SUPPLEMENTARY REGULATIONS
FOR MOTORCYCLE EVENT TO BE HELD AT THE GRAND PRIX CIRCUIT,,EAST LONDON.
SATURDAY 30 MAY 2015. HELD UNDER THE GENERAL COMPETITION RULES, THE
STANDING SUPPLEMENTARY REGULATIONS OF MOTORSPORT SOUTH AFRICA AND
THESE SUPPLEMENTARY REGULATIONS PLUS ANY ADDITIONAL INSTRUCTIONS,
WHICH MAY BE ISSUED, TO THE COMPETITORS BY ORGANISERS.

3.
CIRCUIT AND VENUE:
The Grand Prix Circuit is situated in East London. The Circuit is a tar macadam surface of
3,921km and the race will be run in a clockwise direction.
4.
EVENT AND STATUS:
This race meeting will cater for the following categories:
MSA 13747
1. S A Classic TT
3. HMG Parade
5. Vintage Superbikes (Pre-1985)
7. 600cc Supersport
2. Unlimited Superbikes
4. Old Supers (Pre-1995)
6. Breakfast Run
N B: Unlimited Superbikes/Supersport and Breakfast Run Classes will be determined by
lap times during qualifying to create an even distribution of competitors per class.
“Sandbagging” during qualifying will be controlled by the disqualification of any
competitor whose average lap time during heats is more than 2 sec faster than the
Breakfast Run cut-off time. Final determination of the cut-off time for these classes will be
announced at Riders’ Briefing and new colour-coded stickers will be issued (see 27 (f)
below). For Practice and Warm-up sessions, a cut-off lap-time will be applied to determine
a split between Breakfast Run and Unlimited Superbike/Supersport Classes.
ELIGIBILITY:
The Competition is open to all Riders who hold current, valid MSA Competition Licenses for
the Category concerned and whose motor cycles comply with the specifications as per the
2015 MSA Handbook. Competitors must refer to SSR’s 1 and 2 of the 2015 SA Handbook

ENTRIES:
Entries open immediately and close on 18 May 2015. Entries are to be submitted on the
Official entry form provided and accompanied by the full entry fee (Refer GCR 95).
Should the number of entries received for a particular category exceed the maximum
number of starters as determined by the MSA Safety Commission, the following criteria shall
apply:
a)
Entries will be accepted, in the order of being received, up to a maximum of
40 starters.
b)
Thereafter, as additional entries are received, these entries will be placed on
a reserve entry list, in order of receipt, in accordance with GCR 101.
c)
Competitors whose entries have been placed on a reserve list who are not
permitted to start will have their entry fee refunded in accordance with GCR
109.
The organisers reserve the right to cancel a category should less than 10 entries be
received. Late entries received after 18 May 2015 may be accepted AT THE DISCRETION
OF THE ORGANISERS until 24 May 2015. HOWEVER, ON ACCEPTANCE OF THE LATE
ENTRY AN ADDITIONAL LATE ENTRY FEE OF R200.00 WILL BE APPLICABLE.

R900-00 PER ENTRY INCLUDING ALL PRACTICES, MSA LEVY AND VAT and
TRANSPONDER FEE. PLEASE NOTE THE FOLLOWING:
1. ENTRIES RECEIVED BEFORE 30/04/2015 ARE ENTITLED TO A R100 DISCOUNT.
2. COMPETITORS ENTERING MORE THAN ONE CLASS ON THE SAME MOTORCYCLE
MUST PAY R100 PER ADDITIONAL CLASS.
3. COMPETITORS ENTERING OTHER CLASSES ON ANOTHER MOTORCYCLE MUST
PAY R300 PER ADDITIONAL MOTORCYCLE/CLASS.

TELEPHONIC ENTRIES WILL NOT BE ACCEPTED. Entries may be faxed or e-mailed,
however, should the appropriate entry fee not be received by the Saturday prior to the race
meeting, the late entry fee will be applicable irrespective of Competitor’s attendance at the
race meeting, Refer to GCR 96. CHEQUES ARE TO BE MADE PAYABLE TO: BORDER
MOTORSPORT CLUB.

