The financial condition of the district remains strong, despite decreasing enrollment, with an annual general fund operating budget of $10,000,000. To maintain financial health, the expenses are monitored closely to make certain the district remains within revenues as described by the Wyoming finance model. Ranching, logging, mining, and tourism are the main industries in Carbon County School District No. 2. The area abounds in outdoor recreational offerings. There is exceptional deer, elk, and antelope hunting, as well as mountain lion, bear, and bird hunting within the district. During the winter, there is a wide variety of activities to choose from, such as snowmobiling, ice fishing, and cross country skiing. Excellent downhill skiing can be enjoyed nearby. The Encampment River flows through Encampment and offers excellent floating opportunities, as well as public access points. The Grand Encampment Museum pays tribute to the copper mining boom, as well as the ranching and timber heritage of the Valley. Hanna has an excellent recreation center with a swimming pool, two gyms, a weight room, and other recreational activities. Golfing and swimming is readily available in Saratoga during the summer months. Saratoga also has a natural outdoor mineral hot spring to enjoy year round. HANNA-ELK MOUNTAIN-MEDICINE BOW JR/SR HIGH SCHOOL Hanna, Wyoming Hanna-Elk Mountain-Medicine Bow Jr/Sr High School (HEM) serves students enrolled in grades 7-12. Current enrollment for 2014-2015 is 81. HEM Jr/Sr/ High School serves the 3 historic communities of Hanna, Elk Mountain, and Medicine Bow. All 3 communities are rural in nature and value providing a quality education for their students. HEM Jr/Sr High School is part of the Carbon County School District #2, with District Offices located in Saratoga. The District sprawls over an area the size of Connecticut and serves approximately 645 students. HEM Jr/Sr High School is 1 of 3 secondary schools in CCSD#2 – the others being Saratoga Middle/High School and Encampment School. Outdoor activities abound with hunting, fishing, skiing, hiking, off-road, rafting, and snowmobiling all available for fun. The North Platte, Encampment, and Medicine Bow Rivers draw varied wildlife to the area – along with the Snowy Mountains and the Sierra Madre Range and the Medicine Bow National Forest. Few areas can match the scenic beauty and openness of Carbon County. The three communities served by HEM Jr/Sr High School: HANNA As the supply of coal in the now ghost town of Carbon began to play out The Union Pacific Coal Company looked to the north and found an excellent seam. This was the beginning of the town of Hanna. As the town was being Hanna, Wyoming built in 1889, workmen and miners lived in tents. One of the first permanent buildings erected was this two -room schoolhouse. As a matter of fact, the school stood empty that first year as Hanna had no children. Gradually both rooms filled and additions were added until there were four rooms and two halls. Each room had a potbellied stove and a water bucket, with one dipper shared by all the class. The school population continued to grow and the primary grades were moved to the First Aid Hall, now the Hanna Basin Museum. During these years, students attended school for eight years and then graduated in an impressive ceremony. By 1917, the school board realized that a high school was needed and a new building necessary. Opening in September of 1918, the “Stone School” accommodated the lower grades on the ground floor and the new high school in a small assembly room and three classrooms on the second floor. The first senior class of 1920 chose the school colors of orange and blue. Various buildings have occupied what is now the elementary site. The present gymnasium/auditorium dates from 1946. The classrooms and the library of today were constructed in 1950, when elementary and high school students moved in to share “the new school.” After the closing of the mines in 1954, this building seemed ample for years to come, but the coal boom beginning in the late 1970s brought a new, younger population to Hanna. In 1980 the high school, today HEM, opened south of town. The historic elementary school, remodeled and modernized, remained at the original mid-town site. Hanna is home to HEM Jr/Sr High School. It is approximately 39 miles from the District Office in Saratoga, 40 miles from Rawlins, and 71 miles from Laramie. ELK MOUNTAIN Lying in the shadow of its 11,156-foot namesake, the settlement of Elk Mountain is a quiet community snuggled on the banks of the Medicine Bow River, with cottonwood lined streets and rustic looking buildings. Much of the historical significance of Elk Mountain, Wyoming the Elk Mountain area lies in the development of a transportation network linking the east and west coasts. The Medicine Bow River crossing was used by the John C. Fremont expedition of 1843. On August 2nd of that year, Fremont’s party camped in the proximity of the “Medicine Butte”, an early name for Elk Mountain. The river would become a major crossing for immigrants and stage travelers. Elk Mountain is located approximately 44 miles from the Carbon County School District #2 Administration Office, located in Saratoga. It is approximately 15 miles from HEM Jr/Sr High School, 56 miles from Rawlins, the County Seat, and 57 miles from Laramie, home to the University of Wyoming. MEDICINE BOW Historically, Medicine Bow was a tie town for the Union Pacific Railroad. Ties for the railroad were made there and then floated down the Medicine Bow River to their destination for expansion of the railroad line. A pumping station was also built there to provide water for the steam locomotives as they continued across Wyoming. Medicine Bow Main Street On June 26, 1909 Medicine Bow became an incorporated town in Wyoming. It became a major shipping point for cattle, horses, and sheep. Coal for the trains was also supplied from early coal mines in the area. It was in 1885 when a man by the name of Owen Wister would get off the train, break into the local grocery store, spend his first night in Medicine Bow sleeping on the counter of that store, and be awakened by the owner the next morning. Wister used Medicine Bow in 1902 as the locale in his famous western story, The Virginian. Medicine Bow became a famous location and the old store was designated as a Literary Landmark in 1981. (Kenda Colman, 2011) Medicine Bow is located approximately 60 miles from the District Office in Saratoga, 21 miles from HEM Jr/Sr High School, 58 miles from Rawlins, and 57 miles from Laramie. Must satisfy all Wyoming regulations for eligibility for a Teaching Certificate; and hold an Educational Specialist Certificate endorsed for the appropriate principalship. All certified staff shall have no fewer than two written observation reports each school year. Further, each principal shall be held responsible for the recommendation of any teacher whose evaluation reports have shown the teacher to be ineffective and whose ineffectiveness has not been substantially improved. The Principal shall be accountable for any teacher whose weakness shall be discovered subsequent to April 15, which has not been reported in the standard evaluation process. 4. Is responsible for the evaluation of all programs within his/her school; referring to the Superintendent, or his designee, for approval of all course offerings, textbook adoptions, standardized test adoptions, and other instructional matters. 5. Is responsible for keeping, or seeing that they are kept; academic achievement records, standardized test records, attendance records, cumulative records, and transcript records for each student; making regular and appropriate reports to parents and/or the student; constantly assuring the confidentiality and safety of such records. 2. Is responsible for maintaining discipline in the school and at all school functions, serving as the designated attendance officer for the school to carry out the provisions in State Statute 21-4-103. 3. Assists in the preparation and management of the school budget. 4. Is responsible for making proper requisitions for supplies, equipment, and facilities; establishing priorities for economic operation of his/her areas of responsibility and screening for the most effective educational use of funds. 5. Is responsible for the operation of the plant so far as his/her school is concerned, including the assignment of duties and the evaluation of performances of custodians, cafeteria help, clerical help, aides and all other classified personnel. 6. Is responsible for keeping permanent, accurate and comprehensive inventories of all materials and equipment within his/her school. 7.
