Tenderpreneurship’ in Madibeng has become a liability to the community, tenders issued to construction companies, water tankers, projects, services and any other forms of services are now posing as risks to the community. more delays to Hebron police when attending to crime. Could this be the responsibility of the population to see to it that the bridge is completed? Is the bridge also falling under the Integrated Development Programme (IDP) plan whereby the community through community gatherings should prioritise the bridge on the list? I doubt this is beyond being prioritised, it is a priority by itself that needs a special treatment. Our municipality must stop using the public continue on page 2 T he harsh words that follow are meant to expose the overall indifference of our municipality. Our biggest concern is that the public must have proper roads, enough clinics in one village that are up to standard and can accommodate the entire population. We want to know when is the bridge towards Hebron Police station going to reach its completion. The bridge has been left incomplete by the contractor for years now and it seems no one cares for the residents, including the municipality. The Provincial Communication Colonel Mokgwabone had little to say about crime in the area and the fact that the Hebron bridge is causing delays in combating crime in the area. Meanwhile, Mmakau Cluster Communica- Uhuru ENTREPRENEURSHIP NPO Number: 148-178 FREE TRAINING Pedestrians and a donkey cart passing over the uncompleted bridge tion Officer Sergeant Tumi Menyatso confirmed that the bridge is causing MAGALIES •SECRETS OF FINANCIAL SUCCESS Contact 082 585 3913 / 073 240 9429 R Your quality fruit juice concentrate supplier! They must stop considering the population only during the times of elections. Our Republic of South Africa is no longer a Republic (Res publica meaning opinion of the people) but an oligarchy. In a real Republic every citizen has a right to express his/her opinion. Our municipality is no longer an opinion municipality but a private business where certain people think that they own the municipality. We are now living under a new form of oppression whereby blacks are oppressing fellow blacks. And those underprivileged and with less voices to complain are being fed a dummy such as used on babies to suck or bite on to keep quiet forever by those with ruling powers. Yes, some toddler dummies taste sweet and enjoyable, you could easily be tempted to keep them forever in your mouth. How pathetic is that! The two bridges in Madibeng, one in Hebron towards Hebron Police Station and the other one in Klipgat crossing towards ODI Hospital are still standing incomplete and unattended by the contractor and the uncaring municipality. These incomplete jobs at some point affect the effectiveness of the Hebron Police and cause a number of delays in the response by the police. Especially on cases where emergency response is needed. The community of Hebron is mostly affected by the delays in constructing the bridge and feels that there will never be any change in our municipality in terms of work comple- Mr. Jordaan’s murder tion. They do not know whether to blame the contractor, the municipality or the province regarding the issue. Who is responsible for the completion of the bridges and for making sure that the residents are safe from the deadly bridges? Hebron bridge, who built it? Who authorised the project and allowed the contractor to do a half job? Was there any timeframe for the project? Our municipality is irresponsible when it comes to the awarding of tenders and ensuring that the project is done properly and completed on time. I do not know whether it is because of those desperate construction companies who take chances by registering their companies when seeing that there is a multimillion Rand tender in the pipeline. case still under investigation unfinished bridges to cross to the other side of the road. What happens at the Klipgat bridge is different to the other bridge in Hebron. The bridge collapsed more than five (5) years ago because it was too old and had no more strength to carry the weight. Our municipality has shown no interest or intention to repair the broken bridge? We have not found anyone who is taking conclusive responsibility for the completion of the bridges. Madibeng municipality denies the responsibility, Madibeng Spokesperson Sipho Nkosi said, “the two bridges you are inquiring about are in essence not part of our responsibilities. You can direct your inquiries to Public Works North West for the Hebron Bridge and Public Works Gauteng for the Klipgat Bridge.” Our municipality is so useless that they cannot even do proper monitoring when a project is given to certain construction companies, or whether the company itself complies with the requirements of relevant regulatory institutions and is entitled to do the required job. Assuming a huge responsibility to construct a massive bridge that is supposed to be used by motorists and pedestrians demands adherence to the standards required and strangely no one seems to have evident answers as to why the project