Delay in opening new RDO building concerns residents T he wait is on for nearly eight months now for the inauguration of the new building for Revenue Division Office (RDO), which is located at the intersection of School Road and Ambattur Industrial Estate Road. The Rs 1.5-crore facility has been built by Public Works Department (PWD), to relocate the existing RDO office, which lacks civic amenities and is located near TI Cycles in Ambattur. Subramaniyam, a pensioner from Thirumangalam, says, ‘People are still forced to travel to Amnattur for their queries on various services like Old Age Pension (OAP) scheme and even for obtaining of site pattas, land assignments and transferring of pattas’. The RDO’s service also involves issuing heir and community certificates, and is also involved in organising general elections. ‘The old office shares a common building with Ambattur Taluk office and it lacks space, water facilities and most importantly toilets and ramps for the disabled’, exclaims R S Latha, who resides at Anna Nagar Western Extension. The new RDO occupies a total built space of 6,000 sq feet, supporting a spacious parking area for both the visitors and RDO officials. The building is located at the intersection of Padi Kuppam Road and School Road. The officials say that the new facility will support a spacious visiting hall with a help desk, separate toilets for men, women and R NAGA disabled at the ANNA ground floor, apart from a rest room for the staffs that can accommodate 10 persons. Also the visitors can convey their petitions to the RDO at a generous hall in the second floor. It has been said that the building has excellent water facilities, good circulation area to accommodate the visitors, conference hall, common office room for staffs, The Rs 1.5-crore facility has been built by Public Works Department (PWD), to relocate the existing RDO office, which lacks civic amenities special ramps for the disabled, and a 2,000 sq feet three-bedroom facility for the revenue divisional officer, to make the RDO available throughout the day. The new and spacious building waits for its inauguration for past eight months and sources say that the major reason behind this delay has been procedural hiccups involving the shifting of the existing RDO office. NT Bureau Chennai, Apr 22: Tamilnadu government’s flagship Global Investors Meet (GIM) in May was on Tuesday postponed to September following requests from overseas investors, who sought more time to finalise the projects. The meet was to be held on 23 and 24 May, as announced by former Chief Minister Jayalalithaa in Assembly last year. She had said Rs 100 crore would be allocated to it. Setting the tone for conducting the event, the government had undertaken roadshows in France, United Kingdom, Japan, South Korea, Singapore, Malaysia and Germany. Similar roadshows were held in India in Bengaluru, New Delhi, Hyderabad, Ahmedabad and Coimbatore. Noting that considerable interest was shown in investing in Tamilnadu during the roadshows, an official release said ‘many foreign investors have represented that they would be in a position to commit much larger investment with some more time being made available to finalise such investment proposals’. ‘Further, a strong feedback has been received from many foreign investors that the event may be held after the summer season. The Global Investors Meet will now be held on 9 and 10 September in Chennai,’ it said. ‘So far, investments worth Rs 53,000 crore in sectors other than energy and Rs 23,000 crore in the energy sector, totalling Rs 76,000 crore, have been lined up for signing of MoUs,’ the government claimed. Meanwhile, various opposition parties have criticised the government’s move to shift the meet. q Chinese film festival from 27 April The schedule Delhi, is organising Chinese film festival from 27 to 29 April at The Red Carpet Hall, RKV Studios, Vijaya Garden, Vadapalani. But the unthinkable has happened and the government announced putting on hold all proposed changes in income tax returns. Actually, the Central Board of Direct Taxes (CBDT) came out with a dozen changes but two especially riled the netizens who promptly dubbed it ‘taxterrorism’ First, making it mandatory to record all foreign trips along with details about passport and source of money spent and second, disclosing all bank accounts, open and closed, along with details of deposits. It helped that the net was abuzz with instances where the CBDT has tainted the Modi government’s avowedly industry-friendly image such as the $3.3 billion notice on Cairn for a transaction which took place eight years back and tax notices worth $6 billion on over 100 foreign institutional investors. Netizens also doubted the wisdom of seeking details of all bank accounts when most accounts are already linked to PAN cards and banks deduct tax on interest above Rs 10,000. Fresh from a visit to Europe and Canada where Modi strained every nerve to convince their businessmen about his intention to create investor-friendly conditions, this attempt to increase paperwork would have indicated the opposite. There were convincing counter arguments such as asking why the disclosure of bank accounts was so offensive and what