International Applicants International applicants who are not residing in Singapore or not working in Singapore are only eligible to apply for the full-time Master of Science programmes. For candidates who are not on any scholarship or sponsorship (e.g. company’s), their application must be accompanied by documentary evidence to show their ability to support themselves financially (i.e. estimated living expenses of S$18,000 a year in Singapore). As such, applicants are to provide either: a bank statement indicating a balance of at least S$18,000 or its equivalent ; or a letter of confirmation and financial statement from a sponsor (e.g. bank statement of sponsor indicating a balance of at least S$18,000 or its equivalent). This is a two year full-time programme designed to provide students with an international perspective on water issues. Any omission of information requested in the application forms or supporting documents will render the application form void and should be avoided. Applications for the graduate courses are open only to graduates at the time of application. Candidates who are pursuing their degrees are advised to apply after they have completed all requirements for the degree. Eligibility Applications are open to candidates with a relevant bachelor’s degree with honours or its equivalent. Candidates with other qualifications and achievements deemed to be suitably prepared for the programme of study may also be considered. The above are minimum requirements and do not guarantee admission. Selection of students is on a competitive basis. Language of Instruction The language of instruction for the graduate courses is English. Course Structure Graduate courses at NUS are usually conducted in the evenings from 6.00 pm to 9.00 pm on Mondays to Fridays. The general course structure is shown in Table 1. Registration This programme is available only on a full-time basis. All registered students are not permitted to be employed without permission from the University. Those found doing so may have their candidatures terminated immediately. No student may concurrently be a candidate for more than one degree or register as a candidate of the University and of another University or Institution. Exemption of modules Applicants who are Grad. Dip.(Env Eng / Aviation Mgt / Maritime & Port Mgt) holders and/or former M.Sc. students who withdrew from their course of study and who wish to be considered for exemption of module(s) in their new M.Sc. candidature must apply in writing through the Department of Civil & Environmental Engineering only after they gain successful admission in their new M.Sc. programme. Pre-taken Graduate Modules Please note that any modules taken to meet the requirements of one degree cannot be used to count towards another degree. NUS B.Eng. or B.Tech. graduates may apply for a transfer of credits of their approved pre-taken* graduate modules taken during their undergraduate studies for their current M.Sc. studies in NUS. Modules pre-taken (maximum of 5) should be read less than 5 years prior to admission of their M.Sc. degree and are not counted towards their Bachelor’s degree. Upon approval, the pre-taken modules and grades will be transferred and included in the CAP computation of their current M.Sc. programme. All applications for transfer of credits must be submitted to GSE within the 1st month of their new M.Sc. candidature. *Pre-taken graduate modules must be as indicated in the transcripts of academic records for their Bachelor’s degree (i.e. B.Eng. or B.Tech.). Professional Development Units For each M.Sc. module read by a M.Sc. student who is a member of the Professional Engineers Board Singapore (PEB), 39 Professional Units (PDU) may be awarded under the Professional Engineers Board Singapore's Continuing Professional Development Programme (CPD). - 2- Selection of Modules & Class TimeTable Information on available modules for each semester and class time-table will be issued by the DEPARTMENT to candidates who are successful in gaining admission to the course. Successful candidates should be informed of this information about two weeks before the commencement of the Semester. TABLE 1 – Course Structure Description Full-Time Course Requirements Students must complete 90.67 Modular Credits (MC). This consists of compulsory core modules (between 29.33 MCs to 32.67 MSc), core M.Sc. Thesis (26.67 MCs), electives (between 15.34 MCs to 18.67 MCs), additional research requirements (13.33 MCs) and breadth requirements (2.67 MCs). NUS graduates with relevant work experience will be exempted from some of the non-core requirements. See Course Details section. Classes Normally take modules equivalent to between 20 to 25 MC per semester (i.e. generally attend lectures between 3 to 5 evenings per week Period of Candidature Minimum residency – 50% of required modular credits Maximum period – 6 semesters - 3- Examinations Coursework requirements MSc (Hydraulic Engineering & Water Resources Management) At NUS, minimum standards are set for continuation in a programme of study and graduation. After each examination, depending on each student’s academic performance, he/she will be emplaced in an academic standing of: ▪ ▪ Passed; or Probation; or Warning; or Dismissal In general (except for students who obtained a CAP of < 1.5 during their first semester of study), students who are not performing within expectations, will be issued with either an academic warning or an academic probation before he/she is issued with a letter of dismissal and denied re-admission. 