MINISTRY OF HEALTH VACANCY ANNOUNCEMENT: Applications are invited from qualified candidates for 7 positions herein. BACKGROUND Kenya has made tremendous strides towards elimination of mother to child transmission of HIV (eMTCT), reducing the number of children newly infected with HIV by almost 60% from 2009 to 2013. With a global effort to reach a generation born HIV-free by December 31, 2015, there is more to be done. The burden is highly concentrated, with 5 counties out of the 47 in Kenya accounting for >50% of children newly infected with HIV each year. National Aids Control Program (NASCOP) through the Ministry of Health wishes to recruit Seven (7) highly capable individuals to join the PMTCT team to work with national and county leadership to spur an acceleration of the country’s effort to eliminate mother to child transmission of HIV. These individuals will provide technical and managerial support in the planning and implementation of PMTCT activities across the country. Born HIV free Foundation will support the officers’ remuneration. VACANCIES JOB TITLE: PMTCT Senior Technical Advisor NO. Of Vacancies: 1 (One) DURATION: 2 years, renewable based on performance and availability of funds LOCATION: Based in Nairobi supporting the National PMTCT program Responsibilities: This is an “all-hands on deck” role, supporting the MOH PMTCT leadership in their strategy, implementation, and performance management. Duties include, but not limited to: Managing the PMTCT technical advisors Kenya eMTCT strategy implementation Stakeholder alignment, coordination, and communication Qualifications: Must be a Kenyan Citizen Hold a Bachelors degree in medicine and surgery and relevant post-graduate degree; MBA or related business qualification will be a significant advantage Fluency in English (speaking, reading, and writing) 5+ years of work experience, including solid hands-on experiences related to public health or health systems in a developing country Proven experience in mentoring and coaching diverse teams toward achievement of concrete results Excellent stakeholder management and mentorship skills, preferably with demonstrated experience navigating the sensitivities and complexities of Kenya’s health system. Demonstrated success in establishing and maintaining effective working relationships with government, donors, and NGO stakeholders ;Good communication skills to be able to interact at the highest levels of authority Project management skills: ability to work under pressure, respond to deadlines, prioritize competing deliverables, and be flexible and productive while working independently Capacity for quantitative analyses and deriving quick insights from performance data; Solid skills in Ms Word, Ms Excel, Ms and PowerPoint. Good experience with standard statistical packages is an advantage Ability to travel within Kenya up to 40% of the time JOB TITLE: PMTCT Strategic Information Specialist NO. Of Vacancies: 1 (One) DURATION: 2 years, renewable based on performance and availability of funds LOCATION: Based in Nairobi but supporting the National PMTCT program country-wide Responsibilities: This role is about harnessing Kenya’s program data to spur acceleration in the eMTCT progress and improved data quality across the board. Specific duties will include, but are not limited to: Set up and run data reports, develop questionnaires, clean data specifications, and write and interpret study results using available PMTCT data Derive insights about eMTCT target performance patterns and trends using the available routine data system to shape the national county and sub county strategies and responses. Provide qualitative and quantitative measures of adoption and acceptability of country strategies Provide technical guidance in on eMTCT research using both primary and secondary sources in reference to Kenya eMTCT strategy Support the PMTCT program manager in coordinating all phases of external research including defining objectives, determining methodology, fielding surveys, analyzing results and drawing program implications and present findings/ policy briefs. Qualifications: Must be a Kenyan Citizen Relevant Bachelors degree and post-graduate degree; in statistics, epidemiology, other quantitative research studies an added advantage Fluency in English (speaking, reading, and writing) 5+ years of work experience, ideally including deep data analysis Ability to integrate information from a wide variety of sources and independently propose and complete insightful analyses to drive program results Clear understanding of Kenya DHIS operations, EPP spectrum and NASCOP EID data base with reference to PMTCT interventions cascade Proficiency with computer applications related to health statistics, including Excel, and good understanding and demonstrated use of statistical methodologies and packages Capacity for quantitative analyses and deriving quick insights from performance data; capacity for qualitative data analysis is an added advantage Excellent communication and presentation skills, including comfort with creating and delivering clear communications in Word and power point Strong ability to work under pressure, respond to deadlines, prioritizes competing deliverables, and be flexible and productive while working independently. Ability to travel within Kenya up to 40% of the time JOB TITLE: PMTCT Program Technical Advisor NO. Of Vacancies: 5 (Five) DURATION: 2 years, renewable based on performance and availability of funds LOCATION: Initially based in Nairobi, but likely to be based in certain high burden Counties as needed Responsibilities: This is a fulltime role, supporting the government PMTCT leadership in their strategy, implementation, and performance management, with a focus on the county and sub-county level. Specific duties include: eMTCT strategy implementation Stakeholder alignment, coordination, and communication Qualifications: Must be a Kenyan Citizen Holder of Relevant Bachelors degree; a post-graduate studies in related field is an advantage Fluency in English (speaking, reading, and writing) 3+ years of work experience, ideally including solid hands-on experiences related to public health or health systems in a developing country. HIV or PMTCT experience in Kenya a plus. Proven experience in mentoring and coaching diverse teams toward achievement of concrete results, especially in a humble, behind-the-scenes manner Excellent stakeholder management and mentorship skills, preferably with demonstrated experience navigating the sensitivities and complexities of Kenya’s health system. Good knowledge of how government services are coordinated particularly in the engagement of National and county government collaboration Demonstrated success in establishing and maintaining effective working relationships with government, donors, and NGO stakeholders and top notch communication skills to be able to interact at the highest levels of authority Project management skills: ability to work under pressure, respond to deadlines, prioritize competing deliverables, and be flexible and productive while working independently Capacity for quantitative analyses and deriving quick insights from performance data; Solid skills in Ms Word, Ms Excel, Ms PowerPoint and good experience with standard statistical packages Ability to travel within Kenya up to 70% of the time REMUNERATION Attractive consolidated monthly salary and Medical Insurance cover will be offered for all the advertized cadres.
