John was born and raised in Jessup, PA and has resided in nearby Mayfield, PA since 1996. John has been involved in his own contracting business for the past 29 years. During that time, he had been personally responsible for marketing, personnel and financial aspects of the business. Most importantly of all, John’s primary focus has always been customer satisfaction. His attention to detail is particularly evident in his coordination of sub-contractors, scheduling management and integrity of project design. Both his clients and his colleagues consider him to be a master craftsman/contractor, as well as an experienced and thorough field inspector. In addition to John's business experience and knowledge, he is also registered with the Pennsylvania Department of Labor and Industry as a certified Construction Code Official and certified Building Code Official. He is also certified with the International Code Council. Additionally, he currently holds the position of Residential Bank Inspector for Fidelity Bank serving Northeastern PA. He is responsible for releasing funds through inspection of bank projects, ensuring all levels of construction are completed to contract specification prior to the release of funding. Throughout his 29 year career John has worked on many projects in almost every borough in Lackawanna County and surrounding communities, such as Mid Valley Manor, Keystone College Observatory, General Dynamics, Mellow Park, and some local restaurants and physicians’ offices. That is a great indication of John’s integrity, hard work and sense of ownership in any project he is involved with. Aside from his professional commitments, John is very passionate and proud of his involvement with his community projects throughout the area. John’s strong commitment to his community has also been a priority for him. Perhaps his greatest accomplishment has been volunteering his time as a lead foreman during the construction of Kids Corner Park in Jessup. Under John’s direction, nearly 300 volunteers joined efforts to construct this unique playground setting, which has since been utilized by countless children and families from throughout the area. His sense of civic duty is demonstrated by his 15 years of active membership with Mayfield Hose Company. Currently holding the position of Fire Chief, John has also held the ranks of Engineer, Lieutenant and Assistant Chief, working his way to his current leadership role. He not only has extensive hands-on experience but throughout the years has gained comprehensive knowledge of all aspects of commercial and residential construction, including projects involving new and existing construction. He performs plan review through engineer and architect data by interpreting and applying raw design to projects. Ken born and raised in Jessup, PA, Ken attended Valley View High School where he received the George Schemel Award from 1978 through 1981 for excellence in power shop. Right out of high school he partnered in the family contracting business, which has covered all facets of construction ranging from residential, to light industrial and commercial. Ken studied Auto Cad drafting and design at Penn State University. He has the know how to design and build from concept to turn key residential homes. Throughout his career, Ken’s deep knowledge of construction procedures, processes and codes led him into building administration of zoning and building inspections for his hometown borough from 1994 to 1998. Additionally, he has developed and mastered his skills in extensive foundation and excavation disciplines, including full masonry and plastering skill sets. Ken is armed with many more professional skills such as superior woodworking, carpentry, operating heavy equipment, all-purpose welding, electrical, plumbing, heating ventilation and air conditioning. Beside his hands-on experiences, he is certified with the International Code Council, Pennsylvania Department of Labor, and International Association of Electrical Inspectors. As an inspector for many cities and municipalities, Ken’s detail-oriented work ethic and very kind and positive behavior make him to be very popular among residents and government officials in the many municipalities he works for. With a strong desire to expand his knowledge, Ken continues to learn new aspects in all areas of his career through continuing education and seminars. General Information Questions: How does NEIC select their personnel? NEIC is seeking and welcoming people who are willing to stand by the company’s core values, operational principles mission and focus. Detailed employment application including background disclosure. NEIC hold the right to perform background checks as well as reference verification. General interview with our management team selecting a person with positive behavior, team attitude and interest in serving the public. Technical interview with our senior inspectors to reveal applicants understanding and experience of Pennsylvania Uniform Construction Code and qualification evaluation of their credentials. Six months probationary period working under several senior inspectors working within different Municipalities. Mandatory ten years in-the-field and hands-on construction experience for all NEIC technical personnel. NEIC has a zero tolerance substance abuse policy. We are interested in people who operate with integrity and professionalism. What kind of technical support will NEIC provide for its team? NEIC has assigned a senior inspector accountable for research and reference working closely with our management team and assisting our inspection team in the office as well as at the job site. We have extensive collection of up-to-date construction codes, reports, drawings and manuals related to the building and construction industry. All of our inspectors carry smart cell phones capable of sending and receiving e-mails, documents and pictures to support technical needs at the job site. NEIC has ability to provide essential information and guidance for adoption by all of the Cities and Municipalities. This supporting information could deliver via fax, email or mail courier. What kind of training and education does the NEIC team receiving? NEIC team members will attend professional classes through the PCCA, “Pennsylvania Construction Codes Academy” an organization providing Continuing Education on various technical and administrative topics. Our team also attends seminars on “Construction Codes” conducted by pre-approved universities or colleges. Does NEIC have a customer friendly website? Processes & Scheduling Related Questions: How will NEIC review the plans? Plans will be recorded first in the City or Municipality. After