Kgosi Shashapa rebukes judgement on him
On 30/10/2014 both Maboloka
tribal councils (Tsajoa and Lion
families) once again went to Mahikeng High Court in connection
with the review case which was requested by the Lion family against
the decision of the then Premier
of the North West Province Hon.
Thandi Modise.

he Commission for Traditional
Leadership, Disputes and Claims,
after thorough investigation, recommended the Tsajoa family as the rightful
Chiefs of Maboloka village. After going
through the report of the Nationally
recognized commission, the Premier of
the North West Hon. Modise gave David Tsajoa the recognition certificate as
the Headman of Maboloka. The above
mentioned commission was established
in terms of the Traditional Leadership
and Governance Framework Act to
restore the dignity and integrity of the
traditional communities and the entire
institution of traditional leadership
across the country. On 30/10/2014, the
Kgosi David Shashapa Tsajao III on the 15th of March 2014
addressing the community.
Judge of the day overruled the decision
of the Premier and the report of the
commission and gave Lion the Headman-ship of Maboloka. While passing
the judgment, he also said the reasons
for his judgment are reserved. “As Tsajoa family we are against the ruling of
the judge and we are now prepared to
go for an appeal. In our feedback meeting we had a strong support from our
community members who are behind
us with regard to this appeal. We hope
and trust that the matter will be resolved
as soon as possible.” said Mr. Tumo
Tsajoa the family spokesperson. On the
other side, the Lion family claims that
the ruling by the judge is fair and for
the best interest of the community. The
community of Maboloka waited for this
moment for years to have a court order
to rule in the favour of who should be
the rightful Chief of Maboloka. They
further said they are not afraid of the
appeal by the counterparts or anything
whatsoever because they feel that the
decision will remain the same.

strongly indicated that the community
must not worry about anything involving the Chieftainship of Maboloka
because the Chieftainship belongs to
them. Many residents in Maboloka
supported the decision made by the
Jugde while others see unfair justice to
the Tsajoa family. According to previous information, the battle between
the Lion and the Tsajoa families over
chieftain-ship started a long time ago
since the 1950s when Bophuthatswana
was under the leadership of Kgosi
Mangope. Apparently the Lion family is
the uncle to the Tsajoa family. Madibeng
Times is reviewing the contents of
previous attribute about residents who
attended the inauguration ceremony
of Kgosi David Tsajoa III on the 15th
March 2014. Mr. Hlongwane who stays
in Doornkop said that the Chief belongs to Tsajoa and explains to us how
it happened. “Kgosi Mangope is the
one who messed up everything because
he came in the 1960s. I did not like
what he did because we had suffered
a lot under the leadership of the Lion
family. We had to pay R700-00 for
graves when we want to bury and also
when seeking proof of resident you pay
money for that.” said Mr. Hlongwane.
Tumo Tsajoa also added that their plans
as family are to unite Maboloka as a
whole and again to have developments
for the community. Because of diversity
in the culture people have separated
themselves so they want to break that
separation and make Maboloka one.

that Kgosi Mangope has appointed a

the Lion family continues with the
chieftain-ship even though the five year
period was overdue. They continued
with the chieftain-ship until the 1st of
October 2013 when the then North
West Premier Mme Thandi Modise
gave us (Tsajoa family) the chieftainship certificate declaring us the rightful
owners of the chieftaincy in Maboloka.” said Tumo Tsajoa family spokesperson. It could be that the decision
ruled in court was not taken based on
the sufficient investigations or could be
that the judge was more concisely on all
the decisions she/he took.
The South African Police Services’
(SAPS) invasion of the Mogalakwena Municipality in Mokopane,
Limpopo can possibly be declared
as an act of terrorism according
to legislation.

