The ASA is responsible for developing engineering governance frameworks to support industry delivery in the assurance of design, safety, integrity, construction, and commissioning of transport assets for the whole asset life cycle. In order to achieve this, the ASA effectively discharges obligations as the authority for various technical, process, and planning matters across the asset life cycle. The ASA collaborates with industry using stakeholder engagement activities to assist in achieving its mission. These activities help align the ASA to broader government expectations of making it clearer, simpler, and more attractive to do business within the NSW transport industry, allowing the supply chain to deliver safe, efficient, and competent transport services. The ASA develops, maintains, controls, and publishes a suite of standards and other documentation for transport assets of TfNSW. Further, the ASA ensures that these standards are performance based to create opportunities for innovation and improve access to a broader competitive supply chain. RSU Appendix C - Brake Performance Curves 1.1. Introduction The Asset Standards Authority (ASA) has established interface requirements pertaining to rolling stock operating on the RailCorp network. This standard covers these requirements under common and specific interface requirements. 1.2. Purpose The purpose of these standards is to ensure that all rolling stock operating on the RailCorp network meet the minimum standards to ensure compatibility with the network and its infrastructure as required by the Transport for NSW (TfNSW) accreditation with the Office of National Rail Safety Regulator (ONRSR). 2. Scope This standard, RSU Appendix C, provides the brake stopping distances or brake curves referenced in T HR RS 00100 ST Section 7 (RSU 160) and T HR SC 00006 ST Rolling Stock Signalling Interface Requirements. All rolling stock operating on the RailCorp Network shall meet the stopping distances detailed in the brake curve that is applicable to that rolling stock type. Rolling stock may be required to meet more than one brake curve depending on the type of rolling stock and the type of braking systems or driver safety systems fitted. New rolling stock will generally be required to meet more stringent, shorter brake curves. 2.1. Application This appendix is to be referenced by users of T HR RS 00000 ST - Minimum Operating Standards for Rolling Stock, T HR SC 00006 ST Rolling Stock Signalling Interface Requirements, and Transport Standard ESG 100 Signal Design principals. Refer to Transport Standard ESG 100 Signal Design Principals which details the required braking curve for the particular lines on the RailCorp Network. 2.2. Applicable brake curves for speed boards 4.1. Normal or general speed boards Rolling stock operating at the normal or general speed boards shall meet the stopping distances defined in the GW 16 brake curve. Rolling stock usually operating at these speed boards are freight trains, locomotives, locomotive hauled passenger, infrastructure maintenance vehicles, and road rail vehicles. Rolling stock with longer stopping distances, for example to GW 30 or GW 40 brake curves, may be accepted by TfNSW for operation on the RailCorp Network, however the operating speeds are required to be less to maintain stopping distances. Rolling stock, such as locomotives, infrastructure maintenance vehicles, and road rail vehicles, are required to meet brake stopping distances that are shorter than the above specified brake curves (refer to T HR RS 00300 ST – RSU 342, T HR RS 00700 ST – RSU 712, T HR RS 00700 ST – RSU 722 for details). Vehicles operating to these speed boards shall be designed to operate at not less than 75 mm cant deficiency. © State of NSW through Transport for NSW Page 6 of 28 T HR RS 00830 ST RSU Appendix C – Brake Performance Curves Version 1.0 Issued Date: 19 December 2014 4.2. Medium speed boards Rolling stock operating at the medium speed boards shall meet the brake stopping distances specified in the GE 62 brake curve. Rolling stock usually operating at these speed boards are existing electric multiple unit (EMU) passenger rolling stock and some special infrastructure maintenance vehicles. New EMU passenger rolling stock shall meet the brake stopping distances detailed in T HR RS 0060 ST – RSU 641. Vehicles operating to these speed boards shall be designed to operate at not less than 75 mm cant deficiency. 4.3. High or XPT speed boards Rolling stock operating at the high or XPT speed boards shall meet the brake stopping distances specified in the GE 62 brake curve (up to 115 km/h) and GX4M brake curve (from 130 km/h up to 160 km/h). Rolling stock usually operating at these speed boards are existing diesel multiple unit (DMU) passenger rolling stock, XPT passenger trains, and some EMU passenger rolling stock. New EMU and DMU passenger rolling stock and XPT passenger trains shall meet the brake stopping distances detailed in T HR RS 00600 ST – RSU 641. Vehicles operating to these speed boards shall be designed to operate at not less than 110 mm cant deficiency. 4.4. Train stops Train stops and subsequent trip gear fitted on rolling stock is found on EMU and DMU passenger rolling stock and XPT passenger trains. The brake curve applicable to existing rolling stock is 'GE 52 A – 15%'. That is, stopping distances 15% shorter than that specified in GE 52 A. This applies for speeds up to 130 km/h. For speeds above 130 km/h, up to 160 km/h, the GX2M brake curve may be used. For new passenger rolling stock, the train stop brake performance shall meet RSU 641, however for any new rolling stock, trip operation shall not exceed 140 km/h. For operation above 140 km/h, ATP shall be required. 5. Brakes performance curve applicability The applicability of brake performance curves on the RailCorp Network is detailed in Transport Standard ESG 100 Signal Design Principals, section ESG 100.3 Braking Distance.
