Trainings are included in schedule of the event. 3.2Transport Service Štrbské Pleso / Osrblie 2015 WUOC guarantees transportation service for all accredited persons of the 27th Winter Universiade. For detailed information regarding the transportation service please refer to the Transportation Manual. The service can change day by day based on the competition schedule or force major. 10 SPORT MANUAL BIATHLON 11 4.GENERAL RULES Mass-start: All medallists and the additional athletes with the highest points, calculated by IBU WC points in three (3) previous competitions, will qualify up to a field of 30. Replacement will be possible at the latest until one (1) hour before zeroing starts. 4.1 BIATHLON – FISU Technical Regulations The Biathlon competitions will be organised in accordance with the most recent technical regulations of the International Biathlon Union (IBU). In any dispute, the English language will be regarded as authoritative. Mixed Relay: Each nation may enter only one (1) team in the mixed relay consisting of two (2) women and two (2) men. At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of competitors. The programme include the following events: MEN WOMEN Individual 20km Individual 15km Sprint 10km Sprint 7,5km Pursuit 12,5km Pursuit 10km Mass start 15km Mass-start 12,5km RELAY: Mixed Relay 2x6km W + 2x7.5km M Each country may enter: 4.2Insurance Participating countries must have the appropriate insurance to cover travel and participation, as they are the responsibility neither of the Organising Committee nor of FISU. Participating countries must therefore have insurance for the medical care of the whole delegation. Only first aid procedures related to the Games will be covered by the OC and only for accredited persons. Men: Eight (8) athletes, of whom only six (6) may take part in the individual and sprint events. Pursuit: The top 60 athletes of the sprint competition are automatically qualified. No replacement or moving up in case of athletes not starting. 4.3Protests Accordingly to IBU Regulations - All protests must be lodged with the TD in writing. At the same time 50 EUR or other convertible currency to the same value must be deposited. Mass-start: All medallists and the additional athletes with the highest points, calculated by IBU WC points in three (3) previous competitions, will qualify up to a field of 30. Replacement will be possible at the latest until one (1) hour before zeroing starts. Any sport disciplinary situation, which cannot be satisfactorily resolved by the sports technical committees and the sport-specific disciplinary regulations, will be reported to the FISU Disciplinary Committee for further action to be taken. Women: Where appropriate, a report will also be sent to the ISF concerned. Eight (8) athletes of whom only six (6) may take part in the individual and sprint events. Pursuit: The top 60 athletes of the sprint competition are automatically qualified. No replacement or moving up in case of athletes not starting. 12 SPORT MANUAL Each Head of Delegation or his/her deputy is authorised to lodge an appeal against the decision of the Jury. This appeal must be submitted in writing to the Jury of Appeal or competent authority in accordance with the regulations of the appropriate ISF. BIATHLON 13 Any decision of the Jury of Appeal of a sports event is final and must be reported immediately to the Head of Delegation of the country concerned. 4.4 Medical Care Rifles will be kept in hotel room, separately from ammunition. Ammunitions will be stored in the Biathlon Venue in the Ammunition Storage Facility. It is not allowed to keep the rifles in waxing cabins during the night. Only coaches or Head of Delegation will be allowed to take the ammunitions form the storage room. Loaded magazines can only be inserted into a rifle on shooting ramp with the barrel directed towards the targets. The Organising Committee will ensure free and adequate medical care including initial response and follow-up, immediate medical care as indicated for the FISU Family, participants and all accredited persons. For information regarding emergency numbers and medical care, please refer to the Medical Service & Anti-Doping manual. 4.5Import and export of rifles and ammunition Participants from EU member countries have to present European firearm license where the rifles are put down and official organiser´s invitation for the event when crossing the border of Slovakia. Participants outside EU have to present European accompanying letter, which is to be arranged with Consulate of the Slovak republic in their home country. Further they have to present permission of each passing EU country and the official organiser´s invitation for the event when crossing the border of Slovakia. Rifles must be carried separately from ammunition in a trunk of a car. The rifles and ammunition import for sport purposes are free of charge. 