Being nominated does not mean the athlete, coach or staff member will be selected to participate. WCL’s objective for the 2015 Pan American Games includes providing multi-‐sport games experience for Rio 2016 hopefuls, as well as contribute to the overall medal count of the Canadian team. ! – DECISION MAKING AUTHORITY The National Coaches, in conjunction with the High Performance Manager (HPM), are responsible for the development and implementation of these nominating procedures. All team nominations, including alternates, coaches, and support staff, will be ratified by the High Performance Committee (HPC). The HPM is responsible for ensuring that the process outlined in this document is properly followed and that the selection process is fair and equitable for all candidates. During the actual competition period onsite at the 2015 Pan American Games, all final decision making authority will reside with the National Coaches and/or the Team Leader. ! – QUOTA SPOTS The 2015 Pan American Games will be run using the six (6) Olympic weight classes in all three styles: Women’s Freestyle: 48kg, 53kg, 58kg, 63kg, 69kg, and 75kg Men’s Freestyle: 57kg, 65kg, 74kg, 86kg, 97kg, and 125kg Men’s Greco-‐Roman: 59kg, 66kg, 75kg, 85kg, 98kg, and 130kg Quota per National Olympic Committee (NOC) per event: Men: 1 in each style and weight class Women: 1 in each weight class Total: Maximum of 18 per NOC INP for the 2015 Pan Am Games 3 WCL has been provided a full quota of eighteen (18) athletes and eight (8) support staff by the COC; however, WCL is under no obligation to send a complete team to the 2015 Pan American Games. Fulfillment of these quotas are subject to an athlete meeting the necessary qualification and eligibility criteria as outlined by United World Wrestling, PASO, CPLA, COC, and WCL. If the team size drops below 14 athletes, WCL will lose one (1) support staff accreditation. United World Wrestling will confirm to NOCs the places they have qualified, including wild card places, by May 4th, 2015. The NOCs will confirm with United World Wrestling the places they will use by May 18th, 2015. ! – ATHLETE ELIGIBILITY In order to be eligible to be considered for nomination to the COC for team selection, all athletes must meet the following requirements at the time of nomination and maintain these requirements through the completion of the 2015 Pan American Games: • Be a Canadian citizen; • Hold a valid Canadian passport that does not expire on or before January 26th, 2016; • Be in compliance with all relevant United World Wrestling and PASO requirements for eligibility; • Sign and submit the COC Athlete Agreement and Eligibility Conditions Form no later than February 20th, 2015; • Sign and submit the WCL Athlete Agreement Form no later than April 6th, 2015; • Be a member in good standing of WCL. Along with fulfilling the eligibility requirements of WCL, athletes must also fulfill the requirements of the COC in order to be eligible for team selection. ! – FUNDING WCL will fund the qualification costs of twelve (12) athletes for the remaining qualifying championship, six (6) in Men’s Freestyle and six (6) in Women’s Freestyle. In addition, WCL will sanction up to six (6) athletes in Men’s Greco-‐Roman to self-‐fund to the remaining qualifying championship. INP for the 2015 Pan Am Games 4 All qualified athletes, coaches, and staff that fall within our allotted quota and who have been named to the 2015 Pan American Games team will be fully funded by the COC and WCL for participation in the 2015 Pan American Games. ! – INTERNATIONAL QUALIFICATION SYSTEM Please refer to Appendix A (attached) for the international qualification system as determined by United World Wrestling and the organising committee of the 2015 Pan American Games. ! – WCL NOMINATING PROCEDURES !." – N OMINATION E VENT 2015 Senior Canadian Championships: Brock University, St. Catharines, ON March 20 – 22, 2015 Men’s & Women’s Freestyle: • The 2015 Senior Canadian Champion in each of the six (6) Olympic weight classes will have first right of refusal for nomination to the 2015 Pan American Games, pending international qualification. • If the 2015 Senior Canadian Champion declines their nomination, the spot will be offered to the Senior National Team Alternate, pending international qualification. • If the Senior National Team Alternate declines, the spot will be offered to the 3rd ranked athlete from the 2015 Senior Canadian Championships, pending international qualification. • If no athlete in the top 3 from the 2015 Senior Canadian Championships accepts their nomination to the COC for team selection, the National coaches will make a performance-‐based nomination to the HPC for ratification. Men’s Greco-‐Roman: • The 2015 Senior Canadian Champion in each of the six (6) Olympic weight classes will be eligible for nomination to the 2015 Pan American Games Team, pending international qualification. Nominations will be limited to the top ranked athlete in each of the six (6) Olympic weight classes from the 2015 Senior Canadian Championships. INP for the 2015 Pan Am Games 5 • Greco-‐Roman athletes will be required to participate in the 2015 Senior Pan American Championships, on a self-‐funded basis, in order to be eligible for team nomination (the same athlete must attend the 2015 Pan American Championships to be eligible for team nomination for the 2015 Pan American Games). ! – INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS AND ALTERNATES Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2015-‐2016 competitive season. National Team training camps and scheduled competitions are a necessary part of an athlete’s preparation program and are, therefore, mandatory. Both athletes and personal coaches must be in constant communication with the National Coaching Staff, HPM, and National IST leads in order to collaborate on best practices and ensure optimal preparation