his statement made by AfriForum follows after police officers
violently invaded the Municipality on
Monday without a legal warrant. The
police, who allegedly acted under the
demand of Gen. Mphalatji, assaulted
and arrested municipal managers and
ward councillors and ordered everyone
to evacuate the premises. The police
apparently also ordered that nine
proportional councillors be elected
immediately. “Athough the reason for
the invasion is still unclear, AfriForum
suspects political foul play,” said Ian
Cameron, Head of Community Safety
for AfriForum. “Due to Gen. Mphalatji’s actions the SAPS could be held
accountable for a possible act of terrorism. Police cannot invade and occupy a
Municipality as they see fit or without
legal documentation. Actions like these
makes the country unstable and permitting such actions can even lean towards
high treason,” Cameron added.

transported seven awaiting trial
offenders from Mogwase Correctional
Services to Koster where they were supposed to appear in the local Magistrates
Court on Tuesday, 4th of November
2014. It is alleged that on the way to
Koster, the inmates alerted the police
that there was something wrong.
The police stopped the vehicle and
upon investigation they realized that
four inmates were still in the vehicle
while the other three; Anton Sithole
(25), Amos Sithole (34) and Themba
Mmabatho: Regional Court sentenced a 40-year-old accused to
life imprisonment on Tuesday,
21st of October 2014 for raping
a 13-year-old girl from Masutlhe
village.

while visiting her aunt in 2012.
The aunt’s boyfriend reportedly forced
himself on her and threatened to
kill her if she disclose the incident to
anybody. After the ordeal, the victim
reported the matter to her grandmother
who took her to the clinic where rape
was confirmed .In another unrelated
case, Mmabatho Regional Court also
sentenced Tshepo Daniel Moholo (26)
to seven years imprisonment for rape
on Tuesday, 22nd of October 2014.

on Thursday, 23rd of October 2014 to
ten years imprisonment for rape. The
accused raped the survivor on 29th of
August 2010 after volunteering to take
her home from a tavern. Brits: Brits
Magistrates Court sentenced a 52-yearold accused to 5 years imprisonment for
rape on Tuesday, 21st of October 2014.
The accused called a 9-year-old girl
from the street to his house and sent her
to the shop to buy bread. It was during
arrival from the shop that the girl was
grabbed, overpowered and forcefully
taken to the room and raped. In another incident, Ga-rankuwa Magistrates
Court sentenced a 21-year-old accused
from Letlhabile to 30 years imprisonment on Wednesday, 29th of October
2014 for raping a 11-year-old minor.

Waste transfer station project seized
“My father speaks lies about me”
“Why a waste transfer station on
the entrance of the area instead
of at the back of the location like
other areas in Madibeng does,
or is the Oukasie resemble as a
dump site with garbage all over
the entrance?”
A
fter digging up deep holes using an
excavator, the construction company appointed to construct the waste
transfer station in ward 13 was later
seen by the community residing next
to the project site packing and leaving
their project uncompleted after being
there for two months. At first, residents
were delighted by the fact that the project in its appearance will create more
jobs for them and that they will be able
to maintain their families. Surprisingly
all their dreams were shuttered after
hearing that the contractor is parting
without the job well-done. This is a
common ordeal in the area whereby the
construction company is given a task to
complete and never capitalized due to
unknown factors. Just next to the waste
transfer station site, there is a road
called Mashao road.
Apparently, Mashao road is the oldest
road in the area. Recently there was a
project awarded to tare the road, but
with no fortune. The road was only
maintained and tared half of the side
saying that the money for the road had
been used for other purposes. Later,
the money was recovered which as
well could not managed to secure the
entire road. Even to date, the road is
still pending waiting for more money
and more money to be budgeted for.
Matlhogonolo Motsepe’s respond
on the article published by the
Madibeng Times on the year 4
issue 20 on the 30th of October
2014 on page 2 titled: ‘My only
son turned against me.’
“
My father speaks lies about me, he

