CEO Welcome
Welcome to the British Hydropower Association Annual Conference 2011 –
“HYDROPOWER – Championing through Diversity”.
A strange title for a hydropower conference – indeed questions have been asked! But,
we have stuck to our guns for good reasons.
No-one can deny that hydropower, when looking at all its facets, is very diverse. In my
role as Chief Executive of the BHA over the past seven years it is this diversity which
has both excited and frustrated me. Our members come from many backgrounds and
disciplines and have their own niches which are important to them. The BHA has
therefore to acknowledge their widely varying views and standpoints and must attempt
to treat them all with equal importance and often strict confidence. I think that we have
developed a way of dealing with the wide variety of comments and problems. Certainly
this last year with the new operational system based on member-based work groups
has paid dividends with the most important issues.
Not only is the BHA membership diverse but the political climate within which
hydropower has to develop in the UK is also diverse. As well as central government we
deal with the devolved administrations in Scotland, Wales and Northern Ireland. Our
counterparts in the European Union are amazed at the differences in planning, taxation
and environmental regulation which we encounter on behalf of our members.
In my introduction to the BHA Annual conference last year I referred to the damaging
effect we were experiencing as a result of the protracted review of the new Feed-in Tariff
structure. Little did any of us think that it would take until July this year to publish
decisions which are finally allowing new developments to go ahead. The rush is on!
Throughout the processes on both FiT and ROC reviews we were delighted that the
Department for Energy and Climate Change and the Scottish Government listened to
points made by the BHA together with industry and other trade associations resulting to
changes in proposed policies. To have the ability to discuss and prove points on
important issues is much more effective and satisfying than the bullying and
sensationalising techniques being employed by some of the campaign groups.
I write this while the BHA and a number of UK companies prepare to promote British
expertise at “Hydro 2012” in Bilbao. The world’s hydro sector is buoyant and, in
Europe, hydro development progresses despite the effect of some EU directives. The
hydro industry is healthy in all areas and all the talk is of continued expansion.
Our 2012 annual conference will address the present difficulties and will also provide
optimism for the future.

and colleagues - both old and new.

Jon Needle founded Derwent
Hydroelectric Power Limited following a
long-term passion for waterpower. He has
over 20 years' experience in the design,
construction, installation and operation of
small hydro schemes in the UK. He has
developed and now operates nine low head sites with a
combined capacity of over 1MW. In addition he has been
directly involved in the refurbishment or installation of
more than 40 other hydro schemes. Jon is Chairman of
the BHA.

Association
Marko Gospodjinački, B.Sc., is a
president of ESHA - European Small
Hydropower Association and member of
the Governing Board of EREC (European
Renewable Energy Council). He was the
president of the Slovenian Small
Hydropower Association for 14 years, while acting as the
expert on the Small Hydropower field, ranging from
being an engineer, designer, investor, equipment
producer, SHP operator and green power trader. He is
the co-author of several studies on SHP and contributed
in writing the foundations for the Slovenian Energy and
Water legislation. Since 1999 he is a member of the
Governing Board of the Slovenian Chamber of Energy.

Andy Billcliff is the Head of Renewables
production for Npower Renewables.
Responsible for delivery of production
targets for a fleet of 500MW of Wind and
Hydro Assets across the UK. A
mechanical Engineer with over 25 years
experience in the Power Generation industry, having
worked on Nuclear, coal and gas fired plant before
moving into Hydro operations.

Mr Andrew Thick
Associate Director (Hydro-mechanical), URS
A.J.C. Thick graduated in Electro-Mechanical
Engineering from the University of Aston, Birmingham,
England. Andrew has worked for two international
consulting firms totalling more than 30 years in the field
hydro-electric power generation, latterly with Scott
Wilson / URS since 1997. He has a broad experience in
the study, design, project management and construction
supervision of hydropower projects in Europe, Africa and
Asia. He was Project Manager for the 85 MW Lochaber

moving to the policy environment, Paul worked for 5
years in the Energy Consents Team where he managed
a case load of applications for large scale generating
stations and facilitated the Forum for Renewable Energy
Development in Scotland (FREDS) Subgroup on
Planning and Consents.
John Heaton

