Subject: Recruitment of Constable (GD) in BSF, CISF, CRPF and SSB, Examination,
2011 – Implementation of court order – reg.
Final result of Recruitment of Constable (GD) in BSF, CISF, CRPF and SSB,
Examination, 2011 was declared on 18.11.2011 for 872 successful Female and on 28.11.2011
for 44,152 successful Male candidates. Revised result of 1881 candidates was declared on
6.7.2012 and 194 candidates on 16.3.2012.

Result of 6657 RME ‘FIT’ candidates (6572 male and 85 female candidates) was
declared on 31.7.2012 under Reserve List-2. In pursuance of Delhi High Court order in
WP(C) No. 6961/2012 on 5.11.2012, WP(C) No. 6911/2012 on 7-11-2012 and WP(C) No.
7651/2012 on 14.12.2012, Commission revised the result of RME ‘FIT’ candidates and a
single Select List and Reserve List has been prepared. Total number of candidates qualifying
in single Select List and Reserve List were as under:Male – Select List - 48132, Reserve List - 8574
Female- Select List – 930, Reserve List-115
The list of additional 12414 male candidates (10433 in SL +1981 in RL) and 183 female
candidates (159 in SL + 23 in RL) selected was declared on 1.8.2013.

Hon’ble High Court of Delhi in order dated 6.5.2014 in the WP (C) No. 5663/2013
(Deepak Kumar Singh and Others) v/s UOI and Another and similar petitions had, inter-alia,
directed that “petitions have been found fit for appointment merit wise as well as medically,
and the only ground on which they are not being appointed is that in Column 17 of their
application forms they have not indicated their preference and/or have left the said column
blank, we are of the view that as one time measure the Respondents may consider appointing
the Petitioner before this Court, in the order of their inter-se merit, the name of the petitioner
to be placed at the bottom of the “select list” as well as “reserve list”. This shall, however,
be subject to the Petitioner furnishing unconditional undertaking that he/she shall not claim
any right to seniority and/or any consequential benefits qua those who are placed in the
“select list” and “reserve list””. Hon’ble High Court in its final order dated 14.7.2014 in the
above W.P. reiterated its directions in earlier order dated 6.5.2014. In pursuance of the
Hon’ble High Court order, 40 candidates submitted the undertaking and their result was
revised by replacing Default preferences (ABCD).

Subsequently, Hon’ble High Court of Delhi in order dated 21.11.2014 in WP (C) No.
8004 of 2014 (Navrattan Singh and Others) v/s UOI and Another has, inter-alia, directed that
“this Court disposed off a batch of the said Writ Petitions making a note that the grievance of
these petitioners who were being denied appointment only because of the fact that they had
left column No.17 blank or had not properly recorded their preference in the said form in
terms of the order dated 16th May 2014, although they were higher in merit stands redressed.
…….We thus, allow the present writ petition filed by the petitioners and the respondents are
directed to consider the case of the petitioners for inclusion of their names in the select list
and subject to their fulfilling all other eligibility conditions……”

In compliance of the Hon’ble Court order, following number of male candidates have
qualified in the Revised Result :Preference:

(i)
Candidates who had Blank/invalid/limited options were considered for allocation
after substituting their preference as ABCD i.e. the default preference order in the
Notice.
(ii)
Only those candidates have been considered for allocation who have obtained
marks equal to or more than the lowest marks obtained by the candidates already
selected in Select List for each CAPF and each category.
(iii)
Rank numbers have not been allotted. Tie cases have been resolved by –
a) Referring to the marks in Part A of the written paper i.e. a candidate having
more marks in Part A is given preference.
b) If the tie still persists, the candidate older in age gets preference.
c) If the tie still persists, it is finally resolved by referring to the alphabetical
order of names i.e. a candidate whose name begins with the alphabet which
comes first in the alphabetical order gets preference.
Revised Result of 2530 candidates is attached as List-I. Result of 40 candidates revised earlier
as per Court Order dated 14.07.2014 is attached as List-II.

Candidates will be adjusted against the vacancies for the year 2014-15, as per the
direction of the Hon’ble Court.

Candidates will furnish an undertaking to the effect that they shall not claim any
seniority or any consequential benefit qua those who are placed in the ‘select list’ or the
‘reserve list’ to be kept in their dossier. All selected candidates are to submit an undertaking
to the concerned CAPF before offer of appointment is issued by the concerned CAPF, if
otherwise eligible.

The List of candidates is subject to their fulfilling all the eligibility conditions
prescribed in the Notice of the said examination and also subject to, among other things,
thorough verification of their identity with reference to their photographs, signatures,
handwritings, etc. on the application forms, admission certificates, etc.

For candidates belonging to reserved categories for whom certain percentage of
vacancies are reserved as per policy of the Government, the category status is indicated
against their roll numbers. It is important to note that some of these candidates have been
declared qualified only in the category mentioned against their roll numbers. If any candidate
does not actually belong to the category mentioned against his name, he may not be eligible
to be included in the list.