was stopped and when the contractor is going to begin and meet its completion. This ineptitude is ruining the lives of the ordinary citizens because plenty of money has been spent yet people have to suffer and still use the risky I t turns out to be that the people who assaulted and murdered Chris Jordaan at the party few weeks ago owed him money. During the argument between the late Mr. Jordaan and the culprits, they had refused to pay him back his money and decided to kill him. The Brits Police are doing all they can to arrest the perpetrators. The investigation to arrest the criminals involved under the investigating officer Sebatjane is following on all the statements and testimonials given by the witnesses. From our side Madibeng Times and the rest of the community, this tragic act of homicide cannot be tolerated and a harsh sentence must be reflected. The infrastructure is aged and outdated technology does not meet the required capacities. One of the greatest Socio-Economic problems currently facing The Local Municipality of Madibeng is youth unemployment. This problem encourages the youth to engage in criminal activities. T T he demand far surpasses the supply and during hot seasons, the raw water quality from the Hartbeespoort Dam deteriorates to the worst level. Key problems in the municipality in relation to water services can be summarised as poor water and sanitation services provision. The services provision which often results in water supply disruptions, poor water quality, poor maintenance and operations of water infrastructure. Uneven provision of services to communities, project delays due to prolonged pro-current processes and possible fraud and corruption and high water losses. Despite the fact that the municipal is being judged negatively in service delivery by the communities around, Madibeng as category B, Grade 4 municipality dermarcated into 36 wards with 72 councillors predominantly rural municipality with limited revenue base. 10 urban areas, 21 rural areas, 43 villages and 9000 farm portions with the population estimate to 477 381 (2011 census). According to the municipal status quo report focuses on water and sanitation services for 2015. The status of Brits Water Treatment Plant supply 60 mega litres and demand 80 mega litres per day and the here are good people across our society, in Government and in civil society, who are deeply committed to our Constitution. They work hard and are committed to changing the reality of unemployment, poverty, inequality and violence. The biggest obstacle they identify is the lack of planning, the silomentality, the territorialism and egoism. These factors hinder co-ordination and co-operation within and between departments and spheres of Government. It has negative impact on policy and budget development, preventing the implementation of policies that could shift this reality. The result is a widespread perception that Government does not care. Our Constitution enshrines the right to transparent, open Government and meaningful public consultation and participation. Despite this, people who are poor struggle to access basic information about budgetary and other decisions directly affecting their lives. Bureaucrats and politicians often treat them with contempt, fobbing off any responsibility. Without consulting and listening respectfully to those affected, Government often makes disastrous short-term trade-offs. Moral outrage is not enough - the structural problems and demand in peak season 108 mega litres per day. Age of equipment exceeded its life span, high maintenance cost which is also limited due to financial constraints. The status of Hartbeespoort Water Treatment Plant supply 10 mega litres and demand of 11 mega litres per day and in the peak season the demand of 15 mega litres per day and also under refurbishment by DWA, Rand Water bulk augmentation (9 mega litres per day). The supply of water in rural areas stands out that the municipality currently tankers water to rural areas through 18 hired and 6 owned water costing approximately R2 million per month. Water supply to ODI areas are by means of Bulk Supply by City of Tswane of approximately 25 mega litres per day amounting to an average of R3.4 million per month. Remedial plans state that the augmentation of water supply through boreholes in the area of Majakaneng is completed while in Maboloka, Mmakau, Jericho and Madidi it is still in progress. causes need to be addressed in a systemic fashion. This happened in the Local Municipality of Madibeng whereby the municipality failed to provide more jobs especially to the vulnerable youth who have now turned violent due to being unemployed for quite a long time. Those who do not enjoy human rights including the right to decent work, water, sanitation, health, housing, education, clean environment or the rights to public participation and peaceful protest remain trapped in SA’s townships, informal settlements and former homelands. In contrast, they believe that those who are wealthy have direct lines to those in power. The gathered masses applaud the presentation of national or provincial averages, even