Jackson Municipal Airport Authority Procurement Manager The Jackson Municipal Airport Authority is accepting applications from highly motivated and skilled candidates for the position of Procurement Manager to manage the daily activities of the Procurement Department functions. Develops procedures related to the procurement of goods and services in compliance with policy, regulations and statutory requirements. Manages service provider and supplier resources including the management of existing and proposed agreements, general descriptions of goods and services offered, and other data to ensure: competitive pricing, fulfillment of contractual obligations, and equal opportunities for participation. Retains overall management responsibility for purchasing decisions, orders, and vendor contracts/service agreements and assists other management staff with the development, review and status of annual budgets, and forecasts. Responsible for collecting data from a wide variety of vendors and staff for the purpose of analyzing issues, ensuring compliance with purchasing policies and procedures, and/or monitoring purchasing processes; Routinely reviews the JMAA Procurement Procedures Manual for sufficiency, functionality, applied methodology and accuracy, recommending modifications to the Chief Financial Officer as deemed necessary to remain in compliance with governing laws and regulations, JMAA Policies, or other relevant guidance. Implement improvements as directed. Provides training to staff regarding the use of the JMAA Procurement Procedures Manual, JMAA Signatory Authority, proper use of account codes, and other procurement related topics deemed appropriate or necessary from time to time. Establishes relationships with key suppliers; identifies new suppliers, and where appropriate utilizes available sources for reduced prices and ensures the distribution of information to Departmental staff. Collecting data from a wide variety of vendors and staff to ensure customer needs are addressed in a timely and well planned fashion. Manage surplus materials and equipment disposition procedures. Routinely prepare status reports on the Procurement function. Procurement Administration Manage and administer all phases of the purchasing program for retaining and analyzing information which facilitates management control; include responsibility for supervising the purchasing of supplies and equipment for various department of Jackson Municipal Airport Authority. Manages procurement requirements, specifications, quantity, and quality of equipment, furniture, supplies, and services, and their associated delivery requirements, with JMAA departmental leadership with the goal of streamlining procurements, forecasting expenses, and ensuring sufficient inventory is readily available. Responsible for maintenance of purchasing information, files and records for the purpose of ensuring the availability of documentation and compliance with established Jackson Municipal Airport Authority’s policies and regulatory guidelines; Responsible for processing purchasing-related information for the purpose of updating and distributing information, authorizing for action and/or complying with established accounting practices; Responsible for managing the status of electronic purchase orders entered into the purchasing system and for the input of electronic purchase orders for goods and supplies requested by various departments. Reviews the work of subordinate purchasing agents to include routine reviews of: draft procurement solicitations; generally required procurement documentation; of costs/pricing of supplies; and other daily activity undertaken by staff to ensure compliance with the procurement program. Purchasing Card and Cardless Travel Account Management Manages and controls the use of the JMAA Purchasing Card, to facilitate purchases and consolidate invoicing. Manage and analyze the procurement of travel services for staff, to include assistance with identification of appropriate services in compliance with JMAA’s Travel Policy for Airport Authority Staff including preparation of JMAA Training and Travel Request forms. Retains documentation on staff travel to include approved: Requests for Participation in Trade/Industry Association Leadership Staff Travel Reports Staff Travel Advance/Expense Report Status Notices Coordinate training on travel and training procurement as deemed appropriate or necessary from time to time. In coordination with the Executive Assistant assists with the procurement of travel services for Board of Commissioners, to include assistance with identification of appropriate services in compliance with JMAA’s Travel Policy for Airport Authority Commissioners including preparation of: Airport Authority Commissioner’s Travel Reports Request for Participation in Trade/Industry Association Leadership Airport Authority Commissioners Vendor Management In coordination with DBE (Disadvantaged Business Enterprise) Program Office, Capital Programming, the Properties Manager, and JMAA staff project managers, maintains current information on active professional and non-professional service providers, and product vendors. Assists in identifying opportunities for new providers/vendors. Coordinates the maintenance of Non-DBE providers’/vendors’ records in JMAA’s vendor management systems. Coordinates with all departments concerning supplies/materials and maintains contacts with vendors to keep abreast of new products, changes in existing products and changes within the vendor’s company. Maintains appropriate reference catalogs, price listings, vendor references, product lines, and updates appropriate files and logs in support of the procurement function. Meets with vendors to resolve service/performance issues. Warranties and Service Packages Coordinates with all departments to procure appropriate warranties and service packages as part of initial purchase options. Coordinates with all departments to procure routine or recurring non-professional services. Maintains information on available service providers for various equipment, to include rates, and manufacturers’ authorizations. Special Events and Catering Responsible for maintaining information on caterers, decorators, linen suppliers, florists, entertainers, and other services generally utilized for special events and programs. Develops and maintains Special Events and Catering service request forms, and other documentation to assist in planning for and procuring resources for events and catered functions to include: furnishings, audio visual requirements and other support materials (signs, banners, commemorative and printed materials, etc.) Ability to: Follow policies and procedures set forth in JMAA Procedures Manuals Work without direct supervision Operate a ten (10) key calculator by touch Maintain regular attendance Possess strong time management skills Understand and carry out oral and written instructions Communicate clearly and concisely, both orally and in writing Establish and maintain effective working relationships with those contacted in the course of the work. Knowledge of: Federal and State statues governing procurement by public entities, specifically Airport Authorities in the State of Mississippi; and their application to the procurement process. Education and Experience: Bachelor’s degree from an accredited college or university in the field of Business Administration with a focus on Accounting and/or Finance. AND Five (5) years of experience in the field of public entity/governmental procurement; a minimum of two years in a supervisory or management position responsible for the daily functional management of a division or department with the primary function of procurement. Substitution Statement: Graduation from a standard four-year high school or equivalent (GED), directly related education and directly related experience may be substituted on an equal basis, except four (4) years must have included direct supervision.