4.6Security Organizer will ensure security service in the venue during competitions and training days. Equipment control check-point will be open 15 minutes before zeroing on competition days. Ski Test and Warm-Up Area Depending on snow consistency and conditions ski testing and warm-up areas will be additionally prepared; otherwise the official competition courses will be used until 5 minutes before start. Team Waxing Cabins All waxing cabins are in the Stadium area and each team will have at least one. The competitors must appear wearing their competition start numbers, and may have with them their competition equipment. The medals will be awarded to the top three competitors in individual competitions and to the each member of top three mixed-relay teams. The official languages for the awarding ceremonies in the stadium will be Slovak and English. Delegations will be accommodated in 3- or 4-star hotels with full board: breakfast, lunch and dinner in the hotel restaurant. Dele- gation members will be allocated in the various accommodation clusters in rela- tion to their sport discipline: Osrblie - Biathlon. Designated hotels: Wellness Hotel Bystrá, Hotel STUPKA and Hotel Golf, Hotel Zerrenpach. Athletes and officials can use the refreshment areas placed in the various locker rooms in each sports facility or, if this is not possible, in a separate area to be used for that purpose. Meals must be consumed in the assigned hotel restaurant. Breakfast, lunch and dinner will be provided as a buffet or through table service, and a salad and vegetable buffet will be guaranteed. 22 SPORT MANUAL BIATHLON 23 The hotels’ restaurants’ opening hours will be: Breakfast 6:00 am - 9:30 am; Lunch 11:30 am -2:30pm; Dinner 6:00 pm - 8:30 pm. Depending on the competition and official training schedule, breakfast will be served from 6:00 am. When competitions/official trainings take place during the day, lunch boxes will be provided, but they must be ordered by 3:00 pm on the previous day at the hotel reception. Hotel STUPKA and Hotel Golf Hotel Bystrá SPORT AREAL Hotel Zerrenpach 10.DOPING CONTROL RULES AND PROCEDURES 10.1 DOPING CONTROL SERVICES Doping control services will be provided in accordance with the rules and regulations of FISU and will be available at all competition venues. 10.2LIST OF PROHIBITED SUBSTANCES The list of prohibited substances and treatment is defined in accordance with WADA international standards. National University Sports Federations will be responsible for ensuring that their delegations, namely athletes, are made aware of this prohibited list. Ignorance of the prohibited list will in no way constitute a valid excuse for any participant of the Winter Universiade 2015 violating valid anti-doping rules. For the WADA list of prohibited sub- stances, please refer to the following website: www.wada-ama.org. 10.3 TESTING In accordance with the preliminary Test Distribution Plan elaborated by the FISU Medical Committee (FISU CMI), the required number of urine and blood tests will be collected both during and out of competition. Athletes may be tested at any time during the period of their accreditation. The Slovak Anti-doping Agency, using its own certified Doping Control Officers will carry out testing under the supervision of the FISU Medical Commission. Samples will be analyzed in the WADA-accredited Anti-doping Laboratory in Seibersdorf, Austria. All test results will be sent to the Chairman of the FISU Medical Commission by ADAMS (Anti-Doping Administration & Management System). The FISU Medical Commission will bear the responsibility for processing the results in the event of a violation of the Anti-doping rules. 24 SPORT MANUAL BIATHLON 25 10.4 DOPING CONTROL STATIONS AND STAFF Doping Control Stations will be set up at the competition venues and will be marked with special signs. Athletes must have their accreditation badges with them at all times in the Doping Control Stations. 10.5 THERAPEUTIC USE EXEMPTION Athletes taking part in the WU 2015 in Štrbské Pleso/Osrblie requiring a Therapeutic Use Exemption must apply to the appropriate Anti-doping Organisation as soon as possible. International Standards for Therapeutic Use Exemption will be applied. The Bratislava Region represents the Capital city, Bratislava, located on the banks of Europe’s most famous river, the Danube. Bratislava is the only capital city in the world, which borders simultaneously with two countries - Hungary and Austria. It is located 60 km east of Vienna (Austria), which is the shortest distance between two capital cities in Europe. According CNN, Bratislava is for its history, cultural heritage and fairy tale streets listed among six Europe´s most fascinating border towns. This strategically important place has often played a big role in the history of central Europe. The date of December 2nd 1291 is not the date of birth of Pressburg. In the 14th and 15th centuries Bratislava lived the period of rapid development in trade. After Turks penetrated deeper into the Kingdom, Bratislava was established the Capital of the Kingdom of Hungary, the seat of the Hungarian Diet, central administration and the coronation town of the Hungarian Kings and Queens. Eleven Kings and eight royal wives were crowned in Bratislava in the years between 1563 and 1830. The counter-Turk wars and the Rebellions of Estates in the 16th and 17th centuries have interrupted the development of towns. In the 18th century and above all during the reign of Queen Maria Theresa the significance of Bratislava increased again. Great amount of wonderful palaces and buildings still survive from that period. The city became the centre of cultural in the 19th century and Bratislava was the cradle of the Slovak national emancipation. Bratislava now is the modern city and the seat of most important political, economic, social and scientific bodies and institutions. 