anything for my sake since I was born.
What he did was to humiliate and
embarrass the entire family by his controlling behavior.” said Matlhogonolo
Motsepe.The article referred his father
Monageng Patrick Sekati allegedly accuses him of being arrogant and turned
into being a monster. The article allude
that Mr. Sekati and his late mother
Marriam Motaung where financially
supporting Matlhogonolo with educational fees. Mr. Sekati opened a case
of house breaking and a case of fraud
against his son accusing him of stealing
a undisclosed number of Tupperwares
and airtime. With insufficient evidence
against Matlhogonolo both cases where
soon withdrawn. In his response Matlhogonolo said his father is a dramatist
who exaggerate and create endless
stories. He was the trouble maker in
the family by always causing a scene
and shout at everybody and calling
them names. “A week after the death of
my grandmother, he forcibly demanded
that I should leave the house and find
myself a place to stay.”
Waste transfer station turned into
a horrible trench.
Now, on the recent attempt whereby a
waste transfer station was supposed to
have been created. It is alleged that the
reason the construction company seized
operation is because the municipality
was not able to pay them the money required for the project, and the construction company decided to quit and call
it the day. Another reason could be
that there is no environmental impact
studies for the possibilities of having a
Transfer Station on the site. Moreover,
it is impossible for a Waste Transfer Station to be relocated in an environment
where a farm is situated. Nevertheless,
with the empty dam left on the site
waiting to be filled up by rain, residents
fear that the holes left unattended may
result as danger to the community living nearby. They demanded that the
municipality should take note of the
situation and make sure that the holes
are secured with soil before anyone get
hurt.
“My grandmother and I were very close
at heart, we wouldn’t hurt one another.
Yes, I admit that I took airtime from
her sim-card without her concern for a
good cause. I was using it for Google

than a week in prison for both cases
opened against him. “I did not steal my
father’s documentations (ID books and
insurance policy documents), My father
enjoys traveling while caring all of his
items everywhere he goes. It could
been the case that he lost them on his
journey. I promise that if he continues
accusing me of things I did not commit, I will report him to the police. My
grandmother died on the 1st of April
not the 31st of March 2013.” concluded Matlhogonolo.

Revitalised testing campaign launched in
the North West
Youth Jobs In Waste
The North West Youth Jobs In
Waste Programme introduced
by Tholoana Consulting to Bakwena Ba Mogopa Community has
been in existence for the past 11
months, and has been seen as
an initiative move from pillar to
strength with regards to its journey in reaching its objective of
creating jobs amongst the youth,
and building capacity for the municipality within the environmental management and waste scope.
T
he positive progress made to this
point within the four District Municipalities, including Bojanala has truly
been remarkable and it’s all thanks to a
collaborative effort by all stakeholders
involved in the programme.
As alluded, the 2013/2014 North West
Youth Jobs in Waste Programme will
be officially ending on the 10th of
November 2014.As such, Tholoana
Consulting wished to close the initiative with a Graduation ceremony
whereby brief words from the Bakwena
Ba Mogopa Administration, Department of Environmental Affairs and
HIV testing uptake among the
sexually active population in the
North West Province dropped
drastically in the past three years,
Health MEC Dr. Magome Masike
said on Monday, the 3rd of November 2014.
“
Currently the HIV Counselling and
Testing uptake is very low in the
Province…..people are no longer testing
as before. The Province managed to
test just 682,376 of the sexually active
population in 2013 compared to 1 050
809 achieved in 2010,” said the MEC
during the launch of a HIV counseling
and testing campaign in Klipgat. The
launch was attended by First Lady,
Thobeka Zuma, Social Development
MEC, Feni Gaolaolwe and Kgosi Madoda Zibi, Chairperson of the House
of Traditional Leaders in the North
West among others.

Ngaka Modiri Molema SAMWU bites the
dust
Mahikeng - The labour court in
Braamfontein has dismissed the
court application by South Africa
Municipal Workers Union - SAMWU in Ngaka Modiri District Municipality of the alleged unlawful
lock out against the workers in
the municipality.