1. Modular Credits Each existing M.Sc. module of 39 hours of lecture is to be assigned 4 modular credits (MC). 2. Grades and Grade Points As the two universities follow different grading philosophies, there will be separate and independent grading criteria for all the core requirements. NUS adopts a relative grading system while TUD adopts an absolute grading system. For NUS, the following grades are adopted for award to individual module in respect of the 1st and 2nd semester examinations : Grade A+ A AB+ B BC+ C D+ D F (Fail) Grade Point 5.0 5.0 4.5 4.0 3.5 3.0 2.5 2.0 1.5 1.0 0 For NUS Grades: CAP for M.Sc. Graduation > 3.0 Total MCs for Graduation > 40 For TUD, the following grades are adopted for award to individual modules with respect to the 1st and 2nd semester examinations: Grade Grade Point For TUD Grades: A 8.5 - 10 To graduate, none of the marks fall below 6.0 B 8.0 - 8.5 C D E F or FX 7.5 - 8.0 7.0 - 7.5 6.0 - 7.0 < 6.0 A candidate who is absent in the examination of a module without a valid reason acceptable to the Board of Examiners will be given Grade F (Fail) for the module which he/she is absent in. - 4- 3. Academic probation/warning, dismissal and graduation (a) TUD has no formal continuation requirement. At NUS, the following conditions for continuation of candidature (student must demonstrate satisfactory progress during his/her candidature) apply i.e: (i) academic probations/warnings: subject to subparagraph 3(a)(ii), probations/warnings are issued to students if CAP < 3.0 ; & (ii) dismissal and refuse re-admission to students if: in the 1st semester of study, the CAP < 1.5; or for 2 consecutive semesters of study, CAP < 2.5 ; or for 3 consecutive semesters of study, CAP < 3.0 NUS-TUD DDP students who obtain a grade below C+ (2.5) in any NUS core module will be allowed to re-take the core module once within the prescribed period of study, and the better of the two grades will be used to compute CAP. Student may only retake up to a maximum of 2 (two) core modules. The above rules on probation/warning and dismissal shall also apply to a candidate on an exchange programme, and/or a candidate on leave of absence of one semester or longer. If a candidate is given an academic probation/warning prior to his leave, the probation/warning prior to his leave shall count towards dismissal. Satisfactory/Unsatisfactory modules shall be excluded in determining the academic probation/warning of a student. Students must complete their requirements for their degrees within their maximum period of candidatures, failing which they will have their candidatures terminated. (b) To graduate students must independently meet NUS and TUD graduation requirements. Students must complete the core, elective, additional research and breadth requirements as laid out in Table 1 and in the Course Details section. Requirements for a single TUD degree: In the event that a student does not meet one of the NUS graduation requirements, the student can qualify for a TUD degree provided that he/she satisfies the following requirements (Article 24 Rules and Guidelines of the Board of Examiners): 1. The student is required to have been admitted to the NUS-TUD DDP; 2. Obtain either a pass (v) or an exemption (vr) mark for all subjects taken; Obtain marks not lower than 6.0 for all subjects taken In special cases the Board of Examiners may deviate from the above provisions. It will stipulate additional requirements if necessary Requirements for a single NUS degree: Similarly in the event that a student does not meet one of the TUD graduation requirements, the student can qualify for a NUS degree provided that he/she satisfies the following requirements: 1. A student: must obtain a minimum CAP of 3.0 (B-) for the best modules equivalent of 40 MCs (inclusive of foundation/core modules, where required) must obtain at least 40 MCs (inclusive of foundation/core modules, where required) of which at least 30 MCs must be at graduate level within the subject or in related disciplines. The remaining credits may come from other levels in the same or other disciplines subject to the approval of the Department of Civil Engineering. 2. A student may be allowed to take more than 10 modules or its equivalent of 40 modular credits only if, at the point of request to read more modules, the student has fewer than 40 modular credits or his/her CAP is < 3.0. 