As we are all aware house prices have plunged by nearly a third since
2006, and homeownership rates are falling at the fastest pace since the
Great Depression. Banks have an overflow of property repossessions
and are using the agents help to find new buyers, as well as offering
favourable terms, see a selection on whats currently on offer in our Hot
Properties section on page 38, some with over 60% discounts as well as
finance available.
The good news? Two key measures now suggest it’s an excellent time to
buy a house, either to live in for the long term or for investment income
(but not for a quick flip). First, the nation’s ratio of house prices to yearly
rents is nearly restored to its pre-bubble average. Second, when mortgage rates are taken into consideration, houses are the most affordable
they have been in decades. If you have good credit, a job and a down
payment, you can get a mortgage. There’s more paperwork and scrutiny
than five years ago, but things are slowly creeping back

Lucky Oil Strike On The Cards
Oil could well play a part in reviving the
economic fortunes of the Canary Islands in
2012 and onwards.Exploration has been a
bone of contention for some years and several companies have already made official
requests for permission to carry out tests.
Permission has recently been given to an
Australian company to search for crude
oil 50 miles off the coast of Lanzarote and
Fuerteventura. One of the issues previously raised about oil drilling concerns was
ownership if the drills struck lucky would
it benefit Africa or the Canary Islands? The
Government of the Canary Islands wants
the Ministry of Tourism to start negotiations over a claim, something president
Paulino Rivero has been concerned with
for some time.
British
Holidaymakers Cash
In On Falling Euro
Holidaymakers are being urged to cash in
on bargain holidays in Europe as the value
of the Euro falls to a 15-month low. The
pound is now worth 1.21, its best rate
since September 2010, which means that
holidays to Eurozone destinations will cost
British tourists less. Travellers are also expected to buy their spending money now
before the Eurozone crisis is resolved and
the rate falls again. This could have an effect on domestic tourism for February half
term and Easter as holidaying in the UK is
likely to cost more.
Spain favours CaixaBank, Bankia merger
SECTOR RESTRUCTURING
Spain has shunned an Ireland -style rescue
of its banks, because it would push up national debt and further sour euro zone sentiment.
Madrid-based Bankia and Barcelona-based
CaixaBank together make up around 18
percent of the country’s banking system
and would create a lender to rival Spain’s
two biggest banks, Santander and BBVA.
Spain’s government is pushing for former
savings banks CaixaBank and Bankia to
merge as it struggles to shore up the ailing sector without pouring in more public
money, sources said.
A merger of Madrid-based Bankia and
its Barcelona-based counterpart would
speed consolidation in a weak sector with
scant state funds available to flush out
toxic property assets, banking and political
sources said.
Although Spain will struggle to pull off the
merger of the country’s third- and fourthbiggest banks because of the cost of providing state guarantees to encourage them
to tie up, the move is seen as the only viable option.

The government has rejected ringfencing
the billions of euros of unsellable property
assets and rotten loans to property developers in a “bad bank” which would cost
the government billions to fund at a time
when debt levels of peripheral eurozone
countries are critical.
However, Santander and BBVA have spent
years diversifying away from Spain and its
sick economy which is on the brink of its
second recession in three years, whereas
the majority of Bankia and CaixaBank’s
business is domestic.
“A deal between CaixaBank and Bankia
could hugely advance the cleaning up and
restructuring of the sector.” said one sector
source.
“This (the merger) is being discussed,
because it’s either merging or having a
bad bank, and the government has said it
doesn’t want a bad bank,” said one political source.
The major obstacle would be finding state
funds to compensate CaixaBank -- one of
Spain’s strongest banks -- to merge with
Bankia which has one of the heaviest exposures to real estate in the country. Parent BFA has 11 billion euros ($14 billion) in
foreclosed property assets on its balance
sheet.
But the newly-elected centre-right government is looking at how to tackle a huge
funding gap in its banking system after rejecting the idea of using public money to
bail out the banks.
“The government couldn’t force CaixaBank
to take over Bankia, but it could incentivise it,” said one Spanish banker. “I believe
they are carrying out an analysis to see if
it’s viable.”

