AbeKa questions Lapid claim on being ‘author’ of new law

ANGELES CITY – The Partido Abe Kapampangan (AbeKa)
yesterday questioned the claim
of Senator Lito Lapid that he is
a principal author of the new
law, Republic Act 10653, that exempts the 13th month pay and
other bonuses from taxes.
“The claim is like cattle rus-
tling. As we put it in Kapampangan, it is like mapanaku
damulag,” said AbeKa deputy
secretary general William Aguilar.
“The principal author of the
law is Senator Ralph Recto, and
Lapid probably just checked in
his name as an author of the bill,
perhaps even without reading its
text,” Aguilar said.
In a press statement, Lapid’s
camp claimed he is among the
principal authors of the measure, stating that he supposedly
filed Senate Bill No. 1838, which
was supposed to be the basis of
RA 10653.
Aguilar said that despite Lapid’s claim that he filed the most
number of bills in the Senate,
only one has been passed into
law, the Free Legal Assistance
Law, because most of Lapid’s
bills “border on the ridiculous,”
including regulating the weight
of school bags.
Lapid has recently announced
his plan to run for mayor of Angeles City in 2016.
“Kapampangans and perhaps
the entire nation are awaiting the
good senator to share his views
on the Mamapasano incident,
particularly in a situation where
government forces are running
out of ammunition. In his movies, Lapid can annihilate armies
and can even split a bullet to hit
two targets,” Aguilar said in jest.

San Fdo reaches revenue
goal; collects P1-B target

CITY OF SAN FERNANDO – This city now
has a total revenue collection of P1.077 billion,
sourced mainly from
business taxes and realty
taxes paid by business
owners and real property
owners in this city.
Mayor Edwin D. Santiago pointed out that
“without increasing taxes,
the city was able to realize
92% of its last year’s target pegged at P1.17 billion.
According to the mayor, the dependency of the
LGU to the national government’s internal revenue allotment is only 44%,
meaning “San Fernando’s
local income source is
stronger at 56%.”
Compared to year 2013,
the total revenue collection of the city increased
by 9% or an additional
P91 million. The biggest
share was from business
tax which increased by 7%
to P354 million or 58% of
the P606 million local
revenue, and real property tax which increased
9% to P81 million or 13%
of the city’s income.
“The city’s continued financial stability has been
buoyed by strong investor
confidence, as shown by
the increase in its business tax collections and
significant number of registrants each year,” the
mayor said.
Last year, the city Business License and Permits
Division registered more
than 1,000 new businesses and more than 7,000
business renewals.
He noted that before
the implementation of the
revised revenue code and
general revision of real
property values in 2009,
the city has only a regular
income of P766 million.
“The city government
has consistently beaten
its target, the increase of
almost 50% is enormous.
We have done this because of our increasing
efficiency in business permits processing and in the
collection of business and
realty taxes,” Santiago
said.
In 2014, the city was
again recognized by the
Philippine Chamber of
Commerce and Industry as the most business
friendly LGU in the country.
“We are thanking the
investors, private partners, and stakeholders
for the continued support they have given us.
We hope to gain the same
support for the year 2015
with our P1.29 billion
target as we plan to fund
more capital intensive
projects and improvements,” he said.
“With your help, our
dream of having an inclusive growth in our city is
turning into reality,” said
Mayor Santiago.•

