The Premier Legislative Conference for Residents!
We heard you loud and clear! The challenges that smaller and midsize public housing
authorities have are far different from those of large public housing authorities. In
order to maximize our impact, we have decided to host this year’s legislative
conference with two different legislative tracks.
Track A:
Residents of Large Housing Authorities (ROLHA).
Track B:
Residents of Small to Medium Housing Authorities (ROSMHA).
The need for residents to play a more active role in public policy is a no brainer.
However, this is easier said than done. Educating residents on how policy is made, who
makes policy and the stakeholders who influence policy are the first steps towards
helping our residents see themselves in the policy making process.
Attempting to keep cost down, we decided to host this year’s Resident Council
Legislative Conference (RCLC) in the beautiful Pawley’s Island (just minutes away from
Myrtle Beach). Residents from smaller and midsize agencies will have the opportunity
to share with their peers and learn from other residents with similar challenges. Getting
comfortable with the process of advocacy starts with allowing residents to voice their
concerns in an environment where their voice is first heard, understood and quickly
acted upon.
This conference has become, in a short time, the premier legislative conference for
residents in public housing, and it is one not to be missed. The 2015 RCLC will
showcase two and a half days of presentations featuring hot topics and tons of
information that strengthen and undergird the work of our resident council leadership.

Section 3 New Proposed Rule
Section 3 of the Housing and Urban Development Act of 1968
(Section 3) ensures that HUD-funded jobs training, and contracts
are provided to local low-income residents, particularly those that
reside in public housing, and businesses that substantially employ
them. The proposed rule clarifies definitions and provisions that
are left to interpretation and eases barriers to reaching
compliance for recipients of HUD funding. Estimated to direct an
additional 1,400 jobs to Section 3 residents, and an additional
$172+ million in HUD-funded contracts awarded to Section 3
businesses each year.
Residents have the 1st opportunity to have this new proposed rule
explained and the opportunity to offer your thoughts and offer
remarks during the open comment phase.

The Rental Assistance Demonstration (RAD), a fairly recent
program authorized by the Consolidated and Further Continuing
Appropriations Act of 2012. Although this seems to be the new
trend in public housing (over 100,000k applications to convert);
Residents still don’t have a clue as to what this really means for
them.
Section 3 of the Housing and Urban Development Act of 1968

The History of Resident Management Corporations
Community Policing that Produces Results
Did you know that there are resident council’s throughout the
United States who have created better quality of life and jobs for
residents through the establishment of a Resident Management
Corporation (RMC)? RMC’s are established when resident council
boards create a non-profit organization, undergo vigorous training
and enter into a contract with the housing authority and HUD to
manage one or multiple communities within the housing authority.
With only very few resident management corporations existing in
the United States today, the greatest opportunity for residents to
create a legacy still exist.
Tactical Ministry has taken a unique and effective way of looking at
police tactics. Through this workshop, former police officer, Robert
Wagner will share police tactics used by police officers to help us
create sustainable change in people’s lives.
This workshop introduces an old concept to a new generation.

order to become better advocates and leaders. Identifying the
root causes to the oppression helps residents recognize the needs
of their community. Once committed, our residents learn their
roles and then are released to practice them. This effective model

The Role of an Effective Resident Commissioner
When all other commissioners leave their monthly meetings, it is
the resident commissioner who lives and calls public housing
home. The role of a commissioner is far more than a prestige
honor bestowed upon an individual. More specifically, the role of
the resident commissioner holds a much higher expectation.
