Netball Queensland Emerging Talent Umpire Program 2015 2015 Emerging Talent Umpire Program NETBALL QUEENSLAND UMPIRING DEVELOPMENT PROGRAMS Umpiring Development Levels Netball Queensland’s Umpiring Development Plan (2015) outlines the Umpiring Development Pillars and Key Partners that form the basis for umpire and umpire coach development in Queensland. Netball Queensland’s umpire coach development levels are: Netball Queensland (NQ) Developing Umpire Coach; NQ Emerging Talent Umpire Coach; and NQ High Performance Umpire Coach. Netball Queensland’s umpire development levels are: Association Umpire (Entry Level); NQ Developing Umpire; NQ Emerging Talent Umpire; and NQ High Performance Umpire. NQ Emerging Talent Umpire Program The NQ Emerging Talent Umpire Program (the Umpire Program) focuses on developing identified umpires who demonstrate an ability to potentially achieve at the pinnacle of the umpire pathway in Queensland. It represents a key step in the NQ umpire pathway to progress NQ Developing Umpires to the NQ High Performance Umpire level. One Team. One Vision. 2 2015 Emerging Talent Umpire Program STATEMENT OF PURPOSE Netball Queensland – One Team One Vision The Umpire Program is developed and will be conducted according to the core values set out in the NQ Strategic Plan 2014-2016 One Team One Vision: Respect Teamwork Professional Inclusive. Additionally, NQ is the peak body providing leadership and growth of the sport in Queensland and undertakes to achieve in the following areas: Grow our Brand Involve People in Netball Capacity of our People Build our Business. Purpose of the NQ Emerging Talent Umpire Program The purpose of the Umpire Program is to provide: exposure to a higher level of netball competition to aid in the progression of umpires to the NQ High Performance Umpire Program; educational opportunities for umpires to develop and up-skill their umpiring performance; and opportunities to broaden umpiring experiences through relevant NQ Umpire Development Camps and Master Classes. One Vision. 3 2015 Emerging Talent Umpire Program 2015 NQ EMERGING TALENT UMPIRE PROGRAM Purpose of the 2015 NQ Emerging Talent Umpire Program As part of the implementation of the 2015 Umpire Program, Netball Queensland will assess its suitability for: NQ’s umpires beginning officiating at the higher levels of netball competition in Queensland; better preparing NQ umpires for potential inclusion in NQ's High Performance Umpire Program; providing appropriate educational and up-skilling opportunities for talent identified umpires; and future delivery as part of the NQ Umpiring Development Plan (2015). The 2015 Umpire Program Objectives The 2015 Umpire Program aims to develop NQ Emerging Talent umpires through: fostering a collegial and supportive culture for umpires; providing enhanced opportunities for exposure to NQ State and elite level match play and/or programs; providing enhanced opportunities for developing the broad range of umpiring skills and techniques Emerging Talent umpire development camp(s); Emerging Talent umpire Master Classes; ‘team based’ umpire coaching sessions; and individual umpire coaching and/or mentoring. The 2015 Umpire Program Outcomes The outcomes of the 2015 Umpire Program include: increased numbers of Queensland umpires selected in NQ's High Performance Umpire Program; and increased numbers of National B Umpire Badges awarded to Queensland umpires. One Vision. 4 2015 Emerging Talent Umpire Program Overview of the 2015 Umpire Program The 2015 Umpire Program provides the following opportunities for umpires with a National B or C (minimum) badge level: umpiring at South East Queensland Challenge and/or NQ Mission Queensland State Netball League (Division 2) competition; mentoring at NQ umpire camp(s) by NQ Emerging Talent Umpire Coaches; and mentoring at Underage (17U and 19U) State Teams training sessions by NQ Emerging Talent Umpire Coaches as appropriate. Selection and talent identification 2015 NQ Emerging Talent Umpires are selected and talent identified by NQ Emerging Talent and/or High Performance Umpire Coaches at relevant camps and competitions. Selection into the 2015 Umpire Program is subject to one or more of the following prerequisites: National B Badge umpire accreditation; National C Badge umpire demonstrating potential to perform at a higher level; and participant at 2014 NQ Underage State Teams Selections - Phase 2 Selection Weekend Umpire Camp. Selection into the 2015 Umpire Program may also be subject to recommendations from NQ 2014 Regional Umpire Mentors and/or Pilot High Performance Umpire Coaches. All umpires selected in the 2015 Umpire program are required to be financial members of NQ. Umpire development programs 2015 NQ Emerging Talent Umpires will be included in the NQ umpire camp conducted at the NQ Underage State Teams Final Selection Weekend (where available). The 2015 Umpire program includes Master Class sessions with specific content to cater for the needs of umpires and their coaches, along with specific Australian Sports Commission online tools. Competitions used for development South East Queensland Challenge; State League (Division 2); Vicki Wilson Cup Finals Series; and NQ State Events. One Team. One Vision. 5 2015 Emerging Talent Umpire Program Responsible umpire coaching personnel NQ Developing Umpire Coaches; NQ Emerging Talent Umpire Coaches; and NQ High Performance Umpire Coaches. The 2015 Umpire Program’s Development Opportunities The 2015 Umpire Program will provided selected umpires with access to the following, and as appropriate to the individual’s demonstrated potential and/or performance level: Queensland 17/U and 19/U State Teams training sessions; and NQ 17/U, 19/U and 21/U State Teams selection programs. Umpire Coaching The 2015 Umpire Program will give selected umpires the opportunity to obtain performance feedback through the following: match day ‘team based’ umpire feedback sessions; match day individual umpire feedback and/or coaching sessions; other feedback sessions scheduled throughout the 2015 NQ competition season; NQ Master Class(es); and assessment of performance based on National KPIs and performance criteria. Umpire Coaches The 2015 Umpire Program will utilise the expertise of relevant NQ Umpire Coaches, including appointed NQ Emerging Talent and High Performance Umpire Coaches. NQ Umpire Coaches will be up-skilled through the competition season to better support umpires with the coaching and feedback required to achieve in their role(s). One Team. It will incorporate the following activities: selection into the Pilot Program; Emerging Talent umpire development camps; Emerging Talent umpire Master Classes; ‘team based’ umpire coaching sessions; individual umpire coaching and/or mentoring; ‘team based’ umpire match review sessions; individual umpire match review sessions; match play at South East Queensland Challenge and Mission Queensland State Netball League (Division 2) competitions; and match play at Vicki Wilson Cup Finals Series.