for the benchmark event. In addition to programs identified, the personal coach, National coaching staff and the HPM will identify specific competitive and training program requirements for each National Team member. These requirements will be based upon the athletes’ individual needs. ! – DOPING CONTROL Doping control will be conducted throughout the 2015 and 2016 calendar year. National Team athletes may be requested to submit to doping control as selected on a random basis by the Canadian Centre for Ethics in Sport (CCES) in Canada and/or by the recognized International Doping Association outside of Canadian borders. It should be noted that those named to any National Team are subject to doping control. Should a doping infraction occur, that individual, in addition to other sanctions, will be removed from the National Team. All National Team members will be required to complete the CCES e-‐learning course prior to competing internationally. INP for the 2015 Pan Am Games 6 !" – STAFF SELECTION The staff will be selected on the principle of sending a team of specialists that are best capable of assisting and supporting the athletes in achieving a podium performance at the Games as well as contributing to a winning team culture. In the event that WCL is allotted a lower quota due to our overall team size, the HPC will prioritize the distribution of accreditations. Staff selections include the following: • One (1) Team Leader: NSF nominated team leaders must satisfy the expectations and requirements of the COC’s Team Leader position description. • Women’s National Coach • Men’s National Coach • Two (2) Medical Personnel * • Two (2) Freestyle Assistant Coaches* • One (1) Greco-‐Roman Coach* *And/or other staff based on the needs of the team (TBD but no later than June 3rd, 2015) The number of athletes a personal coach has named to the Pan Am Games Team will be factored into coach selection. All coaches must also: • Be a member in good standing with WCL • Be a member in good standing with Coaches of Canada • NCCP Certification level 3 (or equivalent), or higher • Comply with all COC requirements !! – NOMINATIONS TO THE COC Final athlete and staff nominations to the COC will be made no later than June 3rd, 2015. INP for the 2015 Pan Am Games 8 !" – APPEALS PROCEDURE WCL nominations to the COC for the 2015 Pan American Games may be appealed in accordance with the procedures set out in the WCL Dispute Resolution Policy. Any dispute relating to the WCL internal nominating procedures for the 2015 Pan American Games must be brought forth in accordance to the WCL Dispute Resolution Policy. If all parties agree, the WCL Dispute Resolution Policy can be bypassed and the matter can be brought immediately before the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeals process. !" – GENERAL This document will be circulated via email to all PTSOs as well as posted on the WCL website. All subsequent amendments to the approved INP will be circulated via email to all PTSOs as well as posted on the WCL website. !" – MODIFICATION OF THIS DOCUMENT/UNFORESEEN CIRCUMSTANCES In the event of unforeseen circumstances beyond the control of WCL, that prevents the fair implementation of these internal nomination procedures as written, the HPC reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the international nomination procedures in the case of a rule or policy change from United Word Wrestling, PASO, CPLA, or WCL. !" – LANGUAGE Where there is a difference in interpretation between the French and English version of this document, then the English version shall prevail. All athletes participating must be 18 years of age or older by 2015. They also must possess a 2015 International Federation of Associated Wrestling Styles (FILA) licence. July 15–17, 2014 2014 Senior Pan American Championships/Pan American Sports Festival (Mexico City, Mexico) The highest-ranked NOC not yet qualified. November 2014 Central American and Caribbean Games (Veracruz, Mexico) The highest-ranked NOC not yet qualified. April 2015 2015 Senior Pan American Championships (location to be determined) The five highest-ranked NOCs not yet qualified. According to PASO regulations, the Host Country (Canada) is automatically qualified but its wrestlers must participate in the Senior Pan American Championships in 2014 and 2015. lf Canada does not qualify in any style and weight division, the next highest-ranked athlete at the 2015 Senior Pan American Championships not yet qualified would then earn a place at the TORONTO 2015 Pan Am Games. Similarly, all NOCs that qualify wrestlers in the previous three qualification events are required to participate (with the same or different athlete) in the 2015 Senior Pan American Championships, in the same weight divisions in which they qualified. Otherwise, they will lose this entitlement. Wild Cards FILA/Pan American Council of Associated Wrestling will award six wild-card places to NOCs based on the IOC universality principle, with the following criteria: ţ NOCs that participate in the qualification events but have not qualified an athlete. ţ Among these NOCs, the athletes with the best performances at qualification events. Confirmation of Quota Places FILA will confirm to NOCs the places they have qualified, including wild-card places, by May 4, 2015. The NOCs will confirm with the International Federation (IF) the places they will use by May 18, 2015. Reallocation of Unused Quota Places If necessary, the International Federation and the Continental Federation (CF) — Pan American Council of Associated Wrestling — will reallocate unused places in the corresponding weight/style division to the next highest-ranked NOC at the 2015 Senior Pan American Championships not yet qualified. The NOCs that are granted the reallocated places must confirm their acceptance of these places to the CF. This process will be completed by May 25, 2015.