though these fail to capture the entrenched inequalities that remain mapped out along Apartheid-era Bantustan and township divides. The youth unemployment is currently the reason for the outbreak of uncertainties in the municipality of Madibeng. Every time when someone is not satisfied about something in the community, there has to be a violent protest and memorandum submissions. We said it previously and we will again repeat it that the municipality of Madibeng structural unemployment crisis which affects the youth in particular is amongst the highest in the North West Province. To live like animals!! Should we accept to be treated as such by our municipality? Why does our municipality want us to live like dogs and to sh**t anywhere in full view of everyone while there are toilets in every taxi rank which are only reserved for specific people? S ome of the public toilets are in such bad state that even a dog itself cannot use them. Instead, our senior municipal employees continue stealing the tax payers’ money to support themselves and their sidekicks while failing to provide what they have promised to the innocent population. Is the municipality thinking that the population in town does not deserve toilets or they should just go on open fields surrounding our CBD to help themselves? Or maybe we do not know perhaps those toilets are not public toilets and are of course reserved for municipal employees only? Why not put a restricting board on every entrance of every toilet clearly indicating to the public that the toilets are strictly reserved for municipal workers who are seen on daily basis walking around pretending to clean up the CBD and the toilets. By so doing, this indication would help a lot in terms of who should use the toilets, the restricting board would also give a direction to the public that whenever they need to use toilets they must look for private toilets in town and pay a certain amount of money. In other words, our municipality is promoting the privately owned businesses running small toilets businesses by making lives difficult for the entire population by closing down all the public toilets in all the taxi and the bus ranks in town. Back in the days during apartheid era we used to get restricting signs for specific races and colours to use selected areas in the country. Today Madibeng reminds us of those olden days and transforming us into being bitter and having hatred in our hearts. Madibeng have been denying people water, jobs, opportunities, lands of their own and RDP houses to name the few. Dogs and Cats owners are fighting like dogs and cats This happened at Elandsrand next to Light House School in Brits after the owner of the cats complained to the owner of the dogs that his dogs are always making noise during the day and at night. Today once again Madibeng is deliberately killing businesses in the CBD by preventing the population access to the public toilets. Why build toilets that are not accessible, toilets that are difficult to maintain and toilets that are constantly locked for no apparent reason? What are we learning from our municipality when everyday we have to witness elderly people having to help themselves on open spaces in the view of everybody? It is very annoying to hear elderly people among others complaining about the toilets every time they come to town for their Social Grants. They cannot afford to pay the amount of money required by the privately owned toilets companies. You will never even see the budget allocated for the toilets in the budget presentation. It is as if the municipality has forgotten about those terrible toilets or forgotten that the public is entitled to public toilets use or maybe they think that members of the public are like dogs and can do it anywhere they want to. A ccording to the dogs’ owner, he had small dogs before and those dogs were troubling the neighbours because they used to jump out of the fence, until he decided to close all the illegal entries and buy bigger dogs that will behave and scare the intruders. He further said that he bought the dogs for his protection, before he had dogs, there used to be numerous counts of housebreaking. He did not buy dogs to disturb his neighbours or bite innocent individuals but for his and his properties protection. “During the night we are disturbed by many cats screaming and fighting behind our houses. I even suspect that maybe the reason my dogs bark at night is because of the many cats in my neighbours yard. She cannot tell me to get rid of my dogs, she must do that to her cats first.” said the dog owner. On the other side, the owner of the cats dislike the dogs saying that the dogs are always barking and making noise at night. This is causing her sleepless nights and now she wants the dogs owner to do something about the dogs. When the barking happens, the owner of the cats goes next door and knocks at the gate demanding that the dogs owner must shut them down or kill them if necessary. As aggressive as he was, the dogs’ owner on the 11th of May 2015 went to court for protection order against the cats’ owner. Saying that he wants to put an end