On Monday 19 January (Santos Tour Down Under’s only rest day), City of Prospect doesn’t want you, our guests to rest; and instead invite you to venture north of Adelaide’s CBD for more cycling festivities in an internationally enticing atmosphere right in Prospect’s Village Heart. Tourrific Prospect celebrations have always had an emphasis on a great night out for families, a chance within our busy lives to come together and have the type of family fun that stays in our memories for years to come. Local businesses will open late and trade on the street, cycling demonstrations and an atmosphere of cool jazz, funky dance bands, creativity and casual hospitality will be presented across sponsored stages and dedicated youth and activity zones. Media personalities and an array of colourful street performers will also add to the colour of the unique and wide variety of street party opportunities on offer. There will be the old favourites and some new varieties of quality food, wine and boutique beers and ciders available and suitable for all budgets. From early evening, we will take advantage of daylight savings, our fantastic Mediterranean climate and Prospect’s ‘Village Heart’ event site as we close Prospect Road and welcome you to our own festival of cycling and cycling-orientated street party fun. The Santos Tour Down Under is the first event on the UCI World Tour calendar and the only one in the southern hemisphere. In 2015, the City of Prospect will host the rest day celebrations as part of the festival of cycling. The Santos Tour Down Under is a festival of cycling that embraces the whole community and 2015 will be no exception. MONDAY 19 January 2015 Tourrific Prospect 2015 Prospect Road Village Heart 5pm - 11pm Tourrific Prospect 2015 is the City of Prospect’s premier festival. It is a Santos Tour Down Under (STDU) associated event and enjoys the benefits that come with being a key event in South Australia’s largest sporting event. With strong consistent local support Tourrific Prospect has seen our event attendance figures nearly quadruple from 8,000 people in 2012 to over 22,000 in 2014. Our audience is predominantly drawn from local and neighbouring regions with some additional interest from the many national/international visitors who join us to soak up some ‘local culture’. On Monday 19 January, Tourrific Prospect will embrace the community, its history and the creativity of its people. Its welcoming atmosphere will provide something for everyone, regardless of age, gender or income. Promoted as a street party Tourrific Prospect is a large free event. There are four entertainment stages with a great range of music genres; dancing and cultural activities; family and children’s areas; smooth tunes that set the mood for Vine Street Plaza, and ‘party bands’ that will sees the audience dancing the night away. In addition is the Ochre markets and Wellness Village, which provide a dedicated area for people to wander, be entertained, buy and get to know their local businesses. Tourrific Prospect will continue its dedicated marketing campaign. Food traders – safe food storage and preparation practices Food vendors are reminded that they must comply with all legislation and regulations regarding food safety standards, including the Food Act 2001. Eastern Health Authority (EHA) will provide Environmental Health Officers at the event. All stalls wishing to sell food must read and complete the Food Notification Booklet and associated forms. The forms that follow are to be submitted to the City of Prospect with your full application. Eastern Health Authority’s Environmental Health Officers will be on-site to check for safe food preparation and serving including hand washing, fire fighting equipment, sanitation facilities to avoid cross-contamination and probe thermometers to ensure food temperature is kept within healthy range. It is compulsory that fire fighting equipment be provided by the Trader as appropriate for the type of cooking and heating appliances being used. An A.B.E Dry Powder Extinguisher is recommended for all food stalls, however a Wet Chemical Fire Extinguisher MUST be provided for vendors using a deep fryer. Page 7 of 8 24/ TRADER AGREEMENT Trader’s Copy City of Prospect’s Mutual Liability Scheme requires that all Traders agree to the following terms and conditions in relation to participation in 2015 Tourrific Prospect, an associated event of the Santos Tour Down Under. 1. The Trader agrees to indemnify and to keep indemnified the Council, its servants and agents and each of them from and against all actions, costs, claims, damages, charges and expenses whatsoever which may be brought or made or claimed against them or any of them arising out of or in relation to the issuing of the permit. 2. The Trader shall take out and keep current a public risk insurance policy in the name of the permit holder insuring the permit holder for the minimum sum of ten million dollars ($10,000,000) against all actions, cost, claims, damages, charges and expenses whatsoever which may be brought or made or claimed against the permit holder in relation to the activity. 