This publication is designed as a reference to services on product development and technological
intervention offered by government. Its principal purpose is to provide a service tool for those involved
in the manufacturing industry who seek to create or expand their competitive edge by optimizing the
services offered by government in product development and technological intervention.

agencies of the Department of Agriculture, Department of Health, Department Science and Technology,

INTRODUCTION
Entrepreneurs today face an unprecedented challenge to develop new and better products and services to successfully
meet constantly changing requirements and consumer acceptance. The ultimate concern is the company’s competitive edge
in the marketplace. Since effective design management is essential for a competitive market position, product development
and technological intervention must be an integrated and ongoing process that is one of the company’s priority objectives.
Product Development can help companies develop existing products for existing markets, develop existing products for
new markets, develop new products for existing markets, and develop new products for new markets.
Since Product Development encompasses all activity from generating ideas to research to market launch, the Product
Development Component of the National SME Development Agenda furnishes SME’s with existing government services and
resources for an effective implementation of product development activities.
Government agencies and their service expertise have been identified and committed to answer specific product
development requirements of SME’s - from design and technical information to product technology and technological intervention
to full-scale product development.
SME’s will first be given an overview of Product Development, its activities, and benefits. Every particular product
development need of an SME is identified and then matched with a government agency that can answer that need effectively.
The culminating activity of all product development activities will be the market launch of the product developed, whether
through a marketing event or a market-match.
The ultimate goal of this component is to prepare SME’s by inculcating the value of product development and technological
intervention in anticipating and meeting the bigger global challenge.
OBJECTIVES
The Product Development component of the National SME Development Agenda seeks to provide existing and potential
entrepreneurs with services in product and package design and development and technological intervention to create and
sustain our competitive edge in the domestic and export markets. Product Development encompasses all activity from
generating ideas to applied research on materials, processes, and technologies to full scale introduction of a product to the
market. Product Development is important to a company for two main reasons - to sustain growth and to improve profit
margins. This component also seeks to create an awareness and understanding of product development and its process and
how a company can use it to its advantage.