on the issue and that everybody must mind their own business and stop interfering in other people’s businesses. He further said that if the cats owner comes again to complain during the night, he will immediately call the police so that she can be arrested. Mahumapelo is loosing his popularity Apparently members of the public in Mahikeng and some members of the African National Congress (ANC) in the area have uncertainties about the leadership of the North West Province, under Supra Mahumapelo. One of the toilets at the bus rank with a blocked sewer running under the locked burglar door S upported by other political parties, they challenged the fact that Kule Mahumapelo, the wife to the Premier Mahumapelo, has a McDonald’s franchise. One of the franchise outlets that Kule owns was officially opened in 2014. McDonald’s Mahikeng in the North West opened on 1 November 2014. The town is part of the restaurant chain’s plans to expand into urban areas and smaller towns around the country. It offers the full drive-thru experience at the Crossing Shopping Centre and brings the number of restaurants in the chain in South Africa to 208. Fran- Another toilet that has been abandoned by the municipality and turned into a bad situation chisee, owner and operator Kule Mahumapelo and her team of 45 permanent staff know the region and community, an essential part of new development in an outlying area where connecting with customers is essential. Many of the employees are locals, although they have worked and trained in McDonald’s outlets in other regions. Now the public has lost interest in the leadership of Supra Mahumapelo saying that he and his wife are using the ANC to accumulate many things for themselves. Early May 2015, the community in Mahikeng took to the streets and demanded that Supra be removed from his powers and that the franchises owned by his wife, Kule, also be tested. The police had to control the situation when the community members were furiously engaging in arguments. The company used the site for crafting granite stones to create fine stones such as Tombstones. there are a bit strange. Every year there has to be sacrifices by school children.” “Somebody might think it is safe for an adult to visit the dam with their kids for fishing and perhaps swimming. But what will happen when the adult is unavailable and the kids go fishing and swimming on their own?” asked Joyce Madagane. S ince being abandoned by the company, people in the area are sometimes using the dam for fishing and swimming in hot weather conditions. The place has now turned into a ‘killer dam’ with a number of murder cases reported. Known by many as ‘Gwari dam’, it is further alleged that in the past years the self-made-dam has swallowed a number of people including school children. A rumour is spreading that there is a big snake in that dam that is particularly killing students every year. About the granite; In most cases, the granite is crafted on the mountain and if the product is no longer required, the owner decides to move to the next portion leaving the open hole which will after couple of rain falls become a place for snakes and dangerous reptiles. Not only snakes and dangerous reptiles such as alligators and crocodiles find a home at the self-made-dam, different kinds of fish will also want to be recognised and seen at the dam. In that case, the community will from time to time visit the place with fishing rods and nets to catch the fish. Under no circumstances, the message has been spread through community gatherings, warning the residents to stay away from the ‘killer dam’ until the matter is resolved and the dam is permanently sealed for safety.Turning deaf ears and being literally driven by hunger, members of the community at the particular area still continue visiting dam and performing illegal fishing. the The most disturbing part is that when the parents or adults travel to the dam, they go together with their kids to teach them how to fish. Thinking that they have learned enough, later on, the kids visit the dam on their own for fishing and swimming. This then results in some of the kids being swallowed and killed by the dam. A nearby resident, Joyce Madagane, who stays near the dam said that she sees many people almost everyday visiting the dam for fishing and swimming. “Residents in Phase 3 section pleaded with each other on several occasions that no one is supposed to go and do fishing or swimming in that dam because the dam is too dangerous. Unfortunately, residents never take the plea seriously and are continuing visiting the dam.” “They were also told that the dam is not for fishing or swimming and will be sealed in a short while. But you know our people, when they are hungry they tend to lose focus and act irrationally; they never listen when they are warned.” “We strongly demand that the owner of the abandoned Gwari take initiative and close down the killer dam. It is important to begin a discussion of this nature by sketching the legal framework on which such a right is premised. The objective of doing so is not to overload the paper with too much legalese, but to ground