Spanair Closure Sees Vueling Stocks Soar
The Spanish Stock Exchange believes that
Vueling, the low cost airline owned by Iberia, will be one of the companies to benefit
most from the closure of Spanair, after seeing them lead the markets with their stocks
rising by over 20%.
Spanair had a market share in Barcelona,
where they had their headquarters, of
around 13%. All eyes are now pointing to
Vueling, also based in Barcelona, to be the
big beneficiary following the demise of its
former rival, who announced the halt of
their business at the weekend.
It was reported that other potential winners in business, due to the cessation of
Spanair could be Aer Lingus, which rose
7% on the Irish Stock Exchange, and Ryanair, which saw an increase of more than
1%.
Vueling, which is 49% owned by IAG, is the
most likely candidate to gain a large number of the routes formerly operated by Spanair. Some of these have limited profitability, but others are of great value, such as
the routes to the Scandinavian countries,
industry sources explained.
“The most logical approach is that the remaining routes stay with the low-cost airlines, since they are the best able to promote them,” said one Spanish broker’s

1. How much money do you wish to spend?
The first question is where is your money coming from? Is it tucked away in the bank or the
building society, will it come from a second
mortgage on your home in the UK or will you get
it from the sale of your present home? You need
to know that it is in place and ready to use before
you make any decisions. If you are considering
a mortgage in Spain then you need to have all
the evidence necessary to show the bank how
you will service the mortgage as well as telling
your real estate agency so that they can direct
you to properties that are mortgage-able. Your
budget depends on what you have raised in your
own country or the amount that you want to put
down as a deposit for the mortgage.
2. Mortgages in Spain
They are more expensive to set up but the interest rate is lower than many other European
countries so you win in the long-term. “Foreigners” usually receive 60 to 65% of the bank valuation of the property, or the selling price, whichever is lower. This means that you have to find
35% to 40% of the price of the property plus the
costs of the mortgage: plus a bank valuation approximately 0.1% - 0.15% until 300k euros property value, Once the valuation exceeds 300.000
euros the base rate increases and the valuers
charge more, 1% of the mortgage value for the
arrangement fee, 0.3% notary fees for the mortgage and 0.3% land registry for the mortgage,
plus any other lenders fees imposed.
3. Costs for Property Purchase
Generally you should allow 10% of the purchase
price to cover the costs of the actual purchase.
Here is how this amount breaks down:
Lawyer – the usual charge is 1% of the purchase
price of the property to cover conveyancing,
searches, contract preparation and the visit to
the notary to complete the purchase. Lawyers
will often offer other services such as obtaining NIE numbers, changing utility services to
your name, opening bank accounts etc. Take
care though, you do not have to use a lawyer
for the extra services and can often find these at
less cost elsewhere. Always ask for an itemised
quote before you agree to them doing this extra
work and check with your estate agent for prices
from other suppliers.
Taxes – Transfer taxes for a resale or a newly
built property are 5%. These are set by the govFreedom for Sale 8
ernment and non-negotiable. Land Registry – All property transfers have to be registered and this will cost about 0.3% of the
purchase price. Notary – In order to be fully
legal all contracts for completion of a sale
have to be signed in the presence of a Notary. Costs to the Notary will be about 0.3%
of the purchase price, these costs are in addition to the costs of the mortgage stated
above, all funds transferred need to have a
verifiable paper trail, cash transactions cannot be used.
4. What kind of a property would you
like?
Start with two columns, “must have” and
“would like to have”. The “must have” list
will include the number of bedrooms, outside space and other things you need for
your family including proximity to schools,
shops or public transport. The “would like
to have” list may include things like ensuite bathroom or extra bathroom, another
terrace or patio, a garage or parking area,
Jacuzzi, swimming pool, tennis court etc.
Would you consider renovation? If so, you
would need to have two separate budgets –
one to buy the house and one for the work.
Alternatively, put your renovation and purchase budget together and buy something
that needs little or no work. Make this a
joint/family discussion so that everyone
has the opportunity to put something on
the list and little or nothing is missed out.
5. What do you want to use the property for?
If it is a holiday home you will probably
want easy access and therefore will want
the property within reasonable distance of
the airport. If it is a permanent home then
other considerations might be more important like views, size and scope to improve.
If you are buying as an investment to let,
you need to think about the kind of rental,
i.e. Long term or holiday as again the area
is important for your potential guests. You
should also keep in mind that if you are
buying a property that needs renovation
you should try and factor in the costs for
an architect and builders etc. think about
the period of renovation when there will be
no income from the property. If its a larger
reform and requires an extension, be sure
licences will be granted, so you are not
stopped mid way.
6. Where do you want the property to
be?
Now that you have your budget and your
list of all the essential requirements, this is
the best time to start your research. Your
first step is to go on to online and begin
searching. Although you can search by
town it is much easier at this stage just to
search by area and budget as this will give
you a much better idea of what you will get
for your money. You will see that the closer
to the coastline, the more expensive the

