike; the ball is in your court.

In Dead Cats Case
The scene on Overlook Avenue where more than 25 dead cats were found earlier this year.
The SPCA of Westchester announced last
week that an arrest has been made in connection
with the discovery of 25 dead cats found hanging
from a tree in the city earlier this year.
According to Shannon Laukhuf, executive
director of the Society for the Prevention of Cruelty to Animals of Westchester, the department’s
Humane Law Enforcement Unit and the Yonkers
Police Department arrested Rene Carcamo, 60, of
25 Overlook Terrace, Yonkers, for illegally disposing of dead cats by placing them in plastic bags and
hanging them from a tree on his street, a violation
of environmental conservation law.
Carcamo is also charged with two counts of
animal cruelty for failure to provide medical attention for two kittens, discovered in his possession
by the HLE Unit during its investigation in July.
Ernest Lungaro, director of the Humane Law
Enforcement Unit, and members of YPD arrested
Carcamo following an exhaustive investigation
conducted by the SPCA, police and the Westchester County District Attorney’s Office.
On April 24, Lungaro was called to the Yonkers location after Department of Public Works
employees discovered the bodies of 25 cats hanging from a tree, and several dead felines on the
ground. The SPCA and police conducted interviews with residents in the neighborhood and pursued all leads. Carcamo was questioned on several
occasions by authorities regarding the dead cats at
Overlook Terrace.
In July, Lungaro instructed Carcamo to get
veterinary assistance for kittens living in his apartment that were visibly sick, but when it was determined that he had not complied, Lungaro removed
the kittens from his home. A veterinary exam found
that the kittens had conjunctivitis, discharge from
nose and mouth and were severely neglected.
“The SPCA of Westchester is pleased that
an arrest has been made in this case, after many
months of investigation, interviews and hard
work,” said Lungaro. “We are grateful to the Yonkers Police Department and the Westchester County District Attorney’s Office for helping us to make
this possible.”

card for my child at the hospital and the card
came back with the first name misspelled. What
should I do?
Answer: Go to your local Social Security
office or card center to ask for a corrected card.
We need to see at least two original documents
proving your child’s U.S. citizenship and identity. We also must see proof of your identity, as
the parent.
The documents you show us must be either
originals or copies certified by the issuing agency. We cannot accept photocopies or notarized

documents you need, fill out and print an application, and then bring or mail the information to us.

Q: What are some of the documents Social
Security will accept as proof of identity for a
child?
A: While you can use a birth certificate to
prove age or citizenship, you cannot use it as
proof of identity. Social Security needs evidence
of the child’s existence after birth. An acceptable document must show your child’s name,
identifying information and, preferably, a recent
photograph. Your child must be present unless
the picture ID also shows your child’s biographical information (age, date of birth and parents’
names).
We generally can accept a non-photo ID if
it has enough information to identify the child.
We prefer to see the child’s U.S. passport, but if
that document is not available, we may accept
the child’s adoption decree; doctor, clinic or hospital record; religious record (baptismal record);
daycare center or school record; or school identification card.

6,000 Miles – and Counting
Some of the YOM WALK 20 Challenge II participants who contributed miles receive the new
challenge T-shirt and YOM certificate at a recent event.
Yonkers On the Move is collecting miles/
steps submitted online and via its Mile Cards for
the WALK 20 Challenge, and the city-wide total
as of this press release is 6,337 miles!
Challenge III ends Nov. 1, with mile submission due no later than Nov. 5.
The Yonkers WALK 20 Challenge consists
of three combined walk challenges from April
through Nov. 1. Everyone who resides, works
or walks in Yonkers can have some fun and take
part. The YOM initiative is intergenerational,
free, and is designed to foster people’s health and
active lifestyle goals.
YOM invited residents, families, neighbors,
church groups, small business and work colleagues to participate as individuals or teams,
and contribute their miles to pass a 2014 citywide goal of 3,500 miles or more this year.
The Yonkers WALK 20 Challenge concept
is simple: The land area of Yonkers is approximately 20 square miles, and YOM asks those
walking (and in Challenge III, doing other aerobic activities like running, tennis, etc.) a total of
20 miles or more during a Challenge period, to
tell YOM about it on the YOM Mile Card or online at www.walkyom.org.
Participants logging 20 or more miles are
well on their way toward making exercise a regular part of their lives – the goal of our city-wide
initiative.
They will also receive an invitation to the
2014 season-ending recognition event at Yonkers City Hall on Nov. 18. In addition to receiving certificates from the mayor, those invited
will have the opportunity to win sponsored raffle
prizes and obtain the new YOM Walk 20 T-shirt
sponsored by Yonkers-East Yonkers Rotary Club
(if they did not already receive a T-shirt at the
Challenge II thank-you event in late September).
The final city-wide mile total will be announced then.