3. In general, all students who have obtained 40 modular credits and have already achieved a CAP of ≥ 3.0 are expected to graduate. - 5- To avoid any doubt, for a student in the DDP to graduate with the Master of Science in Hydraulic Engineering and Water Resources degree, the student must complete the nine core modules of the DDP, as listed in the Course Details, and the MSc. Thesis. Notes : CAP - Cumulative Average Point MC - Modular Credits GP - Grade Points Formulae for CAP = Sum (GP x MC) Sum (MC) All letter grades (including Grade F) are computed in the CAP computation for M.Sc. students who have yet to accumulate 40 MCs. Students who have achieved more than 40 MCs, the CAP is computed on the modules equivalent of 40 MCs (inclusive of foundation/core modules, where required). The English Language requirement, where relevant, is in addition to the coursework requirements. Graduate English courses are excluded from the CAP computation. Documentary Evidence All required supporting documents should be attached to the completed application form. Certificates submitted in a language other than English must be accompanied by a translated and certified copy. All supporting documents (original & photocopies) submitted by candidates will not be returned. Further documentary evidence may be requested at a later date. Original official transcript, or its certified true copies, of candidates with qualifications other than those from NUS would be requested at the point when offer of admission is made. This should be sent directly from the issuing University to NUS in a SEALED envelope with its flap bearing the security seal of the university and the signature of the Registrar or representative. TOEFL and IELTS Tests The quantity and quality of academic work at NUS cannot be accomplished without the mastery of the English language. The point is deliberately emphasized because graduate students at NUS submit assessments, take written examinations and are expected to participate actively in the classroom discussions. Applicants, including NUS students who are not nationals of USA, UK, Ireland, Australia, New Zealand and Canada, are required to demonstrate their English proficiency by means of TOEFL* / IELTS** test scores. *TOEFL is the abbreviation of the Test of English as a Foreign Language. **IELTS is the abbreviation of the International English Language Testing System. Applicants can either: (a) submit photocopies of their TOEFL/ IELTS scoresheets; or (b) request Educational Testing Services (ETS) to send original TOEFL scores to NUS. (Institution code of NUS for TOEFL is 9084). At NUS, the minimum score expected is: i. 92 (for TOEFL internet-based test) – with minimum sub-scores of 21 ; or ii. 6.5 score for IELTS Academic – with minimum sub-scores of 6.0. TOEFL score or IELTS result is only valid for 2 years after the test and should be valid at the beginning of the application period for the designated M.Sc. degree. Diagnostic English Test (DET) Application Fee Successful candidates whose TOEFL score falls within the following ranges must register to take a Diagnostic English Test (DET) conducted by NUS Centre for English Language Communication (CELC) : i. 90 ≤ TOEFL internet-based test < 92 Candidates who do not achieve an expected proficiency level upon taking the DET will be required to read and obtain a satisfactory grade for the assigned English Course(s) conducted twice weekly. Classes are available both during the day and in the evening. Subject to availability, part-time students will be given priority to register for evening classes. Further details will be provided upon successful admission. An application fee for applying a programme must accompany each of the completed application forms. Application fees are non-refundable even for those who underpay. Do ensure that your application is accompanied by the correct amount of application fee. An application fee of S$40 per programme (inclusive of 7% GST) for manual application, or S$20 if applying online, must accompany each of the completed application forms and it is non-refundable. Fees – Session 2014-2015 While you are pursuing your studies in NUS, you are liable to pay fees. The amount payable may depend on your nationality as well as whether you have previously enjoyed a Singapore government subsidy or sponsorship by a government agency. Tables 2-4 outline the tuition fees payable per semester by full-time Double Degree Programme students for Session 2014-2015 when registered in NUS. Fees for Session 2015-2016 are subject to revision. In essence, when registered at NUS, DDP students either pay fees as set out at Table 2 and 4, or Table 3 and 4. Category 1 – Non-Subsidised Tuition Fees Students who have previously enjoyed Ministry of Education (MOE)/government subsidy or sponsorship by a Singapore government agency (such as scholarships offered by the Ministries, Public Service Commission and Statutory Boards) in a graduate programme (either Masters or Ph.D. degrees) will not be eligible for subsidy in another graduate programme at the same or lower