recording, plans will be turned over to an experienced Plan Reviewer assigned by NEIC. Depending on the size of project NEIC might use more than one plan reviewer to expedite the process. All notes and corrections will be noted and all correspondence will be recorded manually and electronically. How will NEIC handle corrections and alterations to the plans? For speedy process any minor corrections to plans will be handled verbally via personal meeting or phone conversation. All other plan review corrections will be noted, listed, organized and will be faxed or emailed to the applicant or their agent. Will NEIC coordinate their services with the City and Municipalities code enforcement office? NEIC will perform its services in cooperation with the City or Municipality code enforcement office and coordinate all code enforcement activities under their supervision. How NEIC coordinates their plan reviews and inspections with local regulations and codes? NEIC will perform all reviews of construction plans as well as the inspection of all the new structure, additions or alterations of existing structures in any Cities or Municipalities in conformity with the entire client’s adopted and existing regulations and codes. How will building permits be issued? Completion and release of the plan by plan review team. Contacting the owner or agency by the zoning officer about completion of their permit process, cost and when they can pick up the permit. The permit will be issued in four copies; - One for the owner or agent records. - One copy for the inspector. - One copy will be posted to the inspectors Log Book. - One copy will remain in the City or Municipality records. The assigned inspector will record the status of all inspections and any possible corrections in their copy. How inspections will be scheduled? Direct call to the zoning officer of the City or Municipality in which the work is being performed. They will inform the assigned inspector. Direct call to our main office to inform the assigned inspector. Leaving a message after hours or weekends, our electronic/on-line answering system will forward your message to our assigned emergency personnel via e-mail and text message to their cell phone. For your convenience, we will provide our clients with our inspector’s direct cell phone. Contractor or owner will complete the corrections listed on the inspection sticker or report. Contractor or owner will call in for re-inspection. The inspector will review the correction list at the job site for completion and accuracy of corrections. There will be no additional fee for re-inspections. How will occupancy permits be issued? Within 5 days after all final inspections are passed and signed off by a NEIC inspector. NEIC will type up a certificate of occupancy for the property. NEIC will forward the occupancy permit to the City or Municipality for final review. Owner can pick up the certificate from the City or Municipality or make a request for the certification to be mailed. C. Customer Service Related questions: How will NEIC ensure consistency in all inspection throughout Cities and Municipalities? Each NEIC inspection team member is assigned to a senior inspector for performance evaluations and delivery of correct inspections. In order to evaluate their professional behavior and performance, all of our new inspectors will be placed with a City or Municipality for a six-month probationary period. All NEIC inspectors will participate in a mandatory monthly, technical meeting and review all new or updated codes and regulations. NEIC is providing its inspection team with consistent inspection checklists to ensure continuity in their field inspection performance. All inspection and technical team members are to attend a “Staff” meeting every Friday to evaluate their performance and apply all necessary adjustments. NEIC inspection team will also attend seminars on “Construction Codes” conducted by preapproved universities or colleges. NEIC will be conducting annual performance reviews for all of its team members. Attendance of continuing education seminars is required for all inspectors working for NEIC. In addition, all of our team members are attending mandatory quarterly Personal Development Seminars to sharpen their skills on effective communication, personal empowerment and general interactions with others. How does NEIC guarantee work performance of its inspectors? All NEIC inspectors working in your Cities or Municipalities are directly accountable to answer to the City or Municipality representatives as well as NEIC management. Your City or Municipality will have complete control over each inspector’s work performance within UCC regulations and standards. NEIC has a strong customer service policy. In case of any inappropriate behavior or misconduct from any NEIC inspector or administration team, appropriate disciplinary actions will be enforced. NEIC proudly practices an “Open Door” policy for its clients as well as its team members. How can a City or Municipality contact NEIC in case of emergencies during off hours? NEIC is prepared to provide emergency services 24 hours a day. What type of insurances will NEIC provide? NEIC will provide and maintain appropriate insurance coverage throughout any project. Cities and Municipalities will be provided with a Certificate of Insurance listing the City or Municipality as a Certificate Holder. NEIC is responsible and maintains the following insurance policies; -Comprehensive General Liability $1,000,000 -Errors & Omissions-Professional Liability $1,000,000 -Automobile Liability $500,000 -Worker's Compensation & Employers Liability Statutory NEIC shall be liable for any negligence committed by its inspectors, agents and employees while conducting inspection activities for your City or Municipality. NEIC shall indemnify and hold harmless all of your City or Municipality’s agents, staff and employees. Will NEIC support Cities and Municipalities with their Permit Issue processes? NEIC will provide your City or Municipality with all necessary permit applications, stickers and certificates. There will be no additional fees to the City or Municipality. How will NEIC support and educate property owners about PA Uniform Construction Code and processes? Complete library of up-to-date and current codebooks, zoning, construction laws and reference materials will be available for public use at our office. NEIC has developed a wide selection of self-explanatory and user friendly handouts, charts and supporting displays for informing and educating the public. In the near future all Pennsylvania State Construction Code regulations will be available at our website for our clients’ review.
