2015 IWAS WORLD JUNIOR GAMES SELECTION GUIDELINES OVERVIEW Athletics Canada (AC) recognizes the importance of international competition in the development pathway of younger athletes into High Performance athletes. Aspiring ‘development level Paralympic athletes’ should see the 2015 IWAS World Junior Ga m e s as an opportunity to compete and measure themselves against international level competition. For the purposes of this competition, ‘development level athlete’ is interpreted as U23, U20, U18 and U16 athletes who demonstrate a commitment to making the transition from provincial/national level competition to international competition. AC will be selecting a National Team of maximum six (6) athletes to attend the Games held in Stadskanaal, Netherlands on July 2nd – 8th 2015. 1.0 GENERAL INFORMATION 1.1 Event Location Stadskanaal, Holland Competition Dates: July 5th to July 7th, 2015 1.2 Important Dates and Team Member Travel Obligations Date Event/Note Location/Notes January 1st – June 21st 2015 Qualifying Period June 21st, 2015 Athlete Declaration Athlete Declaration Form Deadline June 22nd 2015 Team Selection Date July 1st, 2015 Travel Stadskanaal, Netherlands July 2nd - 8th, 2015 IWAS World Junior Games Stadskanaal, Netherlands July 9th, 2015 Return to Home City 1.3 Eligibility Must be a registered current member (athlete) of AC Must hold Canadian Citizenship by the Final Selection Date Must comply with AC rules concerning residency (AC By-Laws, Section 1, Rule 016) Must submit an Athlete Declaration Form as per the dates outlined in Section 1.2 Must be in one of the following four age categories, year of birth in bracket: U23 (1993, 1994 and 1995), U20 (1996, 1997), U18 (1998-1999) or U16 (2000, 2001) (NOTE: AC will NOT consider athletes who are below 14 years of age as of June 22nd, 2015) Must comply with Competitive Readiness Requirements as outlined in Section 3.0 Must be an amputee or wheelchair athlete who is classifiable under the following IWAS classifications – T42, T43, T44, T46, T52, T53, T54; F40, F42, F44, F46, F51, F52, F53, F54, F55, F56, F57 Must have a minimum of a National Classification (N) 1|Page Must achieve the required minimum performance standard(s) as outlined in Appendix A at least once during the designated qualification period (Section 1.8) Must NOT have been previously selected to represent Canada on a Senior National Team. Must have passport valid 6 months after IWAS World Junior Games. 1.4 Funding This team will be fully funded. 1.5 Travel, Accommodations and Registration Athletics Canada will make all necessary arrangements for the team’s travel, accommodation, and registration. Individual entries to the IWAS World Junior Games are not permitted. 1.6 Events 100m, 200m, 400m, 800m, 1500m, 5000m, High Jump, Long Jump, Shot Put, Discus Throw, and Javelin Throw 1.7 Maximum per Class Up to three (3) athletes per class with standard may be selected. 1.8 Qualifying Period The Qualifying Period to achieve standards (Appendix A) is between January 1st, 2015 and June 21st 2015. 1.9 Final Selection Date The AC National Team Committee (NTC) will make its final team selections immediately following the completion of the Qualifying Period. The NTC consists of Athletics Canada’s Head Coach, AC technical staff, 2 Athlete Representatives, 2 Coaching Representatives, and 2 Provincial Branch Representatives. 1.10 Final Declaration Date Athletes are required to submit a Declaration Form no later than June 21st 2015. Failure to submit this form by the deadline will render the athlete ineligible for selection. 1.11 Team List Announcement AC will announce the team list through established communication channels (Provincial Branches, AC website, bulletin, etc.); selected athletes will be contacted directly. 1.12 National Team – Selection Rules Book All athlete selections made in accordance with this Selection Criteria are subject to the rules and regulations as outlined in the National Team – Selection Rules Book. 2|Page SELECTION PROCESS 2.0 Eligibility Pool All eligible (Section 1.3), declared athletes achieving their applicable standard (Appendix A) within the Qualifying Period (Section 1.8) will be placed in the eligibility pool. Please note that being in the Eligibility Pool does not guarantee selection. 2.1 Final Selection Process The final selection process will be based on the athlete’s ranking according to the Athletics Canada Point Scoring table. 2.2 See the National Team – Selection Rules Book for Performance Regulations. 