5K Run/Walk

Special thanks – as always and every year
– was expressed to Perstine Wesley, owner of
Harry’s Shoe Repair, who created the idea of
encouraging positive relationships between the
children of Yonkers and began the “Wesley and
Friends” 5k walk/run.
Now in its eighth year, the race was another
success, with runners and families joining in the
event.
Yonkers Deputy Mayor Steve Levy took
first place in the 5k, with PAL boxer Brian
O’Shea finishing second and PAL Boxer Tony
Harris finishing third.
The City of Yonkers and the PAL thanked
Sayegh and Yazurlo addressed the audience
that evening as Ford was introduced to a standing
ovation.
The honoree thanked the Exchange Club
and stated that while she was the honoree, she
believed the honor was to be shared with all those
she has known and worked with for almost 30
years.

greater access to our downtown area and revitalizing city.”
The daylighting of the Saw Mill River has
been a long but successful journey for the city and
its future. Spano has continued to move the city
forward on the positive image and enthusiasm the
daylighting has given the city from environmentalists, to younger generations of New York City
commuters, to developers interested in recreating
the downtown waterfront.
By moving ahead with Phase II and Phase III,
the interest and support for the daylighting project
will continue and will keep Yonkers on the map of
American cities at the forefront of turning blacktop
into greenspace.
The soon-to-be public space is located on
New Main Street between Nepperhan Avenue
and Ann Street. The demolition will expose the
currently inaccessible Saw Mill River, which is
blocked off by large fencing and invasive plant
life. Plans for the space will provide for perimeter
pedestrian walkways as well as improved river water quality, improved marine habitat and enhanced
water/sewer performance.
“Gov. (Andrew) Cuomo, along with our state
delegation, has been instrumental to the success of
not only the daylighting project, but Yonkers as a
whole,” said Spano. “With an improving economy,
new businesses moving into the city, and a growth
rate that ranks Yonkers as the second-fastest growing city in the state, we are truly a city on the move.
I want to thank them for their continued commitment and investment in Yonkers.”
State Sen. Andrea Stewart-Cousins, the Democratic conference leader, has supported the project from the start, in 2007.
“The Saw Mill River daylighting project is
designed to serve as a catalyst for new opportu-
nities, sparking renewed interest and investment
in downtown Yonkers,” she said. “I was happy to
lend my support to the city’s efforts to secure highly-competitive state grants through the Regional
Economic Development Council to make this ongoing project possible.”
State Assemblymember Shelley Mayer added: “Today marks another exciting moment in
the rebirth of downtown Yonkers. I am proud that
New York State has made a wise investment in the
expanded daylighting of the Saw Mill River, and
with my colleagues in the Legislature, we have
appropriated funds for this project. I look forward
to the successful completion of this work, and an
even more dynamic future for our city.”
The daylighting of the Saw Mill River is a
multi-phase project that includes a new urban river
and parks through the center of downtown Yonkers. The project is funded by grants from New
York State Empire State Development, NYS Department of Environmental Conservation, NYS
Environmental Facilities Corporation and the City
of Yonkers.
Phase I of the Saw Mill River daylighting,
known as Van der Donck Park, has earned national, statewide and regional recognition, including
the “National Recognition Award” by the American Council of Engineering Companies, “Outstanding Engineering Achievement Award” by the
New York State Society of Professional Engineers,
“Project of the Year” by the Westchester/Putnam
Chapter of the New York State Society of Profes-
sional Engineers, “Project of the Year” by the Construction Management Association of America,
“William White Award” by the American Planning
Association, and the “New York Honor Award” by
the American Society of Landscape Architecture.
Phase II of the project, which broke ground in
March 2014, will create a new 20,000-square-foot
park. Known as Mill Street Courtyard, the park
will uncover 100 feet of the river and transform
an alleyway into a European-style piazza. The park
will also include a pedestrian and vehicular bridge,
bike path, public artwork from local artists and a
new pedestrian gateway that will provide seamless
access to and from Van der Donck Park.
The city’s daylighting projects at the Mill
Street Courtyard and New Main Street allow for
the continued installation of public artwork, which
has brought notice to Yonkers as a new arts/culture
center.
The New Main Street Development Corporation worked for several years to acquire, through
purchasing and eminent domain, the properties
where Phase III of the river lay. The NMSDC used
funds acquired back in 2006 from former Gov.
George Pataki and former State Sen. Nick Spano
to purchase the properties and begin the daylighting on New Main Street.
The next step for the city will be to find the
suitable developer or investor who can transform
the Getty Square-Chicken Island area around the
river at Phase III into a retail, residential or entertainment destination-location.