DENR Bataan to lead forums
on Manila Bay rehabilitation

PILAR, Bataan - The Department of Environment and Natural
Resources Bataan will be spearheading the conduct of educational and motivational forums on
Manila Bay rehabilitation all over
the province this year.
In a meeting of the technical
working group (TWG) of the Manila Bay Rehabilitation Project
Bataan held at the DENR provincial office here, it was agreed to
bring the forums on “MANILABAYanihan Para Sa Kalikasan” to
all 12 towns of the province.
The forums will be attended by
barangay officials, students, and
concerned citizens.
Aside from the conduct of the
forums, the TWG also tackled in
the meeting waste management,
relocation of informal settlers,
and habitat rehabilitation.
Aside from DENR as lead agency, other members of the TWG are
Bataan provincial government,
DPWH, DA-BFAR, PIA, and Bataan Peninsula State University.
The “MANILABAYanihan Para Sa
Kalikasan” was hatched by the DENR
and concerned local government
units around Manila Bay aiming to
rehabilitate and revitalize the bay.
In line with the Manila Bay Rehabilitation Project in the province, residents along Talisay River
in Balanga City got alternative
livelihood from DENR Bataan and
the city government.
The villages of Puerto Rivas Ita-
as, Puerto Rivas Ibaba, Puerto Rivas Lote, Talisay, and Bagumbayan
lie along Talisay River. The river
is a main waterway in this city.
“The project is part of the government’s Manila Bay Rehabilitation Project to prepare informal
settlers living along riverbanks.
We prepare them so that if ever
they get relocated they will have
a viable source of income,” said
Mila Ramirez, DENR Bataan officer and focal person of Manila Bay
Rehabilitation Project.

is in full swing implementing its
programs that include National
Greening Program, Handog Titulo, and Manila Bay Rehabilitation

2 Tarlac towns to experience
power interruption on Friday

TARLAC - The National Grid Corporation of the
Philippines (NGCP) announced a power interruption in two towns of this province on Friday, February 20, from 8 a.m. to 12 noon.
Lorenz Vidal, NGCP Central Luzon Corporate
Communications Officer, said the affected towns are
Bamban and Capas. Affected distribution utility is
Tarelco II.
He said the shutdown aims to facilitate testing
of instrument transformers for Tarelco II’s revenue
meter simultaneous with its energization of 10MVA
transformer at O’ Donnel Substation.
Vidal added normal operations will immediately
resume after work completion.
He advised their customers and the general public to take the necessary preparations and precautions for this scheduled interruption.
NGCP is a privately owned corporation in charge
of operating, maintaining, and developing the country’s power grid. It transmits high voltage electricity
through “power superhighways” that include the interconnected system of transmission lines, towers,
substations, and related assets. •
DPWH: Obsolete bridges
need urgent replacement
ORANI, BATAAN – A top official of the Department of Public Works and Highways (DPWH) revealed yesterday that obsolete bridges along the Roman highway should be replaced immediately for
the safety of the motorists.
Engineer Magrara “Rocky” Dimalawang of the
DPWH 1st engineering district, said that aside from
being dilapidated, the bridges’ specifications are also
thin, only 23 centimeters thick when it should be 30
centimeters to make it safer for heavily-loaded vehicles passing through it.
“The standard size of bridges today should be 28
to 30 centimeters and no longer 23 cm as what was
utilized before; Roman highway is a strategic national road where big volumes of heavy vehicles pass
through daily,” pointed out Engr. Dimalawang.
Noting its necessity being the main route going
to and from Bataan, Metro Manila and other parts
of Central Luzon, provincial officials led by Gov.
Abet S. Garcia had passed an ordinance creating
the Metro Bataan Development Authority (MBDA)
to ensure the safety of motorists and smooth passage for investors going to Bataan Freeport and others parts of Bataan. MBDA is headed by its general
manager Charlie Pizarro who had initiated various
efforts aimed at protecting motorists and ridding it
with squatters and other forms of obstructions along
the highway.
Gov. Garcia directed Pizarro to also put up CCTVs along the highway and set up PNP check points
along strategic areas to secure motorists and traders
as well.
“The immediate replacement of these dilapidated
roads along Roman highway should be given attention by the national government to prevent accidents,” warned Dimalawang.•