3 COMPETITIVE READINESS REQUIREMENTS Selected athletes are expected to demonstrate competitive readiness for the 2015 IWAS World Junior Games and travel will not be confirmed until they submit their plan and complete the process outlined below. 3.1 3.2 Training and Competition Plan Athletes and/or their personal coach are required to present training and competition plans for the period June 1st – July 8th, 2015 on or before June 1st, 2015 to Rick Reelie (rreelie@athletics.ca). Competitive Readiness Once selected, athletes with questionable competitive readiness because of lack of fitness, injury or illness may be removed from the team at any time. Athletes are required to immediately report any injury, illness, or change in training that could affect their ability to compete at their highest level in Stadskanaal, Netherlands Please Note: Failure to report an injury or illness that negatively affects performance will result in the athlete being responsible for the cost of the athlete’s travel and accommodation expenses for this project. 3.3 Evaluation of Competitive Readiness “Competitive Ready” is defined as the ability of the athlete to achieve equal or superior performance(s) onsite at the scheduled event, as compared to the performance(s) achieved in qualifying for the team. An athlete’s competitive readiness will be evaluated in 2 distinct steps before their entry will be confirmed. The final decision on competitive readiness will be made by Rick Reelie (rreelie@athletics.ca) using all available information. 3|Page STEP 1: Medical Clearance Will be completed by AC West/East Hub IST professionals and will consist of 2 phases: 1. An initial medical evaluation and paramedical assessment(s) to determine if the athlete is fit to return to full training or competition. This would occur once stabilization of health has been achieved and may include a functional evaluation of movement patterns 2. A dynamic functional evaluation will be carried out by AC Hub IST that would be specific to the event (and injury or illness if applicable). This evaluation would identify dysfunctional movement patterns that could increase the risk of reinjury or undermine a championship performance. In the case that the athlete is deemed unfit to resume training/competition or that dysfunctional movement patterns are identified in either phases of Step 1, the athlete would be declared unready for competition. STEP 2: Specific Evaluation Following functional clearance by the medical team, a more comprehensive physical readiness test to compete will be established as follows: Determination of the Performance Test will involve AC’s IST and the Head Coach The Performance Test will vary according to the event the athlete must compete in. If competitive readiness cannot be established before departure, the athlete will not travel to Stadskanaal, Netherlands. 3.4 Health Questionnaire All athletes will have to fill out a standard health questionnaire before the trip. Athletes that will be under 18 years of age for the trip will be asked to obtain a statement from their physician stating that they are in good health and not at risk to travel and compete. Athletes who need to take medications while competing must have a completed and approved IAAF Therapeutic Use Exemption prior to selection. 4 4.1 APPEALS Only eligible athletes (Section 1.3) who have achieved their Standards (see Appendix A) outdoors in 2015 may submit an Appeal for Selection. Please refer to Section 3.0 of National Team - Selection Rules Book for exact directions. 4|Page Appendix A To be eligible for team selection consideration, all athletes must achieve the required performance standard(s) in their event(s) outlined in Appendix A at least once during the Qualifying Period. The standard must have been met or surpassed in: An outdoor competition: Track and field standards must be achieved on an IAAF certified track and field facility. In a competition that is sanctioned/approved by the National or IPC levels: “Nationally sanctioned” means those competitions sanctioned/approved by the National athletics/track and field organization, the National Paralympic Committee or the National Disability specific organization. Any dispute about whether an event is eligible will be decided by Athletics Canada’s Head Coach. It is the responsibility of the athlete and/or coach to ensure that the results are submitted to Athletics Canada and appear in Athletics Canada’s rankings. Results can be submitted by sending them in an email to results@athletics.ca - t h e email must include the event name, date, location, and a link to the final results. The deadline to submit results is 10 days after the competition or as soon as possible.