was the harm in informing the government about foreign trips? But those who ridiculed the logic behind seeking personal expenditure on foreign trips as long as income is properly taxed won the day. However, it is not clear whether other changes that escaped the self-absorbed netizens such as obviating the need to send paper acknowledgement by post could also be axed. But if changes are inevitable as the government goes after black money to boost its coffers, it must fill the vacancies in the Income Tax Department so that the fat cats escaping the dragnet can be tracked down. The biggest holders of black money are real estate barons and politicians (the land mafia). But acting against them will unsettle an entire ecosystem that is vital to economic growth. Going after benami land owners will send real estate prices crashing; this will reduce home values and banks will have to start calling in their loans to home buyers, or ask them to put up more collateral. In a sense, acting against the biggest generator of black money will mean entertaining a phalanx of vested interests who won’t want property prices to crash. This is clearly not something Jaitley will be able to do except over an extended period of time. A fine balancing act is needed. Kiran Bedi @thekiranbedi ‘Early leadership’ begins with ‘Early Awareness’ for need of being good humans first: For this v only need parents/ teachers to begin with.. 2015 marks Earth Day’s 45th anniversary T his year is the 45th anniversary of Earth Day, in which economic growth and sustainability join hands. The year in which world leaders finally pass a binding climate change treaty. The year in which citizens and organisations divest from fossil fuels and put their money into renewable energy solutions. These are tough issues but we know what’s at stake is the future of our planet and the survival of life on earth. ‘75% of fossil fuels must stay in ground’ Three-quarters of known fossil fuel reserves must be kept in the ground if humanity is to avoid the worst effects of climate change, a group of leading scientists and economists have said in a statement timed to coincide with Earth Day. The Earth League, which includes Nicholas Stern, the author of several influential reports on the economics of climate change; Hans Joachim Schellnhuber, a climate scientist and adviser to Angela Merkel; and the US economist Jeffrey Sachs, urged world leaders to follow up on their commitments to avoid dangerous global warming. Spelling out what a global deal at the UN climate summit in Paris later this year should include, the group demanded governments adopt a goal of reducing economies’ carbon emissions to zero by mid-century, put a price on carbon and that the richest take the lead with the most aggressive cuts. In its ‘Earth statement’, the group said that three-quarters of known fossil fuel reserves must be left in the ground if warming was not to breach a rise of 2C, the ‘safety limit’ agreed to by governments. In 2010, for the 40th anniversary of Earth Day, 225,000 people gathered at the National Mall for a climate rally. Earth Day Network launched a campaign to plant 1 billion trees, which was achieved in 2012, according to the organisation. For many, climate change seems like a remote problem, but the reality is that it’s already affecting people, animals and places around the world. SUSTAINABLE DEVELOPMENT One billion people still live on less than $1.25 per day. One of the biggest controversies over a treaty has been the issue that developing countries don’t want to give up economic growth no matter the environmental cost. GRASSROOTS Over 400,000 people came together in New York City for the biggest climate march of all time. Their call for action from the city streets reverberated around the world. They rallied for their leaders to recognize the catastrophic implications of climate change. TIME FOR A TREATY Over the past 20 years, there have been a series of failed attempts to create an effective international treaty on climate change mitigation. In 1997, the first major international agreement was passed, The Kyoto Protocol. Since then, many Summits and many efforts to come to agreement ‘Rio, Copenhagen’ have ended in a flop. lion Americans. The Earth Day movement went global in 1990 and is now celebrated in over 175 countries across the globe. 22 April was officially designated as the international Earth Day by the United Nations in 2009. It was a good game for us. Mitchell Johnson bowled and batted well, credit of the victory should go to Mitchell and Axar, Sehwag told reporters after Kings XI Punjab defeated Rajasthan Royals in a pulsating ‘Super Over’ contest. Chasing 192, Punjab spinner Axar Patel blasted a four of the last ball to take the game into a tie. Shaun Marsh then cracked three boundaries to amass 15-2 in the Super Over, before Mitchell Johnson dismissed Shane Watson and later James Faulkner was run out as Rajasthan suffered to their first defeat following five straight wins. Luck favoured us but in next games, we will focus on good cricket rather than depending upon luck, Sehwag said. Glenn Maxwell was in good form in previous IPL, but this time his form is concern for the team, Sehwag said adding that