7. What legal requirements are necessary for foreigners?
The most important is an NIE number, this is
a national identification number and is necessary for most things you will want to do in
Spain but essential for buying a house. If you
are coming to live permanently in Spain you
need to think about transport. Residents of
Spain are legally obliged to drive a Spanish
registered car with a Spanish driving licence.
Although you can import your car from the
UK this can be expensive and a right hand
drive car is not the best thing to use on Spanish roads, we think it is far better to sell your
car in the UK and buy one in Spain. The
Spanish licence is exchanged for your UK licence, there is no test to take. If you are in receipt of a UK state pension you will be eligible for free health care in Spain if not you will
need to have private health insurance if you
are not paying into the system by working in
Spain. Once you have purchased your property you really should make a Spanish Will,
whilst you are not governed by the Spanish
Laws for disposal of your assets there will
be untold problems for your descendants if
a Spanish Will is not in place. If you still have
interests in the UK you will need an English
Will too, with the Wills in each country referring to the other. There are many companies
in Spain that will prepare both English and
Spanish Wills together and give you them in
both languages.

8. Taxes and Insurance?
There will be annual tax to pay on your
property in Spain whether you live here permanently or have a holiday home. These
charges are MUCH less than in the UK, as
an example 50 to 250 euros PA is normal
to cover refuse collection and other council
provided services. If you live here permanently you are responsible for paying taxes
on your world wide assets so you need to
ensure that you are not paying in the UK as
well. If you own property in Spain although
you are not subject to Spanish Inheritance
law if non resident, it makes life easier for
your descendants if you have a Spanish will.
9. What else is important?
Find an estate agent you can trust, that will
offer many more services than just selling
you a house. Beware of advertisements offering you free or low-cost inspection trips,
you could pay dearly for them in the end.
Reputable agents double check everything
when viewing properties and when talking to lawyers. Always use an English and
Spanish speaking lawyer to handle your
sale, there are many in Spain and although
it may cost more money, it is well worth the
small additional cost if only to make all the
necessary checks prior to signing a contract
at the notary. Please be aware, there is no
such thing as a private contract in Spain, this
is distinct from the one you use at the start

registry, alteration or loss of title documentation, fraud, forgery, and clerical or typographical errors affecting ones title, thus
affecting their investment or holiday home.

made the role of currency specialists

This issue we talk to Brian and Janet Davies
from Cheltanham, who have recently purchased
property in Costa Teguise, Lanzarote. So delighted were they with the help and services of
Location Properties owned by John Walsh and
his wife Stephanie as well as sales consultant
Laura Sweeney that they also took a step further and decided to buy the one next door.
Janet is 63 and a retired Speech specialist and
teacher, she is married to Brian aged 73, a Space
Engineer. The couple first came to Lanzarote
separately with their late spouses back in 2000.
They returned to the Island together as a couple in September 2010, where they fell in love
with the Island and first started talking of buying
a property here. Although they had traveled to
other Islands it was Lanzarote where they chose
as a place to make a second home. Both enjoy
the laid back feel the Island provides as well as
the Cesar Manrique inspired style. Anyone who
knows Lanzarote will agree that it lacks highrise hotels, thus maintaining the Islands charm,
wonderful light and landscape. It was these attributes that made Janet & Brian want to make
enjoyable holidays to this magical Island more
lengthy and permanent. Purchasing a property
made sense, they were in the fortunate position
of not needing a mortgage and loathe leaving
the money diminishing in the bank with low interest rates. A wise property investment, which
would fulfill their lifestyle, seemed the sensible
way forward.
Janet and Brian decided to come to Lanzarote
for a weeks visit to find a property, they arrived
on a Thursday and within just 48 hours walked
into an apartment on Los Molinos complex and
found exactly what they were looking for. They
thought about it overnight, put in an offer on

asked whether you want to be charged
in Pounds or Euros? This is a common
practise at many banks which confuses
tourists. Many select “Pounds” when
forced to choose but this is in fact the

“dynamic currency exchange” which allows
overseas retailers to get away with adding
