The objectives of the programme are to: familiarize the participants about the nature and magnitude of trafficking of women and children; impart knowledge on legal framework; familiarize them about the role of Governmental and NGOs to address the problem; evolve a strategy for prevention, protection and rehabilitation of woman/child survivors of trafficking; and analyze the role of NGOs in prevention of trafficking of women and children . About 30-35 senior and middle level representatives of NGOs and Government officials are expected to participate in the Programme. 2. You are requested to nominate a senior/middle level official from your department / organization in the programme. The participants from NGOs who attended any training programme of the Institute in last two years may kindly not be nominated. Participants above the age of 65 and below the age of 21 years and those having educational qualifications below graduation may not be nominated. 3. The participants from NGOs will be reimbursed travel grant up to AC III tier rail fare (excluding Rajdhani, Shatabdi, Duronto express and AC Bus) by the shortest route to and from venue of the programme. The journey by road to the nearest railway /bus station will be paid to the non-official participants as per NIPCCD norms. Officials deputed from Government departments will draw their TA/DA from their respective departments. However the Institute will provide free board and lodging facilities to all the outstation participants at its hostel located at its premises in New Delhi for the duration of the programme and one day before and after the programme. 4. The trading in human beings and their exploitation in varied forms by traffickers is the most despicable violation of human rights. This global violation of human rights occurs within countries and across borders, regions and continents. Trafficking clearly violates the fundamental right to a life of dignity. It also violates the right to health and health care, liberty and security of person, and the right to freedom from torture, violence, cruelty or degrading treatment. In the existing social scenario in our country, vulnerability is a product of inequality, low status and discrimination as well as the patriarchal and captivating authority unleashed on children, especially the girl child. India has emerged as a source, destination and transit country for both in country and cross border trafficking. The problem of trafficking of women and children for commercial sexual exploitation is especially challenging due to its myriad complexities and variations. Poverty, low status of women, lack of a protective environment, etc. are some of the causes for trafficking. Despite various legislations and programmes, the situation is not improving. The effects of trafficking, particularly on physical, emotional and psychological development of children are manifold and have serious repercussions. During the last decade, as more and more evidence has come to light, this issue is receiving serious level. Ministry of Women and Child Development, Government of India has been placing a special focus on this issue by implementing various programmes for prevention of trafficking of women and children. A multi-sectoral approach is needed which will undertake preventive measures to arrest trafficking, especially in vulnerable areas and among vulnerable sections of population; and to enable rescue, rehabilitation and reintegration of the trafficked victims. Trafficking is now recognized as one of the global public health issue. Hence, numerous interventions would be required at all levels of care. Interventions to curb women trafficking can be done at three levels: (a) the prevention of trafficking, (b) the protection of victims and (c) the prosecution of the traffickers. Lack of awareness regarding the menace continues to be an issue. Therefore, there is a strong need to strengthen the knowledge and understanding of individual's about this serious and heinous crime, its effects on individuals, and the identification of useful strategies to control this inhuman act. Prevention can be done through public awareness campaigns and by incorporating health and human trafficking information into existing programmes, policies, education and curricula. Therefore, it is realized that both Government and non- governmental institutions can together play an important role in combating trafficking, rescue and rehabilitation of trafficked victims. Keeping this in view, the Institute proposes to organize a Sensitization Programme on Prevention of Trafficking of Women and Children from 10 – 13 August, 2015 at NIPCCD, Headquarters, New Delhi. Objectives: The main objectives of the programme will be to: familiarize the participants about the nature and magnitude of trafficking of women and children; impart knowledge on legal framework; familiarize them about the role of Governmental and NGOs to address the problem; evolve a strategy for prevention, protection and rehabilitation of woman/child survivors of trafficking; and analyze the role of NGOs in prevention of trafficking of women and children Course Contents: The course content will broadly cover definition of trafficking; trends of trafficking of women and children in the country; legal safeguards; rescue and rehabilitation services; issues related to health, HIV/AIDs and trauma management; and schemes of MWCD related to trafficking and role of NGOs etc. Methodology: The contents of the programme would be covered through a combination of training methods including lecture-cum-discussions; group discussions; case study analysis; group exercises; field visit; and films etc., with emphasis on participatory approach to learning. Besides the faculty of the Institute, the resource faculty will be drawn from government, nongovernmental organizations, academic and technical institutions with relevant expertise in the subject matter and experience. Participants: About 30-35 senior and middle level officials of National and State Level Government (GO) and Non- Government Organizations from all over the country will attend the programme. The participants for the programme will be selected on the basis of criteria which may include educational qualifications; work experience, regional/local representation, language skill etc. The selection of the participants is purely discretionary and will be decided by the competent authority of the Institute. Background Material: The study material comprising of compendium of reading material, handouts and other informative material would be distributed to the participants during the programme to supplement the classroom discussions. Venue and Duration: The duration of the programme will be of four days from 06 -10 July, 2015 and it will be organized in the National Institute of Public Cooperation and Child Development (NIPCCD) located at 5, Siri Institutional Area, Hauz Khas, (opposite Hauz Khas, Police Station) New Delhi-110016.