he will soon come back to form. Rajasthan’s Chris Morris, who bowled the super over, said the score of 192 was not easy to chase. Morris said he was bowling in a Super over for the first time but he did not feel any pressure. The South African pacer also praised Ajinkya Rahane, describing him as one of India’s best player, whose good form will help Rajasthan. When asked whether they will try the bench-strength of the team, Morris said the decision will be finally taken by the team management, but all the players are doing pretty well in the nets and they can take the players, who have not played yet in next games. Earlier, Rahane’s classical as- ‘Luck favoured us but in next games, we will focus on good cricket rather than depending upon luck’ Mitchell Johnson celebrates the wicket of Super Over sault enabled Rajasthan Royals to pile up a decent 191 for six after being put into bat by rival captain Sehwag. Rahane smashed his way to 74 off 54 balls with six boundaries and two sixes as he laid the foundation for a reasonable total adding 95 for the opening wicket with skipper Shane Watson (45 off 35 balls, 5x4, 2x6). Karun Nair 25 off 12 balls also provided some muscle along with Stuart Binny who clipped 12 off four balls. Axar Patel was the pick of the bowlers with two for 30. It was Rahane, who set the tone with a flurry of boundaries as Watson was content playing the singles and giving more strike to the India international. Waiting for a place in Test side: David Miller New Delhi, Apr 22 (PTI): The David Miller style of play is suited more to shorter formats but the big-hitting batsman dreams of playing Tests for South Africa to this date, having made a name for himself in five years of international cricket, Shane Watson in the complimented by a successful stint in the IPL. Delhi Belly for Mumbai Rohit Sharma New Delhi, Apr 22 (PTI): An inconsistent Delhi Daredevils will look to break the home jinx when they take on struggling Mumbai Indians in their sixth match of the IPL cricket tournament at Feroz Shah Kotla here tomorrow. Defending champions Kolkata Knight Riders on Monday inflicted a six-wicket loss on Delhi, handing them their ninth straight home defeat since 2013. Earlier the Jean-Paul Duminy-led side had bounced back with two wins after two opening losses to snap their 11-match losing streak. Winning two of their four close encounters in this season, DD looked like a well-balanced side until defending champions KKR exposed their weaknesses. With a mix of youth and experience, the batting seemed to respond well with the likes of Mayank Agarwal, Shreyas Iyer, Duminy and Yuvraj Singh coming good in the initial games. But Iyer, Yuvraj and Manoj Tiwary squandered away decent starts against a potent KKR attack. Even the bowling, which had looked impactful with Imran Tahir, Amit Mishra and Nathan Bayern Munich, Barcelona in last four Paris, Apr 22: Doubles from Robert Lewandoski and Neymar inspired Bayern Munich and Barcelona respectively into the Champions League semi-finals on Tuesday. Lewandowski`s brace came in a crazy first half where Bayern rattled five goals past a demoralised Porto side, who had come into the game leading 3-1 after the first leg and with real hopes of reaching their first semi-final since they won the trophy in 2004. The game ended 6-1 and a 7-4 aggregate victory for Bayern and extended their coach Pep Guardiola`s remarkable record in the competition where in six campaigns he has never failed to reach the last four. While Bayern president Karl-Heinz Rummenigge said `We have seen something miraculous`, Guardiola poured praise over his players. ‘At this moment, it`s easy to love my players,’ beamed Guardiola. Not even splitting his trousers CITY SPORTS VIT to organise sports camp Neymar while shouting instructions from the sidelines could take away the joy the 44-year-old Spaniard felt. ‘Ah, they broke. It`s not so bad, I`ll just put on a new pair for the next game,’ said Guardiola. For his opposite number, Julen Lopetegui, it was a devastating evening. ‘The first half here in Munich cost us everything, we were punished and now we have to pick ourselves up again,’ said Lopetegui. Neymar also scored his double in the first half for Guardiola`s former side Barcelona -- whom he guided to two Champions League trophies in his spell there -- as they eased to a 2-0 win on the night and a 5-1 aggregate win over French champions Paris Saint Germain. ‘I am very happy with the season I am having and we need to continue like this to achieve our objectives. We need to keep going and get to the final,’ said Neymar, who took his tally to 30 goals for the season. ‘In my first goal Iniesta did everything. All I had to do was dribble past the goalkeeper and score.’ Barcelona coach Luis Enrique was delighted with the result in what was his 50th match in charge and still on course for a treble this season, all the more extraodinary that rumours earlier in the season suggested his job was at risk after apparently falling out with Lionel Messi. Anand crushes Wesley So Shamkir, Apr 22 (PTI): Five times world champion Viswanathan Anand scored a crushing victory against leader Wesley So of United States in the fifth round of Shamkir Chess 2015, being held in the memory of Vugar Gashimov. After four draws on the trot, Anand’s chances finally came against the in-form So who had been tormenting opposition till he ran in to Anand on Tuesday. The Indian ace was at his tactical best at first and then his machine-like technique came to the fore for the first victory in the tournament. Anand took his tally to three points in the process in the strongest tournament of the year and can now look forward to the remaining tournament with a lot of confidence post the only rest day. Meanwhile, world champion Magnus Carlsne of Norway came up with some remarkable positional chess to outclass Maxime VachierLagrave of France. The Norwegian emerged as the new leader in the tournament on four points and Wesley So on 3.5 points slipped to Imran to replace injured Sohail second spot after being upstaged. Anand jumped to third spot with his victory. Vladimir Kramnik of Russia on 2.5 points was undergoing a painful defense in the fifth round against Shakhriyar Mamedyarov of Azerbaijan in the last remaining game of the fifth round while the other two games in the ten-player round-robin tournament ended in draws. Karachi, Apr 22 (PTI): Pakistan’s list of injured players continued to grow as PCB announced that pace bowler Imran Khan will be replacing the unfit Sohail Khan for the two Tests in Bangladesh. An official of the PCB said that Imran, who was originally named in the Pakistan A squad that would be touring Sri Lanka from this week, was now being sent to Bangladesh to reinforce the Test squad. Sohail Khan has still not recovered completely from his back problem and doctors have advised him further rest, the official said. While Imran will fly to Bangladesh young left arm pacer, Zia ul Haq will replace him in the Pakistan A squad, he confirmed. Sohail was named in the Pakistan squad for all three formats for the Bangladesh tour but a day before the team’s departure he complained of a back strain and MRI scans showed he required rehabilitation and rest. NT Bureau The BJP led NDA government recently released a social media campaign titled ‘NDA government in Action’ to highlight how Modi magic has wowed investors and how the government’s performance has trumped UPA. Let us look into the details on how the government has been using social networking sites as a platform to reach the masses. Hitting the headlines l l l l Prime Minister Narendra Modi’s social media push also forced traditional media to follow him. While Modi rarely gave interviews, the media still reported on his gigantic rallies and tweets, allowing him to keep control of the narrative. When a young working woman tweeted her disappointment over poor response time to the complaint of leakage in her cooking gas connection, little did she expect a call from Union Oil Minister Dharmendra Pradhan himself. Pradhan’s call, in turn, was prompted by a PMO missive seeking detailed report and steps being planned to improve the system. The problem started with the woman’s lodging the ‘lodge a complaint’ option in the Interactive voice recorder (IVR). Having failed to get a response, she made a call to the 24-hour emergency response number for Delhi. Within an hour, technicians came to her house and fixed the leakage. External Affairs Minister Sushma Swaraj takes time out from her work schedule to check her twitter notifications and responds to them at the earliest. She has been addressing concerns of people stuck in Yemen and extended support in getting the citizens their passports. Union HRD Minister Smriti Irani too follows Modi’s footsteps in allocating time to social media. She asked a blogger on Twitter, to come and meet her with regards to his suggestions on the Right to Education Act. (@realitycheckind has been writing blogs critizing the RTE Act for a long time.) Modi’s Online Triumph It may be noted that Modi has over 11 million followers on twitter. Apart from that, he is hugely popular on the world’s largest social media networkFacebook. Be it sharing photos and videos or updating about is bilateral visits, Modi does it all to connect with his nearly 28 million fans on the social network. And apparently, he is the secondmost popular politician on Facebook according to a report. Stats said it US President Barack Obama, whose Facebook page has some 42 million likes is the most eminent politician on facebook. Former Governor of Massachusetts Mitt Romney comes in behind Modi with almost 11 million likes. In comparison to non-political celebrities, Portuguese soccer star Cristiano Ronaldo has more than 102 million Facebook likes. AAP stages rally against land bill New Delhi, Apr 22 (PTI): AAP today threatened to widen its stir against the Centre if it goes ahead with the contentious land bill as party chief and Delhi Chief Minister Arvind Kejriwal held a rally here against the legislation. ‘Narendra Modi government has been pursuing anti-farmer and antipoor policies because he has been obliged by the big industrialist, now it is time to pay them back,’ senior leader Ashutosh said. The Aam Aadmi Party was today taking out a rally at Jantar Mantar that would be addressed by Kejriwal. In his address at the meeting of the Union Finance Minister with Empowered Committee