Overview of Organization and Member Hospitals:
The California Children’s Hospital Association was chartered in 1990 with the goal of
bringing together the leadership from the private, non-profit children's hospitals in the
State for the purpose of joint advocacy in support of children's health care issues in
California.
The mission of CCHA is to advance the health and well-being of children by forming key
alliances to protect the clinical excellence and financial stability of children's hospitals
and by taking a leadership role in advocacy, public policy, education and research in
support of children's health care issues in California.
Members of CCHA include the 8 private, non-profit Children’s Hospitals in the state
defined in California Welfare & Institutions Code 10727: 1) Children's Hospital Central
California; 2) Children's Hospital Orange County; 3) Children’s Hospital Los Angeles; 4)
Children's Hospital & Research Center Oakland; 5) Loma Linda University Children's
Hospital; 6) Miller Children's Hospital, Long Beach; 7) Lucile Packard Children's
Hospital at Stanford; 8) Rady Children's Hospital San Diego.
Children's Hospitals provide highly specialized inpatient and outpatient services needed
by Medi-Cal children and are highly dependent on government support -- on average,
Medi-Cal is the payer for more than 50% of all children’s hospitals’ patients. Sixty
percent of Medi-Cal days are for California Children Services (CCS) children. The CCS
program treats the sickest children in California and provides regionalized services at
specialty care centers. There are more than 500 special care centers throughout the State,
of which almost half are located at either a Children’s Hospital or at a University of
California Medical Center.
Children’s Hospitals are important training centers for sub-specialists and other pediatric
healthcare professionals, providing graduate medical training for more than 650 full-time
residents, of whom more than 300 are in pediatric subspecialties.
General Summary:
This position reports directly to the President and CEO. This position provides advocacy
and support for financial and reimbursement issues affecting California’s Children’s
Hospitals. This includes analyzing and disseminating technical details regarding
reimbursement and related policy changes to member hospitals; formulating legislative
and regulatory positions related to reimbursement, along with simulations of the impacts;
representing CCHA with State agencies and other stakeholders where hospital
reimbursement and/or related technical knowledge is appropriate; soliciting feedback
from CCHA members for representation and advocacy purposes; and providing support
to other CCHA staff members with reimbursement issues. This position works closely
with the CFO’s in each of the member hospitals.
Education, Experience and Skills:
• Bachelor’s Degree with emphasis in finance, business or hospital/health care
administration.
• Master’s Degree in business administration or hospital administration is strongly
preferred but not required.
• Five or more years of hands-on experience in a hospital reimbursement
environment with emphasis on preparation, analysis and reporting of financial
information. Preference will be given to candidates with experience in working in
a hospital setting dealing with hospital billing and government reimbursement
experience, specifically with the Medi-Cal program
• Strong computer skills, including advanced skill level with MS Office (Word,
Excel, PowerPoint, and Outlook)
• Ability to organize, plan, and be effective at managing multiple priorities in a
fast-paced and constantly changing environment
• Ability and willingness to collaborate and be a team member
• Excellent communication , public speaking, and interpersonal skills
• Ability to work independently, using initiative and excellent judgment
• Ability to work effectively with a wide variety of individuals and organizations
• Ability and willingness to work irregular hours, including some weekends and
overnight travel.
Major Duties and Tasks:
•
Provides leadership on state administrative and regulatory issues related to
healthcare reimbursement programs. Serves as the primary contact in areas of
assigned responsibility for information and/or referral on all relevant legislation.

Working with the Chief Financial Officers of the member hospitals, analyzes,
assesses and projects the impacts of proposed state and federal policy proposals
and actions on the members’ financial operations. This includes collecting the
necessary data from the member hospitals and State agencies and provide reports
and analysis to support the policy needs of the Association
•
Recommends policy positions and develops advocacy materials on legislative and
regulatory issues related to reimbursement, including analysis and descriptions of
anticipated impacts, including the impacts of health care reform proposals.

Acts as a staff resource for member committees, peer groups and special work
groups related to finance and reimbursement.
•
Serves as a liaison between technical consultants and CCHA, or provides direct
technical support. Assesses member needs.
•
Serves as a liaison on data management and reporting requirements, including
OSHPD, ICE, etc. Also represents CHA with State departments where technical
knowledge is appropriate.

Performs other duties as assigned by the CEO or as required to effectively meet
the responsibilities of the position.
