REQUEST FOR QUALIFICATIONS
PARK MASTER PLAN

Background
In late 2014, Franklin County purchased the former Bull Creek Golf and Country Club
property, a 167.44 acre site located roughly seven miles east of the Town of Louisburg
at 499 Massenburg Baker Road. The site was purchased at the request of a former
resident after his death with funds bequeathed to the County, with the hopes of creating
a park and fishing hole for all County residents to enjoy.
The former 18-hole golf course property consists of a 3,200 square-foot club house, two
storage buildings measuring 4,000 square-feet each, four ponds totaling approximately
5.35 acres, approximately 4,500 linear feet of streams, and a partially paved cart path.
The County is seeking a firm to offer the following services; evaluation of existing
environmental constraints, engagement of the public to develop a program for the park
and an evaluation of construction costs as well as long term operating costs. This
information will be complied into a Master Plan for the site, and should include both
short- and long-term goals for active and passive park amenities. The consultant will be
expected to discuss the challenges of adapting a former private, 18-hole golf course
property into a multi-use public park to be maintained by the Franklin County Parks and
Recreation Department.
Project Area
The parcel surrounds multiple residential lots, with Massenburg Baker Road nearly bisecting the lot. Cypress Creek runs along the eastern boundary of the property, creating

a floodplain that encroaches on portions of the northeast and southeast property
boundaries. The four ponds are located throughout the property, with the two larger ones
located towards the southern end of the lot. Much of the parcel has been cleared of
trees, and consists of turf and some landscaping.
Scope of Project
Franklin County is seeking a qualified firm, individual, or partnership of firms to complete
the following activities:
1. Consult Franklin County Parks and Recreation Department and residents for
their input on amenities desired and feasible.
a. Community meetings or charrettes are anticipated.
b. Public engagement strategy tailored for a rural community.
2. Determine which of the existing ponds on the property will be used as a fishing
hole, per benefactor’s request.
3. Determination of program options for the existing clubhouse.
4. Develop a master plan that incorporates public input and benefactor’s
requirements.
a. Explore short- and long-term improvements for the park.
b. Cost estimates for improvements as well as projected maintenance costs.
c. Identify potential funding sources for the development of the park.

5. Present draft master plan to the Parks and Recreation Advisory Committee as
well as the Franklin County Board of Commissioners for adoption.
Project Submission and Schedule
The applicant’s proposal shall be single spaced, on 8½“ x 11” pages, with a font size 11
or larger and submitted electronically, via email. Proposals must be limited to a
maximum of five pages, but may include attachments and a cover letter.
Upon receipt of the proposal, the Franklin County Parks and Recreation Department will
open the attached document to ensure the document can be read and send a reply
email to the applicant acknowledging receipt of the proposal.




Interviews will be held with selected applicant(s) during the week of May
11-15, 2015 by a committee composed of Franklin County staff and
potentially Parks and Recreation Advisory Board members.
Negotiations with the preferred applicant (or other applicants, if
necessary) will be conducted during the week of May 18-22, 2015.
A contract will be recommended for award by the Franklin County Board
of Commissioners on June 15, 2015, at the Board’s regularly scheduled
meeting.
All applicants will be notified, via email, of the successful proposal.
Proposal Response and Evaluation
The applicant’s written response must specifically address the following
aspects:




Your firm or partnership’s approach to completing each component of the
scope of consulting services described above. (50 points).
Describe you or your firm or partnership’s experience in the development
of park master plans similar in nature. (15 points)
Include a list of people or agencies (w/ contact information) that have firsthand knowledge of you or your firm or partnership’s ability to perform in
projects similar to the project proposed by Franklin County. (10 points)
Provide a staffing plan, hourly staff rates (including overhead), and a notto-exceed cost for performance of all duties described above in the scope
of consulting services (no points – informational only)
Selection of the recommended consultant will be based on the applicant’s response in
relation to the points assigned, as assigned by a committee. The selected consultant(s)
will then be interviewed by a committee composed of Franklin County staff and
potentially Parks and Recreation Advisory Board members. Based upon the result of the
committee interview(s), a preferred applicant will be established and submitted to the
Franklin County Board of Commissioners for approval.