3. The Trader must provide confirmation of insurance to the Council. Such policy shall bear the endorsement of the Insurer indicating the Insurer accepts the indemnity given by the permit holder. 4. Stores wishing to trade as per normal will incur no costs. 5. The Trader, where appropriate, shall ensure that it is licensed or registered to carry out the activity authorised by the issuing of this permit. 6. Any permitted stall selling alcohol must obey all regulations and legislation. Failure to comply will cause the termination of event trading. 7. An authorised food notification form (available from Council or the Eastern Health Authority website) must be completed by all food stalls and submitted before 30 September 2014. Not complying to do so, will be classified as a breach of the agreement and the Council will have reserved rights to disqualify you to trade on the event site. 8. All permit holders of an Eastern Health Authority (EHA) Trading Permit must comply with the Food Act 2001 and Food Safety Standards. Inspection will take place on event day and failure to comply will result in your stalls trading permit to be terminated. 9. The permit is not transferable under any circumstances. 10. The Trader shall comply with and give all notices required by any Act of Parliament, Ordinance, Regulation or By-law relating to the activity. 11. The Trader and all others involved with the stall must conduct themselves in an orderly manner. City of Prospect holds a zero tolerance policy on negative or unruly behaviour towards any staff or volunteer of Council, any member of the public or any other permit holders. If this behaviour is noticed you will be evicted from the 2015 Prospect Road Tour Down Under Street Party immediately. 12. Any illegal activity including the selling of contraband is not acceptable and will not be permitted and tolerated at the event. Failure to comply will result in eviction from the 2015 Prospect Road Tour Down Under Street Party and police will be notified immediately. 13. The Trader will ensure their site or sites are left in a clean and tidy condition at the conclusion of the Tourrific Prospect, Down Under Street Party. A cleaning charge will be issued to the Trader if deemed necessary. 25/ Trader’s Copy continued 14. The City of Prospect has the final ruling regarding any decisions of direction, marketing, management and execution of the 2015 Tourrific Prospect Street Party. No further discussion will be had once decision is final. 15. Trader meetings will take place before the 2015 Tourrific Prospect Street Party. It is encouraged that you attend these meetings as any further information will be issued here. Meeting times and location will be issued upon receipt of your application. 16. Once your application has been received by the Event Coordinator, an email or letter will be sent to acknowledge receipt of the application. If you do not receive a letter and/or email within two weeks of the application, it should be assumed that applications have not been received by Council. You are encouraged to follow up your application if this is the case. 17. Applications will only be receipted upon receiving full payment of compulsory participation fee. 18. Temporary Road Closures & Delivery Instructions To ensure a safe environment for the event and to maintain traffic movements on surrounding roadways, temporary road closures and traffic diversions will be put into place. Road diversions have been established to elevate traffic congestion on Braund Road and residential side streets. monday 19 january 2015 to 7am Tuesday morning Temporary Road Closure until 7am No Stopping / No Parking Note: All roads will be reopened as soon as practicable, in order to minimise inconvenience to traders and residents. Road Closure are from Gloucester Street to Staples Court Note: restrictions apply 20m either side of Prospect Road, with exception of Kintore (37m) & Myrtle (30m) Detours Whilst temporary road closures are in place, north and southbound traffic will be diverted along Main North Road and Churchill / Torrens Road. Diversion signs will be on Regency Road for southbound vehicles and at Fitzroy Terrace for northbound vehicles. You can still access Prospect Road businesses and residences north and south of the event site. To access Prospect Road from 10am you can enter the south end of Prospect Road by left turn from Fitzroy Tce north end of Prospect Road by left turn from Regency Rd 28/ Further Important Information 2. Waste Management City of Prospect is committed to reducing the amount of waste sent to landfill, maximising resource recovery and increasing public awareness and understanding of waste management. As part of this commitment, City of Prospect is pleased to announce that Tourrific Prospect will be a ‘Green Event’ and as such requires all stallholders and vendors to comply with the event waste management system. Your cooperation and support for our waste minimisation and recycling efforts is appreciated. It is our intention that waste generated from Tourrific Prospect will be minimised and most will be recycled. Packaging and other waste materials generated through participation in this event should be able to