Role models
SO far, reports have it that one
city and one town in Pampanga
have received the much-coveted
Seal of Good Financial Housekeeping (GFH) Award from the Department of the Interior and Local Government (DILG) – Angeles City and
Porac town.
This award just goes to prove that
both local government units are serious with their stance on transparency and good governance.
It was learned that it’s quite difficult to get the said award, as it takes
a lot of time. Also, both LGUs underwent scrutiny by the DILG, nongovernment organizations and other
groups. They have been found to have
continuously and consistently complied with the DILG’s directives on
full disclosure policy, thus the awards.
Both LGUs should now serve as
models to other local government
units in terms of adherence and
compliance to full disclosure policy,
transparency and accountability,
to dispel charges of alleged misuse
and illegal disbursements of municipal funds.
The GFH is part of the Local Governance Performance Management
System (LGPMS), which is an annual evaluation conducted by the
DILG. Local government units undergo a series of assessments to be
able to pass the LGPMS, and those
that excel are given the Seal of Good
Housekeeping (SHG) award.
To qualify for the GFH, a local
government should exhibit compliance with accounting and auditing
standards, rules and regulations,
i.e., with an Unqualified or Qualified COA Opinion of the immediately preceding year; as well as Compliance with the Full Disclosure Policy
of Local Budget and Finances, Bids
and Public Offerings e.g., Annual
Budget, Statement of Receipts and
Expenditures, Annual Procurement
Plan or Procurement List, and Bid
Results On Civil Works, Goods and
Services and Consulting Services,
among others.

Fifty Shades of Grey
E
VERYONE is chattering
about the box-office movie “Fifty Shades of Grey,”
which is now showing in all movie
theaters. Well, I guess people from
various backgrounds are eager to
see the titillating
sex scenes from the
movie and the obvious romance of the
main characters.
Before the erotic
novel by E.L. James
was adapted into
film, I already had
the chance to write
and introduce the
story to the public.
It was in 2012 when ELLEZ J. DAVIO
I aroused the curiosity of my so-called few followers
and friends about the novel. Now,
everyone has the opportunity to
see the movie and analyze if it is
attuned to his or her expectations.
Though it gained unfavorable
reviews from movie critics, the film
is breaking box office records based
on worldwide ticket sales. And since
I already read the novel, I have no
plan to spend money to buy a ticket
and watch the movie in all its glory.
The novel as well as its adaptation into film is all about depictions
of BDSM (bondage, discipline, sadism and masochism). It is sprin-
kled with so much passion that
could literally change and awaken
the sexual hidden anxieties of both
man and woman. It advocates both
genders to pursue their sexual fantasies either by dominance or submission.

sexual passion among adults. With
that information, I called my children to remind them not to see the
movie or suffer the consequence

Some people branded the movie a “cultural phenomenon,” for it
liberates a woman to explore her
wanton desire in bed; others condemned it for its display of sexual
abuse. I am not against the movie
at all, I just do not want to recommend it to mothers with teenaged
children who are in a relationship
to avoid any future problem.•

Dreams should be driven by
happiness, not by any potential
income. One thing that we should
teach children at a very young age
is to dream. And to dream means to
pursue what would make someone
happy and what would make someone never regret that he chose the
life he is currently living. The sad
reality is that we are the ones who
drive children to dream a potential
income rather than happiness because we call the rich people successful and we call those who don’t
drive luxury cars and don’t live in
mansions or don’t have jacuzzis in
their houses failures. We, ourselves
should see that man does not live
by bread alone and we should see
how other people, although poor
in a material sense, heed to the call
of their vocation spoken by God
and find their riches in things our
judgmental eyes would never understand.
Focus on the essential not on
the material. The thing about our
education system is that we are so

A challenge to teachers and students

A
MONTH or so from now,
a great number of college
students will be graduating
from college. Unfortunately, a great
number of them will also remain
unemployed for a few months, even
years, either because of lack of employment opportunities or lack the
necessary skills.
This has been happening for a
number of years now, and as mentors, it saddens us to think that
all the years that we have put in
teaching them has been for naught
- all because our graduates are not
skilled enough to be gainfully employed.
What should we be teaching our
students, for them to have a good
future?
Schools should produce students who are knowledgeable of
facts as well as skills, not just one of
each. The K-12 system has been put
in place to equip our students with
the necessary skills to be competitive in the world of employment.
On the other hand, we should
not sacrifice basic information, just
so our children can acquire the necessary “skills” to be more competitive after they graduate from high
school. It is the nature of children
to want to absorb new information,
so let’s not leave them wanting. Do
they know litttle, or do they know
enough? We may not end up knowing, unless we do something about
it.
There is a saying that goes “Facts
are to the mind what bones are to
the body.” Our minds need new
information, and without it, our
minds are left empty, blank. Our