A copy of the deposit slip is to be faxed or e-mailed to the Organisers at the above fax
number/e-mail address. NB: Enter YOUR name as a payment reference in the
Organiser’s bank account. The onus lies with the Competitor to ensure that his/her entry
has been timeously received by the Organisers. The Organisers and Promoters reserve the
right to refuse any entry without giving a reason as permitted in GCR’s 99(I) and 100. A
change of rider will be permitted subject to valid reasons for the change being given and the
Stewards of the Meeting agreeing to the change. Refer to GCR 238

ENTRANT’S LICENCES:
Where the Entrant is NOT the Rider, an Entrant’s Licence must be obtained from MSA prior
to the submission of the entry form, failing which the Entrant’s name will not be published in
the programme.
7.
TICKETS:
Each Competitor will receive 3 entry tickets, a pit ticket and a vehicle pass ticket.
Tickets
must be collected or additional tickets may be purchased the Friday prior to the Race Meeting
at Documentation from the Secretary of the Meeting. The Organisers do not accept
responsibility for any tickets, which are lost or stolen. NO REFUNDS WILL BE MADE ON
RACE DAY. EXITING MAIN GATE DURING THE MEETING: Anyone leaving the main gate
during the meeting and wishing to return MUST COLLECT A PASS OUT and will only be
permitted to re-enter without payment on production of the pass out and a valid entrance
ticket.)
8.
PIT AND PADDOCK ALLOCATION:
a)
The pit and Paddock allocations will be notified in the final instructions once
the number of entries for each category is established. Each class will be
responsible for the policing and control of their own designated areas.
b)
Car trailers (IF PERMITTED IN THE AREA FOR OFFLOADING PURPOSES)
are to be removed to the trailer park immediately the offloading operation is
complete.
c)
Any trailers left in the Pit area will be removed and impounded by the
Organisers.
d)
Arrangements must be made with the Promoters \ Organisers at least two
weeks prior to the event for parking of transporters \ trucks that support
Competitors. These arrangements are to be confirmed in writing.
e)
Teams are reminded that tyre-warmers may not be plugged into circuit
power points and that generators must be used for this purpose.
9.
DOCUMENTATION AND SCRUTINEERING:
Documentation for all events will be held on the 28 and 29 May 2015 from 08h00 to 15h30
and 30 May 2015 from 08h00 to 10h00. Scrutineering will take place on the 29 May 2015
from 08h00 to 16h00 and 30 May 2015 from 07h00 to10h00. Any Competitors unable to
present their motorcycles for scrutineering during this period should make alternate
arrangements with the Secretary of the Meeting. ATTENTION IS DRAWN TO SSR 6 OF
THE MSA HANDBOOK. Competitors may not take part in timed qualifying or any race prior
to the completion of documentation or scrutineering.
10.
PROGRAMME OF EVENTS:
10.1
The Provisional Programme of Events appears at the end of these Supplementary
Regulations.
10.2
Should the Organisers deem it necessary to change the timetable the revised
timetable will be issued with the Final Instructions and published on the Official
Notice Board.
11.3
THE ORGANISERS RESERVE THE RIGHT TO CHANGE THE PROGRAMME
AS NECESSARY AND COMBINE OR SPLIT CATEGORIES PRIOR TO THE
CLOSING DATE OF LATE ENTRIES SHOULD THE NUMBER OF ENTRIES
DICTATE.
The practice times are indicated in the Programme of events. Please take note of Official
Timed Qualifying sessions.
12. RIDERS’ BRIEFING
The time and place of Rider’s briefing will be published in the Final instructions or conveyed
to Competitors by means of a bulletin. All Riders must be present at the briefing at the
stipulated time and venue. Representatives will not be allowed. Failure to attend a Riders’
briefing at which a register will be available for signature will incur the imposition of a fine.
13. PRE-RACE PADDOCK:
The pre-race paddock is situated in the front of the control tower. In accordance with SSR
25, fifteen (15) minutes before the scheduled start time of each race, Competitors competing
in the race concerned should move to the pre-race paddock. The gates granting access to
the pre-race paddock will be closed 5 minutes before the start time of the race. Any
competitor failing to enter the pre-race paddock before the closure of the access gate will not
be permitted to start unless specifically permitted by the Clerk of the Course to commence
the warm-up lap. Refer to SSR38. Starting positions should be maintained during the warmup lap.
14.
STARTS:
a)
Starting positions will be determined by lap times recorded during official
qualifying sessions. Unless otherwise stated in the regulations for the
particular category concerned, the motor cycle recording the fastest time will
be in the number one position on the starting grid, with the remaining positions
being filled in descending order of official practice times. In the event of two
(2) Riders recording the same lap time, the more favourable grid position will
be allocated to the rider who established that time earliest.
b)
At the discretion of the Clerk of the Course, Competitors who are not recorded
on the grid for either the first or second race may be positioned at the back of
their class.
c)
Starting positions for the second Race/Heat shall be determined according
to each competitor’s second fastest lap time during the official qualifying
session, unless otherwise stated in the SS’R of individual category
regulations. Failure to set a second fastest lap time shall render the competitor
concerned liable to start the race/heat in question from the back of the grid.
d)
The starting signal will be given by means of lights. Should these lights fail
after the showing of a five second board, a “Start Delayed” board will be
shown and the start will proceed in accordance with SSR 38 E and the MSA
Flag will be utilised. All subsequent starts will proceed with the use of the MSA
Flag.
e)
Unless specifically requested and agreed to, there will be NO parade lap prior
to the start of the event.
f)
All laps completed during a Safety Car intervention will be counted as race
laps.
Competitors who do not participate in official timed practice must confirm one (1) hour before
the first race of their intention to start. Should a Competitor not finish the first race, he will
be deemed to be a non-starter in the second race unless the Clerk of the Course has been
informed IN WRITING WITHIN ONE (1) HOUR OF THE COMPLETION OF THE FIRST
RACE) that the Competitor will be in a position to start the second race. The Competitor will
be permitted to start the second race from a position at the rear of the grid or such other
position as may be determined by the Clerk of the Course. COMPETITORS ATTENTION IS
DRAWN TO SSR 29. THE RACE WILL START WHEN THE RED STARTING LIGHTS GO
OUT. Green lights will not be shown ref SSR38.
15.
END OF THE RACE:
The end of each race will be signified by the waving of the chequered flag.
16.
PARC FERME
All Competitors who have completed 2/3 of their race distance are classified as finishers
and, unless otherwise directed by the Clerk of the Course, are therefore required to bring
their motorcycles to Parc Ferme immediately after the last event of each category. The
Organisers reserve the right to impound and examine any motorcycle at their discretion.
17.
NOTICE BOARD
The official notice board is situated at the Race Control.
18.
RESULTS:
After every race, results, which have been posted on the notice board will become final thirty
(30) minutes after posting. Refer to GCR’s 200(viii) and 275. These results are not to be
removed and disciplinary action will be taken against any competitor removing these results
without authority. Additional copies may be obtained from the Secretary of the Meeting at
the Control Tower.
19.
PROTESTS:
Refer Parts IX and X of the MSA Handbook.
20.
PRIZEGIVING:
The prize giving will take place as soon as possible following the last event and after result
become final. The venue will be at the HOSPITALITY ROOM AT THE CONTROL TOWER
Trophies will be awarded based on total elapsed race time of Competitors where there is
more than one race for the category concerned. Dead heats will be resolved as per GCR
275 and SSR 78. Competitor’s attention is drawn to GCR’s 274,275,280 & 281.