the discussion within a factual context. T he Convention on the Rights of the Child (CRC) defines a child as a human being below the age of 18. In Article 28, it points out that state parties should recognise the right of a child to education, with the view to achieving this right progressively and on the basis of equal opportunity. In particular, member states must make primary education compulsory and available to all, and also develop different forms of secondary education that should be made accessible to every child, taking appropriate measures such as offering education for free or providing financial assistance in cases of need. Section 29(1) of the South African Constitution says “Everyone has a right to: (a) a basic education, including adult education, and (b) to further education, which the state, through reasonable measures, must make progressively available and accessible.” AfriForum is of the opinion that the statement made by the MEC for Education, Panyaza Lesufi, that Afrikaans schools are only accessible to white people is racist. Carien Bloem, Coordinator of Education Campaigns at AfriForum, says that Lesufi unfairly labels learners who go to Afrikaans schools to receive education in their mother tongue. She emphasizes that Afrikaans is not solely the mother tongue of white people, but also other race groups and that Lesufi is stripping these learners of the choice to learn in their mother tongue. “Learners choose to go to single medium schools to learn in their mother tongue due to the quality of the education. How are parallel medium schools going to maintain the same standards in providing mother tongue education if everyone speaks a different language?” Bloem says. educated? I believe that the only way to foster an equal third level education system is through universal free education and by this it means removing the prohibitive fees and replacing them with a real registration fee that solely covers the annual registration costs. There are about 75 million children who do not have access to basic education, according to Right to Education, with also about 150 million children currently enrolled in the schooling system likely to drop-out before completing primary education and at least two-thirds of those likely to drop-out will be comprised of girls. Right to Education campaign said that about 776 million adults in the world were illiterate and never got an education. According to Right to Education campaign, a right to education means that all these people have been discriminated against and their rights have been violated. The South African Bill of Rights clearly states that a right to education is a human right which is the same as “natural rights” and belongs to the people “just because they are human beings.” This means people are entitled to them regardless of where they live in the world or of their position in society. The Bill does not discriminate against one’s race, sex, age, class, language, beliefs, culture or religion or “how much money or education a person Lesufi’s goal is non-racial schools and he says that something like a school’s registration or language policy needs not be challenged in court. However, AfriForum supports the Federation of Governing Bodies of SA Schools (Fedsas) who refuses to withdraw their court application in which they oppose the altered school registration process as well as single medium schools being changed to parallel medium schools. Education is a right equal to health and housing which has to be made available to everyone, because an educated workforce is the key to rebuilding our economy. But what about those who choose not to be has”, but that it is inclusive of all these and many other “natural rights” as they are consistent with international and Universal Declaration of Human Rights. We have realised that all children are equal and are entitled to basic human rights and freedoms and that all children deserve respect and special care and protection as they develop and grow and we recognise that within South Africa, children have not been treated with respect and dignity. But as a direct result of Apartheid have been subjected to discrimination, violence and racism that has destroyed families and communities and has disrupted education and social relationships and acknowledging that at the present time, children have not been placed on the agenda of any political party, or the existing government or within the CODESA negotiations and are not given the attention that they deserve. We need to take into consideration the cultural values, languages, and traditions of all the children and recognise the urgent need for attention to improving the lives of children and protecting their rights in every region, in particular those regions which have been especially subjected to violence, political unrest and poverty. Mentally ill man causes a terrible accident Three motor vehicles were affected in an accident after it is alleged that a mentally ill man jumped on top of one vehicle and caused a rampage. After the man was hit by the vehicle he immediately stood up and fled the scene unharmed. T he mentally