VOTE!
As we have successfully dodged another hurricane season and our newly-expanded
Community Gardens are in full swing with another excellent crop of vegetables, flowers,
and beautifully decorated plots, Election Day is just ahead.
I strongly urge all owners and residents on the Island to exercise your right to vote and
help decide who will lead our County, City, and our Flour Bluff ISD School Board. Many
exceptional Island residents have taken the plunge and put their name on the ballot and it
is always a good thing when the Island is well represented on our governing councils,
boards and commissions. I hear many Islanders say the Island is never properly represented in many areas and this is your opportunity to elect Island residents and truly put
our collective voice in action.
Additionally, the PIPOA Board of Directors has taken recent actions to bring to our Island Community many of the amenities and living conditions that some have said we
were sorely lacking.
We have moved forward with preliminary discussions and eventually drawings of a Community Center that all residents will be able to use and enjoy. Look for an announcement of a Town Hall meeting sometime in the near future to show off the designs and
discuss residents’ concerns, answer questions, and determine how and when we move
forward with this exciting project.
We also have pledged significant dollars to partner with the City on bringing great, new
family-friendly fields and equipment to Billish Park. We are encouraged by the City efforts and plan to begin refurbishing Billish Park in the spring. We also have undertaken a
phased approach to upgrading and improving the Whitecap medians, which is the largest
entranceway to many of our neighborhoods. The first phase is underway and we plan to
begin Phase 2 in the spring and work our way down Whitecap and make it a showcase
for residents and visitors. There is a lot of exciting actions underway around the Island
and the POA is a major part of all of them.

GARDEN TOUR
The Island Gardeners are having their Second Annual Garden
Tour Saturday, October 18. It starts at 9 AM with the dedication of the 20 additional garden plots at Douden Park. And a visit
to the butterfly garden at Douden. The tour of 6 locations on the
Island is from 10 AM to I PM. Maps are available at the POA office. The owners of these gardens are anxious to have folks see
their beautiful yards. They are willing to share their experiences
on what to do and what not to do when it comes to gardening on
the Island.
ISLAND ART WALK
The Annual Island Art Walk is set for Sunday, November 2, Noon to 4
PM. The location for this event is Billish Park. Many local artists will have
a variety of items for sale. This is a great event and we are delighted it
will be happening again this year.
Plan to do your Christmas shopping!

LA POSADA
The La Posada Boat Parades are set for Friday, December 12 in the
North Channel and Saturday, December 13 in the South Channel.
These boat parades are one of the highlights of the holiday season.
The Padre Island Yacht Club organizes the events and our residents
host the many parties where Toys for Tots are collected by the Marines.
Scuttlebutts hosts a fund raising event which is set for December 2,
Starting at 5 PM. Port Royal will have a Christmas tree lighting party
Saturday, December 6, 6—9 PM.
There is also a contest for the best decorated houses. There are
awards for best street-side decorations as well as best water-side
decorations.

CAROLING IN THE PARK
Do you enjoy singing Christmas carols? This is your opportunity to
enjoy the music and join the singing.
Wednesday, December 10, 7—8 PM, Billish Park, is the date and time
for a community musical event. Plans are underway, but it should be
a fun night for everyone attending.

There are three positions up for election in March 2015. The term of office is for 3 years. Candidates must be members of the POA in good standing, and at least 18 years of age. Statements of candidacy need to be received in the POA office by November 15th. You may email them to: maybeth@pipoa.net
We will publish the statements in the winter newsletter which also contains
the ballot. Your statement should include your background as well as why
you want to be elected to the Board.

COMMUNITY BUILDING
The overwhelming response at the annual meeting this past March
was “we want a community building.” The Board appointed a committee to start the process. Requests for qualifications for an architect
were developed and sent out. The committee chose the architect and
plans are now being drawn.
There will be a Town Hall meeting in November where we will have
the preliminary design and “look” for the building. Watch for an email
notice, if you’ve given us your email. The Moon will also have the announcement of the date and time.
There will be no increase in your annual fees because that can only be
done by a change in the covenants.
NOTES FROM YOUR POA

The folks who live on the canal which Encantada crosses have known for years the culverts under that road
were silted closed. We thought the City should be responsible for those culverts; however, it was determined the POA “owns” the culverts. The POA along with the Island Strategic Action Committee tried to
have the City replace those culverts with a bridge. Unfortunately, the City Attorney provided a legal opinion whereby the City could not use bond money to build a bridge. The POA will soon be removing the silt
and opening the culverts so that the water will once again flow between the canals on each side of Encantada. Water quality in that canal should improve, especially after the Park Road 22 bridge and canal are
completed.
When the Island was annexed by the City, the POA assumed the responsibility of maintaining the medians
on Whitecap, Commodores and Seapines. At the August Board meeting, it was decided to spend the money to improve the Whitecap median. Construction should start in the next few weeks. Watch out for the
workers, please!
I’ve written about the Billish Park improvements, so will not go thru all the details, again. The estimated
cost to complete Phase I came in about $200,000 more than the amount the City has left from the designated bond amount. The Board voted to spend up to $200,000 to work in a true public/private partnership in
order to get the much needed improvements to Billish. Ever the optimist, I thought we would see dirt being moved yet this fall, it now looks like Spring is more likely!

Brush Set-out Schedule

The last brush collection for 2014
will start Monday, December 8
Set out time is Nov 29– Dec 7
Collection is normally completed in two days. Do not
set out after December 8 as
the City fines for early set
out.
The City was concerned about the fire hazard the Litter Critter
was creating by our building.
The options were to stop doing the Critter or find an alternative site.
The Critter is now located at the west end of Whitecap on the
wastewater treatment plant property.
It is available on the Second (2nd) and Fourth (4th) Saturdays of
every month between the hours of 7 AM and 4 PM.
All materials except paint, tires, batteries and chemicals can be
brought to the Critter.
The recycle bin at the Fortuna Bay ramp is only for cardboard,
paper and aluminum. It is NOT a dumping site!

Early voting starts October 20 and ends October 31. The location
is Seashore Learning Center on Encantada.
