Chief Inspector Luis Ventura, Jr., Tarlac CIDG provincial officer, identified the suspects as Aries Marzan, 45, of Barangay Rizal, and Joemar de Leon, 26 of Barangay Burgos, both of Moncada. The two suspects were arrested by virtue of Search Warrant No. 022-15 issued by Judge Ramon D. Pamular of RTC Branch 32, Guimba, Nueva Ecija dated February 11, 2015 under PDEA 3 Coordination 012-00083. During the operation, de Leon has attempted to run away and evade the arrest but the raiding team immediately pursued him. Page 7 4 OPINION Headline Gitnang Luzon • FEBRUARY 16, 2015 EDITORIAL Long time coming WE should expect faster and more efficient travel with the upcoming integration of the North Luzon Expressway (NLEx) and Subic-ClarkTarlac Expressway (SCTEx) – which is also seen to boost socioeconomic development in the regions by linking the countryside to Metro Manila. According to Metro Pacific Tollways Corp. (MPTC) president Ramoncito S. Fernandez, “this is just the beginning.” The integration has been a long time coming, with Senator Franklin Drilon pushing hard for the plan to come into fruition. After the signing of the deal between the agreed parties, the construction starts this March. Manila North Tollways Corporation, during a get together with the local media over the week, revealed plans for the integration which include the removal of barriers and the construction of new toll plazas at the existing entry and exit ramps of the two expressways. A new toll collection system will be used, which will feature a common transit ticket where a single official receipt will be issued to motorists, showing a breakdown of the NLEx and SCTEx portions of their trips. When the integration is finished before the year ends, motorists will only make two stops at toll plazas instead of five from Balintawak to Subic Tipo and back, and two stops instead of four from Balintawak to Tarlac and back. The integration will also bring modern features like dedicated shortrange communications tags, contactless and magnetic cards, and in the near future, radio frequency identification sticker tags as means of paying toll. All of them were killed or captured except for Castro, Raul, Che, and nine others, who retreated into the Sierra Maestra mountain range to wage a guerrilla war against the Batista government. They were joined by revolutionary volunteers from all over Cuba and won a series of victories over Batista’s demoralized army. Castro was supported by the peasantry, to whom he promised land reform, while Batista received aid from the United States, which bombed suspected revolutionary positions. By mid-1958, a number of other Cuban groups were also opposing Batista, and the United States ended military aid to his regime. In December, the 26th of July forces under Che Guevara attacked the city of Santa Clara, and Batista’s forces crumbled. Batista fled for the Dominican Republic on January 1, 1959. Castro, who had fewer than 1,000 men left at the time, took control of the Cuban government’s 30,000-man army. The other rebel leaders lacked the popular support the young and charismatic Castro enjoyed, and on February 16 he was sworn in as prime minister. The United States initially recognized the new Cuban dictator but withdrew its support after Castro launched a program of agrarian reform, nationalized U.S. assets on the island, and declared a Marxist government. Many of Cuba’s wealthier citizens fled to the United States, where they joined the CIA in its efforts to overthrow Castro’s regime. In April 1961, with training and support by the CIA, the Cuban exiles launched an ill-fated and unsuccessful invasion of Cuba known as the “Bay of Pigs.” The Soviet Union reacted to the attack by escalating its support to Castro’s communist government and in 1962 placed offensive nuclear missiles in Cuba. The discovery of the missiles by U.S. intelligence led to the tense “Cuban Missile Crisis,” which ended after the Soviets agreed to remove the weapons in exchange for a U.S. pledge not to invade Cuba. Castro’s Cuba was the first communist state in the Western Hemisphere, and he would retain control of it into the 21st century, outlasting 10 U.S. presidents who opposed him with economic embargoes and political rhetoric. Tapos, ngayon, ’pag ginawa ko pa ito, parang tinolerate ko rin siya na… na ’yon... manloko ng ibang tao. Baka meron pa siyang iba… Baka mangyari pa ito ulit. Eh, huwag na. Kawawa naman ’yung mabibiktima pa,” katwiran ng komedyana. Matagal nang hindi nakikipag-usap si Ai kay Jacob. Ang nakipag-usap sa kanya ay ang road manager niyang si Leni. Sinabi raw sa kanya ni Jacob na gusto niyang magbayad. Ayaw lang daw tanggapin ang chekeng iniisyu niya. “Sagot ko sa kanya, baka ikaw ang puwedeng makasagot niyan. Siguro it has something to do with reputation. Gusto niyang abonohan ni Ai-Ai ang lahat, ngayon, siya ang may utang lahat kay Ai-Ai. These include the use of dedicated shortrange communications (DSRC) tags, contactless and magnetic cards, and in the near future, radio frequency identification (RFID) sticker tags as means of paying toll. MNTC said some toll barriers that will be removed are the NLEx Dau Barrier and the SCTEx 7 Mabalacat Toll Barrier. New toll plazas will be constructed at the existing entry and exit ramps at NLEx Dau and Sta. Ines. A new SCTEx Tarlac Toll Plaza will also be constructed, he said. The toll collection system integration will feature a common transit ticket system for both NLEx’s closed system and that of the SCTEx. A single official receipt will be issued to motorists, showing a breakdown of the NLEx and SCTEx portions of their trips. Meanwhile, the construction for the integration will start in March this year with the Manila North Tollways Corporation (MNTC) now sourcing for a contractor to un- dertake the civil works. The development comes on the heels of the signing of the integration agreement last week between MNTC and the Bases Conversion and Development Authority (BCDA) with Senate President Franklin Drilon (center) as main witness. The integration of NLEx and SCTEx will be implemented by MNTC at an estimated cost of P650 million. When the integration is finished before the year ends, motorists will only make two stops at toll plazas instead of five from Balintawak to Subic Tipo and back, and two stops instead of four from Balintawak to Tarlac and back. MNTC is also expected to take over the SCTEx concession this year as it has been recently awarded the contract for the management, operation and maintenance of the 94-km SCTEx. In a statement issued on Thursday, Communications Secretary Herminio Coloma, Jr. said 10 individuals have been admitted to the Research Institute for Tropical Medicine (RITM), six of whom had contact with the nurse during her confinement at a private hospital. “The laboratory results of the 10 individuals are expected to be released by 10 p.m. today,” he said. Coloma said that according to the DOH, the nurse afflicted with the MERS-CoV remains in stable condition and doctors at the RITM are continuously monitoring her condition. The government is intensifying its efforts to prevent the spread of MERS-CoV, he said, adding that 63 of the 224 passengers of Saudi Airlines Flight SV860, which carried the MERS-CoV patient, have been contacted by the DOH. “Contact tracing is still ongoing to locate the remaining passengers,” he said. According to the World Health Organization, Middle East respiratory syndrome (MERS) is a viral respiratory disease caused by a novel coronavirus (MERS‐CoV) that was first identified in Saudi Arabia in 2012.
