EWEB’s Approach to Water System Resiliency
through Master Planning and Emergency Preparedness

The Eugene Water & Electric Board (EWEB) is in the process of developing its framework for water system
resiliency and emergency preparedness. EWEB is the largest utility in Oregon with a sole source of water, the
McKenzieRiver creating a unique risk compared to other utilities in the region. As part of its 2014 Water System
Master Plan, EWEB will be analyzing the resilient spine of its system and making recommendations as to what
projects are needed in the future to aid EWEB in the quicker restoration of its system in light of the Cascadia
Subduction Zone Earthquake and other potential disasters. To compliment this, EWEB is also working on Emergency
Preparedness with other agencies such as the Red Cross and local governmental agencies to ensure our community is
prepared.
Elements associated with EWEB’s emergency preparedness include planning, training staff, coordination with other
utilities and agencies, developing an additional water supply source, constructing redundant infrastructure as well as
enhancing operational flexibility. This presentation will discuss the current status of EWEB’s seismic resiliency
improvements and planning as well as additional anticipated measures it will implement.
Wally McCullough is the Water Engineering Supervisor for the Eugene Water & Electric Board. He has a Bachelors
and Masters degree in Civil Engineering. Wally is a registered Professional Engineer in Oregon and California with
25 years of experience. Wally has been with EWEB for nearly 8 years.
Mel Damewood is the Chief Engineer for the Eugene Water & Electric Board. He has a Bachelors degree in Civil
Engineering from Oregon State University. He is a registered Professional Engineer in the State of Oregon with over
30 years of experience. Mel has worked for EWEB for 27 years.