E ARE the cornerstone of
this country’s future. We
teachers are the ones who
would be dealing in the instructions
of those who would be running our
country for the next generations
to come. We are the drivers of this
magnanimous car and the whole
Filipino population is our passenger. If the future leaders become
a failure, the blunder is not solely
theirs: it would also be our failure.
Schools are not factories, but are
educational institutions. We always
have to keep in mind that we are not
factory workers who would make
a professional out of an innocent
child. And we are not quality control
officers who brand them according

children deserve much better than
that. They should be equipped with
both knowledge and skills in order
to survive this very competitive
world.
What use are all the hours put
up by both teachers and students
in schools if knowledge is just
spoonfed? Let’s motivate students
to think while learning. As educators, let’s take up the challenge of
preparing our students for the additional arduous tasks that come
with the new curriculum.
All we need is patience and
teamwork to make this new endeavor work to our advantage.

Maglanque said with the completion of the road network that connects the 33 barangays to the Poblacion
areas, the townspeople are expecting that investors will
flock here.
It can be noted that Kapampangan Region, composed
of eight barangays, is now connected to the Poblacion.
The mayor said his vision is flood-free roads which
will be done through the upgrading of major roads in order to free them from perennial flooding.
Mayor Maglanque, meanwhile, said the FCCCI led by
Eddie Chua will donate and construct two classrooms for
the benefit of students of the Lanang High School.
As counterpart, the municipal government will
also construct another classroom with the funding of
P300,000.
It can be noted that during the first year of the mayor,
Lanang High school was put up and institutionalized to
bring high school education closer to the communities.
The Mayor also led the groundbreaking for the Renovation of Candaba Public Market with a fund allotment of
some P2.5-million
This came true with the request and support of the
Candaba Vendors Association led by Manny Payawal and
Nora Lapuz.
“We have to give our vendors and of course, our consumers a clean and healthy public market where they
could sell and buy their commodities. This is our commitment for good public service and to give them shopping convenience,” the mayor said.
The mayor added that the municipal government cannot implement it without the support of the vendors and
stall owners who religiously pay their taxes.
The groundbreaking ceremonies were also graced by

He said the NCRPO deserves recognition and emulation as the rate of criminality in the NCR has significantly reduced.
“By doing away with the ‘bara-bara, kanya-kanya,
and ningas-cogon’ culture, you decreased the rate of
criminality in the NCR. Hindi biro-biro ang nagawa
ninyo. This is remarkable,” Roxas told the NCRPO.
Roxas is optimistic that by cascading Oplan Lambat-Sibat in the regions, they could replicate the

89 Fernandino couples wed on Valentine’s Day

CITY OF SAN FERNANDO
- A mass wedding was held in the
city last February 14, in celebration
of Valentine’s Day and as last installment for the celebration of Kaganapan 2015, the 14th celebration
of the cityhood of San Fernando.
Led by City Mayor Edwin D.
Santiago, City Civil Registry Officer Rimando Umali, Kaganapan 2015 Chairperson Virgilio
Cortez and Co-Chairperson of
Kasalang Balen Engr. Jose Diaz,
the mass wedding covered a total of 89 couples, all from the 35
barangays of the city.
“Our goal in doing this
Kasalang Balen is to give chance
to those who want to get married but cannot afford the expenses. Also, we want to lessen
the couples who engage in live-in
lifestyle,” said Engr. Diaz.
For his part, Mayor Edwin
Santiago in his opening remarks
said that getting married is like
building an institution. The fam-
ily, he said, is the smallest unit
of the government and that the
society is widely depending on
every Filipino family.
As the highlight of Kasalang
Balen, Mayor Santiago stressed that
marriage in the Philippines is a pillar, a building ground of the society,
that is why they support them by
doing these kinds of activities.
“Ang pag-aasawa ay hindi biro.
Nagtatayo ka ng isang institusyon,
nagpupundar tayo ng isang pamilya na inaasahan ng lahat ng Pilipino. Ito ay isang responsibilidad
na aakuin natin sa ating mga magulang,” Mayor Santiago added.
The city provided the couples’
wedding rings and food packages as well.•

