TOR Administration Officer TOR Administration Officer 2014/2015 Improving the environmentally safe management and the control of trans-boundary movements of hazardous wastes in the Arab countries Project Background: Basel Convention on the control of trans-boundary movement of hazardous waste and their disposal (BC) was adopted in 1989 and entered into force in May 1992. Egypt has been a party since 1993. The core objectives of the convention focus on: minimizing transboundary movement of hazardous waste, reduction of its generation, and as appropriate disposal near its sources. Parties to this convention are obliged to effective implementation of such objectives through establishing the necessary measures for controlling trans-boundary movement of hazardous waste and the development of criteria for environmentally sound management of this waste. Article 14 of the Basel Convention provides the basis for the establishment of regional support centers to assist Parties to this convention in achieving its objectives. The core functions of the Regional Centers are to promote environmentally sound management of hazardous waste through Training, Capacity building, Technology Transfer, Information sharing & exchange, Consulting services, and Awareness-raising programmes. The conference of parties of the Basel convention adopted decision VI/9 to establish the Basel Convention Regional Center in Egypt (BCRC-Egypt) for Training and Technology Transfer for Arab States. The Government of Egypt has signed the framework agreement with the Secretariat of the Basel Convention for the legal establishment of the center, and it is now hosted by Cairo University. Inadequate hazardous waste (HW) management in most of the 22 Arab countries served by the BCRC-Egypt generates considerable public health and environmental problems, including contamination of soil and water. It also prevents the countries of the region from meeting their obligations under the Basel Convention. The Government of Finland has previously supported the BCRC-Egypt through the United Nations Environment 1 TOR Administration Officer Programme (UNEP) in 2006-2010 to develop the institutional capacity of the Center and explore the challenges concerning hazardous waste in the Arab countries. Now a project financially managed by UNDP Egypt is proposed to be implemented in 2013-2015 with the overall objective of improving the environmentally sound management of hazardous waste and regional cooperation in controlling trans-boundary movements of this waste between the Arab countries. The purpose of the project is to develop BCRC-Egypt into a sustainable regional knowledge and service centre on hazardous waste issues for the Arab countries, as well as to consolidate the achievements of the previous phase of the project. The project is again financed by the Government of Finland and the Implementing Partner responsible of project activities and outputs will be BCRC-Egypt. BCRC-Egypt is now looking to contract an Administration Officer for one year, subject to renewal. The incumbent will work under the supervision of the Project Director and the Project Technical Officer with the following scope of work: Scope of Work: Provide necessary support to the Project Director and Project staff with complete administrative services. Assist in preparation of agendas, minutes of meetings and make arrangements for different program related meetings. Compile data, and prepare documents for consideration and presentation by Project Staff. Assist in the planning and preparation of meetings/conferences and other related issues. Attend meetings, prepare minutes and circulate to stakeholders. Prepare reports, memos, letters, presentation and other documents, using word processing, spreadsheet, MS project, MS power point, database, etc. Review project practices and procedures in order to determine whether improvements can be made in areas such as workflow and reporting procedures. Arrange for travel, hotel reservations and logistical support for Project Staff and stakeholders inside and outside Egypt. Responsible administrative and logistical support to organization of conferences, workshops, retreats. Reports to the project Technical Officer for any task related to the project. Any other duty assigned by the Project Director and Project Technical Officer. Working time: 5 days/week (Sunday- Thursday) from 9am-5pm. 2 TOR Administration Officer Key Qualifications University Degree. At least three years of work experience in similar position. Excellent communication skills. Proficiency in English and Arabic languages. Ability to set Priorities. Organizational and filling Skills.