SESSION THREE
John Heaton is a Senior Project Manager
for Dulas Ltd. John is responsible for the
leadership of Dulas’ Stirling office which
is currently focussed on the delivery of
hydro and medium wind products and
services. Specialising in project and
service management within the small hydro industry,
John has recently delivered several new build high head
schemes as well as overseeing a number of
refurbishment and consultancy projects. John is a
chartered electrical engineer with a postgraduate
qualification in renewable energy and an extensive
portfolio of project management and design expertise
covering hydro, biomass, telecommunications and
power applications.

Mark Draper
The Co-operative Bank
With over 20 years project and programme delivery
experience within the water and waste industry, Fraser
has been instrumental in developing Scottish Water
Horizons’ hydro and solar power capability.
Over the last 12 months his main focus has been
building a hydro programme of currently 50 hydro
projects which will enable Scottish Water Horizons to
outperform its growth generation targets, contributing
towards Scottish Water's ambition of being self sufficient
in terms of energy by March 2015.
Nick is a Director of babyHydro Ltd,
responsible for operating and tailoring the
Hydrobot model for landowners and
developers across Scotland. In addition
Nick is taking three micro-hydro schemes
through the consents process, with
development to begin shortly on a fourth. He led the
Scottish Hydro Power Resource Study (2008)
commissioned by The Forum for Renewable Energy in
Scotland (FREDS) on behalf of the Scottish Government,
and the subsequent Employment Potential of Scotland’s
Hydro Resource. Nick holds a Masters Degree
(distinction) in Sustainable Energy Systems from the
University of Edinburgh.
Simon Patullo
Water Specialist – SEPA
Initially in the planning liaison unit in Aberdeen before
touring the Stirling, East Kilbride and Glasgow offices
under the guise of Environment Protection Officer, Simon
has been with SEPA since 2000. He has been a water
specialist since 2008, focussing primarily on the
regulation of abstractions from, and impoundments in,
the water environment. Due to the increasing popularity
of hydropower, last year SEPA set up a team dedicated
to improving and making more consistent the process
involved in achieving a water use licence for these
schemes. Simon currently leads the team in the south
west of Scotland.
Paul Smith
Onshore Renewables Policy Officer, Scottish
Government
Paul is a Policy Officer for the Scottish Government, with
responsibility for hydropower policy. Working within the
Renewables Routemap team, Paul’s role involves
advising Ministers on key policy decisions and working

Chris Brett (Chair)
Director, Hydro Survey Limited
Chris is a member of the Institution of
Engineering and Technology and of the
Institution of Civil Engineers. Chris has a
breadth of knowledge and expertise in
hydropower built up over many years
working in the industry. Chris is a Director and board
member of the BHA. Recruited into the hydropower
family whilst working for GILKES he travelled widely
picking up techniques in hydropower development from
a wide variety of sources. Transitioning into a civil
engineering consultancy practice in 2006 further
developed Chris’ knowledge and understanding of
hydropower systems. Earlier this year Chris established
Hydro Survey Limited as an independent hydropower
consultancy and is on a mission to make hydropower
more affordable, practicable and as stress free as is
possible for land owners and community organisations.
Dr Jay Millington
University of the West of England
Jay is a senior lecturer in civil engineering
at the University of the West of England
in Bristol, where his principal teaching
areas are fluid mechanics and surveying;
his research interest is in hydro-power,
particularly its use by the water industry.
He joined UWE in 2005 having worked for 3 years as a
tension structure engineer and before that, 4 years in the
water industry. He completed his fluid mechanics PhD in

Jennifer Ballantyne
Partner, Pinsent Masons
Jennifer is a partner in the real estate team and, with
over ten years’ experience in the environmental field
and planning expertise, a key member of Pinsent
Masons’ Planning & Environment team operating across
their four UK offices. She is based in the Glasgow
office. Jennifer has been a member of the
environmental team since its inception and has
particular expertise in waste management, minerals,
renewable energy and contaminated land issues. She
also specialises in planning law. Jennifer has recently
been advising renewable energy developers and
operators on the property, planning and environmental
aspects of schemes across the UK including CHP, wind
farms (onshore and offshore), small scale hydro,
biomass, landfill gas utilisation and hydrogen power
combined with carbon capture and storage (CCS).

