NAICS: 562211. A "sources sought" is a market research tool used to determine availability and adequacy of potential
business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify
qualified small business concerns for a firm-fixed-price contract. The scope of work includes furnishing all plant, labor,
equipment, supplies, and materials, and performing all work in accordance with specifications, coordination of loading
equipment, and transportation of the materials from the generation activity sites to appropriate landfill, specifically,
removal and disposal of sedimentation sludge from geotextile bags and sedimentation geotextile bags to a landfill.
Grade all disturbed areas after bags have been removed so there is no ponding, and seed and mulch according to
specification. The dewatering concrete beds shall be regraded to provide smooth surface. Any damage to the structure
shall be repaired at contractor expense as directed by engineer. The site of the proposed work is in the Cantonment
Area of the Fort Leonard Wood Military Reservation, Fort Leonard Wood, Missouri. The Government is seeking
responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small

NAICS: 562910. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and qualifications
of various members of industry, including the small business community: small business, section 8(a), historically
underutilized business zones (HUBZone), and service-disabled veteran-owned small business (SDVOSB). The
Government must ensure there is adequate competition among the potential pool of responsible contractors. Small

array of munitions and explosives of concern (MEC), including improved conventional munitions and submunitions.
Work will involve investigation, clearance, and on-site remediation and management of very significant amounts of
MEC-contaminated soils in a relatively short period of time to meet RCRA permit and Army requirements. The proposed
project will be a competitive, firm-fixed-price, C-type service contract procured in accordance with FAR Part 15,
Negotiated Procurement using "Best-Value" trade-off process. The type of set-aside decision(s) to be issued will depend
upon the evaluation of responses to this synopsis. The anticipated contract period of performance is up to eight years
with a total estimated value of approximately $90M-$110M. The NAICS code for this procurement is 562910

NAICS: 562910. The Volpe Center is conducting market research concerning potential offerors that are capable of
supporting the cleanup and closure of contaminated sites and the proper disposition of obsolete and abandoned
infrastructure, with a focus on two primary functional areas: (1) environmental remediation services; and (2)
decommissioning services. The Volpe Center currently provides environmental remediation and decommissioning
services for a variety of federal agencies and departments at worksites across the nation. The majority of this work is
performed for the Federal Aviation Administration (FAA) in support of the FAA's National Environmental Cleanup (ECU)
and Facility Decommissioning (FD) programs. Under the ECU Program, the FAA is responsible for the investigation and
cleanup of environmental contamination at FAA-owned and operated properties where FAA maintains liability due to
past site operations or waste disposal activities. The primary program drivers include CERCLA and RCRA.
Environmental contamination encountered at FAA facilities typically consists of petroleum products, heavy metals,
solvents, pesticides, and PCBs released as a result of spills, leaks, or improper disposal practices. Under the FD
program, the FAA is responsible for the decontamination, demolition, and disposition of facilities and infrastructure
rendered obsolete by FAA modernization efforts. Although the majority of work is expected to be in support of the
FAA's ECU and FD Programs, work for other agencies such as the U.S. Maritime Administration (MARAD) and U.S. EPA
is likely, and work also may be required for agencies other than those already identified. Work sites may be located
within the contiguous U.S. (CONUS) and outside the contiguous U.S. (OCONUS), including Alaska, Hawaii, and all
off-shore U.S. territories and possessions. The Volpe Center has identified multiple task areas where support is needed,
such as containment, removal, treatment (on-site, off-site, and in situ), sampling and analysis for monitoring and
control, transportation and disposal, operation and maintenance, hazardous materials abatement, demolition, site
restoration, and any other actions necessary to support site cleanup, decommissioning, and closure. Responses should
