THAT, aware that the functions of 03.03.2015 cultural activities and public entertainment including sports and cultural activities and facilities are vested to County Governments pursuant to paragraph 4 of Part Two of the Fourth schedule to the Constitution of Kenya; further aware that sport is a very essential activity both socially and economically to individual as well as groups; concerned that many school going children are idle during school holidays, which make them to be vulnerable to drug abuse and other delinquent behavior; acknowledging that there are limited spaces for children to play and interact which is an integral element of growth for children; this Assembly urges the County Government to open County owned school facilities during school holidays for well-organized extra-curricular activities for children. THAT, aware that Article 27 of the 04.03.2015 Constitution of Kenya (2010) provides the citizens of this republic comprehensive equality and freedom from discrimination; further aware that Article 56 (b) of the Constitution of Kenya provides that the State shall put in place affirmative action programme designed to ensure that minorities and marginalized groups are provided special opportunities in economic fields; concerned that people with disabilities have not been given priority in allocation of business space within the Nairobi City County; noting that there are many disabled youths with potentials to do business effectively for the betterment of the County; this Assembly urges the County Government to set aside at least five percent of all business spaces within the Central Business District, County Markets and Trading Centres for people with disability. 17.
