Orange County System of Care is a “community
transformation initiative”. Our goal is to
improve the way Orange County provides
services to children and youth with mental
health challenges, and their families.
Orange County has always had a System of Care,
but starting in 2008, we began a new way of
working together...

Families and youth have a voice in the decisions that
affect them, attending workgroups and our monthly,
community Full Partnership meetings. Our Parent
Advisory Board, Youth Change Agents, and Family
Support Groups also meet monthly.

We work to make sure that information and services are
accessible to everyone in our community, from all
cultures and languages.

We evaluate how we are doing by asking families what
is working through research conducted by staff who
work for the Center for Human Services Research at the
University at Albany.

We promote mental health awareness, prevention,
wellness and recovery, throughout our community.
20
Orange County System of Care provides:

One-stop telephone access to the county agencies that
serve children and youth, and Orange County’s family
support program.

Help to access community services and supports,
including outpatient mental health treatment.

Answers to your questions about programs and
services.

For children, youth and young adults who meet
eligibility criteria, Care Coordination and Family
support through the wraparound process.
Our county partners include Mental Health, Probation, Social Services, Health, Youth Bureau,
Employment and Training, Family Court, and many community agencies who work hard to
serve children and youth with complex mental health needs.
If you live or work in Orange County, and care about children and youth with mental health
challenges, you are part of Orange County’s System of Care! Join us for our monthly Full
Partnership Meetings held the 3rd Thursday of every month from 6 - 8 pm at the Orange
County Department of Mental Health, 30 Harriman Drive, Goshen, NY 10924.

Introduction: 40 Developmental Assets
Why Do Some Kids Grow Up With Ease, While Others Struggle? Why do some kids get involved in
dangerous activities, while others spend their time contributing to society? Why do some youth "beat
the odds" in difficult situations, while others get trapped?
Many factors influence why some young people have successes in life and why others have a harder
time. Economic circumstances, genetics, trauma, and many other factors play a role. But these factors,
which seem difficult, if not impossible, to change-aren't all that matters. Research by Search Institute
has identified 40 concrete, positive experiences and qualities-"developmental assets"-that have a
tremendous influence on young people's lives. And they are things that people from all walks of life
can help to nurture.
Listed below are the 40 developmental assets that youth need to grow up to be competent, caring and
healthy. Helping youth to develop these assets depends primarily on individuals - parents, grandparents,
teachers, neighbors and many others - building positive relationships with children and teenagers.
Nearly all children and adolescents need more developmental assets than they now have. While it is
crucial to pay special attention to those children who have the least economically and emotionally, the
challenge is to reclaim the kind of community-wide attention to positive development that will impact
all young people
