Congress joins issue
Restarts work on Vashi subway stopped by
Shiv Sena leader; makes a show of shramdaan
By Chandrashekhar Hendve
VASHI: A big dispute
has been ranging between the Shiv Sena
and the Congress over
the construction of a
subway across SionPanvel highway at
Vashi. Congress activists made a show of restarting the work with
shramdaan (voluntary
work) which had been
stalled on account of
opposition by a local
Sena leader.
PWD has construct-

ed an all weather subway at Vashi connecting Sector-6 and Vashi
village. The idea was to
allow unhindered flow
of traffic between the
two sides. When the
work was almost complete – only approach
roads were left to be constructed at either end local Shiv Sena corporator, Vittal More raised
objection forcing the
work to be stopped.
That was about a
month ago. Miffed by
the development, Congress Corporator from
Vashi village, Dashrat
Bhagat, on Friday collected a few party volunteers and made a
show of restarting the
work. The contractor
seems to have lent support by sending a road
roller and other equipment. Obviously, the
two parties have lined
up at opposing ends and
have decided to make
political capital out of
it.
Vittal More has argued that the subway
will attract a lot of traffic to the spot destroy-

ing the peaceful atmosphere now prevailing.
Dashrat Bhagat has
been arguing that it is
essential link and a
much sought after facility for the citizens.
Anyway, work on the
subway has been over
and there is no point in
abandoning it now.
NMMC has reportedly
decided to build the approach roads on either
side. Will the coming
election help to put an
end to the dispute? That
is the question being
posed by the citizens.

however, be no change
in case of certain day

time limits for advance
reservations are at
present in force. There
will also be no change
in the case of the limit
of 360 days for foreign
tourists.
The Ministry of
Railways has increased
the platform ticket rate

A record 13.45 lakh

Skywalk at Airoli is a victory
for traffic department
By Dinesh Kamath
NAVI MUMBAI: The
work of constructing a
sky walk in Airoli has
begun. The construction work is being carried out by Maharashtra Industrial Development Corporation
(MIDC) just in front of
Airoli railway station
along Thane-Belapur
Road.
This particular road
has proved to be a dangerous spot owing to a
big number of pedestrians having to cross the
road. There is a large
number of accidents
that take place here
and traffic jams happen
constantly. The traffic
policemen posted here
finds it difficult to manage the road and hence
they came up with the
idea of having a sky-
walk here and this idea
they passed on to MIDC
which after considering
the magnitude of the
problem sanctioned
around Rs 2.5 crores for
constructing the skywalk here.
The job of constructing the skywalk has
been assigned to a private company which
specializes in building
skywalks. The work
might get completed by
the end of the year af-
ter which the skywalk
will be opened for the
pedestrians and thus
provide them and the
traffic police the necessary relief.
The skywalk
will be constructed to suit the
space available
and at the same
time to make it
convenient for
the commuters
too. It is not yet
decided whether
to have an elevator for the benefit of senior citizens and
handicapped persons.
Navi Mumbai Municipal Corporation and
MIDC are coordinating
with each other to come
up with a good job as
far as this skywalk is
concerned.
Thane-Belapur Road
is one of the busiest
streets of Navi Mumbai
and thousands of people
need to use this road on
daily basis and hence
the skywalk is bound to
prove to be a boon for
all of them.

A K Bhattacharyya
Question — I, after obtaining due permission from the society applied for transfer

Our society is insisting

38(e)(xi) in the prescribed form of APPENDIX -25. along

need not be required to
be enclosed. Will please
clarify the position ?
Answer — Byelaw
No 38(e)(xi) claims the
undertaking in compliance with the provisions of any law for the
time being in force.
Such a declaration is
required to honour the
Urban Land (Ceiling &
Regulation) Act. 1976.
The object this Act was
to facilitate the availability and affordability of urban land by increasing its supply in
the market. It provided for imposition of a
ceiling on both ownership and possession of
vacant land, acquisition of excess vacant
land by the Government for common good.
In principle no law
should be static but dynamic. With the passage of time and to cope
up with the requirement of the situation, it
needs to be amended,
re-casted or even repealed.
This form was required to be furnished
to honour the demand
of the said law as was
in force during the time
when this byelaw was
approved by the Commissioner for Cooperation and Registrar of the
Cooperative Societies on
2nd July 2001.
It is understood that
the claim of Byelaw No

of earlier batches are gainfully employed. One time
fee (including study materials, law books stationeries
etc.) Rs. 2500/-only. Federation has also intended to
start a simultaneously batch in CBD Belapur in addition to the existing venue at Vashi.
38(e)(xi) for the undertaking in compliance
with the provisions of
the Urban Land Ceiling
& Regulation Act. 1976
does not hold good at
this stage.
However, the society
is bound to honour all
the provisions of its registered Byelaws until
and unless the same is
duly amended. Considering from the stand
point of the society, it
cannot be said to be illegal. In my humble
opinion the matter
needs to be addressed
for intervention of the
Jt. Registrar of Cooperative Societies (CIDCO), who should be
impressed upon with
the justification and necessity for effecting the
amendment to the required effect. This issue may be dealt by the
registrar suo-motu or
on the appeal of the society.
In view of the
present situation, the
society may to arrange
for taking a resolution
in the general Body to
amend this specific provision to be deleted, in
the interest of smooth
functioning of the society, for onward submission, with the request
to the Jt. Registrar of
Cooperative Societies

amendment or even to
exercise the power vested on him under Section 14 of the Maharashtra Cooperative
Societies Act 1960, to
call upon the societies

