Vacancy Announcement—Internal/External VACANCY ANNOUNCEMENT NUMBER DEADLINE FOR APPLICATIONS POST TITLE AND LEVEL DUTY STATION ORGANIZATIONAL UNIT INDICATIVE NET ANNUAL SALARY CCD/14/P/INT&EXT/7 18 December 2014 Technical and Partnership Officer, FLEUVE, P-3 Addis Ababa, Ethiopia Global Mechanism of the United Nations Convention to Combat Desertification (UNCCD) USD 60,205 (with dependents) USD 56,198 (without dependents) INTERNATIONAL RECRUITMENT APPOINTMENT LIMITED TO SERVICE WITH UNCCD The objective of this Convention is to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification around the world, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas. Established by the UNCCD, the Global Mechanism (GM) began its operations in October 1998. As per article 21 of the Convention, it aims to "increase the effectiveness and efficiency of existing financial mechanisms.” The GM also seeks to attract and channel investments from innovative financial sources such as climate change funds, private sector operations and micro-finance. DUTIES AND RESPONSIBILITIES Under the supervision of the Coordinator of the Land Governance and Development programme (LGD) of the GM, the incumbent is responsible for the following specific duties: 1. Provide technical support to the FLEUVE (“Front Local Environnemental pour une Union VertE”) project partners and stakeholders in the execution of the field micro-investment projects in the participating countries to ensure quality and timeliness of project work. 2. Support the Great Green Wall for the Sahara and the Sahel (GGWSSI) implementation and partner coordination, including enhancing and maintaining extensive liaison with the GGWSSI partners, including the African Union Commission (AUC), the European Union, the Food and Agriculture Organization of the United Nations (FAO), the World Bank, the Permanent Interstates Committee for Drought Control in the Sahel (CILSS), the Sahara and Sahel Observatory (OSS), the International Union for Conservation of Nature, Drynet, Resad and micro-investment projects’ national and local stakeholders; 3. Provides substantive inputs to the Terms of Reference for the Africa Special Hub based in Addis Ababa with FAO and the AUC; 4. Review and provide advice to the definition of the GM-UNCCD’s role in the FAO Action Against Desertification project and lead the implementation of the resulting GM-FAO activities; 5. Ensure complementarities and synergies in the work plans/projects related to the Action Against Desertification and FLEUVE projects organization’s work plans/ projects; 6. Contribute to the draft annual work plans in collaboration with the FLEUVE Project Officer for submission to the FLEUVE Project Steering Committee; 7. Manage the GGWSSI multi-institutional knowledge management platform and track, analyze and disseminate successful results and prepare knowledge products and toolkits on sustainable land management (SLM) finance best practices; 8. Contribute to project progress and implementation reports to FLEUVE Project Coordinator at GM HQ for submission to EC, FAO and other partners, in accordance with reporting procedures; 9. Organize regional workshops and multi-country activities and study tours at project sites, including for capacity-development on specific thematic areas related to SLM finance; Page 2 10. Review regular reports on the activities of the Africa Hub and the implementation of Action Against Desertification submitted by FAO Regional Technical Adviser to FAO HQ and provide advice and feedback; 11. Liaise with potential donors and promote a positive and constructive partnership in support of the GGWSSI; 12. Represent the GM-UNCCD in the Africa Hub activities and meetings, at national, regional and international meetings. REQUIREMENTS Advanced university degree in social science, development economics, natural resource management or related disciplines A minimum of 5 years working experience related to natural resource management (NRM). Extensive knowledge on financing instruments and mechanisms related to NRM, and project management and monitoring, including result based management and result based budgeting. Fluency in oral and written English and French is required. Knowledge of other official UN languages would be an asset.