AMWU filed the application alleging that the Administrator and the
Department of Local Government and
Human Settlement had locked out their
members after the workers were ordered to remain at home for a few days.
The argument by the Administrator
was that he had ordered a temporary
closure of the Mahikeng offices (Head
Office) for a few days as an effort to
bring stability to the municipality. A
few days later workers went through a
employment validation process to be
accredited to enter the municipality
premises.
When the Administrator Kumaran
“Kulu” Nair was to assume his duties
together with the Intervention Team
on the 26th of September 2014, there
were a group of people within the
premises of the municipality who were
continuously chanting slogans without engaging in any work. Municipal
vehicles which included trucks and the
fire brigade blocked all entrances to the
municipality. Workers were against the
decision by the provincial government
to dissolve the council and put Ngaka
Modiri Molema District Municipality
under administration.
The Intervention Team assumed duties
a day after the North West High Court
had dismissed an application launched
by the municipality to interdict the
provincial government from appointing an Administrator and for the court
to set aside the EXCO’s decision to
dissolve the council. SAMWU alleged
that the action by the department was
unlawful and it constituted an unlawful
lockout of workers but the labour court
dismissed the application. No cost was
however made by the court.
In response, the North West Department of Health has identified the political and traditional leadership, as the
major stakeholders to advocate for HIV
testing, Tuberculosis screening, diabetes
and hypertension tests at least once a
year both in the workplace and community settings. The revitalized HCT campaign forms part of strategies aimed at
strengthening the implementation of
HIV/AIDS and tuberculosis prevention
and management programmes. “The
revitalised campaign builds on the 2010
success by continuing to encourage
people of the North West to get tested
for HIV at least once a year in order to
make informed decisions on preventa-

placed on ARV treatment if their CD4
count is 350 or less. In addition, pregnant HIV positive women with a CD4
count of 350 or with symptoms regardless of their CD4 count also start with

launch of the revitalized HIV counselling and testing to raise cancer awareness.

Botswana tourists contribute immensely to the NW GDP
Gaborone - MEC for Tourism
in the North West has called on
the people of Botswana to share
resources and explore the rich
cultural heritage of the province.
MEC Mohono was speaking during the North West Provincial
Tourism Marketing venture in
Botswana’s capital Gaborone on
Thursday, where she appealed to
the media and other tourism business people to assist the province
to unlock economic potential of
heritage and cultural resources
through responsible and sustainable tourism development.
A
ccording to MEC Mohono, the
people of Botswana frequent South
Africa on daily basis, and the Bokone
Bophirima province is the gateway into
the country. She said that even South
Africans use Botswana to get to other
SADC countries.
“It is therefore important for both the
people of the North West and Botswana
to look at tourism as an important sector that will boost the economy of both
countries. Mining is no longer contributing much as it used to and I think
it’s now time to explore this important
field.” “We also share cultural values,
and it will be more important that we
increase education level in profiling the
conservation and preservation needs
of heritage and cultural resources for
sustenance which will be in line with
the values of culture, standards and
norms”, said MEC Mohono.
MEC Mohono said that the venture
is geared at introducing the people of
Botswana to other tourism destination
areas which she said are of cultural
importance in the history of the Batswana. MEC said that the Batswana
and the people of the North West are
related and that they are just separated
by borders. “Such a relationship cannot be ignored and must be nurtured,
embraced and used to the advantage of
all. Township and village tourism is a
niche market that has not yet been fully
penetrated and explored. Both Botswana and the Bokone Bophirima Province
have the advantage of a rich history
which has long strides.
“The potential for oral traditions that
date back centuries and that would
definitely ignite the thoughts and imaginations of the tourist are endless”, she
said. MEC Mohono also took advantage of the campaign by further engaging with the Botswana Tourism Organizations in exploring future partnerships
with them.

annual event which is a joint venture
between the Department of Tourism
and its entity the North West Parks and
MEC Desbo Mohono and High Commissioner Mr. Mdu Lembede during
the South African Botswana tourism

sell the destination North West and target three very important tourism groups
being the Media, Travel Trade and

He received a silver medal for his project on portable reader. He designed a
device which aims to assist blind people
to read printed material. Upon receiving his medal Segopotso said “I never
thought I could achieve a silver medal
especially at ISF level. Coupled with
the fun I had and insight I have gained,
I will most definitely participate next
year”. Young scientists from Mothotlung, Tsogo, Doxa Deo and Hoerskool
Brits represented Madibeng at these
prestigious event. They couldn’t stop
talking about the fun they had while
they were there, not to mention the
friends they made from other provinces.

