Howard County Traffic Engineering met with the Long Reach Board and residents on June 17, 2014 to hear concerns from the residents about the Tamar Drive and Old Montgomery Road intersection in Jeffers Hill. They returned to report on their findings on March 17, 2015. Kris Jagarapu, Department of Planning and Zoning traffic engineer, presented the results of the traffic studies and a preliminary plan for a roundabout. The statistics were compared to previous studies, and it was found that there has been little change in the volume of traffic traversing the intersection. The intersection operates at an A-B level of service which is very good; however, there continues to be safety issues. The county recommends a roundabout that would be approximately the same size as the Owen Brown Homespun/Cradlerock roundabout that is working well. The Tamar Drive intersection will work in conjunction with the roundabout that is being installed at the corner of Oakland Mills Road and Old Montgomery Road. The Village Board and the residents that attended the meeting were in favor of the county going forward with the design plans for the roundabout. Once the engineering design is further developed, the county will present the plan to the Village Board for further input on the conceptual design. Here are three low cost ways you can slow the flow of rainwater & improve the landscape of your yard. Free Soil Test Local residents can help restore and protect Columbia’s waterways by participating in free soil testing that will analyze the nutrients in their lawn’s soil and determine the type and amount of fertilizer needed. By reducing the application of unneeded fertilizer, residents may save money and help protect Columbia’s streams, ponds and lakes. Soil sample bags may be picked up and delivered to your Village Association office. Instructions for how to take a soil sample will accompany the bag. The barrel comes with pre-drilled holes, but additional parts and assembly are required. To collect your FREE BARREL visit the rain barrel and compost bin workshops at Alpha Ridge Landfill with the Master Gardeners on the first and third Saturday of the month, April through October. Alpha Ridge Landfill is located at 2350 Marriottsville Road, Marriottsville, MD 21104. The workshops are held at the gazebo, just inside the entrance to the landfill. Rain Garden Cost Share Program The Columbia Association (CA) is offering the Rain Garden Cost Share Program to provide a cost-effective way to help residents of Owen Brown and Long Reach villages plant their own rain gardens. CA, through a grant from Maryland Department of Natural Resources, will pay 75% of the rain garden installation cost with the remaining 25% paid by the resident. CA also has a landscape firm on contract for installation. Residents need to apply to their village Resident Architectural Committee for rain garden approval. CA will schedule installation once the application is approved, the 25% resident share is paid to CA, and the maintenance agreement signed. Long Reach Community Association Election Rules Following are the rules that will be in effect for all absentee and in-person voting for the Village Elections. References for specific items are as follows: Covenants, the Long Reach Covenants; Articles, the Long Reach Articles of Incorporation; By-Laws, the Long Reach Community Association By-Laws. 1. The voting will be held on Saturday, April 25, 2015, from 9:30 am to 12 noon at Stonehouse in the Long Reach Village Center. 2. Only members of the Association in good standing are eligible to vote (By-laws, Section 8.07). 3. The Columbia Association assessment rolls and the apartment tenant lists together form the official voter registration list. Nonappearance of a qualified voter's name shall be referred to the Election Monitor Committee for resolution (By-laws, Section 8.07). A current, valid identification acceptable to a member of the Election Monitor Committee will serve as proof of resident membership (By-laws, Section 1.10). Tenants must also present an executed copy of their lease in order to verify membership [LR Covenants, Article I, Section 1.20, (ii)]. 4. Each voter is allowed one vote for each membership held in the Association, but if a membership is jointly held, i.e., multiple owners or multiple tenants, etc., and any such vote is in dispute, then no vote shall be counted for that membership (Covenants, Article III,3.02.B.; Articles, Article Seventh B.). Multiple votes may only be cast by the owner of more than one lot, the owner of more than one condominium unit, and/or the owner of more than one share in a cooperative (Covenants, Article III and Articles, Article Seventh A.). 5. Votes must be cast in person with the following exceptions only (Covenants, Article III, E.; Articles, Articles Seventh E.; By-laws, Section 1.07A): a. In the case of a corporate member, the vote may be cast by the president or a vice president of such corporation or such other officer as may be designated in writing by the president or a vice president of the corporation (Covenants III, 3.02E.; By-laws, Section 1.07A and 8.08). b. Any member unable to attend the Annual Meeting may cast an absentee ballot (By-laws, Section 1.07A). The rules regarding absentee ballots appear on the absentee ballot packet. 6. All votes must be cast on validated ballot forms only [By-laws, Section 8.03(viii) and (ix)]. 7. Votes for three Village Board candidates will be counted. The Village Board will be elected to two-year terms. Votes by the same voter may be combined on one ballot if initialed by the Election Monitor Committee representative.