Bataan townmates

SAMAL, BATAAN - X-Factor Australia 2014
champion Marlisa Punzalan on Monday sang for her
townmates, wowing a big crowd here who trooped
to this 4th class municipality’s covered court.
Marlisa, 15, has
roots in Barangay Lalawigan here where her
parents hail. She told
the press she already
visited her parents’
hometown six years
ago, when she was only
9.
The crowd shouted
as she sang “Hopelessly
Devoted to You” and
“Stand by You”.
“I can’t believe it.
Everybody is amazing here, so touching!,”
quipped her mother
Andrea, who claims to belong to the Ongkingco clan
here.
Marlisa enjoyed answering some questions
from the media and students her age.
“Be yourself, ask the help of God,” she said when
asked what she could advise would-be singers.
Purple is her favorite color and she likes Justine
Bieber.
“Thank you everyone for supporting me. I love
you all!,” Marlisa said.
The big crowd not only came from Samal but
also from neighboring towns, like students Mabel
Navarro and Leera Mallari from Hermosa, Bataan.
“We went here to see Marlisa because we are her
avid fans ever since we watched her audition on YouTube.”
Samal Mayor Gene Malibiran-Dela Fuente profusely thanked the family of Marlisa and her promoters for bringing the X Factor Australia champion to her town to perform.
“We are all proud of Marlisa and I know that she
will be a role model to other aspiring singers in our
town,” the lady mayor said.
Marlisa arrived in the country last Thursday for
some Valentine performances and television guestings.
She went back to Australia on Tuesday, February 17.•

Long-planned Subic Public Market breaks ground

recently led the groundbreaking rites of the longplanned Subic Public Market here.
The new permanent
indoor public market will
house local vendors of
farm fresh produce, meat,
chicken and more importantly, fish and seafood
products of local fishermen hauling in their daily
catch to the market. The
new market also aimed
to lift the fishing industry
here, considered as one of
the main sources of liveli-
hood in this town.
“This market is going
to be a showcase for the
town of Subic, serving as
the center of local trade
and commerce where residents and workers will all
come by every single day,”
Rep. Khunghun said in his
speech.
The
ceremonial
groundbreaking
was
graced by members of the
Subic Municipal Council,
department heads, barangay leaders and other
guests.
The public market is
located steps away from
the Subic Municipal Hall,
commercial
establishments, various government
offices,
banks,
groceries and the local
fishermen’s wharf where
local fisher folk and fish
traders bring the town’s
daily fish catch directly to
the market.
The
Subic
Public
Market was conceptualized along the vital trade
routes to and from Northern Zambales and City of
Olongapo and is expected
to flourish due to trade
and commerce.
“Merchants
would
come in from around
Central Luzon and some
parts of Metro Manila
for local products mostly
from Subic Bay while local farmers could sell their
produce. This new public
market would ingrain part
of economic life of our
town,” Mayor Khonghun
said.
“The Subic Public Market is for everybody,” he
added. “We will make this
place where everybody
feels welcome and comfortable,” the mayor said.

Khonghun
added that the project
was planned based on the
town’s vision in making
Subic as a highly urbanized municipality that is
competitive in agriculture, industry, and ecotourism, anchored on
sustainable development
where the citizenry enjoys
an improved quality of life
under a politically stable
community.•