of State Finance and Taxation Ministers at New Delhi, copies of which were released to the media here, Minister for Commercial Taxes and Registration M C Sampath said the Centre’s current proposal to introduce the Amendment Bill and then to evolve a consensus on various aspects of GST, especially the actual tax rates and tax bands, through the GST Council was not acceptable to the State. ‘’A broad consensus on the critical issues should be evolved on these critical issues through the Empowered Committee before the enactment of the Bill is taken up’, he said. ‘Petroleum and petroleum products should be totally kept outside the purview of the GST in order to protect the fi scal capacity of the States’’, he said, adding, enabling provision should be made for the States to levy higher taxes on tobacco and tobacco products similar to what has been permitted to the Centre. How different is life now? A: It is very similar. I’ve stepped right back into the touring schedule, so it is pretty much the same as of now. You associate your life with being on tour whether as a player or a coach. And it is pretty much the same Q: The ability to deceive the batsman with your guile and playing those subtle mind games is a big part of spin bowling. Did you put a lot of emphasis on that as a spinner? A: I wouldn’t say I played mind games but you’re right in that you always have to out-think the batsman or at least have an understanding of what he is trying to do. Most good spin bowlers around the world are generally one step ahead of the batsman. I think playing T20 and one-day cricket helps because you get to understand when a batsman is trying to be aggressive. There are still many exceptional batsmen around, the wickets are flat and grounds as small. These are challenging times for spinners and tough formats. Q: Could you name one batsman in your Test career you really enjoyed your battles with? A: In Test cricket it has to be Rahul Dravid. I think he was an exceptional player of spin bowling due to his ability to read lengths. That is the toughest batsman to bowl to someone who can pick that length early and get back and then forward when they have to. I never felt like I bowled a ball that really troubled Rahul. Starc ready &raring to go Mitchell Starc Q: Is Ashwin someone who excites you in particular? A: Yes, he has been around for a long time and been successful. He is one guy who is always developing himself and updating his game to go with the new challenges. That is a sign that he is an exceptional spin bowler. Q: You have been with RCB for a while now and recently signed up with Brisbane Heat. Can we expect to see you coaching a first-class or an international team in the near future? A: I just stumbled upon coaching; it wasn’t a role that projected in at the latter stages of my career. But opportunities like this with RCB and Brisbane are few and far between. With these two roles, it was only after the offers that I really wanted to do it. But whether that transitions into a full-time role is difficult to say. Keen to take field after missing early IPL action this season due to a knee injury, Royal Challengers Bangalore pacer Mitchell Starc today expressed his desire to play against Chennai Super Kings today. After leading Australia to a successful World Cup campaign, Starc was forced to sit out of RCB’s initial games due to a niggle in his knee but the left-arm pacer is itching to bowl in the T20 league. ‘I have got to bowl in training now, so we will see how it goes. But the knee feels good and if it was up to me I am available to play, he told reporters on the eve of the IPL match. The 25-year-old player said that he is disappointed to have missed the initial action but will try to be among wickets if given a chance. ‘I am disappointed not to be here at the start of the IPL, but I am here now so I will try and catch up, and take a few wickets when I get the chance,’ he added. Starc further said it is nice to be training with RCB mates after three weeks of rest. ‘I have had three weeks off from cricket, so it is nice to train with the team and be back in Bangalore with boys,’ he said. Asked about his transition from ODIs in Australia to T20s in India, Starc said he would adopt the same approach what he adopted in last IPL. ‘It is still T20 cricket, so my plans aren’t going to change. The way I bowl is regardless of where we are. I played in the IPL last year and will probably take that same approach into it this year,’ he said. Starc further said he would hopefully improve on things, which he learnt from last year. There were some things I learnt from last year that I will hopefully improve on this year,’ he said. Starc said he is a more complete bowler this year than he was in the previous season in the 50-over format. Even though the youngster hasn’t played much in the shorter version this year, he still exuded confidence about his T20 plans. In 50-over format, yes. I have not played too much T20 since last IPL - just a couple of Big Bash games. But I am quite confident of my plans with the white ball, whether it be T20 cricket or 50-over cricket ... I am looking forward to doing a good job for RCB and hopefully contribute in winning some games,’ he said.
