Mobile App of the Month
Missouri 1Plan
The mobile app associated with
the Missouri 1Plan portal is a
great companion resource to
have, and supplements the
quick reference guides and
checklist for your emergency
plan. It downloads your data
and maintains that in the
phone’s resident memory, even
if you don’t have cellular
connectivity as the disaster
unfolds. It is available in both
an iPhone/Pad and Android
platforms. Learn more by

The Storm Prediction Center
The NOAA Storm Prediction
Center should be one of those
“bookmarked” sites at the top of
your bookmark list, if you are
responsible in any way for
school safety. Severe
thunderstorms, lightning,
tornados, and flooding are at
the top of the risk matrix for
almost every school in Missouri,
far above the risk of an active
shooter in your school or a
terrorist attack. Their resources

Missouri 1Plan Expanded Rollout
CES has been beta testing the Missouri 1Plan portal with schools around the
state for the past few months. Now it’s time to open to portal to all schools
K-12, public and private, in Missouri. Below are a few highlights of the system,
and you can learn more on www.moces.org/emergency-operations-planning.
To request access to the portal go to http://mo1plan.dps.mo.gov.
• Missouri 1Plan is built on best practices develop by FEMA and
Readiness Emergency Management for Schools
• Cloud-based solution that modernizes emergency planning and can
accommodate single plans and multiple organization hierarchies for
schools.
• The portal can be easily shared with external stakeholders in the
community, i.e.…EMA, fire protection, law enforcement, EMS, public
health, mental health, etc.
• Simple access request and security meets the Homeland Security
Information Network standards
• Mobile accessibility
• Portal can complement other tools and information used by schools
• A step to institutionalizing school safety in Missouri
CES Developing New Partnerships
The Missouri Emergency Management Association (MOEMA) and the Center
for Education Safety (CES) have partnered to share information and support
the effort of connecting schools to Emergency Managers in their District.
Michael Daniels, President of MOEMA, intends for this partnership to
strengthen the relationship of schools and school districts with emergency
planners to increase the quality of school EOP’s which will facilitate increasing
the quality of community EOP’s. To find out more about MOEMA visit their

Call for Topics and
Presenters
All schools are looking for
practices and programs they
can use to improve school
safety. Submit your ideas so we
Disaster Center (TDC) at the University of Missouri. The TDC focuses on
enhancing mental and behavioral health preparedness and recovery for
children, families and communities affected by disaster. The shared goals and
strategies of each of our organizations lead us to believe that specific
collaborative efforts are the key to successful outcomes. Dr. Houston shared
that the TDC had most recently responded to requests by schools in
Ferguson, MO to assist their children with the mental health recovery efforts
for their students. TDC is willing and able to assist schools and communities
with efforts like this in times of crisis. Dr. Houston and Program Manager
Jennifer First were able to join CES in the REMS/TA Training held in Jefferson
City in January. An MOU is in the works to strengthen the process.