42 SPORT MANUAL One of the city dominants which can be seen from far distance is The Castle of Bratislava. The most attractive part of Bratislava is the Old Town where the most historical sights as well as cultural institutions are concentrated. Its tiny lanes offer an ideal atmosphere for romantic walks to those who love to follow signs of history in the middle of modern world. The Danube Lowlands Region is located along the Danube River. Its main attractions are the Sunny Lakes in Senec, water sports and cyclo-tourism with the most famous bicycle trail in Europe, the International Danube route, starting in Germany and passing through Austria, Slovakia, Hungary and finishing at the Black Sea. Several castle ruins are very famous in the area such as the Devín Castle set on a steep rock towering high above the confluence of the Danube and the Morava rivers. The Devín Castle, at its heydays, controlled one of the most important trade routes between the North Sea and the Baltic States in the north and the Mediterranean Sea in the south. The Zilina Region in the north-west of Slovakia is very famous for its tourism offer. It features natural wonders such as beautiful underground caves, the amazing Orava Castle dating from the 13th century and the renowned Vlkolinec village, a remarkably intact settlement with characteristic central European-type log-built architecture, listed on the UNESCO World Heritage List. One of the best Slovak alpine resorts, Jasna, is open all year round with direct access by cable car to Chopok, the third highest peak in the Low Tatras culminating at 2,023 m. Three localities from Slovakia were inscribed to the UNESCO World Heritage List already in 1993: Castle of Spiš and its environs, Banská Štiavnica and Vlkolínec. In 2000, the historic town Bardejov was added, in 2008 wooden churches of the Slovak part of Carpathian Mountain Area and in 2009 town Levoča. The Castle of Spiš is the largest medieval castle compound in central Europe along with the little town of Spišské Podhradie (with typical Renaissance and Baroque burgher houses), the Church town of Spišská Kapitula (including several sacral monuments and above all the impressing two tower cathedral of St Martin) and the Gothic church of the Holy Spirit in Žehra from the 14th century and frescoes in its interior from the 14th and 15th centuries. Well conserved monuments along with the charming natural setting of the travertine territory of the National Nature Reserve Dreveník forms a unique whole. In June 2009, the historic town of Levoča was included in this group of Spiš monuments. Banská Štiavnica is a town monument reserve which demonstrates the mining tradition in Slovakia, Vlkolínec represents a reserve of traditional folk architecture and Bardejov is considered to be the most Gothic town in Slovakia. Wooden Churches of the Slovak part of Carpathian BIATHLON 43 Lomnický štít Mountain Area possess an extraordinary worldwide value, too. The churches include: Roman Catholic churches in Hervartov and Tvrdošín, Evangelical articular churches in Kežmarok, Leštiny and Hronsek, and churches of Eastern rite in Bodružal, Ladomirová and Ruská Bystrá. Unique natural heritage of Slovakia is represented in the UNESCO World Heritage List by caves and abysses of Slovenský kras karst and by Dobšinská ľadová jaskyňa cave. In 2007 the Carpathian primeval beech forests of the Bukovské vrchy and Vihorlatské vrchy Mts. in the east of Slovakia were added to this list. Jasná Low Tatras Slovenský kras situated in the south of Slovakia on the frontier with Hungary is the largest karstic area in the middle Europe. It consists of 1110 caves and abysses. In 1995 the bilateral Slovak-Hungarian project with the title Caves of the Slovak and Aggtelek Karst (Ochtinská aragonitová jaskyňa, Gombasecká jaskyňa, Jaskyňa Domica, Krásnohorská jaskyňa, Jasovská jaskyňa, …) was successful in its endeavour to be included among the most precious world natural phenomena. The premieval beech forest of the Carpathians in the Ukraine and in Slovakia were added to the UNESCO World Heritage List in June 2007. Thanks to this fact, the Carpathian primeval beech forests of Stužica, Rožok and Havešová in the Bukovské vrchy Mts. and Vihorlatský prales primeval forest in the Vihorlatské vrchy Mts. in CHKO Vihorlat are of world importance. The first three of them are situated in the area of the Poloniny National Park. Natural wonders abound in all parts of Slovakia, which has nine national parks, 14 protected landscape areas with more than 40 % of their territory forested, 12 underground caves open to the public like the remarkable Ochtinská aragonite cave, one of only three such caves worldwide. As such, the country offers many opportunities for year-round outdoor activities such as cycling, golf, hiking, trekking and mountaineering. Adventure lovers can also enjoy paragliding, rafting and other water sports not to mention winter sports that take centre stage from December to March every year with 40 well-equipped ski resorts and seven five-star ski resorts. Slovakia is also well known for its healing springs with more than 1,400 mineral and thermal springs, many with healing properties and 25 spa resorts with complete medical care offering treatments based on mineral and thermal waters.
