CPV28 – Security Cameras in Taxis and Minibuses
Introduction
To assist with the safety of drivers and passengers travelling in taxis and minibuses, the Government has
mandated the fitment of approved security camera systems.
Approved Security Camera System
A taxi or minibus driver shall not operate a taxi or minibus on the road unless it is fitted with an approved
security camera system (onboard system). The onboard system must be in good working order and be
tested and sealed by an authorised person.
The onboard system is to be adjusted so as to correctly store the registration number of the vehicle it is being
fitted to.
Onboard System to be Fitted
It is the Operator’s responsibility to ensure that any taxi or minibus being operated has an approved
security camera system fitted (refer Table 1), and that the system is in a fully operational condition at all
times.
Each onboard system fitted to a vehicle must comply with the Taxi and Minibus Security Camera
Specifications. The specifications identify the requirements which all camera systems are to comply with
and assessments are conducted on applications from camera providers. Copies of the specifications and
application forms are available on the internet at: http://www.nt.gov.au/transport/taxi.
Once the security camera system has been approved by the Director of Commercial Passenger Road
Transport for use in a taxi or minibus, operators may fit that onboard system into their vehicles. Onboard
system installations, including the transfer of a camera into a replacement taxi or minibus can only be
undertaken by an Approved Installer (refer Table 2).
Maintenance of Onboard Systems
The operator of a taxi or a minibus shall keep the onboard system in good working order and have it tested
and certified by an authorised person at least once every 12 months, or as requested by the Director or an
inspector.
Because the onboard system is required to be tested for accuracy by actual use of the onboard system in the
vehicle, onboard systems must not be transferred to other vehicles without full re certification by an authorised
person.
Taxis and minibuses are not to be driven for hire or reward if the security camera is malfunctioning in any
way. Operators are to make arrangements to have the security camera restored to a fully functioning state
as soon as possible.
Inspection of Onboard Systems
All in-service taxis and minibuses must be presented for an inspection to an authorised inspector at least once
every 12 months, or as requested by the Director or an inspector. A Taxi and Minibus Security Camera
Certification form completed and signed by an Authorised Person must be provided at time of inspection.

Providing Notice when Onboard System is not Working
It is a requirement of the current legislation that taxi and minibus operators and drivers must not operate a
taxi for hire with a faulty Camera System unless an exemption from this requirement has been approved.
For an exemption to be approved, the operator of a taxi or minibus must give a written notice to the
Department of Transport stating that the onboard system is not, or will not be fully operational during the
notice period because it is undergoing maintenance or repair.
An approved Fault Notification Report form (CPVF28F) has been developed for application and exemption
purposes. This notification process also provides the taxi and minibus operator with the option to continue
to operate the taxi and minibus in remote locations or on weekends or public holidays when Camera
System repairers are not available.
Prior to operating the taxi or minibus with an onboard system that is not fully operational the operator must
complete all appropriate sections of form CPVF28F and submit it to the Commercial Passenger Vehicles
Branch. This includes completion of Part 4 by the relevant network Director. Part 5 must be completed by
an Authorised Person for an exemption period request totalling more than seven days.
The initial notice period cannot be more than seven days in duration. Should repairs not be effected within
seven days a further written notice with supporting documentation must be lodged to extend the initial
seven day covering period.
On receiving a completed Fault Notification Report form from the operator, the Director of Commercial
Passenger (Road) Transport may, if satisfied it is appropriate, exempt the operator and any driver of the
taxi or minibus from specified provisions of the Taxis and Minibus Regulations relating to security camera
systems. An exemption is issued to the operator by way of a written instrument.
Neither the operator nor the driver of the taxi or minibus commits an offence against the Taxis Regulations
or Minibus Regulations for making the taxi or minibus available for a hiring without a fully operational
onboard system during the approved exemption period.
After satisfying certain requirements, an operator may submit an application retrospectively. This is to allow
for instances where unforseen events occur outside of Government business hours e.g. during weekend
periods or public holidays. This may enable operators to continue to service the needs of clients.
Notes:

Until an exemption instrument is issued, the operator is required to maintain the completed and signed
application form (or copy) in the operating vehicle at all times for production to an Inspector when
requested.

An operator must submit an application at the first available opportunity. This means immediately
submitting the completed Fault Notification Report on commencement of the next working (business)
day. An application received retrospectively will not be approved where there were reasonable
facilities available to first submit the application or where the operator did not complete relevant
sections of the form prior to operating.

Where the Director determines that an operator has not met the prerequisites for submitting a
retrospective application, the operator may be in breach of licence conditions and/or the Standards.
The Department may take action against any person found in breach of their obligations under the
Commercial Passenger (Road) Transport Act.
Access and Viewing of Images from Onboard Systems
Security camera images are only to be accessed and viewed by Authorised Persons or Officers for an
Authorised Purpose. Authorised Persons are persons who have demonstrated that they have the training,
knowledge, systems and equipment to comply with onboard system operational requirements and have
been formally appointed as Authorised Persons.

NT Police Officers and Transport Inspectors of the Department of Transport are also authorised to
examine or copy an image for Authorised Purposes. Please note penalties apply for unauthorised viewing,
recovery or reproduction of images.

Operators and drivers of taxis or minibuses fitted with an onboard system have a number of responsibilities
which can be found in the Northern Territory Taxi and Minibus Operational Requirements in Relation to

Failure to fulfil these requirements may result in severe penalties under Taxi and Minibus Regulations and
Workplace Health and Safety laws.
