Gallagher is an international technology

named PEC, Gallagher Fuel Systems has
come a long way since inventing the first
ever petrol pump with a micro-processor.
Today, our fuel dispensers are all designed

corrosion proof metal work and the
Tatsuno meter; recognised as one of the
most accurate and cost effective systems
in the world.
Intrinsically safe electronic systems
derived from our range of dispensing
equipment are sold to a number of OEM,
LPG and CNG dispenser manufacturers.

Petrol pumps incorporating components from the UK-based
company Avery Hardoll began production in the 1950s.
Automatic zeroising was then introduced on fuel pumps in
New Zealand. Previously, the pump’s hands had to be manually
returned to zero before any more petrol could be delivered.

During the 1940s, the company first started specialising in
products for New Zealand oil industry. The hand-operated oil
pump, “PO 60”, was introduced and over 60,000 were sold.
Brilliant simplicity was applied when, as a result of severe metal
shortages, six aircraft were purchased from the nearby Air Base
to salvage valuable aluminium ingot to use in manufacturing.

The company was originally founded as Production Engineering
Company Ltd in 1939. Manufacturing engineering supplies
during the war years, we quickly became a market leader in
innovative technology and design.

By 1960, the business had become New Zealand’s major
petrol pump supplier. When the two grades of petrol, “Super”
and “Regular”, were first introduced, money drums showing
the values of fuel purchases were developed. The “Multicoin”
coin-operated fuel pump controller came to market around
this time, accepting 50 and 20 cent coins.
The optional self-service “M System” was invented in the
1970s and we started receiving our first orders from
Australian oil companies. Research into electronics and
early microprocessor systems began and the world’s first
microprocessor-based petrol pump, the “Empec-80”, was
born. Technology was then developed that allowed pre-set
quantities of fuel to be delivered.
In the 1980s, the “StarPEC” model was introduced. We
applied magnetic stripe technology to “Autoserve”, a point

of sale terminal installed on service station forecourts. The
Southern Hemisphere’s first electronic funds transfer (EFT)
was made using “Autoserve”, and an integrated sales room
point of sale terminal named “Efpec” was developed. Based
on newly emerging all-in-one motherboard technology, a
new point of sale terminal “8850” was developed and the
“MultiPEC 1” was first introduced.
The Marton based factory was revolutionised with a
computerised manufacturing process based on the MRP-II
model and accredited ISO 9001 Quality Standard in the
1990s. The 1000 series “CeePEC” was developed saving
service station owners space with a smaller footprint. The
business then became a major POS supplier to Shell and
Caltex. In partnership with BP, we introduced a slim-line pump
with below ground hydraulics called the “Apollo”.
The company was renamed PEC Fuel Pumps Ltd and
purchased by Gallagher Group of Hamilton just before the turn
of the millennium.
In recent years, we began contract manufacturing for other
New Zealand companies with the further modernisation of
state-of-the-art factory facilities. The “Fleetpec”, “Apollo 2”,
and 9000 “Multipec 2” launched in the last few years.
Today we are Gallagher Fuel Systems. We develop new
electronic pump technology with advanced remote monitoring,
flexible display options, visual technologies and ultra-highflow pumps. Our innovation is forging ahead with solutions to
vapour loss at forecourts, including retailing the world’s only
TUV approved central-vacuum system with smart monitoring.
With the ever changing environment in the Australasian fuel
industry, we remain your solutions partner of choice.

Gallagher draws on the wealth of
knowledge, support and resource across
the entire enterprise to provide a suite
of solutions to add value to clients. We
have full in-house capability for electrical
assembly, plastic injection moulding and
toolmaking, electronics manufacturing,
vinyl printing and logistics management
for a wide range of industries. Our success
comes from manufacturing quality
product.
CONTRACT MANUFACTURING
Gallagher operates a complete lean
manufacturing process which promotes
efficiency and cost saving. This
methodology ensures we continually
challenge waste and minimise non-value
added activity. Products are delivered on
time at the lowest possible cost while
maintaining the highest quality designed
within a safe environment.
We offer a full range of production services
from simple PCA assembly and test work
(where customers provide all components)
through to complete turn-key systems
involving design validation, procurement,
manufacture, component evaluation and
logistics. Our computerised production
system is based on the MRP-II model.

Manufacture can be carried out on a
“finished goods” or on a “subassembly”
basis. Gallagher excels in flexible
manufacturing that can address peak
workloads with equipment purchased to
deliver short ramp-up and ramp-down
cycles.
The back office processes that support
our extensive operations and market
logistics are managed through SAP ®
Enterprise Resource Planning technology.
A world class planning system, it ensures
we improve our customer service, manage
costs effectively, and enhance our
manufacturing flexibility.
Printed Circuit Assembly (PCA)
manufacture and electronic repair is
completed inside our state-of-the-art
5000 m² facility with overflow capacity
in Hamilton. We use both Plated Through
Hole (PTH) and Surface Mount Technology
(SMT) machines.
Already a fully certified ISO 9001:2008
facility, we have extended to meet
stringent safety, test and traceability
requirements to exacting ANZ-Ex
Standards for our range of fuel dispensing
equipment. We insist on maintaining an
IPC trained electrical assembly team
employing systems such as X-ray for BGA
components and comply with Reduction of
Hazardous Substances (ROHS).
We develop testing equipment exclusive
to your product, which allows you to
contribute to and customise our rigorous
testing procedures. Our ancillary
equipment includes an environment
chamber, environment oven, two hot rooms
for stress testing of product, and a shaker
table room for mechanical stress testing.
LOGISTICS MANAGEMENT
Gallagher Group is a New Zealand
Customs’ Secure Export Partner, making
logistics and dispatch capability for clients
even easier. Products can be directly
delivered to you or your customers with
our inventory and logistics management
systems reducing lead times to increase
your productivity.
VINYL PRINTING
Gallagher offers a design source to
assist in the development of a custom
fuel dispenser graphics package. We
develop a tailor-made ‘brand fit’ solution
for pumps and dispensers which considers
your existing marketing strategy. This
dynamic visual interpretation for your
forecourt solution can only be created
through experienced understanding
of manufacturing and implementing
Australasia’s best retail fuel systems.
The ability to assist in vinyl graphics
services also extends to our contract
manufacturing clients.
With a specialist vinyl printing facility
in-house and dedicated dual high-volume
paint spray booths, decals are applied
in a factory environment free from dust,
dirt and moisture. Our dedicated team of
expert vinyl technicians use state-of-theart equipment to offer holistic end-to-end
services including design, digital printing,
cutting, and application.
