Forum
The Creative Procurement Forum was set up in 2013 with a vision as follows:
To champion the national significance of procurement and commend best
practice in Wales: pursuing excellence in research and procurement practices;
promoting procurement as a profession of choice; helping position Wales as a
Centre of Competence for procurement.
The Forum is facilitated by Value Wales and chaired by John McClelland CBE.
Wales is very fortunate to have in its Universities some of the most respected,
innovative and forward thinking academics in procurement and supply chain
research and they have agreed to come together under the Forum to share and work
collaboratively on initiatives aimed at turning the vision into reality. This includes:
• The establishment of a Procurement Best Practice Academy aimed at identifying
and disseminating best practice from around the world
• An annual week of procurement seminars, discussions and events bringing to
Wales respected academics, lawyers and practitioners from around the world
• An annual Procurement Awards dinner to recognise those individuals and
organisations who have made a real difference to the social,
economic and environmental well being of Wales through
public sector procurement
• An agreed range of procurement research to be undertaken
by CIPS, MSc and PhD students at the Universities
The members are:
John McClelland CBE
John has extensive experience
across the private and public
sectors. He was Vice President of
Worldwide Operations for IBM’s
personal computer company before
joining Digital Equipment Corporation in 1995 where he was a Senior Vice President.
He was also Global Chief Industrial Officer and Board Member of Philips Consumer
Electronics, and latterly President of 3Com’s business networks company.
John is Chair of NQC Ltd, and Chair of Skills Development Scotland. He is former
Chair of the Scottish Funding Council and the Renfrewshire Enterprise Company.
In 2006, John completed a review of public sector procurement in Scotland (The
McClelland Report) and in 2011 completed a Review of ICT infrastructure in the
public sector in Scotland, on behalf of the Scottish Government. He also undertook
a review of procurement in Wales in 2012 – ‘Maximizing the Value of the Welsh
Pound’. In 1994, John was awarded a CBE for his services to industry and education.
Professor Christine Harland
Christine is Chair of Strategic Supply Management at Cardiff
Business School. She previously worked as Director, Centre for
Research in Strategic Purchasing and Supply at University of
Bath, following positions in industry, practice and a lectureship
in Warwick Business School. Christine pushes the boundaries
of the field, defining, conceptualising and developing knowledge on supply chain
management, supply networks and supply systems spanning public and private
practice. Her current research is in evidencing the value of public/ private networks
and procurement, in particular working in the health sector. Recent contributions to
the World Bank, the United Nations Development Programme and Harvard Business
School’s Health Education Management forum are examples of her international roles.
Professor Helen Walker
Helen Walker is Chair of Operations and Supply Management at
Cardiff Business School and her research focuses on sustainability
and corporate social responsibility in supply chain management.
She was previously Deputy Head of the Operations Management
group at Warwick Business School, and before that Deputy
Director at the Centre for Research in Strategic Purchasing and Supply (CRiSPS) at
the University of Bath School of Management and is a Visiting Professor at W.P.Carey
Business School at Arizona State University.
Professor Dermot Cahill
Professor Dermot Cahill is the Chair in Commercial Law and
Head of Bangor University Law School. The Founder Chairman of
the Institute for Competition & Procurement Studies at Bangor,
Dermot was recently invited by the UK Conservative Party to sit
as a Member of the House of Commons Parliamentary Inquiry
into E-Invoicing, and by the UK Labour Party to undertake a Zero Based Review of
UK Government Procurement practices, both of which reported in April 2014. He is
Co-Director of the Bangor LLM Masters in Public Procurement Law & Strategy and
co-authored the 2009 Barriers to Procurement Opportunity Report.
Gary Clifford
Gary is Director of the Institute for Competition & Procurement
Studies and Project Manager / Research Lecturer at the University
of Wales, Bangor. He has worked on many projects for the Welsh
Government including the Barriers to Procurement Opportunity
report in 2009 and is the driving force behind the successful
Procurement Week and Procurement Awards events.
Jane Lynch
Jane is a Lecturer for Cardiff Business School with the Logistics
and Operations Management (LOM) section. Jane’s specialist
teaching and research areas include supplier management,
supply chain management, strategic orientation and collaborative
working. Jane has published in the International Journal of
Production Economics (IJPE) and regularly presents papers
at international purchasing, supply chain and logistics conferences. Jane is an
accredited facilitator for BS 11000 (Collaborative Working).
Dr Kath Ringwald
Kath is Director of The Procurement Best Practice Academy at the
University of South Wales, which seeks to identify, develop and
promote measurable and demonstrable examples of best practice
in procurement and supply chain management. She co-authored
the ‘SME Engagement in Public Sector Procurement’ for WDA in
2000 and co-authored the ‘Barriers to Procurement Opportunity’
Report for Value Wales in 2009. Kath has recently worked on research into low value
advertising, competency frameworks and public sector procurement in Sub-Saharan
Africa and the Western Balkans.
Scott Parfitt
Scott Parfitt is a Senior Lecturer at the University of South Wales.
He is currently the Course Leader for MSc Online International
Logistics and Supply Chain Management and Course Leader
for BA (Hon’s) Logistics and Supply Chain Management. Scott
is a founder of the Procurement Best Practice Academy. He has
undertaken research for Value Wales and Cardiff Council and is
a member of the Source Regional Group. He was actively involved in the Category
Management KTP at Cardiff Council and continues to act as a ‘critical friend’ on
matters of Category Management policy and implementation. Scott has presented
his research on public sector procurement at international academic conferences and
has recently co-authored a report on the Construction Industry in Wales.