TIMING TRANSPONDERS
Timing transponders are to be returned to the timekeeping officials prior to those officials
leaving the circuit. Should Transponders not be returned on Race day, they are to be
returned by hand or via courier directly to BMSC, P O Box 8106, Nahoon, 5210 by no later
than the Wednesday following the race meeting failing which an amount of R500.00 will be
levied by BMSC. No further transponders will be issued before the outstanding transponder
is returned and the levy paid.
For 2015, the fines for late return of transponders after an event have been increased to
R500.00 for the first week and R200.00 per week or part thereof, thereafter.
Any competitor taking part in an official timed practice session or race, without his/ her
transponder in position, will be deemed a non-starter and shall not feature on the grid or
results.
23. PIT APRON:
Refer to GCR 251, SSR’s 37, 63, 64, 65 & 66 (ADD WAIVER TO SSR 37 REGARDING
SIGNALING PERSONNEL SHOULD SUCH WAIVER HAVE BEEN GRANTED BY THE
MSA CIRCUIT SAFETY COMMISSION).

NO MOTORCYCLE MAY TRAVEL IN THE REVERSE DIRECTION TO THE TRAFFIC
FLOW ON THE PIT LANE. UNLESS A COMPETITOR

KINDLY NOTE THAT NO PERSONS UNDER THE AGE OF SIXTEEN (16) WILL BE
ALLOWED ONTO THE PIT LANE.

NO ALCOHOL IS ALLOWED ON THE PIT LANE \ APRON. SMOKING IN THE PITS OR
ON THE PIT LANE \ APRON IS PROHIBITED.