Jive Daya - Live and Let Live, Way
Of Life: JES Navi Mumbai Chapter
Text and Photo
by Ashok Dhamija
VASHI: Jain Engineer ’s Society, Navi
Mumbai Chapter on
occasion of Bhagavan
Mahavir Jayanti
propagated the message of Jive Daya for
all human beings , in
order to communicate the significance
of the phrase ‘Live
and let live with due
caring’ is understood
and accepted as the
most important value for human kind.
JES Navi Mumbai Chapter is one of
the 24 Chapters
spread across India
who have been working selflessly for serving the society using
its engineering skills
and driven by Jain
values shared with
this author that Lord
Mahavira always
preached that one
should not accumulate bad karmas
(deeds) which are the
main cause of human
delusion and suffering and lead to vicious cycle of life and
death and continues
till one is liberated.
Jive Daya is one of path
for practising Ahimsa.
Jive in Sanskrit means
Jiva in Hindi means
any leaving being. So
caring or working for
betterment of any living being is called Jive
Daya. The same can be
as simple as feeding a
hungry man, caring for
ill or old people. Jive
Daya can be treating of
or looking after animals who can’t speak,
Jive Daya can be saving Cows from Slaugh-
ter house, caring for
them in Cow pen
(Gauvshalas or Panjrapole). Jive Daya can be
anything and everything relating to caring
and serving for living
beings which would reduce their suffering,
pain and make them
live healthy and peace-
fully. Hence its important that all liaving beings live freely and
healthy without fear in
coexistence of each other.
About Mahavir Jayanti: Mahavir Jayanti (or Lord Mahavir’s
Janm Kalyanaktithi
) which is celebrated
every year on the
13th day of the Chaitra month fell on
Thursday (April, 2nd,
2015) marked the
2,613 years of the
birth of Lord Mahavir who was born
in 599 BC and is the
24th
Jain
Tirthankar.
Mahavira was
born at a place called
Kundagrama in
Vaisali (presently in
Bihar state), who
spread the message
of peace and non-violence. According to
Mahavira, to live a
righteous life one
should follow the following principles,
which are the main
pillars of Jainism
Nonviolence
(Ahimsa) causing no
harm to living beings; truthfulness
(Satya) to speak the
truth, non-stealing
(Asteya) not to possess
things that does not
belong to you; Chastity
(Bramacharya) not to
indulge in sensual pleasures and non-attachment (Aparigraha) not
to get attached to material things.

Corruption nationalized?
About a year ago, many people were shocked to
read the news of a relative of the then Railway Minister receiving a bribe of Rs 90 lakhs from a person
who wanted to be a member of the Railway Board! Rs
90 lakhs for a mere membership of the Board! How
and when will he recover it? What is the source of
income for a member of the Railway Board? These
questions must have pricked many a reader and left
him wondering. Metro Man E Sreedharan’s report
about the working of the railway Board shows that
there is no cause for wonder. The job has much greater potential for making money. According to Sreedharan, the contractors, operating as a cartel, are siphoning off about Rs 10,000 crores a year by over charging
the railways. That works out to about Rs 8,333 crores
per month! No one will grudge parting with say a hundred or Rs 120 crores a month to be distributed among
the members of the Board to keep arrangement going. Sreedharan mentions that the agreement for the
purchase of diesel has not been renewed for the last
about 15 months! Incidentally, the price of crude in
the international market has fallen by more than 50%
during this period. That alone will work out to more
than Rs 10,000 crores! From that, one can imagine
the total size of the scam.
Corruption seems to have entered deep into the
blood of Indians. It need not be in the form of giving
or accepting a bribe or taking a cut on a contract. Take
the example of the latest announcement of Maharashtra Chief Minister who has proposed to regularize
about 20,000 unauthorised building in Mumbai Metropolitan area alone! The CM may not have received
any money for the concession, but the deal has the
shades of worst type of corruption in it. Someone or
the other must have made money by erecting these
buildings! Who were they? How were the building allowed to exist for so many years? Of course, no government can dare to raze so many buildings in one go.
If it does, there would be a revolt leading to the overthrow of the government! That is what we meant when
we said that corruption has gone deep into Indian’s
blood.
The Union Home Minister Rajnath Singh has lauded the work of the Border Security Forces who have
succeeded in substantially reducing smuggling of live
stock across India-Bangladesh border. He has asked
them to increase their vigil further so that the smuggling can be stopped completely. The objective is to
starve Bangladeshis of beef and alas, not end smuggling! That also implies that the HM knows that smuggling is still going on. Obviously, he is helpless about
it! And how long will the newly achieved control remain
in place? Similarly, smuggling of livestock is said to be
going on across India-Pakistan border too. Who will
stop it? What happens to the live stock thus smuggled?
Obviously, they are slaughtered! Then why not allow
them to be slaughtered here? So, to watch the smuggling going on and simultaneously impose a ban on cow
slaughter amounts to a double deal, doesn’t it?

Many small flies in the
railway stations across
the city are irritating
the daily commuters.
The flies known as
Chirma in Malvani language are becoming
major problems for the
commuter. These small
flies mostly roam
around one’s face.
Citing his experience in the Panvel railway station, a daily
commuter Sashikant
Sutar complained,
“Over the last fifteen
days or so these flies
have made us so impatient that we cannot sit
on the chairs installed
in the railway station
premises.”
He added, “In other
city railway stations
the problem is similar.
People who come here
early and who have to
wait to board the next
train face the most
problem for some
times. These flies roam
around and sit on the
face thus causing inconvenience to all.”
Another daily com-
muter at the Koparkhairane railway
station alleged, “The
flies do not even allow
the commuters to
stand for sometime till the time
they board the local trains. However, the flies are not
found much inside
the local trains.
The problem occurs owing to lack
of cleanliness at
the railway stations which lead to
breeding of the
flies.”
Many are of
the opinion that if
the authorities
take proper precautionary measures, the flies
cannot survive, but the
authorities just don’t
care to take prompt action.