Judith Patten
Director, JPPR
Judith Patten co-created All-Energy at
the start of the century – this annual
show in Aberdeen has now grown to be
the largest renewables show in the UK;
and has spawned shows in Australia and
Canada. She also newsgathers for and
edits the fortnightly News@all-Energy. Taking off her AllEnergy hat, she also runs a PR consultancy with the
majority of her clients involved in the marine,
renewables and oceanological worlds.
Adrian Loening
Director, Mór Hydro Ltd
Fraser Allison
Civil / Hydro Engineer, MottMacDonald
Adrian has worked in the field of
Renewable Energy since 1980 when he
was a technician at the Edinburgh
University Wave Power Research Group.
He has an honours degree in Engineering
Design and Appropriate Technology from
the University of Warwick. Adrian has worked in a wide
range of renewable technologies including Solar
Thermal, Solar PV, Biogas and Hydro. He is a director of
Mór Hydro Ltd which provides consultancy services to
the renewable energy industry and the carbon markets
internationally and has worked in more than 25
countries from Chile to China. The company developed
the 500kW Inverliever project which is one of the first
Feed in Tariff hydro projects in Scotland is currently
project managing several other small hydro schemes.
Fraser is a chartered Civil Engineer employed by Mott
MacDonald small hydro team in Glasgow. His previous
experience extends across the conceptual and detailed
design and management of a range of infrastructure
projects throughout the UK and overseas, including
400kV substations, coal export terminals, highways and
marine works. More recently, Fraser has been involved
in the design of hydro projects and is currently the
Project Manager for the Maggotty Hydro Expansion
Project in Jamaica.

Fergus Ewing, MSP
Minister for Energy, Enterprise & Tourism,
Scottish Government
Mr Ewing was born in Glasgow in
September 1957 and was educated at
Edinburgh's Loretto School and then
attended Glasgow University. He is the
MSP for Inverness East, Nairn &
Lochaber. Prior to being elected, he ran
his own law practice and developed SNP policy on
small business and other matters as well as serving on
the party's national executive. He has served on a
number of Scottish Parliament committees including
the Subordinate Legislation Committee, Enterprise and
Lifelong Learning, Finance, Local Government and
Transport committee and was previously Shadow
Minister for Transport, Tourism & Telecommunications.
He was Community Safety Minister during the 2007-11
David Griffiths
Project Manager, KGAL
Dave Griffiths joined KGAL as Business
Development Director in 2006, with over
30 years experience in a design and
construction environment, most of which
has been related to water control gate
design, manufacture and installation.
Having started his career with Newton Chambers
Engineering, the UK’s leading Water Control Gate
supplier at that time, Dave built a thorough
understanding of gate design for an International client
base. Major projects included Pergau, Uri and Victoria
Dam and supervision of gate installation and
commissioning at Dinorwic Pumped Storage Scheme.
He is currently KGAL Project Manager on the 1285 MW
Xayaburi HEP in Laos.

By qualification a classicist who has been involved in
farming for most of his life, Andrew Frazer also owns 2
low head hydro schemes in Co. Antrim, Northern
Ireland.
Chris Elliott
WRE Ltd
Chris is the senior hydro engineer and
director of WRE Ltd based in South
Devon. WRE is a company focussed on
the micro hydro sector primarily in
England and Wales, carrying out design
and installation work for low and high
head schemes. Chris founded the business in 2005,
based on Dartmoor, to design and install small
hydropower systems for clients. Since then the
company has grown to be one of the main design
companies working in the micro-hydro sector. Chris has
had an involvement in industry wide processes such as
the EA Good Practice Guide review, MCS panel and has
represented the hydro industry to various conservation,
preservation and angling bodies.