level. Instead, such students will be liable to pay “Non-Subsidised Tuition Fees”. For example, students who had previously enjoyed subsidy/scholarship in a Masters programme and had attained the Masters degree will not be eligible for subsidy in another programme at Masters or lower level. The Full Fees rates determined by MOE in Academic Year 2014/2015 are shown in Table 2. The Full Fees rates payable for subsequent Academic Years are subject to revision. Category 2 – Subsidised Tuition Fees Students who had never enjoyed/received any Ministry of Education (MOE)/government subsidy in any graduate programme of study at Master or PhD level in Singapore can enjoy subsidized tuition fees as shown in Table 3. However, the student can only apply for service obligation with MOE on condition that they have not previously enjoyed MOE’s government subsidy in another graduate programme (see Note 4 below). International students who have signed the Service Obligation Agreement are required to work in Singapore-based companies for 3 years upon graduation. Singapore-based companies refer to local and international companies that have a base in Singapore that is registered with the Accounting & Corporate Regulatory Authority (ACRA) as well as companies of such local and international companies registered with ACRA that are based overseas. All fees shown in Tables 2-4 are in Singapore dollars and, except for tuition fees, include the prevailing GST. The GST for tuition fees is absorbed by the Ministry of Education (MOE). - 8- 2. Successful applicants who are unable to register will have to re-apply for admission. Candidates who are presently not residing in Singapore may, subject to approval, be granted deferment for at most one intake. All requests are considered on a case-bycase basis. Candidates are therefore expected to be able to support themselves financially for the tuition fees for the entire course of study in NUS as well as in TUD. Other suitability tests Candidates may, at the discretion of the Executive Committee for GSE, be required to undergo such other tests as may be set to assess their suitability for University study and to appear for interviews. Confirmation / Notification of application An acknowledgement slip will be issued to you to acknowledge receipt of your application and to inform you of any outstanding documents you should submit, if any. Processing of applications of International applicants may take a longer period. As such, under special circumstances, International applicants may be requested to defer their applications to the next Intake. All applicants will expect to be informed on the outcome of their application sometime in May 2015. The Immigration & Checkpoints Authority (ICA) has implemented a web-based system for Student’s Pass application called the Student’s Pass Online Application & Registration (SOLAR). When full-time international students have been offered admission to our programmes, the University will proceed with the student pass application via SOLAR and also write to inform candidates how to complete the application process at their end. After candidates complete the application through SOLAR, ICA will process the application. For candidates from countries which require a visa to enter Singapore (details can be found at http://www.ica.gov.sg/page.aspx?pageid=96&secid=94), the University will be applying for the visa cum Student’s Pass via SOLAR. If the Student’s Pass application is approved, the In-Principle Approval (IPA) letter, which also serves as a single-journey entry visa, will be sent to the relevant candidates. This letter and the valid passport must be presented to the Duty Officer at the immigration checkpoint upon arrival in Singapore. For candidates from a non-visa required country (e.g. Malaysia, Indonesia etc.), candidates can collect the approval letter at the point of registration with the University. On your arrival in Singapore, you will be given a Social Visit Pass for a minimum of 2 weeks at the airport or point of entry. You may be asked to show your Letter of Admission. After registering as a student and obtaining your student registration card, you must apply for a Student’s Pass at least 4 working days before the expiry of your Social Visit Pass at one of the following centres : 1. 2. Please note that spouses and/or children of international M.Sc. students are not sponsored by the University for their visa applications. Application of their Social Visit Pass (SVP) has to be made directly at the Visitor Services Centre, 4th floor Immigration & Checkpoints Authority (ICA) and a bond is required. The amount of the bond is to be established by ICA. Student must have already obtained a Student Pass issued by the ICA at the time of application. A local sponsor (Singapore Citizen/Permanent Resident) is required in order to apply for a SVP for spouse and/or children. The SVP granted will normally be for up to a maximum period of 6 months. It is renewable, subject to ICA’s approval.