Mexico, Namibia, Swaziland, Lesotho

to commence collaboration on
funding for infrastructure development.

of the National Development Plan and
the conceived strategy to Rebrand, Reposition and Renew the Province, was
done today, Saturday 1st of November,
at Rustenburg Civic Centre, Bojanala
Platinum District Municipality. Premier
Supra Mahumapelo said this MoU is
a practical expression of the Bokone
Bophirima government’s firm resolve
to join forces with other stakeholders to
radically deal with challenges such as
infrastructure backlog for roads, water,
electricity and housing.
“As a means to primarily implement
the objectives of the National Development Plan, this process will contribute
greatly towards the attainment of the
Province’s set economic growth to 6%
by 2019, thus enabling us to progressively overcome the triple challenges of
unemployment, poverty and inequality.
By signing this MoU”, Premier emphasised “we are committing ourselves as
partners who share the same mission, to
assertively face the challenges before us
and ensure that the lives of the people
in Bokone Bophirima Province are
changed for the better”.DBSA Chief

acceded that this MoU signals the two
parties intent to provide better services,
saying the institution will work tightly
with the Province to successfully achieve
this goal which is also expressed and
stressed in the National Development

to work together with the community

communities around Brits but he said
that there is no justification whatsoever
in acts of mob justice by members of
communities and perpetrators of such
crimes will face the full might of the law.

employees a 12% increase in pay, pending final settlement with NUMSA. The
majority of employees accepted this

we are exposed to many threats in the
current business environment, making staying afloat in business in South
Africa today a major challenge. To
have to keep your own employees away
from work just to ensure that fair labour
demands are negotiated is unacceptable.
The unions must learn to be flexible in
their demands, otherwise there will not
be an industry to return to in the long
run. “Megaroller subscribes to the codes
of fair employment and is committed
to providing its employees with a safe,
non-discriminatory, and fulfilling work
environment. The safety and wellbeing of our employees was threatened in
mid-October when NUMSA members
stormed our Brits plant intimidating
non-striking members, disrupting operations, and causing damage to property.
This is also unacceptable. “We will not
be swayed by the threatening tactics
of a minority faction of employees,
supported by a large contingent of
NUMSA and COSATU members who
are not involved directly in the current
lock-out,” concludes Koekemoer.
At the time of print, the Madibeng
Times contacted the NUMSA Regional
Secretary Mr. Jerry Morulane but he
was unfortunately not available. His
cellphone was off and a voice mail message was left behind.
Megaroller employees are not being unreasonably stopped from
returning to work

(Megaroller) respond on the article published by the Madibeng
Times on year 4 issue 20 on the
30th of October 2014 on page 8
titled: ‘Workers out for work for
more than a month without any
salary.’
R
eferred, the National Union of
Metal Workers of South Africa’s
(NUMSA) claims that it had succeeded
in ending the month-long strike in the
metals and engineering sectors on the
28th of July 2014, and that some of
its workers are still being unreasonably
prevented from returning to work, as
published in the Madibeng Times on
the 30th of October 2014 are inaccurate. According to Megaroller Industries
(Pty) Ltd (Megaroller), one of the companies named in the article, the employees have been locked-out since 29 July
2014, arising from a dispute between
the National Employers Association of
South Africa (NEASA) and NUMSA
at bargaining level. NEASA, of which
Megaroller is a proud member, refused
to sign the settlement agreement that
was reached between SEIFSA and
other trade unions, including NUMSA.
NEASA is not a signatory to this agreement because the unsustainable level of
the wage increase being agreed upon
by SEIFSA and NUMSA will cause the
Industry to decline even further.
In addition, the Unions refused to address NEASA’s demands for the creation
of a new entry level wage, for newcomers, which would support job creation
and create a more flexible dispensation that would allow the Industry to
prosper. NEASA has more than 23 000
employer members across a variety of
sectors. About 3000 of these employer
members are in the metal industry, making NEASA one of the biggest employer
representative bodies on the Metal
and Engineering Bargaining Council
(MEIBC). NEASA received a mandate
from its members not to accept a wage
offer higher than 8%. As a result the
wage proposal could not be accepted by
NEASA and they needed to engage in
further negotiations with NUMSA.
To date, NUMSA has not made any
attempts to engage in negotiations with