ill man is a well-known person in the Brits CBD and is also nicknamed ‘Traffic Officer’. According to bystanders, the ‘Traffic Officer’ who is always half naked and in a hurry is seen everyday on the middle of the road controlling the traffic and allegedly confusing the motorists. They said that the ordeal has been taking place for quite a long time since and no one is taking care of the situation. They further said that the ‘Traffic Officer’ sometimes controls the traffic in full view of the real traffic officers when there are accidents or when the robot has stopped functioning. On the 20th of May 2015, ‘Traffic Officer’ nearly killed by a running motor vehicle or caused death to the people in the affected motor vehicles when he accidentally jumped on top of a running vehicle at the Robot that is next to the main bus and taxi ranks. A wasteful expenditure project! Was it really necessary for the dying municipality to have pole decoration that is improperly maintained and has cost about R177 000-00. This money could have been used to address other important basic needs such as water and sanitation. A Madibeng, where is the Money? contractor to redo his job properly means that the municipality is hiding or protecting somebody who has done something horrible. All these people must be fired and barred from getting any employment in any government institution everywhere in the country. We do believe that the poles used at the park were not bought but donated by a certain good Samaritan who felt that the poles were no longer required. Then the constructor saw fit to use the poles that were freely given to decorate the park and maximise his profits. Why are the poles not being fixed? Who is the municipality protecting? Why is the municipality so useless in spending money? The way they are spending money, is like there is no monitoring departments in the council. There is no justice in our municipality, if someone does something wrong, the person must be exposed no matter what. A transfer station is a building or processing site for the temporary deposition of waste. Transfer stations are often used as places where local waste collection vehicles will deposit their waste cargo prior to loading into larger vehicles. T hese larger vehicles will transport the waste to the end point of disposal in an incinerator, landfill, or hazardous waste facility, or for recycling. In the future, transfer stations could be equipped with material recovery facilities and with localized mechanical biological treatment systems to remove recyclable items from the waste stream. By combining the loads of several individual waste collection trucks into a single shipment, communities can save money on the labor and operating costs of transporting the waste to a distant disposal site. They can also reduce the total number of vehicular trips travelling to and from the disposal site. certain contractor was awarded the project to do fencing of Middle Island at Tillman park in Brits to plant treated poles, but instead, they had decided to plant the poles untreated and apply a black substance afterwards. Now the substance is worn off by the weather and has to be applied over and over again. It has been indicated that the owner of the company is related to former Mayor of Madibeng and it is alleged that he uses that relationship to his advantage. It is inconceivable that the municipality allows such people to do as they please. Instead of poles, there should have been road specifications such as Road safety guardrail, also named highway guardrails, traffic safety barriers to prevent motorists and pedestrians from being involved in accidents. Without any doubt, the poles will not be able to prevent any accidents from happening. Guardrail barrier Systems for road safety are widely used for highway safety and fixed on the side of the roads especially on curves and slopes for pre- Before the poles were treated from only venting vehicles from riding out from the outside with a shoe polish. roads. Today people are using the poles as their seats because the seats that used to be in the park are no more. What our municipality has created is a lifetime project that will need renovations in every six months and of course the additional money will come out of the municipal coffers. What is needed is for the poles to be removed no matter what the cost might be. This should be followed by proper planning and steps to ensure that correct channels Looking beautiful and protected for a are followed when a similar project while after they were given polish. is carried out. Failure to call upon the Few weeks ago during Easter Holidays, residents in Oukasie Phase 1 section gathered together on the 4th of April 2015 and disposed all the stinking waste cargo across the street. As angry as they were, they said that for the past three weeks the municipal waste trucks were unavailable to help remove the waste. “It was late afternoon when the residents of Oukasie Phase 1 section started throwing their dustbins all over the streets and deliberately blocking the road with the heavy plastic bags. Taxis struggled to pass through as