Fort Monroe Theater Information and Application
The Fort Monroe Theater was built in 1938 and
over the years served the Post as a live
performance, film and formal ceremony/
presentation venue. Presently it is used in much the
same way. Through the production of in-house
programs and events, as well as hosting events,
programs, shows and presentations by outside
organizations, and production companies, the
“Post Theater” is finding new life once again
reaching out into the community.
The Fort Monroe Theater is available to rent as a public or private event venue
for concerts, symposiums, graduations, weddings, other ceremonies, movie
screenings, live performance stage productions, business meetings, benefits,
private parties and more.
The Theater consists of a main auditorium with capacity of 500 (see additional specs for stage
and auditorium layout), a formal entrance lobby with lounge areas, and a large covered front
porch. Catering services are not available at the Theater however outside catering for events is
allowed. Other amenities available at the Theater include but are not limited to: choral risers,
sound production, and digital projector with USB connectivity.

Renters are granted full exclusive use of the theater for the duration period or the rental.
As you plan your event, please keep in mind the Theater is located in a residential neighborhood
and is bordered on one side by St. Mary’s Star of the Sea Catholic Church. The operating hours are
reflective of a “good neighbors” approach to the close quarters between living and working at Fort
Monroe. As you plan, we ask that you please apply this same attitude to all the aspects of your
event at the Fort Monroe Theater.
Events may not run more than two (2) consecutive weekends. Split dates will not be booked if rent
is not paid to cover the unused days in between. (See rental fees under the Menu of Services and
Related Costs section of this application for details.)

BEFORE YOU APPLY
1. The Fort Monroe Theater is offered in “as is” condition. Modifications,
upgrades, or renovations to accommodate your event are not
permitted.
2. The Fort Monroe Theater is owned by the U.S. Army and operated via
a real estate license by the Fort Monroe Authority until the property is
transferred. Fees collected for the use of the Theater go to daily
operation, staffing, and maintenance.
3. Open flame is strictly prohibited at the Fort Monroe Theater and
includes but is not limited to: candles, pyrotechnics, stage props etc.
a. NOTE: chafing dishes utilizing Sterno gel style fuel are
permitted with prior approval and in designated areas only.
4. Alcohol and Gambling are prohibited in the building and in the
adjoining parking lot.
5. Your event date is not reserved until the non-refundable security
deposit has been paid in full. (See the “date hold, estimate of fees, and
payment” sections of this application for further details.)
6. All Fort Monroe Theater equipment and property will be operated by
Theater Staff or contractors (fees apply). This policy is in place to
protect and preserve the Governments and FMA’s theater equipment
and resources.
7. There is no loading dock or oversized “load in” stage door at the Fort
Monroe Theater. Only standard double doors are available for load in
and load out.

9. The stage at the Fort Monroe Theater is currently carpeted and not
recommended for some productions.
10. If you are a first time renter of the Fort Monroe Theater please be
prepared to provide venue rental references, and/or proof of
successful track record of events.

Fort Monroe Theater Information and Application
Applications will only be considered for a specific date, artist or event and must be received at
least 60 days prior to the requested date. Complete the application below and submit it in person,
by email, mail, or fax to the contact listed below. FMA regular office hours are Monday – Friday,
8:30am – 5:00pm. Reservations will not be confirmed until payment has been received in
accordance with the Terms of Use and policies as defined in this application. Reservations are
based on availability and approval. Incomplete applications will not be considered for approval.
PLEASE NOTE: This application DOES NOT constitute a binding contract or guarantee
your reservation until it has been fully executed and approved by Fort Monroe
Authority Management. Once all requirements pertaining to your rental have been
completed, a fully executed copy of this application and all related documents will be
provided for your records. Under no circumstances may you hold your event without
an approved application issued by the Fort Monroe Authority Department of Special
Events.

COST
A nonrefundable deposit equal to 50% of the total rental price is due in accordance with the Terms of Use for
the Fort Monroe Theater. The total rental fees (minus fees determined by the sale of tickets, concessions or
merchandise) are due 30 days prior to the event date.
Fees determined by the sale of tickets, concessions or merchandise are due within
five (5) business days of the conclusion of the event.
The following fees are collected to cover basic costs associated with the operation of the Fort Monroe Theater and include but are

