DUMFRIES LEARNING TOWN – LANGLANDS SCHOOL
1.
Purpose of Report
This report recommends that Statutory Consultation is carried out in relation to the
proposal to re-locate Langlands School to a newly built premises located at the North West
Campus being developed as part of Dumfries Learning Town.

Recommendations
Members are asked to:2.1
note the current position with regards to the condition of the current Langlands
building as detailed at 3.1;
2.2
note the related content of the recently agreed Strategy for Educational Provision
for Children and Young People with Autism Spectrum Disorders (ASD), Severe and
Complex Learning Difficulties, Emotional and Behavioural Needs (SEBN) in Dumfries and
Galloway as detailed a 3.2;
2.3
note that Education Committee agreed on 27 January 2015 to proceed with a
Statutory Consultation on the proposal to create a new North West Dumfries campus as
detailed at 3.3; and
2.4
agree that a Statutory Consultation should be undertaken during 2015/16 in relation
to the proposal re-locate Langlands School to a new facility at the North West Campus, as
part of the Statutory Consultation proposal outlined within 2.3 above.
3.
Considerations
Background
3.1
Langlands School is a secondary school catering for children in the region with
severe and complex needs. The school is currently situated in the centre of Dumfries and
the condition for building is rated as C (Poor).
3.2
On 31 March 2015, Education Committee agreed a Strategy for Educational
Provision for Children and Young People with Autism Spectrum Disorders (ASD), Severe
and Complex Learning Difficulties, Emotional and Behavioural Needs (SEBN) in Dumfries
and Galloway. Which proposed that Provision for young people of secondary age with
complex needs will be sited at the North West Development. It will be discrete
establishment with a Headteacher and be called New Langlands School;

On 27 January 2015, Education Committee agreed to proceed with a Statutory
Consultation on the proposal to create a new North West Campus in Dumfries. The North
West project includes the replacement of three schools at a new site at Alloway Road Maxwelltown High School, Lochside Primary School and St Ninian’s Primary School. It is
proposed that these three schools relocate to a new joint campus.
Procedure
3.4
Informal discussions have taken place with parents and staff from the school on the
proposals. The responses received from parents have been positive and any concerns

raised by staff relate mainly to the operational aspects of the proposal which can be
addressed through discussion.
Operational Matters
3.5
If the decision to re-locate Langlands was made, the staff members (teaching and
non-teaching) who currently work in the school would be transferred to the new building.
3.6
If the school was to re-locate, Education Services would then declare the current
site surplus and, if there was no other use identified by the Council, title checks would be
carried out prior to marketing the site for disposal. Education Services would still be
responsible for the budget in association with repairs and maintenance until such time as
the building was sold or another use was found for it.
3.7
The majority of the equipment within the school would be relocated to avoid any
potential losses.
4.
Governance Assurance
Members of the Corporate Management Team, Education Services Management Team,
Head of Finance, Property and Architectural Services and Teaching and Non-Teaching
Unions have been consulted and are in agreement with the information contained within
this report.
5.
Impact Assessment
The proposed re-location of Langlands was included in the Dumfries Learning Town
Project Impact Assessment where 7 Positive Impacts and 6 No Impacts were found. It
was also included in the Impact assessment which took place for A Strategy for
Educational Provision for Children and Young people with Autism Spectrum Disorders
(ASD), Severe and Complex Learning Difficulties and Social, Emotional and Behavioural
Needs (SEBN) in Dumfries and Galloway.