Export Promoter for Hydropower. In this
position he assisted export business and promoted
companies in the hydropower sector. In 2004 he was
also appointed as a Visiting Professor to the University
of Edinburgh. From 1964 to 1995, he served in roles of
increasing responsibility for Gilbert, Gilkes & Gordon
Ltd, manufacturer and supplier of water turbine
generating equipment, ultimately overseeing sales and
marketing for the Small Hydropower market worldwide.
He then established and managed a regional office in
Kuala Lumpur covering South and South East Asia. He
was elected as a Council Member of the British
Hydropower Association in 2000.

by incorporating continuous reinforcement in this direction yields a
higher performing product at a lower cost. Using technology
developed by material specialists, a very dense laminate is created
that maximises the contribution from the basic raw materials. In
addition the manufacturing process introduces chopped
discontinuous glass for axial reinforcement. Placed near the neutral
axis in the core is very fine and pure silica sand to increase
stiffness by adding extra thickness.
Depending upon pressure ratings, Flowtite pipes and fittings are
available as standard up to 32bar working pressure and in any
length up to 12m. Every pipe and coupling has been tested to 2x
the pressure rating before leaving the factory. Constructed from the
inside on a steel banded mandrel the inside surface is extremely
smooth.

Born out of a cavernous, disused space under
Central Station, the Arches is set in Grade Alisted Victorian railway arches at the heart of the
city centre. It is the most exciting and vibrant
alternative to corporate venues in Glasgow.
The Arches is a non-profit making organisation
and registered Scottish charity, with all revenue
from corporate hires used to fund their awardwinning arts and education programme.
Delegates, Speakers and Exhibitors fees include
the conference dinner – but we need to know in
advance if you will be attending. There is a list of
confirmed dinner guests at the registration desk
– if you wish to attend the dinner please check
your name is on the list and if it is not, please
speak to Wendy, Katie or Ellan.

Alfie Moore
The Stand-Up Police Sergeant.
Alfie is an original and distinctive comedian with his niche
area as a serving police sergeant. He came slightly later
to comedy and brings a wealth of insights and comedy
moments from his eighteen years on the beat, where a
keen sense of humour has been the key to his success
and survival!
Born and raised on a council estate in Sheffield he was
an apprentice in the steelworks before joining the Police.
Alfie was inspired to take up stand-up comedy in 2007
after his first taste of live comedy at a local comedy club. He quickly became
well and truly hooked and was soon performing regularly up and down the
country. He has twice written and performed his own one-man show at the
Edinburgh Fringe Festival where they have each run for the full 22 nights. He has
also supported Sarah Millican, Russell Kane and Milton Jones on their national
comedy tours. In 2011 Alfie was one of the stars of ITV1′s Show Me The Funny
and wrote and presented ‘Alfie Moore’s Almanac’ for BBC Radio. Most recently
he has been featured in BBC3′s Bizarre Crime.
Alfie has an observational comedic style, which lends itself to witty, and
sometimes gritty, anecdotes based on everyday modern policing.
Alfie is a versatile stand-performer and is currently headlining for a variety of
promoters. He also performs a select number of charity events each year.

Subway
Scotland's only subway system's circular route is a fast and efficient way to travel
around particularly in the city centre, west end and south side areas.

Rail
Glasgow Central Station links Glasgow by rail to the South. Glasgow Queen Street
Station operates routes mainly to Edinburgh, the North of the city and Northern
Scotland. The ‘Roundabout’ one-day ticket allows unlimited travel by rail to over 110
stations in Scotland and once in the city for £5.60.
Bus
First Bus Glasgow is the largest bus operating company in Scotland, with over 1000
buses in operation. Hop-on hop-off bus tours operate year round and are a great way to
get around – buses depart from George Square throughout the day.

Taxi
Glasgow’ taxi drivers are known to be some of the friendliest in the world! Glasgow
taxis operate 5-seater ‘black cabs’ in and around the city. If their yellow light is on they

Car Parks
There are several municipal car parks around the city, including one directly behind the
conference venue. There are also 250 on-site parking spaces at the Thistle, available at
an additional charge.