FORT MONROE THEATER
TERMS OF USE
These Terms of Use are applicable to all clients renting the Fort Monroe Theater
as described below.
PURPOSE: To provide policies, procedures, and guidance to clients utilizing the Fort Monroe Theater
for events including: public or private event venue for concerts, symposiums, graduations, weddings,
other ceremonies, movie screenings, live performance stage productions, business meetings, benefits,
private parties and more.
THEATER APPEARANCE: The Fort Monroe Authority (FMA) will provide a clean site that must be
returned in the same condition in which it was found. Clients who rent the Theater are liable for any
damages to the rented site. No decoration or additions to the Theater may be installed utilizing methods
of drilling, screwing, boring, gluing or taping into or onto any portion of the Theater. The Fort Monroe
Theater is offered in “as is” condition. Modifications, upgrades, or renovations to accommodate your
event are not permitted. The applicant recognizes the Fort Monroe Theater as a historical structure and
accepts usage knowing plumbing, electrical, and other challenges may exist.
PLACING A HOLD: Applications for Theater rental must be received at least 60 days prior to the
requested date and no more than one (1) year in advance of the requested date. The FMA may accept
applications closer to the event date at its sole discretion. A hold can be placed on the theater for three
(3) business days without receipt of application and ten (10) business days without payment. If the
application or deposit is not received within the allotted hold period, the requested date will be
reopened to the general public. Hold periods may be extended at the discretion of the Fort Monroe
Authority. Deposits are non-refundable and non-transferable to other events/ contracts. Inquiries for
availability of date may be made by calling the Department of Special Events at 757-690-8061. At the
time of reservation, the client must sign the application and Terms of Use.
MULTIPLE HOLDS: Up to two (2) holds may be placed on one (1) particular date. The first hold will be
given priority until the defined hold periods have elapsed. If, at the end of the 3-day hold period no
application has been received, the date will be awarded to the second applicant upon receipt of
application. If, at the end of the 10-day hold period no deposit has been received the date will be
awarded to the second applicant upon receipt of deposit.
ESTIMATE OF FEES: Upon receipt of application, Fort Monroe Theater Management will produce and
supply the applicant with an estimated cost of fees based on the applicant’s requested dates and
equipment. The applicant has until the end of the ten (10) day hold period to approve or amend the
provided estimate and submit the required 50% deposit. Upon receipt of a fully executed application,
approved event estimate, and required deposit, a date will be considered secure and a binding contract
will be entered into by the applicant and the Fort Monroe Authority.

PAYMENT/ FEES: The Fort Monroe Theater rental fees are described in the Menu of Services section
of this application. For purposes of this application, a “day” is defined by the Hours of Operation section
included on the first page of this application. A security deposit equal to 50% of the total rental fee
(minus fees determined by the sale of tickets, concessions and merchandise) is due in accordance with
the Placing a Hold section of this application. Reservation will be confirmed upon receipt of payment. The
balance is due in full 30 days prior to the event date. Payment of fees determined by ticket sales,
concessions and merchandise is due within three (3) business days of the conclusion of the event.
Payments may be made in person or mailed to Fort Monroe Authority Department of Special Events, 151
Bernard Rd, Fort Monroe, Virginia 23651. Make checks and money orders payable to: FORT MONROE
AUTHORITY
PERMITS AND LICENSES: The applicant shall be solely responsible for all requirements of the event,
including but not limited to; acquiring necessary permits, inspections, and licenses.
INSURANCE REQUIREMENTS: For events involving more than 300 people, applicant shall provide a
fully-endorsed certificate of insurance demonstrating the following minimum insurance limits: Commercial
General Liability Insurance: $1,000,000 per occurrence, with a $2,000,000 General Aggregate. The
certificate of insurance, and policies or policy terms, if requested and reasonably available, must be
received by the FMA for review no later than 60 days prior to the event for which The Fort Monroe
Theater is being rented. Receiving the certificate shall be a condition precedent to the applicant's license
to use the theater.
The Certificate of Insurance for the Commercial General Liability policy shall state the
following:
The United States Government, Commonwealth of Virginia, and the Fort Monroe Authority, its officers,
employees, and agents are named and endorsed to the policy as additional insured and loss payees with
respect to all activities relating to the rental of the Fort Monroe Theater.
EQUIPMENT: The FMA can provide equipment as defined in the Menu of Services section of this
application (fees may apply). The FMA agrees to provide equipment in good condition and working
order. Notifications of additional equipment rentals shall be submitted to Fort Monroe Authority (“FMA”)
management no later than 30 days prior to the event, and shall include the name of the company, point
of contact, and telephone number. Removal of all rented equipment by the end of the reserved period is
the applicant’s responsibility in accordance with the Terms of Use. Failure to do so will result in the
forfeiture of future rentals of the Fort Monroe Theater by the applicant and/or the associated
organization.
OTHER EQUIPMENT: All personal property or equipment provided by the applicant or the applicant’s
agent placed on the premises shall be at the sole risk of applicant or owner of such personal property and
FMA shall have no liability for any reason for damage to or loss of same. The renter’s personal property
is not covered by any insurance carried by the FMA and it shall be renter’s responsibility to obtain any
insurance necessary to protect personal property placed on the premises. The applicant agrees to

