CORP-15-61 From: Greg Milosh [S.14(1) Municipal Freedom of Information Protection of Privacy Act] Sent: Thursday, May 07, 2015 12:17 PM To: Mary Medeiros Subject: Incentive Suggestion Plan Mayor Henry and Oshawa Council, On April 13/15 I spoke to the corporate services committee of Oshawa to present an idea to improve the city's overall status. The idea is for the city to draft and implement an 'incentive' suggestion plan not only for city employees but also all city residents and non-residents. The intention is to motivate and inspire people to submit 'big ideas' to improve the city's operational efficiency and reduce spending and increase revenue. Major incentives such as cash or short-term free property taxes would be needed in order to attract and generate big idea suggestions. My request to implement this plan is currently being studied by staff who are preparing a report for the committee to consider. In view of our high cost of municipal government, high unemployment rate, high social services cost, limited major tourist attractions, virtual lack of private sector manufacturing and excess reliance on public-sector employment I think that any vehicle which would assist in ameliorating city problems would be strongly supported by city Council. For the benefit of all Oshawa residents, I hope that the staff report recommends and Council agrees to implementing this progressive, democratic, and inclusionary 'incentive' suggestion plan. Incidentally, I originally proposed such a plan in March/2004. I hope that current Council is a little more visionary in their consideration of solutions to the cities problems and needs.
