The task is to develop a new type of sensors and equipments, monitoring station and their associated communication channel for “Law
Enforcement Agency” operation on the field according to their specification and subject to their validation at the end of the project taking into
account the societal acceptance of the proposed solutions (technologies are such as to be upheld in Court, some information could require
security classification).

> Topic Outline:
> EDRS (European Data Relays Sytem) – Space Data Highway is the future of spaceborne data
transmission. This commercially operated infrastructure provides high-speed, near-real-time (NRT)
secure and flexible data transfer from LEO satellites and UAVs to ground.
> EDRS will provide improved communication services to the Copernicus program, with Sentinel 1 and
Sentinel 2 being the initial users
> Accelerated data transmission in near real time between LEO and GEO without waiting phase as
for direct LEO – GND transmission. This significantly improves data latency, making actionable
information available within 10-15 minutes after data acquisition
> Secure data transmission due to non-accessible laser communication (LEO – GEO) for any foreign
user and encryption of user data between GEO and Ground
> Increased system availability and flexibility due to long LEO – GEO visibility windows
complementing the direct ground transmission
> Scope:
> EDRS as use case for applications relying on rapid satellite imagery provided by Copernicus program
(S1/S2), such as crisis management, critical infrastructure protection, maritime border security,
optimization of border control processes and planning
> Expected Impact:
> Improved data latency at global scale

Support the Development and Demonstration of Time Critical Applications

> Proposal outline:
> EDRS will enable near-real time downlink transmission of Copernicus imagery (raw data) to the
Copernicus core ground segment, to collaborative Copernicus ground segment and EDRS core ground
segment.
> Expertise:
> Astrium interest to demonstrate enhanced NRT applications thanks to the EDRS, after its start of
operational services for Sentinel 1/ Sentinel 2 beginning 2015.
> Data / imagery requests in NRT need to be routed through ESA, who are in charge to provide the
processed / not yet processed data sets.
> Relevant Experience:
> EDRS is developed and implemented within a Public Private Partnership (PPP) between ESA and
Astrium Services. As prime Astrium will provide secure and accelerated communication services to the
Copernicus program as its initial customer. Extensive additional capacity will be available in support
of customer missions worldwide.
> The key technology is based on its novel Laser Communication Terminal (LCT). The technology has
been already tested between two LEO satellites. In early 2014 the technology will be tested between
GEO and LEO. The service will commence for Copernicus in 2015.