maintain sufficient liability insurance to protect their interests during the full event dates and shall name
Fort Monroe Authority and the Commonwealth of Virginia as additional insureds on its policies of
insurance, as their respective interests may appear.
STAFF AND SERVICES: The Fort Monroe Authority reserves the right to require the applicant to
utilize Fort Monroe staff and contractors in specific circumstances as defined by the Menu of Services.
Applicant is required to provide all other necessary staff or contracted staff for any services that fall
outside those defined as required by the Menu of Services. The applicant is required to disclose to the
FMA any third party contracted services, and is responsible for any and all personnel associated with the
event. City of Hampton Police, or Fire personnel will be required for any public event where attendance is
200 people or more and/ or when deemed necessary due to special elements or circumstances of the
event by the Fort Monroe Authority.
HANDICAPPED ACCESS: The Fort Monroe Theater is handicapped accessible for audience members.
There is no wheelchair access for the stage or backstage areas.
PARKING: Parking for events at the Fort Monroe Theater is permitted only in theater lots and spaces as
defined by the parking map included with this application. Parking in residential lots or spaces is strictly
prohibited and towing is enforced. Please see the parking map for load in/load out parking and additional
parking guidelines in association with the usage of the Fort Monroe Theater. Parking is not permitted in
reserved spaces. It is the applicant’s responsibility to insure parking compliance.
UNFORSEEN EVENTS: The FMA shall not be held responsible for failure to provide the basic facilities
and services due to emergencies, catastrophes or interruptions of public utilities. If a force majeure
occurs preventing the event from taking place as scheduled, the FMA will allow for the event to be
rescheduled pending availability, with no penalty. There is no back up location at Fort Monroe for events
at the Theater. It is recommended the applicant research and consider purchasing event insurance
coverage in case of inclement weather, illness, or cancellation.
CANCELLATIONS: In circumstances other than those defined under the “Unforeseen Events” section of
these Terms of Use; an applicant may cancel this event up to 120 days prior to the events without charge.
Cancellation between 60 and 120 days prior to the event date will result in loss of 50% of the security
deposit. Cancellation thereafter will result in the loss of 100% of the security deposit. Cancellation within
72 hours of the event will result in loss of all venue rental fees, and required services fees. Under all
cancelation circumstances, equipment rental fees will be refunded and fees associated with the sale of
tickets, merchandise and concessions will not be collected.
REFUNDS: Refunds will only be issued in accordance with the Cancellations section of these Terms of
Use. Refunds will be processed and returned within 30 days of determination that a refund of fees is due
to the applicant. Refunds will be returned to the individual, organization, or sponsoring agency from
whom payment was made (the name on the check).
USE OF ALCOHOL: The sale, consumption, or serving of alcoholic beverages not permitted.

GAMBLING ACTIVITIES: Any type of gambling activity is prohibited on the Premises.
DECORATIONS: Decorating is the applicant’s responsibility. Staples, nails, tape, or glue are not
allowed to affix decorations to the Theater. Rice, birdseed, balloons, and/or open flames (including
sparklers, or other pyrotechnics) are not allowed. Bubbles may be used outdoors. Furthermore, it is the
applicant’s responsibility to remove all decorations in and around the Theater after the event in
accordance with the Terms of Use. Failure to do so may result in forfeiture of any future rental of the Fort
Monroe Theater.
ENTERTAINMENT: Providing entertainment during the event is the applicant’s responsibility. A
detailed description of entertainment must be submitted on the original application to FMA
management. Applicants must disclose the name of any and all performers at the time of application.
Approval of live or recorded entertainment is at the discretion of the Fort Monroe Authority. Amplified
sound at the Theater should fall within the compliance of the noise ordinance defined by the City of
Hampton (see below) and is enforceable by the Hampton Police Department.
City of Hampton Sec. 22-9. - Prohibited noises enumerated.
It shall be unlawful for any person to cause or permit to be caused any of the following prohibited
sounds or noises:
(1) Social gatherings and parties. Allowing any noise between 10:00 p.m. and 7:00 a.m.
generated from a gathering of two (2) or more people that is plainly audible (i) inside the
confines of the dwelling unit, house or apartment of another person or (ii) in a residential
area, at one hundred (100) or more feet from the gathering.
(2) Sound-producing and sound-reproducing devices. The use operation or playing of any
radio, phonograph, television, record, compact disc, tape, digital music, MP3 or DVD
player, musical instrument, loudspeaker, sound amplifier or other machine or device
capable of producing or reproducing sound, regardless of whether such sound-producing or
sound-reproducing machine or device is located inside of a structure or outside of or on a
structure, in such a manner or with such volume or duration that it is plainly audible
between 10:00 p.m. and 7:00 a.m., (i) inside the confines of the dwelling unit, house or
apartment of another person or (ii) in residential areas, at fifty (50) or more feet from the
device.
THEATER REGULATIONS: The following conditions, regulations, and policies apply specifically to
any event and to all persons utilizing the Fort Monroe Theater.