be disposed of into the appropriate waste stream bins as provided by Council. Please consider the following when planning your participation in Tourrific Prospect: a. Recycling Recycling facilities for members of the public will be provided and will consist of three waste streams – mixed recyclables (yellow lid bin), compostable (green lid bin) and residual waste (red lid bin). Bins will be set up in stations to allow for waste separation into the three waste streams and all bins will be clearly labelled with the type of waste they can receive. b. Food Packaging All service providers are required to only use items and containers that conform to the principles of recycling. No polystyrene foam products are permitted. The following items have been approved for use at Tourrific Prospect: Recyclables • Drink containers (with a refundable deposit) • Other drink containers (fruit juice cartons etc.) • Plastic items (e.g. cups, coffee cup lids) Compostable • Food containers made from sugar cane, cornstarch and cardboard • Paper plates/cups • Napkins and paper towels • Wooden cutlery The use of plastic straws and plastic stirrers are strictly prohibited. Only approved recyclable items are to be deposited in the public street bins. All other waste generated in your permanent premises or street-trading stall that does not comply with the list must be contained on site and processed as part of your usual waste collection. Any non-recyclable waste is the responsibility of the Trader. If you are unsure whether the packaging you have in stock, or propose to order, complies with the above requirements, please contact the Environment Officer, Anders Bogdanowicz, City of Prospect on 8269 5355 for assistance. c. Food Waste /Scraps All food/waste scraps should be disposed of in the green lid (composting) bin. 29/ Further (Important) Information d. Recycling Facilities for Vendors/ Stallholders Recycling facilities for vendors and stallholders will be provided in the back of house areas for liquid waste containers (water) and cardboard boxes (flattened and bundled neatly). e. Liquid Waste Liquid waste (including wastewater from cleaning and hand washing procedures and melted ice) is to be disposed of into the sewerage system, NOT into gutters or drains in the street under any circumstances (a $300 on-the-spot fine applies). Buckets should be used where practicable and then moved inside and contents disposed of within your kitchen. Temporary on-site storage of wastewater shall be provided by the vendor/stallholder where access to sewerage disposal is not convenient. Stallholders must comply with the Sewerage Act 1929 in relation to the disposal of wastewater and other trade waste, and the Environment Protection Act 1993 in relation to the prevention of stormwater pollution. f. Stallholder/Vendor Obligations It is your responsibility to inform your staff of the waste management system being implemented at the event and to ensure that your staff assists Council in keeping contamination to a minimum. There will be clear signage on all the bins to inform the public about the type of waste that can be placed into the various bins. All Vendors/Stallholders must complete the Expected Waste Profile Form (Form 8) and return it to City of Prospect by 28 September 2015. This information will be used by Council to develop a detailed waste profile for Tourrific Prospect and to identify ways to increase recycling. Failure to comply with the waste management requirements of Tourrific Prospect (as outlined above), may result in your company being prevented from attending future City of Prospect events, may incur fines and/or legal action. 3. General Power Requirements All sites come with: 1 x fluoro light connected 1 x single phase power connection (cord not provided - all Vendors are required to provide their own cords) All electrical appliances which will be used at Tourrific Prospect (including hired equipment) must have current tag and tested certification. Failure to do this may result in the appliance being disconnected from power. Contact Ashley Lavingdale from Ngage Electrical Services on 0433 612 191 will be available for tag and testing on appliances one hour before each Trader briefing at a cost of approximately $10 each appliance. . 30/ Further (Important) Information Contact cont. Testel (preventative maintenance) are available to test and tag equipment at a cost of approx $55 minimum/schedule. Call them on 1300 881 116. Please ensure testing is carried out at least seven days prior to the event. To avoid disappointment of being disconnected on event day, please do not leave testing to the last minute. 4. Set up rules & boundaries Council and the Events Team will determine the site location for all participating businesses. A 4 metre clearway is mandatory down the centre of Prospect Road (i.e. no equipment or structures) during the event to ensure adequate emergency access, should it be required. Set ups will only be allowed with pre-approved equipment at the designated areas as agreed by Council. Important to note: All furniture and equipment brought onto the site MUST be removed at the conclusion of the street party.
