Adopting the principles of smart procurement, PWGSC is engaging with industry representatives early and in advance, to solicit feedback on key elements that may form part of the solicitation process. The RFQ will be published on www.buyandsell.gc.ca in the near future, and to this end, we would like to solicit your coordinated feedback and input by March 18th, 2015 as specified in the attached letter. To deliver the Centre Block Rehabilitation project in a timely manner PWGSC is opting for a Construction Management at Risk approach that may or may not include provision for a Guaranteed Maximum Price. Via a separate but simultaneous solicitation process as detailed in Annex A, the Construction Manager will be selected alongside the Architectural and Engineering Consultant, and tasked to provide significant management influence on the project. Public Works and Government Services Canada intends to use a two-step procurement process to award both contracts. The first step will consist of Request for Qualifications (RFQ) to identify the 3 best rated proponents for each contract. These best rated proponents will then be invited to respond to Request for Proposals (RFP). The proponents offering the best value response to the RFP will be awarded the contracts. The Architectural and Engineering Consultant RFQ will use a quality based selection process based in part on the following criteria: 1. Demonstrated managerial capacity and managerial controls to oversee, direct and support a very large multi-disciplinary team, consisting of internal and external resource, in a seamless, coordinated and effective entity; 2. Internal capacity to staff rapidly and immediately, ramping-up initially from in excess of 150 full-time professional, dedicated project staff (architectural and structural), and steeply increasing shortly thereafter for the duration of the project; 3. Ability to assemble, sustain, and maintain the required expertise and delivery capacity over more than a decade; 4. Capacity to maintain a significant senior core team on site for the duration of the contract; 5. Capacity to deliver integrated services and producing a complex/intricate series of design and construction documents in an accelerated project delivery; 6. Capacity to interpret and integrate various and possibly competing requirements, visions and values into a coherent project; 7. Proven ability to present and highlight proposed solutions in a convincing manner such that formal approvals are secured, meeting schedule imperatives; 8. Evidence of superior corporate governance standards; 9. Secret security clearance of core personnel and facilities; 10. Evidence of financial strength needed to sustain the contract; and 11. Achievements, qualifications, experience and organization of the proposed consultant team key members.