ROLLER BLADES, SKATEBOARDS, MOTORISED SKATEBOARDS etc. ARE NOT
PERMITTED IN THE PITS OR ON THE PIT LANE.
Competitor’s attention is drawn to GCR’s 113 xiv) and 172x)
24. SIGNALING:
Competitors’ attention is drawn to Appendix H of the 2015 MSA Handbook.
a)
Competitors are reminded of procedure in SSR41 that is to be adopted in the
event of a race being stopped by means of a red flag. At the same time as the
red flag is displayed, a red light will be displayed at the start \ finish line.
b)
Failure to comply with the provisions of Appendix H Article 8 will result in
penalties being applied in accordance with GCR 157(1)
25.
POSTPONEMENTS, ABANDONMENT OR CANCELLATION:
The Organisers reserve the right to postpone, abandon or cancel the meeting or any part
thereof. In the event of postponement, abandonment or cancellation, the Competitor \
Entrant has no right to claim against the Promoter / Organisers in respect of any loss or
damage that he may thereby incur, other than as specified in GCR 244 and GCR 109(iv).
The meeting will not be postponed, abandoned or cancelled without the consent of the
Stewards of the Meeting.
26.
PROTECTIVE CLOTHING:
Any Competitor not wearing the recognised motorcycle racing protective gear will be
prohibited from practicing and racing. Refer to GCR 239 regarding safety apparel.
27.
RIDER CONDUCT:
a)
RIDER CONDUCT: REFER SSR 50 Any Competitor who consistently uses
the verges will be guilty of unsafe riding (SSR’s 17 & 51) and will be penalised
accordingly in terms of GCR 157(ia). Observers, whose duty will be to report
on the cutting of corners, persistent off-circuit behaviour and \ or poor riding
standards may be appointed and their names listed either in the final
instructions or via a Rider’s Bulletin. Competitors reported in this respect who,
having been signaled in terms of Appendix H article 6, continue to disregard
safe riding conduct may be black flagged. Any Competitor disregarding the
black flag will be excluded from the race in question.
b)
JUDGES OF FACT One or more Judges of fact will be appointed to oversee
the starting procedure and report on infringement i.e. Jumping of the start.
The names of these Judges will be stated in the list of officials or
communicated to Competitors in final instructions, placed on the notice board
or by means of a Rider’s bulletin.
c)
Any competition motorcycle found using the access road, pits or any other
area than the circuit for testing or being driven in a manner that is considered
by the Clerk of the Course to be dangerous including travelling in the wrong
direction on the Circuit or Pit Lane, will be excluded from the event,
irrespective as to who was riding the motorcycle at the time. Notwithstanding
the Competitor’s exclusion, he/she will be reported to the Stewards of the
meeting who may consider further action in terms of a breach of GCR 172vii).
d)
INCIDENTS \ RETIREMENTS Competitor’s attention is drawn to SSR’s 60 &
61.
e)
INCIDENTS DURING PRACTICE SESSIONS: Competitors are advised that
should there be an incident during a practice session, which would involve the
cleaning of the Circuit, their practice session will forfeit the cleaning time
required.
f)
CONTROL OF CLASSES DURING PRACTICE SESSIONS: Competitors
will be issued with colour-coded stickers for each class, which must be
displayed prominently on the front of the motorcycle. Competitors must
ensure that they ONLY enter the circuit from pit lane when a similar
colour-coded paddle is displayed by the marshal at pit exit. Marshals
will monitor entry to prevent competitors entering the circuit with the
“wrong” colour sticker, but it is the responsibility of the COMPETITOR,
NOT the marshal to ensure that competitors only enter the circuit within
their class.
g)
RACING FUEL, OIL OR COOLANT SPILLAGE ON THE CIRCUIT: Refer to
SSR 50(iii). Competitors are requested not to overfill their fuel tanks as
spillage of racing fuel is damaging to the surface of a race Circuit. Any
motorcycle spilling fuel, oil or coolant should leave the Circuit immediately to
a safe and stationary position on the side of the Circuit. Any Competitor who
attempts to return to the pits with a motorcycle spilling fuel or coolant onto the
surface of the track shall be summoned to appear before the Stewards of the
Meeting who shall fine that Competitor not less than R750.00 and not more
than R5000.00.
h)
Replenishment of Lubricant and fuel is not permitted during any race or
timed qualifying session.
28. COMPETITION NUMBERS:
Refer to the 2015 MSA Handbook, GCR 246, GCR 249, SSR 4 and individual category \
class SSR’s.
29. ADVERTISING:
It is a condition of entry that in addition to the advertising referred to in GCR 246, competing
motorcycles shall also display the advertising, if any, as stipulated in the Championship
Regulations and Specifications for the category / class for which the motorcycle is entered.