n a reply to a DA parliamentary

(COGTA), Pravin Gordhan, revealed
that Khasu Engineering Services owned
by the Chief Director of COGTA,
Khotso Frank Khasu, to date has not
paid back overpayments made to his
firm to the tune of R46 million by the
Naledi Local Municipality in the North
West in 2008. I will request Minister
Gordhan and the North West MEC for
COGTA to urgently intervene and to
institute the necessary criminal and disciplinary action in terms of Section 32
of the Municipal Finance Management
Act. Criminal charges must be laid.
In 2010, the Special Investigating Unit
had begun its investigation into Mr
Khasu, yet nothing has come of this
and Mr Khasu basically walked away
with R46 million. Earlier this year it
emerged that Mr Khasu was appointed
Chief Director of COGTA in October
last year and that he earns “a minimum salary” of R930 000 a year. It is
sickening that someone who essentially
defrauded a municipality to the tune of
R46 million can be appointed to a highlevel position in the COGTA department. According to a technical report
by the North West Department of Human Settlements the quality of services
delivered by Mr. Khasu’s company was

Kutlwano primary School celebrates their Annual LAIP / LITNUM/ Readathon Day
The school held a cycle of Literacy and Numeracy development activities to raise students’
awareness of the importance of
reading. The occasion included
competition sessions where the
students were split up into different assemblages. It was a very
busy day and the learners from
grade 1 to 7 joined in all the activities with great enthusiasm.

earners participated in these activities through-out the year and this
annual event seek to reward the best
learners and to instil the culture of
reading in the school. With the worse
background having few resources, it was
interesting to see how learners could
make the best with a few reading books,
some of which have been borrowed
from the local library.
The Principal, Mr. Jeremiah Sello was
very much overwhelmed as he deliberated, “I would like to thank my wonderful teachers who worked so hard to
make the day a success, and most especially for the team-spirit they displayed
throughout the year. It has not been an
easy year since challenges form part
of our daily package, but I am grateful
over these teachers for maintaining the
banner of good practise in the way that
they did.’’ “’I also would like thank the
parents for their support, I believe that
the more parents participate in schooling, in a sustained way, at every level -in advocacy, decision-making and oversight roles, as fund-raisers and boosters,

in 2011 and is situated at Maboloka village. Members were recruited to raise funds to support the
Gospel Choirs at Maboloka. The
group started with 15 members
until to date where it comprises
of about 50 members.

realized that there was a need
for the establishment of a genre music (Gospel) to be featured in the village and the Madibeng at large. The
organization is a registered non-profit
Directorate (NPO) around 2014. A
big achievement was in 2012 when the
choir recorded its first and far most
Gospel Album in less than a year of existence. It is the album titled ‘A mpitsa’
with hit songs such as ‘Uthondo’,
‘Ditaba tsa bo dumedi’ and ‘Lihle izulu’
to name the few. “We therefore believe
that recording 11 tracks CD and making 50 copies is the biggest achievement
ever, we also performed at Dumisa TV
and Ezomoya on DSTV. We are in a
process of recording another CD that
will be released in December 2014.

AVBOB donated a noble Library – Majakaneng Primary School
AVBOB felt amused by the fact
that out of four evaluated schools
across the area, Majakaneng
Primary School was the luckiest
school to receive a R350 000 worth
of a library full of books and
other equipments.

school to receive the library out of the
four participated schools. AVBOB,
the sponsor of the entire proceedings
as well as the library anually that gives
a certain profit to AVBOB Foundation part of the C.S.E Mutual Society.
