Sir/ Madam,
The Institute is organizing an "Orientation Programme on Counselling Skills for Institutions
providing care to Distressed Women" from 06 – 10 July, 2015 at its premises in New Delhi. The objectives
of the programme are to: sensitize the participants about women empowerment and gender issues, create
awareness about identification of problems of women and diagnose/ understand their problems; familiarize
them about existing programmes and support services for women in distress; enable them to develop/ upgrade
communication, negotiation and counselling skills; and promote networking among NGOs and institutions
providing support services to women in distress. About 30-35 senior and middle level representatives of
NGOs and Government officials are expected to participate in the Programme.
2.
You are requested to nominate a senior/middle level official from your department / organization in
the programme. The participants from NGOs who attended any training programme of the Institute in
last two years may kindly not be nominated. Participants above the age of 65 and below the age of 21 years
and those having educational qualifications below graduation may not be nominated.
3.
The participants from NGOs will be reimbursed travel grant up to AC III tier rail fare (excluding
Rajdhani, Shatabdi, Duronto express and AC Bus) by the shortest route to and from venue of the programme.
The journey by road to the nearest railway /bus station will be paid to the non-official participants as per
NIPCCD norms. Officials deputed from Government departments will draw their TA/DA from their
respective departments. However the Institute will provide free board and lodging facilities to all the
outstation participants at its hostel located at its premises in New Delhi for the duration of the programme and
one day before and after the programme.
4.
A nominal Registration Fee of Rs. 500/- (Rupees Five hundred only) will be charged from the
representatives of voluntary organisations at the time of Registration on 06 July, 2015. Government
Officials are exempted from the registration fee.
5.
It is requested that nomination in the enclosed proforma duly completed with a passport sized colour
photograph, forwarded by Head of the Organization may be sent to the Institute at the earliest and latest by
08 June, 2015. The programme design and nomination proforma can also be downloaded from website of the

Programme Design
Violence against women and girls is a global problem that exterminates, tortures and hurts
them physically, psychologically, sexually and economically. It is one of the most pervasive forms
of human rights violation, denying women and girl's equality, security, dignity, self-worth and their
right to enjoy fundamental freedoms. It negatively affects women's general well- being and prevents
them from fully participating in social development programmes. Gender based violence manifests
itself in different forms throughout the life cycle of women like gender biased sex- selective
abortions, domestic violence, child marriage, child prostitution, sexual harassment at work place, in
schools and at home etc. These are actions directed at women and girls simply because of their sex.
These acts of violence inflict physical, sexual, psychological and economic harm on women.
Violence against women is the product of a deep- rooted gender ideology within patriarchal
norms. However, over the past decade, there has been a growing awareness of this disturbing
phenomenon and its long- term impact on the development and empowerment of women. In order to
deal with a situation of violence, women require support at various levels that address their multiple
needs. It is essential that victims of violence have an adequate support structure like medical aid,
legal assistance, assistance in filing a police case, counselling services and emotional support for
their effective rehabilitation, temporary shelter for herself and her children and basic necessities for
the period of stay can be met, at a single place.
To address the needs of women in distress, schemes that provide shelter and other support
services would also be strengthened in terms of quality and geographical reach, with standards of
care to ensure quality services. Counseling is a helping approach that highlights the emotional and
intellectual experience of distress women. Counselling Process is defined as series of stages gone
through by the counsellor to help the distress women by understanding and solving the problem.
Counselling strategy is basically the technique or method used during counselling to understand and
find solution to a problem. Counselling is often defined as a developmental process in which the
counsellor encourages and assists the client to determine their own issues and goals; decrease the
effect of trauma; and gain self-efficacy in decisions affecting safety and their future plans.
There have been numerous governmental and non- governmental interventions in India to
effectively deal with the problem and to bridge the gap between public and private sphere. In recent
years counselling has become an important instrument towards women's empowerment. Counselling
services during the intervention period can help review and resolve action. Psychosocial support and
right kind of need based counselling is considered important for social rehabilitation of violence
victims. Counsellors play a major role in helping women at critical times. They need to be equipped
with counselling techniques and should have knowledge about various programmes and supportive
services available for women in distress. Keeping this in view, the Institute proposes to organize a
five day Orientation Programme on Counselling Skills for Institutions providing care to
Distressed Women from 06 – 10 July, 2015 at NIPCCD, Headquarters, New Delhi.