they were concerned about what was inside the bags.” said one angry resi- R2 Million spent on water tanks can make a difference They said Rome was never built in one day, yes we agree, but the community patiently waited forever for the Government to restore our Local Municipality of Madibeng back to normality and away from a Water and Sanitation crisis. Bring back hanging Our Local Municipality of Madibeng once again tested on the street concerning municipal employees that are not doing their jobs accordingly. M any responded with anger that the municipal employees, especially the senior ones deserve to be chopped into many pieces and thrown into the Lion’s den, while others said they should be stoned to death and feel the pains they (the community) are feeling. Corruption at the municipality of Madibeng has exceeded its limit and the Communication Department is playing a significant role in shielding those corrupt municipal officials.( we want open and clear names of the people that are under investigation) The public and the unions alluded that they will never rest until those corrupt officials are removed from the council and put behind bars. The police must further treat the corruption in the municipality as a serious crime. The police must also infiltrate and establish the way this crime syndicates in the council operate. People such as Mapulane are ruining the affairs of our municipality with a number of municipal officials working hand in hand with him. The question regarding Madibeng at the POL was, ‘should the government bring back the death sentence for corrupt officials at the Lo- dent. Meanwhile Oukasie is now being regarded by many as a ‘Waste Transfer Station’ because all the entrances are a dump site including some parts in the inside of the area. Many individuals and companies around the area dump their waste materials at the place and make the situation worse. Community leaders in the area turned deaf ears and are saying nothing about the situation. The place has now turned into a stinking zone with disgusting refuse all over. A tender was awarded to construct a Waste Transfer Station in Oukasie. The Waste Tranfer Station was scheduled to be located at the old entrance next to the railway line towards Mashao road. The contractor proceeded with the work and in less than two months or so, it is alleged that the money for the tender was finished before any fruitful progress could be seen. After the money scandal, the contractor decided to call it a day, leaving the workplace with an ultimate huge hole that will later result in being a deadly zone. There was also a fence surrounding the place and a site office. Few weeks later the fence was no more and only the site office with security guards remained. Residents indicated that only if the station had been completed and functioning, none of these illegal dumping and shortage of waste trucks would have been experienced. While some of the residents are arguing the fact that the Transfer Waste Station be constructed in front of the location as it will be a disgrace for the location to have dirt in the front where the place is used by everybody as the entrance. cal Municipality of Madibeng?’ If so, should those corrupt officials be stoned, hanged or promoted to do more corruption? A one week exercise questioning the Madibeng people to raise their opinions and their concerns about how their municipality should be conducted and by whom has definitely taken the entire municipality by storm when all that was heard was ‘useless municipality’. The population thinks that the government should bring back the death sentence for corrupt municipal officials because they behave in an inappropriate manner that is putting their lives in agony. They said the corrupt municipal officials in Madibeng are heartless people who deserve to be stoned and hanged to death without any remorse. The ANC promotes them to continue doing harm to the public and corrupt the municipality. They said why was Mapulane given R15 million after it was alleged that he stole millions in the municipality? Did the ANC orchestrate the whole thing and allow Mapulane to walkaway a free man? Out of the total, those in the POL who said the municipal officials must be stoned were 5% and those that said they must be hanged were 86% while those that said they must be promoted to do more corruption or did not care were 9%. A fter countless violent protests in our Municipality, our Province implemented a most wanted section, Section 139 (1) b so that the incompetence of our Municipal leaders can be tested and be exposed to the public once and for all. Nonetheless, what we are witnessing today through the implementation is another unwanted public funds spending inappropriately carried out by our government when planning forever the strategy to be used to save our municipality from the criminals. Our government is hosting countless meetings that also need to be challenged and tested. What is needed in Madibeng is not meetings that we see every Monday at the Fire Station, but two hands in the gloves and foot in the boots to start the working missions and eliminate