The use of canopies, tents, yard signs or other similar equipment is prohibited on the parking
lot and lawn surrounding the Theater.
Staples, nails, tape and/or glue may not be used to affix decoration or advertising to any part of
the Theater.
Parking is limited to areas defined on the parking map included with this application.
Digging or staking for any reason is strictly prohibited at Fort Monroe.
Smoking is not permitted in the Fort Monroe Theater.
No food or drink (except bottled water) is permitted inside the Fort Monroe Theater main
auditorium.

HOLD HARMLESS: Applicant agrees to indemnify and hold the United States Government,
Commonwealth of Virginia, and the Fort Monroe Authority harmless from, and indemnify it against, all
losses, claims, charges, and expenses, including reasonable legal fees, arising from third party claims in
connection with the applicant's use of the shelter and any activities arising from or associated in any
way with the use of the shelter, to the extent authorized by law.
TERMS OF USE: Applicant shall not assume implied consent by the FMA for items not expressly
stated in this contract and will direct all questions and requests to the FMA.
GENERAL INFORMATION: The Fort Monroe Theater is located at 42 Tidball Road on Fort Monroe.
All activities associated with this event must be accomplished within the reserved time frame and are
the responsibility of the applicant. Events going beyond the predetermined and reserved time will be
subject to additional fees; see the Menu of Services for details.
MEDIA, ADVERTISING AND SIGNAGE: Applicant must have prior approval from the Fort
Monroe Authority Director of Communications display any advertising in print, broadcast media, social
media utilizing the phrase “Fort Monroe,” or display in advertising ANY image or likeness of Fort
Monroe, or display or utilize as a part of advertising any logo associated with the Fort Monroe
Authority or the Commonwealth of Virginia. In addition, the installation or display of any signage on
the exterior of the Fort Monroe Theater or anywhere on property owned by the Commonwealth of
Virginia, the United States Army, or the National Park Service must have prior approval. Any
organization seeking approval of signage or advertising must submit proofs a minimum of 30 days
prior to the advertising release date.
REFERENCES AND EVENT HISTORY: Events where tickets are being sold, or events being held
for the first time at the Fort Monroe Theater, are required to submit an “event history” showing a
successful track record. In addition, ticketed events and first-time events should provide references
directly related to previous venue rentals. References should be persons directly associated with
previous events produced by the applicant and could include but are not limited to;
performance/convention venue management personnel, municipal police personnel, equipment
company rental agents or management personnel, etc.
HISTORIC RESOURCES: Fort Monroe is a National Historic Landmark District and a National
Monument. For your safety and to protect our cultural heritage, the use of metal detectors and
treasure hunting is prohibited at Fort Monroe by federal and state law. Unlawful damage to all
state and federal property is an offense against the law. In addition, the disturbance,
displacement, damage or removal of any object of antiquity at Fort Monroe is prohibited under
the Virginia and Federal Antiquities Acts and will be prosecuted.

Reservations will be granted in accordance with the Terms of Use Section to any
applicant who submits a completed application, payment and complies with all
Terms of Use and policies for the Fort Monroe Theater as defined in this
application. The FMA has the right to deny an application if the event herein is
deemed outside the scope of the Terms of Use for the Fort Monroe Theater, OR if
the event is deemed beyond the logistical capacity of the Theater or the Fort
Monroe Authority to support. The FMA has the right to cancel a reservation if the
applicant violates any of the Terms of Use or Theater rental Policies. The FMA
reserves the right to cancel any reservation for a special event, or prohibit
applicant access to a portion, or all of the premises when it is deemed necessary
such as during earthquakes, hurricanes, active shooters, civil unrest, unsafe
circumstances and special circumstances. The FMA will endeavor to give the
applicant reasonable notice when canceling the reservation or prohibiting access
to premises. The Fort Monroe Authority retains the right to assign this contract
to a 3rd party designee, without prior notice, in the event of a property transfer of
the Fort Monroe Authority. All terms of the newly assigned contract will remain
valid.