Objectives: The main objectives of the programme would be to:
i.
sensitize the participants about women empowerment and gender issues;
ii.
create awareness about identification of problems of women and diagnose/ understand
their problems;
iii.
familiarize them about existing programmes and support services for women in distress;
iv.
enable them to develop/ upgrade communication, negotiation and counselling skills; and
v.
promote networking among NGOs and institutions providing support services to women
in distress.
Course Contents: The course contents would broadly cover situational analysis of women in
distress; laws related to women in distress; domestic violence and atrocities against women; policies
and programmes for empowerment of women in distress; state interventions and supportive services;
ensuring minimum standard in delivery of services and institutional care and skills/ techniques
relating to communication and negotiation, counselling and networking; and field visit.
Methodology: The contents of the programme would be covered through a combination of training
methods including lecture-cum-discussions; group discussions; case study analysis; group exercises;
field visit; and films etc., with emphasis on participatory approach to learning. Besides the faculty of
the Institute, the resource faculty will be drawn from government, non- governmental organizations,
academic and technical institutions with relevant expertise in the subject matter and experience.
Participants: About 30-35 senior and middle level officials of National and State Level
Government (GO) and Non- Government Organizations from all over the country would attend the
programme. The participants for the programme will be selected on the basis of criteria which
may include educational qualifications; work experience, regional/local representation,
language skill etc. The selection of the participants is purely discretionary and will be decided by
the competent authority of the Institute.
Background Material: The study material comprising of compendium of reading material,
handouts and other informative material would be distributed to the participants during the
programme to supplement the classroom discussions.
Venue and Duration: The duration of the programme will be of five days from 06 -10 July, 2015
and it will be organized in the National Institute of Public Cooperation and Child Development
(NIPCCD) located at 5, Siri Institutional Area, Hauz Khas, (opposite Hauz Khas, Police
Station) New Delhi-110016.
Registration Fee: While the Institute will continue to subsidies its programmes, it has been decided
to charge a nominal registration fee of Rs. 500/- (Rupees five hundred only) per participant from all
the participants representing NGOs at the time of Registration. No registration fee will be charged
from Government Officials.
Travel, Board and Lodging: The outstation participants from NGOs will be paid travel grant
equivalent to AC III tier rail/actual bus fare by the shortest route to and from the venue of the
programme (excluding Shatabdi/ Duronto/ Rajdhani Express and AC Bus). The journey by road
to the nearest railway station/bus station will be paid to the non-official participants as per Institute's
Rule. Local participants will be paid local conveyance as per Institute's Rule. However, officials
deputed from Government departments, will draw their TA from their respective States/UTs.
The Institute will arrange free board and lodging facilities to all the outstation participants in its
hostel located at its premises in New Delhi for the duration of the programme and one day before
and one day after the programme.
General Instructions
1.
The enclosed nomination form duly filled and sponsored by the competent authority of the
voluntary organization/ government department should reach the Institute at the earliest and
latest by 08 June, 2015. Please note that nomination would be considered on first-come-firstserve basis as well as on fulfilling eligibility criteria for the training programme. A passport
size photograph should be affixed on the nomination form. The registration number
obtained from Planning Commission is mandatory for considering the nomination.
2.
The Institute will confirm the participation on receipt of nominations. The participants will
proceed for participation in the programme only on receiving a confirmation from the
Institute. Participants are requested to confirm the acceptance of their nominations over
telephone/e-mail before proceeding for the training programme in case of non-receipt of
confirmation letter at their end.
3.
Confirmed Participants should report for the programme at 9.00 a.m. on 06 July, 2015
(Monday). The programme will conclude on 10 July, 2015 (Friday) at 5.00 p.m.
4.
Participants reporting late for the programme or leaving it before the concluding session
would not be entitled for any Certificate or reimbursement of travel expenses.
5.
The Institute will have no responsibilities whatsoever towards board and lodging in respect of
family members, relatives or friends of the participants.