incompetence. Our communities for so long have been hearing many stories from the government with regard to key problems in Madibeng. The problems can be summarised as poor water and sanitation services provision which often result in water supply disruptions. Poor water quality, poor maintenance and operations of water infrastruc- 8 ture, uneven provision of services to communities, project delays due to prolonged procurement processes and possible fraud and corruption and high water losses. The terms of reference for the intervention team include planning and prioritisation of infrastructure programmes and projects on water and sanitation services, allocation of the budget for water and sanitation programmes and projects, overseeing the procurement of goods and services in relation to water and sanitation services, management of the Project Management Unit and Monitoring and overseeing of water and sanitation projects and programmes. The seating and chatting in the boardrooms must come to an end and the working mission start rolling so that the population can now have what they have voted for which is water and sanitation among others. There are many questions as to whether the new administration in Madibeng will be able to make changes in our municipality and prioritise service delivery. Municipal employees who steal the tax payers money should be sent away for a long time. 28 May 2015 QUALITY BUILDING MATERIALS, TOOLS, PAINT AND HARDWARE BRITS LETLHABILE HEBRON MABOPANE WE DELIVER SAND AND STONE AT VERY COMPETITIVE PRICES Now PICTURES FOR ILLUSTRATIVE PURPOSES LIGHTING & ELECTRICAL CEMENT FREE ENERGY SAVING GLOBE PROTECTIVE CLOTHING BUDGET LIGHT 160mm + FREE CFL Globe SKU: 302845/300542 49.95 TWIN SPOTLIGHT SABS With Sensor • PAR38 SKU: 302829/808167 189.95 SECURITY HALOGEN LIGHT SABS Fitting Enclosed 400W SKU: 302827/8810482 DEPENDABLE QUALITY FROM TRUSTED BRANDS, CASHBUILD GUARANTEES LOWEST PRICESENERGY ON CEMENT. Level 4. Bojanala District Municipality needs to be dissolved An unreliable District Municipality could be the cause for poor service deliveries within the Local Municipalities. B ojanala District Municipality is one of the Municipalities that have been established for no reason. In most cases you would find municipal workers in the municipality seating around without any job to do. Why was the municipality established in the first place while we have a provincial administration that can do everything. The money used in that municipality can be used in other municipalities and help resolve the challenges that the municipalities have. Therefore there is no need for the municipality to remain functional, it needs to be dissolved immediately. Water bills very high, water tankers very scarce There is a huge water crisis in Rabokala. The water tankers run through Rabokala to supply yet the area has no water. In some sections the tanker comes only once per week. A mid this lack of water, Madibeng Local municipality is pumping the residents with water bills that are going higher and higher every month. I find it very irrational that a water bill should be issued when people are shunting around in search of water. 10 28 May 2015 J MOTOR UPITER SPARES Keeping You On The Road WINDSCREENS BODY PARTS TOM STREET Mon-Thu: 08:30-13:00 Lunch:13:30-17:00 MAGALIES CENTRE Corner De Boer & Hendrick TEL:012 252 0091/83 Sat: 09:00 - 14:00 Verwoerd Te: 012 941 2529 OPEN 7 DAYS A WEEK Closed on Fridays from 12:30 - 13:30 ELECTRONIC SENSORS NOW AVAILABLE TAIL LAMPS LIGHT CASES GRILLS Mon-Thu: 08:30-17:00 Sat:09:00-14:00 Fri: 08:30 - 12:30 & 13:30 - 17:00 Sunday: 09:00 - 12:30 BUMPER LAMP DOOR MIRROR window mech FENDERS CAM SENSORS FUEL PRESSURE REGULATOR FROM from from R695 R200 CRANK SENSORS MAP SENSORS from from R75 R120 5LT ENGINE OIL BRAKE PADS FROM from R200 R95 R150 R150 INJECTORS from R495 CLUTCH SLAVES from R350 from GEARLINKS OPEL R85 FROM R350 H4 R235 FROM FROM R650 R495 FROM R795 TIMING BELT BATTERIES XENON LIGHTS R75 1 12 MONTH WARRANTY R120 from Electrical Fuel Pump from R250 R350 FROM WIPER MOTORS fitted THROTTLE POSITION SENSORS FROM R50 FROM R95 R250 IDLER KNOCK SENSORS CONTROL VALVE from R350 from FROM FROM THERMOSTAT HOUSING FORD ROCAM ALTENATOR FROM R695 RADIATOR FAN FROM R260 AIR PIPES WINDSCREENS FROM R450 FITTED FROM R100 FROM R350 CAB SLIDERS FROM R350 FROM RADIATOR R495 DOOR GLASS MUD GUARDS PRESSURE PLATE CONRODS SHOCK MOUNTINGS VENT GLASS BELL HOUSING GEARBOX TURBO TIE RODS CONTROL ARM BRUSHES CENTRE BEARINGS BENDIX ELECTRONIC COIL HUB DISTRIBUTOR CRANK SENSOR ELECTRICAL FUEL PUMPS CV JOINTS LAMDA SENSORS SOLENOID STUB AXLE CARBURATORS UNIVERSAL JOINTS CALIPERS AIR FILTERS CAMSHAFT BRAKE DISCS STARTER OIL PUMPS PLUG WIRES FAN BRAKE SHOES ALTERNATOR TORSION BAR IGNITIONS CLUTCH PLATE CONTROL ARM DIFFS IDLER ARMS TIMING KIT DIESEL PUMPS FILTER HOUSING CRANKSHAFT CROWN & PINIONS FROM FUEL FILTER CRANKWHEEL CYLINDER HEAD POWER STEERING PUMP GASKETS SHOCKS HEATER VALVE RADIATOR BOTTLE BEARINGS ENGINE MOUNTING OIL COOLER 28 May 2015 MT SPORTS Brits Third Team (Pit Bull) Rugby Club currently playing in the Blue Bulls First League known as the Second Division.
